Design, supply, installation, testing & communication of SCADA (Supervisory Control and Data Acquisition) System for power system of Rourkela Steel Plant.

• The bidder should have successfully completed design, engineering, supply, installation, testing and commissioning of at least two (02) Electrical Power System SCADA (Supervisory Control and Data Acquisition System) Projects for any PSU / Govt. Organization / Public Limited Company in India during last Ten (10) years ending last day of month previous to the one in which tender is invited.

• Each such project should have data acquisition from at least 20 nos. 6.6KV or higher voltage switch boards & Data reporting from minimum 7 nos. RTU/DCU and 200 IEDs.

• At least one of the above projects should be functional on the date of NIT - certificate from customer to be provided.

• The SCADA projects cited by bidder must have features of alarm, trending, SOE, real time data acquisition & archiving. Energy Management System (EMS) should be part of the project.

• The average annual financial turnover of the bidder for the last three (3) consecutive financial years ending 31st March 2023/2024 should not be less than Rs.5 crores.

• Net worth of the bidder should be positive in the preceding financial year ending 31st March 2023/2024, as per audited annual accounts. Financial Year means, the accounting year accepted by the prevailing law of respective Country.

• In compliance to „Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017‟ of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium.
