15 Deductions from Running

I/We the undersigned have carefully gone through and clearly understood the Tender documents of above

mentioned project comprising of Notice Inviting tenders, Articles of Agreement, Scope of

work, Definition of terms, notes Instructions/Information to Bidder, Condition of Contract,

special condition of contract, Appendices, Specifications, Bill of Quantities, furnished by

I/We do hereby offer to execute and complete the whole of the work within the time specified all in

which are received. I / We also understand & agree that Municipal Commissioner Reserves the right to allot

number of tenders to successful bidders at his sole discretion in case if I / We am/are lowest in more than one

construction of road is found to be of an inferior quality under this contract than in such case Municipal

Commissioner/AMC has right to debar/ blacklist permanently.

Royalty on material (i.e. Aggregate, Sand etc.) And any other taxes prevailing and from time to time on such

INSTRUCTIONS TO BIDDERS

1. Scope of Bid

1.1 Competent authority on behalf of The Municipal Commissioner, Ahmedabad Municipal Corporation

(referred to as Employer in these documents) invites sealed bids for the construction of works (as

defined in these documents and referred to as “the work”) detailed in the table given in the Invitation

for Bid (hereinafter called as IFB.) from competent bidder. The bidders may submit bids for the works

detailed in the table given in IFB.

2.0 Source of Funds

Ahmedabad Municipal Corporation has arranged the fund for this project.

3.0 Eligible Bidders

3.1 The Invitation for Bids is open to all eligible bidders meeting the eligibility criteria as defined in this

agency that has been engaged by the Employer to provide consulting services for the preparation or

supervision of the works, and any of its affiliates, shall not be eligible to bid.

blacklisted/ debarred for specified period by AMC, Governement of Gujarat, Government of India or

any other entity controlled by it, would not be eligible to submit the Bid.

4.0 Qualification of the Bidder

4.1 Requires registration:- Register as per Notice Inviting Tender having in Road Works in PWD in Govt.

R&B / CPWD / AMC or equivalent register with any other state Govt. or institutions.

5.0 DISQUALIFICATION

Even though the bidders meet the above mentioned qualifying criteria, they are subject to be

disqualified if they have,

• Made misleading or false representations in the forms, statements, affidavits and attachments

submitted in proof of the qualification requirements; and/or

• Record of poor performance such as abandoning the works, not properly completing the contract,

inordinate delays in completion, litigation history, or financial failures etc. or debarring from AMC

• Tampered the bid document in any manner.

• Colluded with other prospective bidders for this work to arrive at quoted prices for the purpose of

restricting competition.

• Indulged in inducement of any official of AMC and/or their consulting engineer and other advisors

in any manner whatsoever.

• Proposal not submitted in accordance with this tender.

• During validity of the proposal, or its extended period, if any, the bidder changes his commercial

• Commercial proposal is enclosed with the same envelope as technical proposal

• Any condition which affect the cost.

• If it is joint venture.

5.1 Debarment / Black listing

Notwithstanding the above, the Employer may debar or blacklist any of the bidder(s) for their

misleading or false representations in the forms statements etc. for the period to be decided

by the Employer.

6.0 Cost of Bidding

The bidder shall bear all costs associated with the preparation and submission of his Bid. Employer

will in no case be responsible and liable for those costs.

The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarize

himself with the site of Works and its surroundings including source of earth, water, road aggregates

etc. and obtain all information that may be necessary for preparing the Bid and entering into a

contract for construction of the Works. The costs of visiting the Site shall be at the Bidder's own

8.0 Bidders shall not have any dispute or claim for any kind of compensation in case of,

• If the quantity stipulated in the tender items varies or the scope of work changes and thereby total

amount of work increases / decreases up to any extent.

• If the works gets delayed / postponed for some administrative / technical decision whatsoever.

• If the items stipulated in the tender shall not be executed as per site condition/ requirements. No

claim shall be entertained for the same.

• No idle charges shall be paid to contractor for machinery and man power if remain idle and no claim

shall be entertained for the same.

• The bidder is expected to examine carefully all instructions, conditions of contract, contract data,

forms, terms, technical specifications, forms, Annexes in the bid document. Failure to comply with the

requirements of bid documents shall be at the bidder’s own risk. Bids which are not substantially

responsive to the requirements of the bid documents shall be rejected.

10.0 Amendment of Bidding Documents

10.1 Before the deadline for submission of bids, the Employer may modify the bidding documents by

issuing addendum.

10.2 Any addendum thus issued shall be part of the bidding documents and shall be placed on website

www.nprocure.com The prospective bidder shall refer to website to check any addendum before

hours of opening of bids. AMC will not give any advertisement for the same.

10.3 To give prospective bidders reasonable time in which to take an addendum into account in preparing

their bids, the Employer may, at his desecration, extend as necessary the deadline for submission of

C PREPARATION OF BIDS

11.0 Language of the Bid

All documents relating to the bid shall be in the English language only.

• Technical Bid

• Financial Bid

To qualify for award of the contract, each bidder must submit the following documents along with

Failure to submit these certificates/documents shall make the bid non-responsive.

Above original documents in physical form in two copies, one marked as “original” and other marked

as “Duplicate”, shall be submitted in a sealed envelope by 18:00 Hrs on the date of physical

submission of bid and addressed to the addressee given in the NIT duly super scribed “Name of Work,

Bid due date and time, Name and address of the bidder”

13.0 Bid Prices

• The contract shall be for the whole works as described in Bill of Quantity based on the percentage

rate in the Bill of Quantities submitted by the bidder..

• All duties, taxes, and other levies payable by the contractor under the contract, or for any other cause

shall be included in the rates, prices and total Bid Price submitted by the Bidder, except otherwise

stated in the Bid document. Employer will not compensate the bidder (contractor) for any change

in duties, taxes and other levies payable by the contractor under the contract and any other reasons.

• The percentage rate and bid price quoted by the bidder shall be fixed up to the completion of Work

and shall not be subject to adjustment on any account, except where expressly specified, otherwise,

in the contract.

14.0 Currencies of Bid and Payment

The currency of bid and payment shall be in Indian Rupees. All payments shall be made in Indian

15.2 In exceptional circumstances, prior to expiry of the bid validity (120 days), the Employer may request

that the bidders may extend the period of validity for a specified additional period. The request and

the bidders' responses shall be made in writing or by cable. A bidder may refuse the request without

forfeiting his bid security. A bidder agreeing to the request will not be required or permitted to

modify his bid, but will be required to extend the validity of his bid security for a period of the

16.1 The Bidder shall furnish, a Bid Security of the amount as shown in the Table of IFB as part of his bid, in

16.3 Any bid not accompanied by an acceptable Bid Security shall be rejected by the Employer as non-

16.8 No interest shall be paid by the owner on any tender guarantee. The issuing branch of the bank

guarantee shall be of Ahmedabad City only.

16.9 Bank Guarantee for Earnest Money Deposit should be executed on non-judicial Stamp papers of

requisite value in accordance with the stamp Act applicable to that particular state of Indian Union,

where executed.

16.10 The executing officers of the bank Guarantee for Earnest Money Bid Security shall clearly indicate in

(block letters) his name, designation, Power of Attorney No. / Signing Power No. etc.

16.11 Each page of the bank guarantee for Earnest Money Deposit shall be duly signed/initialed by the

executing officers and the last page shall be signed in full, indicating the particulars as aforesaid under

the seal of the Bank.

