Special Eligibility Criteria

   Technical Eligibility Criteria: 1. The bidder may be OEM or Authorized dealer/Authorized distributor. Case I If the bidder is a Authorized Agent, the OEM s tender specific Authorization certificates are required to be submitted with the bid along with the credentials of the OEM (same as asked in Case II below), in order for the offer to qualify the eligibility criteria. Case II In case the bidder is the OEM the bidder shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer of Stretch Forming Machine for Roof Arch Bending or similar equipments as mentioned at S.No. 3 and has been supplying same to Central Govt./ Public Sector Units/ Indian Railways/Private firms with Turnover of more than Rs. 100 Cr (CA certified Turnover certificate to be attached along with the bid). The OEM shall have valid ISO 9001 certificates (desirable), on the original date of closing of the tender and a copy of same should be submitted along with the bid

   2. The OEM must have supplied at least 01 no. of same/ similar/ higher capacity machine(s) as mentioned atS.No. 3 in last 05 years. Statement of last 05 years supplies along with, (i) purchaser s name and (ii) address, (iii) email address and (iv) phone/fax number of purchaser, (v)purchase order (PO) or supply order number and (vi) PO date (vii) along with the copies of purchase order (PO), (viii) quantity supplied (with proof of supply), (ix) date of supply and (x) their commissioning date shall be submitted with the offer. Copies of POs & (performance certificate / successful commissioning report) submitted shall also indicate the parameters/ specification of the supplied machine to prove same or similarity aspect of the machine as mentioned in the clause 3 below. Technical specification of the machine from the related document of the PO must be attached to supplement the PO in regard to the respective parameters of machine. Specifications attached shall have linkages to the PO.

   3. For the purpose of similarity, same/ similar machine will be considered as below : A. Profile bending machine suitable for Roof Arc Bending. B. Roof Arc Hydraulic Bending machine C. Stretch Wrap Forming Machine for Aluminium Extrusions or Structural Sections D. Stretch and Bend Forming Machine for Automotive or Aerospace Body components E. Profile Bending Machine with Controlled Stretching Arrangement (Hydraulic / Servo Controlled) 1. The bidder shall, in their offer, submit performance certificate/ successful commissioning report/successful warranty completion certificate of at least 1 (one) numbers of same/similar machines (as mentioned in clause 3 above) supplied in last 05 years. 2.    F. Financial Eligibility Criteria: 1. The bidder must have received financial turnover through sales of goods of at least Rs.96.63 lacs in the previous three financial years and the current financial year up to the date of closing of tender. The bidder shall submit certificates to this effect, which must be certified by a Chartered Accountant duly supported byAudited Balance Sheets. Note: The above conditions are applicable in addition to those contained in tender document. In case,any of the conditions mentioned here above are contrary to those mentioned elsewhere, conditions mentioned in this document (Special conditions / Eligibility Criteria of Tender) shall supersede the corresponding conditions given in tender document. If above criteria is not fulfilled, offer bid may be rejected without any intimation to the firm.

   EVALUATION CRITERIA The offer from bidder on turnkey basis shall include the following items (i) The cost of basic machines as per this specification and as per Schedule-I including concomitant accessories and conforming to the relevant standard.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   IRS Conditions of Contract:The contract shall be governed by latest version (along with all correction slips)of IRS conditions of Contract, and all other terms and conditions incorporated in the tender documents.

   NOTE- THIS TENDER IS GOVERNED BY LATEST BID DOCUMENT VERSION 14.0 OR LATEST WITH ALL CORRIGENDUMS AND AMENDMENTS IF ANY ISSUED BEFORE CLOSING OF TENDER.

   GD CLAUSE: RAILWAYS RESERVES THE RIGHTS TO CANCEL CONTRACT AFTER EXPIRY OF THE DELIVERY PERIOD BY IMPOSING GD @ 10% OF THE OUTSTANDING OF THE VALUE OF CONTRACT.

   LIQUIDATED DAMAGES: RAILWAY WILL RECOVER FROM THE CONTRACTOR AS AGREED LIQUIDATED DAMAGES AND NOT BY WAY OF PENALTY, A SUM EQUIVALENT TO 0.5% (HALF PERCENT) OF THE PRICE OF ANY STORES (INCLUDING ELEMENTS OF TAXES, DUTIES, FREIGHT ETC.) WHICH THE CONTRACTOR HAS FAILED TO DELIVER WITHIN THE PERIOD FIXED FOR DELIVERY IN THE CONTRACT OR AS EXTENDED FOR EACH WEEK OR PART OF A WEEK DURING WHICH THE DELIVERY OF SUCH STORES MAY BE IN ARREARS WHERE DELIVERY THEREOF IS ACCEPTED AFTER EXPIRY OF THE AFORESAID PERIOD, SUBJECT TO A MAXIMUM OF 10% (TEN PERCENT) OF VALUE OF DELAYED SUPPLIES AND THE SAME WILL NOT BE WAIVED OFF EXCEPT IN CASES WHERE DELAY IS ON ACCOUNT OF RCF. NOTE:-(THIS IS APPLICABLE FOR TENDERS OPENED AFTER 31-MAR-2019)
