Cost include all electrical, mechanical and electronic items , computer, for the full automation of WTP. The scope of the work include implementation of automation integrated with SCADA( Supervisory Control And Data Acquisition) system facilitating complete monitoring and data acquisition including alarms for variation from pre- set values. The system should be capable of giving suggestions for corrective measures to be taken up to rectify any defect if noted both functional and analytical aspect. In any case, the system shall be capable of operating manually without depending the SCADA system. The SCADA system shall be connected with all treatment process in connection with water treatment including water quality analysis both inlet and outlet sides, Intake pump house, Raw water Pumping main, Clear water pump house and for the Overhead service reservoir that will be constructed in the same WTP compound. The entire instrumentation for the data acquisition, monitoring and control system shall be capable of assessing the virtual water level at any desired moment using appropriate GPS technology of the reservoirs located at various locations in the beneficiary area Full Automation of the plant is to be designed and implemented by the contractor. The offered automation system shall have the following features a) Facility for automatic operation and control of the raw water pump sets both from the pumping station and from the central control room b) Facility for automatic operation and control of the valves in the raw water pumping mains both from the pumping station and from the central control room c) Facility for automatic operation and control of the Chemical mixing and dosing units both from the Plant building and from the central control room d) Facility for automatic operation and control of the flow control valves of the aerated water both from the plant building and from the central control room e) Facility for automatic operation and control of the flash mixer/Lamella plate setteler type clarifier feed valves both from the plant building and from the central control room f) Facility for automatic operation and control of the Clarifier feed valves both from the plant building and from the central control room g) Facility for automatic operation and control of the Flocculator and Clarifier mechanisms, feed valves etc if needed both from the plant building and from the central control room h) Facility for automatic operation and control of the Filter beds during normal filtration process and backwashing, both from the plant building and from the central control room i) Facility for automatic data acquisition from all the flow measuring devices and control of the various treatment units both from the plant building and from the central control room j) All the control valves of the filter beds are to be CI/DI sluice valves with actuators and spur gear arrangements so that the automatic control shall be achieved. The operation of these valves shall be integrated with the automation system of the plant. The monitoring and supervisory control of the Works shall be based on a stand-alone distributed control system (DCS) whereby each individual section of the works responds automatically to changes in output or other circumstances, but which provides full operational data to the centralized display at the Central Control Room (CCR) located in the Administrative building to be constructed in the filter house and responds to such overriding commands from the CCR as specified later. Programmable Logic Controller can also be used. The contractor shall design a suitable web based flow monitoring system covering the Raw water pumping station, Water treatment plant, Clear water pumping system, Gravity Transmission system from the Master Reservoir to the DMAs in the Distribution system .The system will measure the inflow into OHSRs and transmit flow data to central server. Components of the system:- Bulk Flow Meters: Woltman Type with magnetic drive and Pulse Output to facilitate AMR system along with C.I strainers., Data Transfer Unit: A battery operated data transfer unit with GSM output housed in metal sheet box provided with lock and key, Power input : Lithium Battery 3.6V/14Ah or as required with life of about 8years, Sim card of mobile service provider or appropriate alternative system. Desktop PC at control station/Server for downloading and storage of data including software.Instrumentation such as Flow meters, level sensors, and actuator operated BF valves, PLC panels etc require prompt servicing arrangement and hence require at least five years of guarantee. Dependable quality power at ESR is required for reliable functioning of the controls and hence, a battery back-up system shall be provided with charger facility with minimum 24 hour battery back-up and enabled with Solar Connectivity.