D. SUBMISSION OF BIDS

17.0 Sealing and Marking of Bids

17.1 The bidder shall submit the Technical Bid only. The Bid shall be sealed in separate envelopes and the

three sealed envelopes shall be sealed in an outer envelope. The Bid envelopes shall be marked as

• Complete Tender Document with all necessary qualification related documents (in two copy)

Above two envelopes shall be kept in one envelope and it should be marked as “Technical Bid” and

sealed. This Outer envelope should mention the name of firm of bidder, his address, contact details &

name of the work.

17.2 The inner and outer envelopes

a) Shall be addressed to the Employer at the following address:

18.0 DEADLINE FOR SUBMISSION OF THE BID

18.1 Complete Bids (including Technical bid and necessary documents) must be received by the Employer

at the address specified in bid information not later than the date indicated on the face sheet of the

document. In the event of the specified date for the submission of bids declared a holiday for the

Employer, the Bids will be received up to the appointed time on the next working day. The Bidder is

further required to submit Documents in Physical Form on or before the Bid Due Date and before the

time of submission as specified in NIT, at the following address:

18.2 AMC assumes no responsibility for inability of a bidder to submit bids through (n) procure e-tendering

portal on account of delay in submission at bidder's end. Bidder shall ensure that they submit the bid

well before the "Due Date & Time of Bid- Submission". AMC shall not be responsible if bidder is not

able to submit the bid on account of failure in network/internet connection or any other technical

18.3 The Employer may extend the deadline for submission of bids by issuing an amendment in

accordance with respective Clause, in which case all rights and obligations of the Employer and the

bidders previously subject to the original deadline will then be subject to the new deadline.

18.4 All bidders are requested to see the website of (n) procure for amendment / corrigendum if any.

18.5 Any Bid received by the Employer after the deadline prescribed in NIT will be rejected and returned

unopened to the bidder.

20.0 NOTIFICATION OF AWARD & SIGNING OF AGREEMENT

The Bidder whose Bid has been accepted will be notified of the award by the Employer prior to

expiration of the Bid validity period by writing, facsimile or e-mail confirmed by registered letter. This

letter (hereinafter and in the Conditions of Contract called the “Letter of Acceptance” will state the

sum that the Employer will pay the Contractor in consideration of the execution, completion, and

maintenance of the Works by the Contractor as prescribed by the Contract (hereinafter and in the

Contract called the “Contract Price”).

The notification of award will constitute the formation of the Contract, subject only to the furnishing

of a Security Deposit in accordance with the provisions of Clause.

The agreement will incorporate all correspondences between the Employer and the Successful

Bidder. It will be signed by the Employer and the Successful Bidder.

21.0 SIGNING OF CONTRACT AGREEMENT

21.1 The Employer and the successful bidder shall enter into a Contract Agreement within 28 days after

the successful bidder (hereinafter called the Contractor) receives the Letter of Acceptance, unless

they agree otherwise, subject to furnishing the security deposit before signing the Agreement with

21.2 Upon issue of ‘Letter of Acceptance’ to the successful Bidder, the Employer will promptly notify the

other Bidders that their Bids have been unsuccessful and release their Earnest Money Deposit / Bid

22.0 SECURITY DEPOSIT

22.1 Within 15 days of receipt of the Letter of Acceptance, the Successful Bidder shall deliver to the

Employer a security deposit in the form of Bank Guarantee for an amount equivalent to 3% of the

Contract Price valid for the period of valid till 90 days beyond Date of completion of work. The

Security Deposit shall be payable in 10 days (for tenders upto Rs.10.0 Lacs) or 15 days (for tenders of

Rs.10.0 Lacs and above)from date of receipt of LOA failing which interest @ 4% per annum will be

charged by AMC.

22.2 The security deposit shall be in the form of a Bank Guarantee in the name of the Employer, from

Ahmedabad branch of any Banks mentioned in the clause no. 16.2 of these tender documents.

22.3 This security deposit shall be released only after the clearance of final bill including pre & post Audit.

22.3 Interest @ 4 % per annum shall be deducted from contractor in case of late submission of security

deposit or late renewal of bank guarantee for the number of days delayed for submission or

discontinuity of the bank guarantee.

22.4 Bank Guarantee to be submitted in the prescribed format enclosed and shall be same verbatim as per

the format. Bank Guarantee shall be submitted on right value of stamp paper and for correct value of

from the Engineer-in-Charge, make good the deficit in Security Deposit.

22.8 Should there arise any occasion under the Contract due to which the periods of validities of Bank

Guarantees as may have been furnished by the Contractor from time to time, are required to be

extended/renewed, the Contractor shall get the validity periods of such guarantees

extended/renewed, and furnish these to the Engineer-in- Charge one month before the expiry date of

the aforesaid Guarantees originally furnished failing which the existing Bank Guarantees shall be

invoked by the Engineer – in – charge. Also in case of any deficit in securities on any account as might

occur or is noticed, the Contractor shall forthwith recoup/replace the same with acceptable Security

22.9 The Bank Guarantee shall be extended within the expiry dates wherever activities as per contract are

not completed in all respects.

22.10 The Security Deposit less any amount due shall, on demand, be returned to the contractor after

days of completion date / Final Bill paid date which ever is later. No interest on the amount of

Security Deposit shall be paid to the Contractor at the time of release of Security Deposit as stated

22.11 The successful bidder to whom ‘LOA’ has been issued shall enter into an agreement at Employer’s

office within 15 days of LOA.

23.0 Advance Payment and Security

The Employer will not provide any advance payment.

24.0 Dispute Review Expert

In case of all the disputes, decision of the Municipal Commissioner, Ahmedabad shall be final and

binding to the bidder.

25.0 LITIGATION HISTORY

The applicant should provide accurate information on litigation and/or arbitration resulting from

Contractors completed or under execution by him over last five years. If the details of Litigation

History are hidden by the Bidder and later on it comes to the knowledge of the Employer, the Bidder

shall be disqualified for the proposed work and other appropriate actions shall be taken against the

GENERAL CONDITIONS OF CONTRACT

1.0 Liquidated Damages

1.1 If the Contractor fails to complete the works within the original or extended time limit, the Contractor

shall pay penalty of 10% of amount of actual remaining work. The amount of work for which the

scope of contractor is reduced shall not be considered for the calculation of Liquidated Damages.

1.2 Conditions mentioned in the AMC Finance Department Circular AMC no. 18 Date: 23/05/2017 and all

latest Circulars shall be applicable.

2.0 Retention Money

2 % amount of each Running Bill shall be deducted as a Retention Money. Such retention money shall

be released in the final bill of the said work. AMC reserves right to deduct any amount to compensate

the poor performance of the contractor i.e. poor quality or abandoned / incomplete work.

3.0 Subcontracting

3.1 Except where expressly specified in the Contract, the Contractor shall not subcontract any portion of

Work without the approval of the Employer’s Representative. Any subcontracting shall not relieve the

Contractor from any contractual obligations or responsibility under the Contract.

3.2 The Contractor shall not be required to obtain consent for a subcontract for which the name of the

subcontractor and scope of works activities to be performed by him is already stated in the contract

or supply of material or engagement of labour.

4.1 The Contractor shall employ the key personnel named in the Schedule of Key Personnel as referred to in

the Bid document to carry out the functions stated in the Schedule or other personnel approved by

the Engineer. The Engineer will approve any proposed replacement of key personnel only if their

qualifications, abilities, and relevant experience are substantially equal to or better than those of the

personnel listed in the Schedule.

