Tenderers must have registered at least 3 years back under the Karnataka Shops and Commercial Establishments Registration Act-1961 in relation to providing human resource services. Attach the Valid registration certificate

Employees Provident Fund (EPF) Registration Certificate obtained at least 3 years ago. The Institution/Company/Agency should provide the documents regarding the payment of Employee Provident Fund (EPF) every month for the last 3 years (Financial Years 2023-24, 2024-25 and 2025-26)

Employees State Insurance (ESI) Registration Certificate obtained at least 3 years ago. The Institution/Company/Agency should provide the documents regarding the ESI payments every month for the last 3 years (Financial Years 2023-24, 2024-25 and 2025-26)

Registration certificate under the Goods and Services Tax Act and Monthly challans of service tax/GST paid for the financial years 2023-24, 2024-25 and 2025-26, ST-3 Service Tax Return/ GST Return in GST-R-3B. Attach the documents filed

Certificate of Registration under the Professional Tax Registration Act. Copies of returns filed in Form-5A for filing profession tax for Years 2023-24, 2024-25 and 2025-26 should be attached

The tenderer should have provided manpower services as a Human Resource Agency to Government and Non-Government organizations on outsourcing basis for a period of not less than 3 years (from 01-04-2023). At least 25 outsource staff engaged in each year from 2023-24, 2024-25 and 2025-26 should be attached copy of mandate/contract documents. Details of service experience to be submitted in Annexure-2

Enclosing the documents regarding the payments made towards the Labor Welfare Fund for the years ending December-31 of the year 2023-24, 2024-25 and 2025-26.

Trade License to carry out industrial/ commercial activity from local bodies Authority/Municipality/City Council/Corporation/ Mahanagar Palike) must be obtained prior to date: 01-04-2023 and attach the documents regarding renewal for last three years. Presently it should be renewed for the year 2026-2027.(copy attached)

The bidder should provide income tax returns documents for the last 3 years (financial years 2023-24, 2024-25 and 2025-26) of income tax paid. In case the income tax returns for the year 2025-26 have not been filed, the receipts/TDS challans of advance income tax paid should be submitted.

Average Annual turnover for the financial Years 2023-24, 2024-25 and 2025-26 must be not less than of Rs.50.00 Lakhs (Rs. Fifty Lakhs), copies of profit and loss statement and balance sheet documents should be submitted. Submission of audit reports relating to these periods. If the full audit report for the year 2025-26 is not available, attach a Audit certificate.

Tenderer should have audited transactions of last 3 years. 2023-24, 2024-25 and 2025-26 audit report and issuance of statutory auditor's certificate should be submitted. (Annexure-3)

From 01-04-2023 to 31-03-2026 elected members, blacklisted organizations are not allowed to participate in the tender. And submission of notarized copy of non-blacklisted and non-elected members.
