Outsourcing of services for manning & operation and maintenance of INMAS electric sub station and DG sets 3x320 KVA of NMR building & CT building in case of main supply failure 24 Hours (each shift of 8 hrs) from 0600 to 1400 hrs 1st shift, 1400 to 2200 hrs 2nd shift, 2200 to 0600 hrs 3rd shift including Sunday & Holidays comprising of services maintenance of earthing of installation by deploying one skilled Operator/Electrician in every shift (i.e. three shifts per day), including testing of earthing complete all as specified and as directed by Engineer-in-Charge and the installation comprises the following:-
(A) For Electric Sub-station:- (a) HT Incoming ring main (tee-off-unit) 11 KV, 3 Phase. (b) HT incoming VCB 11 KV 400 Amps, Make:- CG. (c) HT incoming OCB 11 KV 400 Amps 3 phase, Make:- CG. (d) HT Outgoing OCB 11 KV 400 Amps 3 phase Qty - 02 Nos, Make:- CG. (e) HT Outgoing OCB 11 KV 400 Amps 3 phase Qty - 01 No, Make:- GEC. (f) All connected LT cubical type panels board complete with switchgears. (g) Transformer 500 KVA Qty - 04 Nos. (h) Transformer 400 KVA Qty - 01 No. (j) APFC panels with switchgears - 06 Nos.
(B) For DG set:- (a) Prime mover cap 3X320 KVA. (b) Alternator 3X320 KVA 415 Volts. (c) AMF panel including battery chargers. (d) Lead Acid batteries 12 Volts 180 AH -06 Nos. (e) Earthing complete. (f) Generator panel cubical type. (g) Fuel tanks.

Outsourcing of services for manning & operation and maintenance of Diesel engine driven Gen sets 1X320 KVA DG Set for Director Secretariat INMAS, 1X250 KVA for animal house, 1X320KVA DG Set for Thyroid bldg and 1X320 KVA DG Set for CT Scan Bldg at INMAS round the clock 24 Hours (each shift of 8 hrs) from 0600 to 1400 hrs Ist shift, 1400 to 2200 hrs 2nd shift, 2200 to 0600 hrs 3rd shift including Sunday & Holidays operation of DG sets in case of main supply failure by deploying one skilled Operator/Electrician in every shift (i.e. three shifts per day) complete all as specified and as directed by Engineer-in-Charge and the DG sets mainly comprises the following:- (a) Prime mover cap 3X320 KVA & 1X250 KVA. Outsourcing for manning & operation of electrically operated lift of capacity 08 passangers - 01 No, suitable for G+3 (Ground+3 floors) installed at GM building SSPL to be operated in one shift (0830 to 1730 hrs) from Monday to Friday, except Holidays as declared by SSPL Lab by deploying one skilled/trained Operator/Mechanic complete all as specified and as directed by Engineer-in-Charge.
Outsourcing for manning & operation of electrically operated lift of capacity 08 passangers - 01 No, suitable for G+2 (Ground+2 floors) installed at Main building at INMAS to be operated in one shift (0830 to 1730 hrs) from Monday to Friday, except Holidays as declared by INMAS Lab by deploying one skilled/trained Operator/Mechanic complete all as specified and as directed by Engineer-in-Charge.
Notes for ser item Nos 1.00 to 5.00:- (i) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (ii) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (iii) Tenderer's are required to quote their rates upto two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (iv) Nil or ‘Zero’ quoting against OH & profit will be rated as non-bonafide.
(v) In case of tie in amount between two or more bidder firms, the preference shall be given in order of following criterias:- (a) Class of contractor. (b) Work load return. (c) Financial soundness (as per solvency certificate issued by Bank). (vi) The timing of shift of 08 Hrs will be decided by the Engineer-in-Charge in consultation with user, accordingly the contractor shall provide the necessary manpower for operation of various items/installation. However, no extra payment for the same will be entertained by department at any stage. In this regards, the decision of the Accepting Officer shall be final, conclusive and binding. (vii) Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increase will be passed over to the workers. (viii) The operator shall use/replace any consumble item required. These consumble item shall be provided by the department. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at arrangement. Proper record for issue & receipt of all items, oil etc shall be maintained by the Engineer-in-Charge & contractor.
(ix) The Contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/ tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates. (x) The contractor shall provide and deploy operator/electrician with ITI qualification alongwith minimum 3 Yrs working experience in similar field. No operator shall be allowed to work beyond 08 hours per day. (xi) The operator deployed by the contractor shall carry out minor repair/replacement of unserviceable parts as and when required by Engineer-in-Charge. The parts required shall be issued by the department free of cost through Baby Indent. (xii) The manpower deployed by the contractor shall be responsible to maintain the installation neat & clean by cutting bushes & grass around the installation and thrown the same outside the MoD area. All cutters, digging and other tools required for cleaning shall be provided by the contractor. (xiii) Contractor shall be responsible to maintain Log books, Duty roster, earth test register, transformer oil test register, complaint slip, break down register, attendance register and repair/renewal of parts (spares) register as directed by Engineer-in-Charge. (xiv) Contractor shall provide all necessary tools to operator required for routine and periodical check-ups. (xv) Operator shall neither leave the installation without prior permission from JE/AGE E/M nor without proper handing taking over to the next shift operator (reliever).
(xvi) Duty Roster for detailment of Operators shall be approved by Engineer-in-Charge within Ist three days of every month and the same shall be kept on record and properly displayed at each installations with their photographs. (xvii) No payment of RAR/Final bill shall be made to the Contractor unless proof of payment of latest notified minimum wages to the workers through Cheque or RTGS/NEFT in their bank account is submitted by the Contractor to Engineer-in-Charge for verification. (xviii) Contractor's quoted rates shall be deemed to include above mentioned provisions and nothing extra is payble to the contractor on any account. (xix) The contractor will arrange the tongue tester, operator hand gloves (tested 11 KV), torch light, blow lamp, blower, earth tester & clamp meter, multimeter LT & HT meggers, clamping tool, cutting tool, HT hand gloves, life safety jackets, orange reflective, helmet, work in progress tape, triangle stand (orange colour) including other tools required kept at each installation at their own arrangement and will check all the earthing of sub station and other test required for its serviceability in presence of JE E/M, Engineer-in-Charge and test report shall be submitted to the office of AGE E/M dully signed by the contractor or their rep and JE E/M on commencement of work for their record.
(xx) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc; the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engineer-in-Charge. (xxi) Original certificates regarding qualifications of Operators engaged in the work, police verification and identity proof shall be produced by the Contractor to the Engineer-in-Charge for verification and approval. (xxii) The machineries/equipments of the installation shall be got inspected for its efficiency and serviceability state by service engineer of the manufacturer of the equipment. (xxiii) Contractor shall provide new 2 x pairs uniform and 2 x pairs shoes to their workman/trademen. The cost of uniform and shoes are deemed to be includes in the rates quoted by contractor for M&O items. (xxiv) Tradesmen on duty will keep separate records of each installation including log sheet, earth register, serviceability register of plant and as directed by Engineer-in-Charge.