4.2 If the Engineer asks the Contractor to remove a person, without assigning reasons thereof, for his

misconduct or inadequacy of technical skills and experience, who is a member of the Contractor’s

staff or his work force, the Contractor shall ensure that the person leaves the Site within seven days

and has no further connection with the work in the Contract.

4.3 No residential accommodation is allowed at the site of work. The labour huts shall not be erected on the

site of work and contractor shall make his own arrangements to provide such accommodations as per

the rules of the local bodies. He shall make his own arrangements for housing, stores, field office etc.

He shall submit a site layout plan indicating the location of various site facilities to be created by him

at his cost for the execution of work. The Owner shall in no way be responsible for any delay on this

account and no claim on this account whatsoever shall be entertained. All Basic amenities shall be

provided by the Contractor to Labours as per the prevailing labour Laws.

5.1 The Contractor shall have full regard throughout execution, completion and defects liability period to

following safety aspects and shall take all necessary steps to ensure that danger to safety is avoided

all the time in respect of,

Safety of the works

• Safety of the Contractor’s employees and all the persons directly or indirectly engaged by him

• Safety of all the employees including persons working on other contracts of Employer at the

same site of the Employer and Engineers employees engaged at work site.

• Any authorized third party persons on the site.

5.2 The Contractor shall provide and maintain at his costs all lights, guards, fencing, warning signs,

barricading, and cones; when and where necessary, or required by Engineer in Charge or by any duly

constituted authority for the protection of the works or for the safety and convenience of the public

5.3 The Contractor shall take all reasonable steps to protect the environment on and off the site and

avoid damage or nuisance to persons or property of the public and others arising as a consequence of

his method of operation.

5.4 The Contractor shall maintain in good condition all work throughout execution, completion, and

defects liability period. The contractor shall be responsible for and to make good all injuries, damages

and repairs, rendered necessary by fire, rain, traffic, floods or other causes.

5.5 All the scaffolding work, wherever required for the execution of work, shall be provided by the

contractor. Nothing extra shall be payable on this account. It shall be provided strictly with double

scaffolding system with all the accessories etc. with adjustable suitable working platforms to access

the areas, with ease for working and inspection. It shall be designed to take all incidental loads. It

should cater to the safety features for workmen. It shall be ensured that no damage is caused to any

structure due to scaffolding.

5.6 All temporary warning/ caution boards display shall be provided and displayed during day as well as

night time by the contractor, wherever required and as directed by the Engineer.

5.7 Arrangement of temporary water and electricity and telephone connection required, by him, shall be

made by the Contractor at his own cost and also necessary permissions directly from relevant Owners

shall be obtained by him under intimation to the Owner. Also all initial and running charges and

security deposit, if any in this regard shall be borne by him. The Contractor shall abide by all the rules/

bye laws applicable in this regard and he shall be solely responsible for any penalty on account of

violation of any of the rules and byelaws in this regard.

5.8 In any case if any fatal accident (major or minor) occurs due to poor safety precautions, the same

shall be completely contractor’s responsibility. All the losses due to such accidents and expenses of

legal matters shall be borne by contractor.

5.9 The Contractor shall be responsible for maintenance and watch and ward of the complete installation

and shall also be responsible for any pilferage, theft, damage, penalty etc. in this regard. The

Contractor shall indemnify the Owner against any claim arising out of pilferage / theft, damage,

penalty etc. whatsoever on this account.

5.10 The Contractor shall depute Site Engineer & skilled workers as required for the work. Necessary

protective and safety equipments shall be provided to them by the Contractor at his own cost and

6.0 Contractor to keep site clean:

During the execution of the work, the Contractor shall keep the site clean. All wreckage rubbish,

excess materials, temporary works no longer required will be removed from site immediately.

7.0 Clearance of site on completion:

The Contractor shall clear away and remove all Contractors equipment, surplus materials, rubbish,

temporary works of every kind.

A. COST CONTROL

8.0 Bill of Quantities

a. The schedule-B shall contain Memorandum showing items for the construction, installation,

testing, and commissioning work to be done by the Contractor.

b. The quantities stated in the schedule B are estimated quantities. The Contractor shall be paid only

quantities calculated after taking measurements of executed work. The rate stated in the

schedule B for each item of work shall apply. The works shall be measured by the Contractor

jointly with the authorized representative of the Engineer and all particulars required by the

representative of the Engineer shall be supplied by the contractor.

c. The work shall be measured net. No allowance for general or local custom, working space etc. is

9.1 The Engineer in Charge shall have power to make any variation of form, quality or quantity of the

works or any part thereof that may, in his opinion, be necessary and for that purpose, or if for any

other reason it shall, in his opinion, be appropriate, he shall have the authority to instruct the

Contractor to do and the Contractor shall do any of the following:

 Increase or decrease the quantity of any work up to any extent included in the contract,

 Omit any such work,

 Change the character or quality or kind of any such work,

 Execute additional work of any kind necessary for the completion of the Works or

 Change any specified sequence or timing of construction of any part of work.

9.2 No such variation shall in any way vitiate or invalidate the contract, but the effects, if any, of all such

variations shall be valued in accordance with the following sub clauses. Provided that where the issue

of an instruction to vary the Works is necessitated by some default or breach of contract by

contractor or for which he is responsible, any additional cost attributable to such default shall be

borne by the Contractor.

9.3 The Contractor shall not make any such variation without an instruction of the Engineer. No

instruction is required for quantities varying from those provided for the items in the contract

10.1 The basis for the valuation of variations for addition to the Contract Price shall be as follows in the

same order of priority.

a) Variations in the quantities of work in schedule of quantities shall not vitiate the contract.

b) The contractor shall be bound to execute extra items of work as directed by the Engineer-in-

c) Contract unit rates for individual items shall apply to varied quantities where there is a quantity

d) The price variations on extra item will not be given.

e) In case of other non tender items following procedure shall apply.

10.2 If any extra item crops up during the progress of work the same shall be carried out by the Contractor

and he shall be paid at the rate fixed by Employer which shall be fixed as lowest of the rates derived

by rate analysis based on the following three methods. , the priority of the documents forming the

Contract shall be as follows:

(i) If the extra item is included in the S.O.R. of Road & Building Department, Year 2013-14, the rate

of extra item shall be that rate and premium (above or below) quoted by contractor.

(ii) Rate analysis based on prevailing Govt. of Gujarat’s SOR rates.

(iii) Rate analysis based on current market rates. This shall be based on

 The material costs, the labour costs, the cost of use of all plant, machinery and equipment,

the cost of all temporary and incidental works, the overheads and the Contractors profit.

 The overheads shall be taken at 5 % of the sum of material costs, the labour costs, the cost of

use of all plant, machinery, and equipment, the cost of all temporary and incidental works.

10.3 In case of the rate is to be derived from prevailing market rate, the Contractors profit shall be taken at

10 % of the final rate derived.

10.4 In the event of disagreement, the Engineer in Charge shall fix such rates and prices as are, in his

opinion appropriate and shall notify the Contractor accordingly with a copy to the Employer.

10.5 The Engineer shall determine provisional rates and prices to enable on account payments to be

included in the Interim Payment Certificates, until rates and prices are agreed as final by the

Employer, the Contractor, and the Engineer.

10.6 The Contractor shall not be entitled to additional payment for costs, which could have been avoided

by giving early warning.

