OUTSOURCING OF SERVICES FOR OPERATIONS AND MAINT OF VARIOUS DG SET INSTALLATIONS IN TECHNICAL AREA AT AF STN ADAMPUR

Outsourcing of services for operation & periodical maintenance of Gen set of capacity 380 KVA installed at Hanger No 1 ( SM No. 174849) and DG set of capacity 400 KVA installed at Lab No. III and 400 KVA DG set at new hangre III/ tech flight comprising of Engine and Alternator complete, for 16 hours ie in two shifts of eight hours duration each (to be operated by one semi-skilled operator in each shift) including Sundays and holidays (first shift from 0600 hrs to 1400 hrs and second shift from 1400 hrs to 2200 hrs) with operattion of panel of DG set, change over switch for supply, replacing fuses, cleaning of panel and gasket etc. complete all as directed by Engineer-in-charge.

All as per item No. 1 here-in-before but 40 KVA capacity DG set installed at 31 End ORP and 160 KVA DG set at PS-II round the clock for 24 hours ie in three shifts of eight hours duration each (to be operated by one semi-skilled operator in each shift) including Sundays and holidays complete all as directed.

All as per item No. 1 here-in-before but 160 KVA capacity DG set installed at New ATC and 160 KVA at ACMI Hall round the clock for 24 hours ie in three shifts of eight hours duration each (to be operated by one semi-skilled operator in each shift) including Sundays and holidays complete all as directed.

All as per item No 1 here-in-before but Gen set of capacity 40 KVA installed at 13 End round the clock for 24 hours ie in three shifts of eight hours duration each (to be operated by one semi skilled operator in each shift) including Sundays and holidays complete all as directed.

All as per item No. 1 here-in-before but 160 KVA capacity DG set installed at GCA power house and under ground ATC round the clock for 24 hours ie in three shifts of eight hours duration each (to be operated by one semi skilled operator in each shift) including Sundays and holidays complete all as directed.

All as per srl item No. 1 here-in-before 380 KVA but DG set at independent sub station , 125 KVA DG set at 9 Sqn in three shift of eight hours duration to be operated with one semi skilled operator including operation all 11KV/433 Volt switch gear complete all as directed.

Notes for all items:-

(i) Contractor shall be well conversant with the minimum fair wages circulated by The Department of Labour, Govt of Punjab/ GOI. Contractor shall quote the rates accordingly. (ii) Operator/machnic shall be ITI qualified with minimum 2 years of working experience or 10th passed with 8 years experience in maintenance and operation of DG sets/plants, well behaved and well disciplined, as per details below: He shall have to wear the uniform during duty hours. Daily attendence will be done by the officer - in - Charge / Engineer - in - Charge. If the individual is found absent from duty or indisciplined / misbehaving, he shall be removed / disallowed from the duty and penal recovery @ Rs. 500/- per day shall be affected on this account by the officer - in - Charge. In addition, no payment shall be made for this absent period.

The operator employed by the contractor shall have tool kit bag containing all the tools required for minor repairs/maintenance of DG sets. Requisit engineering stores & helper shall be provided by the department, if required. The cumable items such as nuts, bolts, washers, screws, taps etc required for keeping the installations tidy and functional shall be provided by the contractor without any extra cost to the Govt.

The contractor shall be solely responsible for any mishap, accident and other mishappening to workmen during work and settling all claims of workmen with labour commissioner or court law. Tradesmen and helpers shall be fully insured (under group insurance or otherwise) and insurances certificate will produced as documentary evidence by the contractor to GE duly signed by Engineer-in-Charge and contractor within 15 days of date of commencement of work. The rates quoted by the contractor shall deemed to be included for this aspect and nothing extra shall be payable on this account.

DHPP, Engine Oil and Greases shall be issued free for use for the purpose of running and maintenance of Gen set . The cost of filling of oil in DG sets and greasing the parts as required shall deemed to be included in unit rates quoted by the tenderer.

Any item required for up keeping and minor repairs /maintenance of DG set installations and connected electrification network shall be issued by the department on normal issue vouchers. Engineer-in-charge will maintain proper record for the same.The retrieved materials shall be the property of the Govt. and shall be deposited in the storeyard of AGE E/M.

Preventive maintenance, weekly, monthly, fortnightly and annual maintenance shall be carried out as per servicing schedule of gen sets and engine by the contractor and record should be maintained by his rep. If the contractor fails to carry out maintenance work as per this schedule a recovery @ Rs. 600/- for each maintenance shall be effected

Contractor shall provide printed log sheet for maintaining records of DG sets by operators and first aid box including requisit medicine etc in the installations. Contractor shall maintain notice board and display all safety charts including electric shock first aid treatment chart as directed by the Engineer-in-Charge.

The unit rate quoted by tenderer shall be deemed to include cleaning of installation including cutting of grass, bushes around the installation and keep the surrounding of the installation clean and tidy.

Duration and timing of each shift will be decided by Engineer-in-Charge as per site requirements.Contractor shall arrange transporation to their workmen upto the point of installation. No claim whatsoever on this account shall be admissible.

Rate coated for outsourcing the services as described in Srl No 1.00 to 7.09 here-in-before shall included the following :- (i) Workers wage per person (a) Semi Skilled=Rs 492.00 per day. (ii) Employed state insurance @ 4% (employer contribution 3.25% and employee contribution 0.75%) on wags as per existing rules. (iii) EPF, EPS, EDLIS and administrative charges @13% on wages as per existing rules. (iv) Contractor’s over head and profit. (v) LWC @1% on (i) to (iv) above as per existing rules. (vi) GST @18% on (i) to (iv) above as per existing rules.

Notes for Ser No 1.00 to 7.09 here-in- before:- (i) The rate coated shall not be less than minimum wages as notified by Govt of India/ State Govt / local body whichever is higher including all statutory provisions such as EPF, ESIC, taxes etc as applicable. (ii) The Firm’s claims in bills regarding ESI, EPF, service tax should be accompanied by documentary proof pertaining to the previous month’s bills . A requisition portion of the bill i.e. RAR/Final bill amount shall be held up till such proof is furnished at the discretion of the GE. (iii) The firm shall submit proof of payment given to workers and endorse a copy to engineer-in-charge, showing the details of payments, deductions (including all statutory deductions) and net amount with requisite challans in each case/person indication PF number, ESI card detail etc. (iv) Engr-in-Charge will maintain the record of attendance in respect of the persons deployed by the Firm on the basis of which wages/remuneration will be decided in respect of the person at the approved and agreed rates. The firm shall be responsible to keep all records of payments, attendance, leave etc., duly signed by the Engr-in-Charge and endorse a copy of all the documents with RAR/ final bills as applicable. (v) Also refer Sch’A’ of notes given in tender documents
