Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Technical Criteria

Past Experience

The Bidder shall have minimum of 3 years of experience in implementing programmes or projects in the following areas skill development livelihood promotion, Migration support services, post-placement support services

Others -- Work order and completion certificate

Capabilities of Vendor

Infrastructure Capability

Others -- Technical presentation before the Evaluation Committee

Financial Status

The agency should have an average annual turnover of at least Rs.60 lakhs during last 3 financial years i.e., in 2023-24, 2024-2025 and 2025-26.

Others

The Bidder shall be a legally registered entity under the applicable laws of India and shall have been in existence for at least five (5) years

Others -- Certificate of Incorporation/Firm Registration/ Establishment registration Certificate

Human Resources Capability The Bidder shall confirm availability and deployment of qualified personnel as per the staffing norms specified in the RFP Key positions such as Centre Coordinator, Counsellors, MIS personnel, and support staff shall be filled within the stipulated timelines

Others -- Supporting documentary evidence such as CVs, consent letters proposed staff (annexure-6)

Implementation Methodology the Bidder shall submit a clear implementation plan for establishment and operation of the MSC

Others -- Technical presentation before the Evaluation Committee.

The bidder should not have been Black listed by Govt. of Karnataka / Other State Govts / Government of India.