11.1 Payments shall be adjusted for deductions for advance payments, retention, other recoveries in terms

of the contract and taxes at source, as applicable under the law. The Employer shall pay the

Contractor the amounts certified by the Engineer.

11.2 If an amount certified is increased in a later date certificate due to corrections in previous certificates

or as a result of an award from disputes review experts, Contractor shall be paid such amount only.

The Contractor shall not be paid any interest upon such delayed payment.

11.3 Items of the work for which no rate or price has been entered in will not be paid for by the Employer

and shall be deemed covered by other rates and prices in the Contract.

11.4 All payments shall be made in Ahmedabad.

12 Taxes and duties

12.1 The rates are inclusive of all the prevailing taxes and duties of the Central, State and Local Governing

bodies prevailing on the date of award of the contract. The Contractor will have to pay all such taxes

and duties for the performance of this Contract. The Employer will deduct from the Contractor’s

monthly and other payments all taxes and duties, which he is bound to recover in accordance with

the applicable law.

12.2 The Contractor shall keep himself fully informed of all acts and laws of the Central & State and local

Governing bodies, all orders, decrees of bodies, tribunals having any jurisdiction or authority which in

any manner affect those engaged or employed, and anything related to carrying out the work. All the

bye-laws lay down by AMC/AUDA and any other local bodies while executing the work shall be

adhered to. All taxes of local bodies shall be borne by the contractor. The Contractor shall arrange to

give all notices required by any authority and to pay to such authority all the fees that may have to be

paid for the material, plants, equipments etc. The Contractor shall also adhere to all traffic restrictions

notified by the local authorities. He shall protect and indemnify the Owner and its officials &

employees against any claim or liability arising out of violations of any such laws, ordinances, orders,

decree, whether by himself or by his employees or his authorized representatives. Nothing extra shall

be payable on these accounts.

13.0 Labour Welfare Cess

As per circular No. GHR/2005/04/CWA/2004/841/M-3 dt. 3/1/05 and G.R. No. CWA/2004-1831-M(3)

dt. 9/12/05 issued by G.O.G. (non-refundable) shall be deducted from every bills which shall be

deposited to Govt. Labour Department for Labour welfare fund.

14.0 Currencies

All payments shall be made in Indian Rupees.

15.0 Advance Payment

No Advance Payment shall be made.

16.0 Cost of Repairs

Loss or damage to the Works or Materials to be incorporated in the Works between the Start Date

and the end of the Defects Correction periods shall be remedied by the Contractor at the Contractor's

cost if the loss or damage arises from the Contractor's acts or omissions.

B. FINISHING THE CONTRACT

17.0 Completion

The Contractor shall request the Engineer to issue a Certificate of Completion of the Works and the

Engineer will do so upon deciding that the Work is completed.

18.0 Termination

18.1 The Employer shall be entitled to terminate the contract if the contractor:

(a) Fails to carry out any obligation under the contract.

(b) Without reasonable excuse fails –

1. To commence the works on site within the period stated in the Appendix to Bid after receipt

by him of a Notice to this effect from the Engineer/Employer after signing the agreement or

2. To proceed with the works, or any section thereof, within 28 days after received notice

3. Has failed to comply with a notice issued or an instruction issued within 28 days after having

4. Abandons the works or otherwise plainly demonstrates the intention not to continue

performance of his obligation under the contract.

5. Sub-contracts the works or assigns the contract without the specific prior written permission

of the engineer.

6. Has failed to furnish the required securities or extension thereof in terms of the contract.

7. Becomes bankrupt or insolvent, goes into liquidation, has a receiving or administration order

made against him, compounds with his creditors, or carries on business under receive, trustee

or manager for the benefit of his creditors, or if any act is done or event occurs which (under

applicable Laws) has a similar effect to any of these acts of event.

18.2 In any of these events or circumstances, the Employer may, upon giving 14 days notice to the

contractor, terminate the contract and expel the contractor from the site. However, in the case of

sub-paragraphs (h), the Employer may be notice terminate the contract immediately.

18.3 The Employer’s decision to terminate the contract shall not prejudice any other rights of the

Employer, under the contract or otherwise.

18.4 After termination, the Employer may complete the works and/or arrange for any other entities to do

so. The Employer and these entities may then use any goods, contractor’s documents and other

design documents made by or on behalf of the contractor.

18.5 The Employer or the Contractor may terminate the Contract if the other party causes a fundamental

breach of the Contract.

18.6 Fundamental breaches of Contract include, but shall not be limited to the following:

(a) the Contractor stops work for 14 days when no stoppage of work is shown on the current

Program and the stoppage has not been authorized by the Engineer;

(b) the Employer or the Contractor is made bankrupt or goes into liquidation other than for a

reconstruction or amalgamation;

(c) The contractor fails to fulfill requirements;

(d) the Engineer gives Notice that failure to correct a particular Defect is a fundamental breach of

Contract and the Contractor fails to correct it within a reasonable period of time determined by

(e) the Contractor does not maintain a security which is required;

(f) the Contractor has delayed the completion of works by the number of days for which the

maximum amount of liquidated damages becomes payable as defined in the Contract data;

(g) if the Contractor, in the judgment of the Employer has engaged in corrupt or fraudulent practices

in competing for or in the executing the Contract.

(h) For the purpose of this paragraph: “corrupt practice” means the offering, giving, receiving or

soliciting of anything of value to influence the action of a public official in the procurement

process or in contract execution. “Fraudulent practice” means a misrepresentation of facts in

order to influence a procurement process or the execution of a contract to the detriment of the

Borrower, and includes collusive practice among Bidders (prior to or after bid submission)

designed to establish bid prices at artificial non-competitive levels and to deprive the Borrower of

the benefits of free and open competition.”

18.7 When either party to the Contract gives notice of a breach of contract to the Engineer for a cause

other than those listed above, the Engineer shall decide whether the breach is fundamental or not.

18.8 Notwithstanding the above, the Employer may terminate the Contract for convenience.

18.9 If the Contract is terminated the Contractor shall stop work immediately, make the Site safe and

secure and leave the Site as soon as reasonably possible and handover the site to the Employer

including all materials and plant and equipment existing there upon.

19.0 Contractor's own responsibility

The contractor is to set out and level the works and will be responsible for the accuracy of the same.

He shall also be responsible for the correctness of the positions, levels, dimensions, and alignment of

all parts of the structures as per instructions given to him. If at any time any error shall appear during

the progress of any part of the work, the contractor shall at his own expense rectify such error if called

upon to the satisfaction of the Engineer in charge.

20.0 Overpayment & Underpayment

20.1 Whenever any claim Fifths payment of a sum to the Municipal Corporation arises out of or under this

Contract against the contractor the same may be deducted by the Municipal Corporation from any

sum then due or which at any time thereafter may become due to the contractor under this contract

and failing that under any other contract with the Municipal Corporation or from any sum due to the

contractor with the Municipal Corporation (which may be available with Municipal Corporation), or

from his retention money, or he shall pay the claim on demand. The Municipal Corporation reserves

the right to carry out post payment audit and technical examination of the final bill including all

supporting vouchers, abstracts, etc.

20.2 The Municipal Corporation further reserves the right to enforce recovery of any over payment when

detected notwithstanding the fact that the amount of the final bill may be included by the Contractor.

