2. The particular works are as under:
I. General features and major components of the work are as under: General Features:
The proposed construction shall broadly comprise of the following, as generally shown in
the tender drawing and may vary during time of execution. -Civil Work.
II. Work shall be executed according to General Conditions of Contract as per given in Tender

i. The pre-qualification process will lay high emphasis on the ability and competency of
contractors to do high quality work within the given time schedule.
ii. Application received from joint venture/consortium shall not be considered.
iii. The work certificate of sub contract shall not be considered for evaluation.
iv. Completed work shall mean which are completed as per Para-4 (Qualifying Criteria of
v. Applicant should provide information pertaining to the works completed of such works in
last 5 years i.e. from 01/04/2021
vi. All the information shall have to be filled in the prescribed statement wherever

as per qualifying criteria. Mahuva Nagarpalika reserves the right to restrict the list of post-
qualified applicant to any number deemed suitable by it. Mahuva Nagarpalika decision for
post qualifying the applicants shall be final and binding to all.
xi. All information has to be typed or hand written legibly in English language. All pages of
the post- qualification document have to be initialled by the applicant. All corrections,
erasures or overwriting, therein, have to be initialled by Applicant.
xii. The Technical Bid all the supporting documents shall be submitted though mandatory

a) The Applicant shall provide evidence that their firm has been actively engaged in the civil
works construction of such type of civil work during the last 5 years in the role of prime
contractor/partner. The work completed as sub-contractor shall not be considered for

The applicant shall provide evidence that it has successfully completed or substantially
completed within the last 5 years i.e. from 01/04/2021, the works may have been
executed by the Applicant as prime contractor or proportionately substantially
completed works means those works that 100% completed as on date. And continuing
satisfactorily on the date of application for this, the Certificate from the employer shall be
submitted along with the application incorporating clearly the Contract value-billing
amount, date of commencement of works. Satisfactory performance of the contractor
and any other relevant information should be forwarded in enclosed forms. The works
completed/ substantially completed during the current financial year will also be
considered for counting the particular construction experience.
4. Qualifying Criteria of Applicant
The applicant who is not capable of meeting requirement listed below shall not be
qualified for the works. Post qualification will be based on Applicants all the following
minimum criteria regarding their particular experience, financial position, personnel and
equipment capabilities and other relevant information as demonstrated by the
Applicant’s responses in the forms attached to the Letter of Application. The
qualifications, capacity and resources of proposed subcontractors will not be taken into
account in determining the Applicant’s compliance with the qualifying criteria. The
applicant to, note specifically that all information given including those in the form of
various formats must be supported by certificates from respective authorities (not less
than Executive Engineer or equivalent).
Affidavit for Authenticity of All the documents must be sent in physical form

be at least (Rs.1.24 Lakh) (C.A. Certificate must be attached). (30% of the estimated project

Estimated cost Rs. Rs 4.14 Lakh
c) The Contractors/Companies having registration of Gujarat State PWD/CPWD of
Registration “Class-E2” (must be attached).
d) The Contractors/Companies having solvency certificate of National and Schedule Bank
amounting as (20% of Solvency Certificate of Estimate Cost) attested copies of same
certificates shall have to be attached.

5. Disqualifying Criteria
Even though the applicants meet the above criteria, they are subject to be disqualified if
applicant has: - Made misleading or false representation in forms, statements and
attachments submitted, or Records of poor performance during the last 5 years as on the
date of application such as abandoning the work, rescinding of contract for which the
reasons are attributable to the non-performance of the contractor, inordinate delays in
completion, consistent history of litigation awarded against the applicant or any of its
constituents or financial failure due to bankrupt etc.

temple vivekadham society road.(7th Attempt)
2) The prices quoted shall also include the Preparing structural design charges, Mix design
charges, materials and cube testing charges. And Materials and cube testing report is only
done by GERI and Government Approved Laboratory. The structural design to S.B.C. will be
preparation by only Government approved structural engineer. And testing report should
be submitted 20% from GERI and 80% from Government Approved Laboratory.
3) The Tendered should quote in figure as well as in words the rates tendered. The amount for
each item should be worked out and the requisite total given.
4) The design obligation and responsibility of the bidder have been properly defined in the bid
Interim payments during construction with the successful bidder.
6) The bidder shall be deemed to have allowed in his price for provision, maintenance and
final removal of all temporary works of whatsoever nature required for construction
including temporary bunds, diverting water, pumping, dewatering etc. for the proper
execution of works. The rates shall also be deemed to include any works and setting out
that may be required to be carried out for laying out of all the works involved.
Specifications and other sections of these bid documents and these documents are to be
taken as mutually explanatory of one another.
8) Prices quoted by the bidder shall be firm for the entire period of Contract without any scalation.
9) The bidder shall interpret the data provided and, at their own cost, carry out any additional
survey or investigation work as required. The bidder shall also prepare the structural design
through the Government’s approved Structural Designer and obtain the necessary approval
at their own expense.
10) The prices quoted shall also include the cost of materials utilized including testing.
11) The bidder should acquaint himself with the site conditions including the access to
Worksite. The successful bidder shall have to make suitable access to worksites at his own
cost. These accesses will be used by the other contractors working for Nagarpalika.
12) After tender accepted 5.00% Security deposit is to be paid in form of FDR/BG pledge in the
name of Chief Officer, Mahuva Nagarpalika from any nationalized Bank, reputed Schedule
Bank, and valid for three year and 5.00% Security deposit amount will be deducted from
running bills of the contractor. The 10.00% amount of security deposit will be kept up to
defect liability period of 3(Three) years and 5.00% as performance bond is to be inform of
FDR/BG in the name of chief officer at the time of agreement and same will be Kept up to
Completion Certificate of the Work and 1% amount of running bill will be deducted from
the bill as labour cess. Prices quoted by the bidder shall be firm for the entire period of
Contract without any escalation. And prevailing income tax deducted from each bill.
13) Nagarpalika will deploy third party inspection agency for construction supervision &
inspection of material. The charges of third-party inspection will be 1.00% deducted from
contractors each bill.
14) Statutory variation if any will be on account of Nagarpalika.
15) All work carried out by specification of R&B Division & directed by Engineer-in-charge

18) As per the prevailing norms of the GST Department of Government SGST 1% & CGST 1%
Total 2% amount of running/Final bill will be deducted from contractor each bill as per
Government rules & condition. No extra charge will be given by Nagarpalika.
19) If the Agency is not able to complete the work within the time limit, then Nagarpalika holds
the right to charge the penalty of 0.1% to 10% of the tendered cost as per the situation,
Nagarpalika holds the final Authority.
20) The prices shall be quoted exclusive of GST which shall be paid extra at prevailing rate if
contract shall have to borne by the agency which shall not be reimbursed.