20.3 If as a result of such audit and technical examination any over payment is discovered in respect of any

work done by the Contractor or alleged to have been done by him under the contract, it shall be

recovered by the Municipal Corporation from the contractor by way of all the means prescribed above

or if any under payment is discovered by the Municipal Corporation, any amount due to the

contractor under this contract or under payment may be adjusted against any amount then due or

which may at any time thereafter become due before payment is made to the contractor from him to

the Municipal Corporation on any other contract account whatsoever.

21.0 Materials obtain from dismantling

If the contractor, in the course of execution of work is called upon to dismantle any part for reasons

other than on account of bad or imperfect work, the materials obtained from dismantling will be the

property of the A.M.C. and will be disposed of as per instruction of Engineer-in-charge in the best

interest of the A.M.C.

22.0 Dispute to be referred to Arbitrator

The disputes relating to this contract, so far as they relate to any of the following matters, whether

such disputes arise during the progress of the work or after the completion or abandonment thereof,

shall be referred an independent Arbitrator appointed by AMC as far possible in consultation with the

agency if it is necessary and such disputes shall be settled in accordance with the arbitration and

conciliation Act.

(i) The rates of payment under clause 5 for any tools, materials and stores, in or upon the works

of the site thereof or belonging to the contractor or procured by him and intended to be used

for execution of the work or any part thereof possession of which may have been taken by

the Engineer-in-charge under the said clause –5.

(ii) The reduction in rates made by the Engineer-in-charge under clause 9 from the items of

works not accepted as completed fully in accordance with the sanctioned specifications.

(iii) The rate of part of payment for any class of work which is included in the additional or altered

work carried out by the contractor in accordance with the instructions of the Engineer-in-

charge under clause 14 and the rates for which is to be determined under the said clause

(iv) The rates of payment for materials already purchased or agreed to be purchased by the

contractor before receipt of notice given by the Engineer-in-charge under clause 15 and/or

amount of compensation payable to the contractor under the said clause for loss in respect of

such materials.

(v) The amount of compensation which the contractor shall be liable to pay under clause 17 in

the event of this failure to rectify, remove or reconstruct the work within the period specified

in the written intimation or the amount of expenses incurred by the Engineer-in-charge under

the said clause17 in rectifying, removing or re-executing the work or in removing and

replacing the materials or articles complained of.

(vi) The reduction of rates as may be fixed by the Engineer-in-charge under clause 17 for the

inferior work or materials as accepted or made use of.

(vii) The amount of compensation payable by the contractor for damages as estimates and

assessed under clause

(viii) The amount payable to the contractor for the work carried out under clause 33 in accordance

with the instructions and the requirement of the Engineer-in-charge in case where there are

no specifications.

(ix) The awards declared by the arbitrator shall be speaking award giving reasons and calculations

to every item of claims. The decision will have to be implemented by all the concerned.

(x) In case of dispute leading to the contractor or Ahmedabad Municipal Corporation

approaching on Court of Law. It shall be within the jurisdiction where the site of work is

The reference to arbitration proceeding under this clause shall not:

i) Entitle the contractor to stop the Affect the right of the Engineer-in-charge under clause 5 to take

possession of all or any tools, plants, materials and stores in or upon the works of site thereof

belonging to the contractor or procured by him and intended to be used for the execution of the

work or any part thereof.

ii) Preclude the Engineer-in-charge from utilizing the materials purchased by the contractor in any

work or from removing such materials to other places, during the period the work is stopped or

suspended in pursuance, of notice given to the contractor under clause

iii) Progress of the work or the carrying out the additional or altered work in accordance with the

provisions of clause 14 or as the case may be, of clause

23.0 Drawings and Photographs of the Works

23.1 The contractor shall do photography/ videography of the site as and when asked by AMC. No

separate payment will be made to the contractor for this. . The contractor shall have to submit the

same in hard copy as well as soft copy as and when demanded by the AMC.

23.2 No photograph of the works or any part thereof or plant employed thereon, except those permitted

under clause 59.1, shall be taken, or permitted to be taken by the Contractor or by any of his

employees or any employees of his sub-Contractors without the prior approval of the Engineer in

writing. No photographs/ videography shall be published or otherwise circulated without the

approval of the Engineer in writing.

Excavation for foundation upto 1.5 M depth including sorting out and stacking useful materials

disposing of the excavated stuff upto 50 meter lead in loose or soft soil.

Any soil which generally yields to the application of ackaxes and shoves, phawaras rakes or any

such ordinary excavating implement or organic soil, gravel silt, sand turfloam, clay, peat etc., fall

under this category.

Clearing the site :

The site on which the structure is to be built shall be cleared and all obstructions, loose stone,

materials and rubbish of all kind, bush, wood and trees shall be removed as directed. The materials

so obtained shall be property of the Government and be conveyed and stacked as directed. within

M. lead. The roots of the trees coming in the sides shall be cut and coated with a hot asphalt.

depth as shown in the drawings or as directed. The contractor shall do the necessary shoring and

shutting or providing necessary slopes to a safe angle, at his own-cost. The payment for such

precautionary measures shall be paid separately if not specified. The bottom of the excavated area

shall be 1 evened both longitudinally and transversely. as directed by removing and watering as

required. No earth filling will be allowed for bringing it to level, if mistake or any other reason

excavation is made. deeper or wider that shown on the plan or directed. The extra depth or width

shall be made up with concrete of same proportion as specified for the foundation concrete at the

cost of the contractor. The excavation up to 1.5 m. depth shall be measured under this item.

The excavated stuff of the selected type shall be used in filling the trenches and plinth or leveling the

ground in layer including ramming and watering etc.

The balance of the excavated quantity shall be removed by the contractor from the site of work to a

place as directed with lead upped 50 M. and all lift.

Mode of measurement and payment :

The measurement of excavation in trenches for foundation shall be made according to the sections

of trenches shown on the drawing or as per sections given by the Engineer-in-charge. No payment

shall be made for surplus excavation made in excess of above requirements or due to slopping and

sloping back as found necessary on account of conditions of soil , and requirements of safety.

The rate shall be for a unit of one cubic meter.

Excavation for foundation for depth from 1.5 m to 3.0 m including sorting out and stacking of

2.4 The water cement ratios shall not more than those specified in the above table. The cement content of

the mix specified in the Table shall be increased if the quantity of water in a mix has to be increased to

overcome the difficulties of placement and compaction so that the water cement ratio specified in the

Table is not exceeded.

2.5 Work ability of the concrete shall be controlled by maintaining a water cement ratio that is bound to

give a concrete mix which is just sufficiently wet to be placed and compacted without difficulty with the

means available.

3.0 Workmanship:

3.1 Proportioning: Proportioning shall be done by volume, except cement which shall be measured in

terms of bags of 50 Kg. weight. The volume of one such bag being taken as 0.0342 Cu. Meter. Boxes

of suitable sizes shall be used for measuring sand aggregate. The size of the boxes (internal) shall be

35 cms x 25 cms. and 40 cms deep. White measuring the aggregate and sand, the box shall be filled

without shaking ramming or hammering. The proportioning of sand shall be on the basis of its dry

volume and in case of damp sand, allowances for bulkage shall be made.

3.2.1 For all work, concrete shall be mixed in a mechanical mixer which along with other accessories shall be

kept in first class working condition and so maintained throughout the construction. Measured quantity

of aggregate, sand, cement required for each batch shall be poured into the drum of the mechanical

mixer while it is continuously running. After about half a minute of dry mixing, measured quantity of

water required for each batch of concrete mix shall be added gradually and mixing continued for

another one and half a minute. Mixing shall be continued till materials are uniformly distributed and

uniform color of the entire mass is obtained and each individual particle of the coarse aggregate shows

complete coating of mortar containing its proportionate amount of cement. In no case shall the mixing

be done for less than 2 minutes after all ingredients have been put into the mixer.

3.2.2 When hand mixing is permitted by the Engineer-in-charge for small jobs or for certain other reasons, it

shall be done on the smooth watertight platform large enough to allow efficient turning over the

ingredients of concrete before and after adding water. Mixing platform shall be so arranged that no

foreign material gets mixed with concrete nor does the mixing water flow out. Cement in required

number of bags shall be placed in a uniform layer on top of the measured quantity of fine and coarse

aggregate, which shall also be spread in a layer of uniform thickness on the mixing platform. Dry

coarse and fine aggregate and cement shall then be mixed thoroughly by turning over to get a mixture

to uniform color. Specified quantity of water shall then be added gradually through a rose-can and the

mass turned over till a mix of required consistency is obtained. In hand mixing quantity of cement shall

be increased by 10 percent above that specified.

3.2.3 Mixers which have been out of use for more than 30 minutes shall be thoroughly cleaned before putting

in a new batch. Unless otherwise agreed to by the Engineer-in-charge the first batch of concrete from

the mixture shall contain only two thirds of normal quantity of coarse aggregate. Mixing plant shall be

thoroughly cleaned before changing from one type of cement to another.

3.3 Consistency :

3.3.1 The degree of consistency which shall depend upon the nature of the work and methods of vibration of

concrete, shall be determined by regular slump tests in accordance with I.S. 1199-1959. The slump of

10mm to 25mm. shall be adopted when vibrators are used and 80mm when vibrators are not used.

3.4 Inspection:

3.4.1 Contractor shall give the Engineer-in-charge due notice before placing any concrete in the forms to

permit him to inspect and accept the false work and forms as to their strength, alignment, and general

fitness but such inspection shall not relieve the contractor of his responsibility for the safety of men,

machinery, materials and for results obtained. Immediately before concreting, all forms shall be

thoroughly cleaned.

3.4.2 Centering design and its erection shall be got approved from the Engineer-in-charge. One carpenter

with helper shall invariably be kept present throughout the period of concreting. Movement of labour

and other persons shall be totally prohibited for reinforcement laid in position. for access to different

parts, suitable mobile platforms shall be provided so that steel reinforcement in position is not

disturbed. For ensuring proper cover, mortar blocks of suitable size shall be provided so that steel

3.5.1 The method of transporting and placing concrete shall be as approved. Concrete shall be so

discharge from the mixer. Except where otherwise agreed to by the Engineer-in-charge concrete shall

be deposited n horizontal layers to a compacted depth of not more than 0.45 meter when internal

vibrators are used and not exceeding 0.30 meter in all other cases.

3.5.3 Unless otherwise agreed to by the Engineer-in-charge, concrete shall not be dropped into place from a

height exceeding 2 meters. When trunking or chutes are used they shall be kept close and used in

such a way as to avoid segregation. When concreting has to be resumed on a surface which has

hardened, it shall be roughened, swept clean, thoroughly wetted and covered with a 13 mm thick layer

of mortar composed of cement and sand in the same ratio as in the concrete mix itself. This 13 mm

layer of mortar shall be freshly mixed and placed immediately before placing of new concrete. Where

concrete has not fully hardened, all laitance shall be removed by scrubbing the wet surface with wire or

bristle brushes, care being taken to avoid dislodgment of any particles of coarse aggregate. The

surface shall then be thoroughly wetted, all free water removed and then coated with neat cement

grout. The first layer of concrete to be placed on this surface shall not exceed 150 mm in thickness and

shall be well rammed against old work particular attention being given to corners and close spots.

3.5.4 All concrete shall be compacted to produce a dense homogeneous mass with the assistance of

vibrators, unless, otherwise permitted by the Engineer-in-charge for exceptional cases, such as

concreting under water, where vibrators cannot be used. Sufficient vibrators in serviceable condition

shall be kept at site so that spare equipment is always available in the event of breakdowns.

Concrete shall be judged to be compacted when the mortar fills the spaces between the coarse

aggregate and begins to cream up to form an even surface. Compaction shall be completed before the

initial setting starts i.e. within 30 minutes of addition of water to dry mixture. During compaction, it shall

be observed that needle vibrators are not applied on reinforcement which is likely to destroy the bond

between concrete and reinforcement.

3.6 Curing: Immediately after compaction, concrete shall be protected from weather including rain, running

water, shocks, vibration, traffic, rapid temperature changes, frost and drying out process. It shall be

covered with wet sacking, hassain or other similar absorbant material approved, soon after the initial

set and shall be kept continuously wet for a period of not less than 14 days from the date of placement.

Masonary work over foundation concrete may be started after 48 hours of its laying but curing of

concrete shall be continued for a minimum period of 14 days.

3.7 Sampling and Testing of concrete:

3.7.1 Samples from fresh concrete shall be taken as per I.S. 1199-1959 and cubes shall be made, cured and

tested at 7 days or 28 days as per requirements in accordance with I.S. 516-1959. A random sampling

procedure shall be adopted to ensure that each concrete batch shall have a reasonable chance of

being tested i.e. the sampling should be spread over the entire period of concreting and cover all

mixing units. The minimum frequency of sampling of concrete of each grade shall be in accordance

with following:

NOTE : At least one sample shall be taken from each shift. Ten test specimens shall be made from each

sample, five for testing at 7 days and the remaining five at 28 days. The samples of concrete shall be

taken on each day of the concreting as per above frequency. The number of specimens may be

suitably increased as deemed necessary by the Engineer-in-charge when procedure of tests given

above reveals a poor quality of concrete and in other special cases.

3.7.2 The average strength of the group of cubes cast for each day shall not be less than the specified cube

strength of 150 Kg/Cm at 28 days. 20% of the cubes cast for each day may have value less than the

specified strength provided the locentral value is not less than 85% of the specified strength. If the

concrete made in accordance with the proportions given for a particular grade, does not yield the

specified strength; such concrete shall be classified as belonging to the appropriate lower grade.

Concrete made in accordance with the proportions given for a particular grade shall not, however, be

placed in a higher grade on the ground that the test strength are higher than the minimum specified.

3.8.1 The Engineer-in-charge shall be informed in advance by the contractor of his intention to strike the

form work. While fixing the time for removal of form work, due consideration shall be given to local

conditions, character for the structure, the weather and other condition that influence the setting of

concrete and of the materials used in the mix. In normal circumstances (generally where temperatures

are above 200 C) and where ordinary concrete is used, forms may be struck after expiry of periods

specified in item No 9.1(A) for respective item of form work.

3.8.2 All form work shall be removed without causing any shock or vibration as would damage the concrete.

Before the soffit and struts are removed, the concrete surface shall be exposed, where necessary in

order to ascertain that the concrete has sufficiently hardened. Centering shall be gradually and

uniformly lowered in such manner as to permit the concrete to take stresses due to its own weight

uniformly and gradually. Where internal metal ties are permitted, the or their removable parts shall be

extracted without causing any damage to the concrete and remaining holes filled with mortar. No

permanently embedded metal part shall have less than 25 mm cover to the finished concrete surface.

Where it is intended to re-use the form work, it shall be cleaned and made good to the satisfaction of

the Engineer-in-charge. After removal of form work and shuttering, the Executive Engineer shall

inspect the work and satisfy by random checks that concrete produced is of good quality.

3.8.3 Immediately after the removal of forms, all exposed bolts etc., passing through the cement concrete

member and used for shuttering or any other purpose shall be cut inside the cement concrete member

to a depth of at least 25 mm below the surface of the concrete and the resulting holes be filled by

cement mortar. All fine caused by form joints, all cavities produced by the removal of form ties and all

other holes and depressions honeycomb spots, broken edges or corners and other defects shall be

thoroughly cleaned, saturated with water and carefully pointed and rendered true with mortar of cement

and fine aggregate mixed in the proportions used in the grade of concrete that is being finished and of

as dry consistency as is possible to use. Considerable pressure shall be applied in filling and pointing

to ensure thorough filling in all voids. Surfaces which are pointed shall be kept most for a period of

as to effect the strength of the structure materially or to endanger the life of the steel reinforcement, he

may declare the concrete defective and require the removal and replacement of the portion of the

structure affected.

4.0 Mode of measurement and payment:

4.1 The consolidated cubical contents of concrete work as specified in item shall be measured. The

concrete laid in excess of section shown on drawings or as directed shall not be measured. No

deduction shall be made for –

(a) Ends of dis-similar materials such as joints, beams, posts, girders, rafters, purline trusses, corbels and

steps etc. up to 500 Sq. Cm. in section.

(b) Opening up to 0.1 Sq. M.

4.2 The rate includes cost of all materials, labour, tools and plant required for mixing, placing in position,

vibrating and compacting, finishing, as directed, curing and all other incidental expenses for producing

concrete of specified strength. The rate excludes the cost of form work.

4.3 The rate shall be for a unit of one cubic meter.

5.4.1 Providing and laying cement concrete 1:2:4 (1 cement : 2 coarse sand : 4 graded stone aggregate

mm nominal size) and curing complete excluding cost of form work and reinforcement for reinforced

concrete work in :

(A) Foundation footing, base of columns and mass (B) Slabs, landings, shelves, balconies, internals

beams girders and cantilever up to floor two level (C) Columns, pillars, posts and struts up to floor two

level (D) Staircase up to floor two level (E) Vertical and horizontal fins up to floor two level.

1.0 Materials & Workmanship

1.1 The relevant specification of item No. 5.3.13 shall be followed except that the work shall be carried out

for reinforced concrete work for work as specified in item 1.2. In addition, the following stipulations shall

be followed for :

(a) The bars shall be kept in position by the following methods:

(i) In case of beam and slab construction, sufficient number of precast cover blocks in cement mortar 1:2

(1 cement : 2 coarse sand) about 4 cms x 4 cms section and of thickness equal to the specified cover

shall be placed between the bars and shuttering as to secure and maintain the requisite cover of

concrete over the reinforcement.

In case of cantilevered or doubly reinforce beams of slabs, the main reinforcing bars shall be held in

position by introducing chain spacers or supports bars at 1.0 to 1.2 meters centers.

(ii) In case of columns walls, the vertical bars shall be kept in position by means of timber temphtes with

slotes accurately out in them. The temphtes shall be removed after concreting has been done below it.

The bars may also be suitably tied by means of annealed steel wires to the shuttering to maintain their

position during concreting.

1.2 All bars projecting from pillars, columns beams, slabs etc., to which other bars and concrete are to be

attached or bounced to later on, shall be protected with a coat of thin neat cement grout, if the bars are

not likely to be incorporated with succeeding mass of concrete within the following 10 days. This coat

of thin neat cement shall be removed before concreting.

2.0 Mode of measurement and payment:

2.1 Relevant specifications of item No. 5.3.13 shall be followed.

2.2 The volume occupied by reinforcement shall not be deducted from R.C.C. work.

The proportioning of cement and aggregates shall be done by weight and necessary precautions shall be taken

in the production to ensure that the required work cube strength is attained and maintained. The controlled

concrete shall be in grades of M-100, M-150, M-200, M-250, M-300, M-350, M-400, with prefix controlled

added to it. The letter ‘M’ refers to mix and numbers specify 28 days works cube compressive strength of

mm cubes of the mix expressed in Kg. / Cmt.

The proportion of cement, sand and coarse aggregates shall be determined by weight. the weight batch

machine shall be used for maintaining proper control over the proportion of aggregates as per mix design.

The strength requirements of different grades of concrete shall be as under:

In all cases, the 28 days compressive strength specified in above table above be the criteria for acceptance or

rejection of the concrete

Where the strength of a concrete mix as indicated by tests, lies in between the strength of any two grades

specified in the above table such concrete shall be classified in for all purposes as concrete belonging to the

lower of the two grades between which its strength lies.

The proportions for ingredients chosen shall be such that concrete has adequate workability for conditions

prevailing on the work in question and can be properly compacted with means available except where it can be

shown to the satisfaction of the Engineer-in-charge, that the supply of properly graded aggregate of uniform

quality can be maintained till the completion of work. Grading of aggregate shall be controlled by obtaining the

coarse aggregates, in different sizes and being in them in the right proportions as required. Aggregate of

different sizes shall be stocked in separate stock piles. The required quantity of material shall be stock piled

several hours, preferably a day before use. The grading of coarse and fine aggregate shall be checked as

frequently as possible, the frequency for a given job being determined by the Engineer-in-charge to ensure that

the suppliers are maintaining the uniform grading as approved for samples used in the preliminary tests.

In proportioning concrete, the quantity of both cement and aggregate shall be determined by weight. Where the

weight of cement is determined by accepting the maker’s weight per bag a reasonable number of bags shall be

weighted separately to check the net weight. Water shall either be measured by volume in calibrated tanks or

weighed. All measuring equipments shall be maintained in clean and serviceable condition. Their accuracy

shall be periodically checked.

In is most important to keep the specified water cement ratio constant and at its correct value. To this end,

moisture content in both fine and coarse aggregates shall be determined by the Engineer-in-charge, according

to the weather conditions. The amount of mixing water shall then be adjusted to compensate for variations in

the moisture content. For the determination of moisture content in the aggregates, I.S. 2389(Part III) shall be

referred to. Suitable adjustments shall also be made in the weights of aggregates due to variation in their

moisture content. Minimum quantity of cement to be used in concrete shall not be less than 220 Kgs./M 3 in

plain concrete and not less than 250 Kg/M3 in reinforced concrete.

Mode of measurement and payment:

The consolidated cubical contents of concrete work as specified in item shall be measured. The concrete laid in

excess of section shown on drawings or as directed shall not be measured. No deduction shall be made for –

The bricks required for masonry shall be thoroughly wetted with clean water for about two hours before use or

as directed. The cessation of bubbles, when the bricks are wetted with water is an indication of through wetting

Bricks shall be laid in English bond unless directed otherwise. Half or cut bricks shall not be used except when

necessary to complete to bond; closer in such case shall be cut to required size and used near the ends of walls.

A layer of mortar shall be spread on full width for suitable length of the lower course. Each brick shall first be

properly bedded and set home by gently tapping with handle of trowel or wooden mallet. It side face shall be

flushed with mortar before the next brick is laid and pressed against it. On copletion of course, the vertical

joints shall be fully filled form the top with mortar.

The walls shall be taken up truly in plumb. All courses shall be laid truly horizontal and all vertical joint shall

be truly vertical. Vertical joints in alternate course shall generally be directly one over the other. The thickness

of brick course shall be kept uniform.

The brick shall be laid with frog upwards. A set of tools comprising of wooden straight edges, mason’s sprit

level, square half meter rub, and pins, string and plumb shall be kept on the site of work for frequent checking

during the progress of work.

Both the faces of walls of thickness greater than 23 cms shall be kept in proper place. All the connected brick

work shall be kept not more than one meter over the rest of the work. Where this is not possible, the work shall

be raked back according to bond (and not left toothed) at an angle not steeper than 45 degrees.

All fixtures, pipes, outlets of water, hold fasts of doors and windows etc. which are required to be built in wall

shall be embedded in cement mortar.

Bricks shall be so laid that all joints are quite flush with mortar. Thickness of joins shall not exceed 12 mm.

The face joints shall be raked out as directed by taking tools daily during the progress of work, when the mortar

is still green so as to provide key for plaster or pointing to done.

The face of brick shall be cleaned the very day on which the brick work is laid and all mortar dropping

Soap solution or raw linseed oil shall be applied after thoroughly cleaning the surface. Care shall be taken that

Procedure when removing the form work:

All form work shall be removed without such shock or vibration as would damage the reinforced concrete

surface. Before the soffits form work and struts are removed, the soffits and the concrete surface shall be

exposed where necessary in order to ascertain that the concrete has sufficiently hardened.

The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolute safely of

the form work and concrete work before, during and after pouring concrete. Watch should be kept to see that

behavior of centering and form work is satisfactory during concreting. Erection should also be such that it would

allow removal of forms in proper sequence without damaging either the concrete or the forms to be removed.

The props of centering shall be provided on firm foundation or base of sufficient strength to carry the loads

without any settlement.

The centering and form work shall be inspected and approved by the Engineer-in-charge before concreting.

But this will not relieve the contractor of his responsibility for strength, adequacy and safety of form work and

centering. If there is a failure of form work or centering, contractor shall be responsible for the damages to the

work, injury to life and damage to property.

Workmanship: The item covers the requirement of preparation of shutters for doors, windows, clerestory

Panelled shutters shall be constructed in the form of timber frame work of styles and rails with panel, inserted

of type as specified in the detailed drawings. Panel shall be fixed by providing grooves in the style and rails.

The styles and rails shall be joined to each other by mortise and tenon joints at right angles.

All members of the shutters shall be straight without any warp or how and shall have smooth, well planed faces

at right angles to angles to each other.

The size of styles and rails shall be as per drawing or as directed. Styles and rails of shutters shall be made of

one piece only.

Timber paneling:

Thickness of the panel shall be as specified in the item as shown in the drawing or as directed. If the

panel is made from more than one piece, the pieces shall be finished as shown in the detailed drawings and

shall be joined with continuous groove with specified size. The end pieces of the panel and the top and bottom

of the panel shall be provided with continuous tongue to frame into groove of the frame shutter. An air space of

1.5 mm shall be left in the groove of frame shutter while fixing the panels in it.

The faces of the panel as well as various pieces of the panel shall be closely fitted to the size of the grooves.

Finishing of the corners of raised panel edges shall be done as shown in drawings or as directed.

Fixtures & Fastenings:

The rate shall include anodised aluminium butt hinges including fixing with iron screws. The size and number of

hinges shall b as per table given in annexure-1.

The glass panel shall be properly cut to fit the rebates of the frames and sashes fully with a light minus

wood may not draw oil out of putty.

Providing and laying white glazed tiles 6 mm thick in flooring treads of steps and landing laid on a bed

of 12 mm thick cement mortar 1:3 (1- cement:3-coarses and) finishing with flush pointing in white

Workmanship : The work shall be carried out for skirting as dedo. Before fixing glazed tiles of shade and size as

specified, the surface shall be prepared by heavy scarping, making joints etc. to the required line, level and plumb. The

surface shall be thoroughly wetted before commencing the laying work. Thereafter about 10 mm. thick backing of cement

mortar in specified proportion shall be applied on the surface in true like and level generally as per specifications of

Fixing : The black of each tile to be fixed shall be smeared with cement paste of matching colour and the glazed tiles

shall then be gently tapped against the surface, with a wooden mallet. The skirting shall be done only after the flooring is

competed. Any pipes coming out of the wall through the dedo or skirting shall only beat at the intersections of the

horizontal and vertical joints. The tiles shall not have staggered joints. The joints shall be true to entire line both ways and

vertical joints shall be in line with joints of flooring. Tiles shall be fixed as close as possible to the adjoining tiles and any

difference in the thickness of the glazed tiles shall be evened out in the cement paste so that all the tiles faces are set in

conformly with one another. The skirting shall project uniformly and not more than 6 mm. thickness beyond the finished

surface above. Top of skirting of dedo shall be truly horizontal. The rises of steps, skirting or dedo shall rest on top of

treads of flooring wherever required. The tiles shall be cut (sawn) and thin edges smoothened before use.

Curing : Curing shall be done for 7 days continuously.

Finishing : Skirting and dedo shall be hand polished to have an even smooth and shining surface. In case of skirting only

10 mm. x 10 mm. grove shall be provided at the junction of cement plaster and cement tilesThe white glazed tiles shall

be laid on cement mortar bedding of 12 mm thick in C.M. 1 :3 . The mortar shall have sufficient plasticity for laying and

there shall be no hard lumps that would interfere with the evenness of bedding the base shall be cleared with well wetted.

The mortar shall then be spread in thickness not less than 10 mm at any place and average 12 mm thickness. The

proportion of the cement mortar shall be as specified in the item.

The tiles before laying shall be soaked in water for atleast two hours Neat Gracie cement grout at 3.3 Kg/Cement /Sq. mt.

Of honey like consistency shall be separated over the mortar bedding as directed. The edges of the tiles be smeared with

neat cement slurry. The tiles shall be well pressed and gently tapped with a wooden mallet till they are properly bedded

and in level with the adjoining tiles. There shall be no hollows in bed or joints. The joints between the tiles shall be as thin

as possible in straight line or as per pattern.

The tiles shall not have staggered joints. The joints shall be true to centre line both ways. The Nehni trap coming in the

flooring shall be so positioned that its grating shall replace only one tile as far as possible. Where full size tiles cannot be

fixed, they shall be cut (swan0 to be required size and the edges rubbed smooth to ensure straight and true joints. The

joints shall be filled with grey cement grout with wire brush of trowel to a depth of 5 mm. and loose material removed.

White cement shall be used for pointing the joints., After fixing the tile finally in an even the flooring shall be kept wet and

allowed to nature undisturbed for 7 days.

The surplus cement grout that may have come out of the joints shall be cleared off before it sets. Once the floor has set,

it shall be carefully washed, cleared by dilute acid and dried. Proper precaution and measures shall be taken to ensure

that the tiles are not damaged inany way till the completion of the construction.

Mode of measurement & payment

The work done shall be measured in sq. mt. For visible area of work done, The length and width of the flooring shall be

measured not between the faces of skirting or dedos or plastered face of wall as the case may be. The paving under

dedo or skirting shall not be measured. No deduction shall be made not extra paid for any opening in the floor of area

upto 0.1 sq. mt. Nothing extra shall be paid for laying the floors at different levels in the same rooms.

Claddding for the ceramic tiles shall be cement mortar 1:3 (1 cement : 3 coarse sand) as given in the

description of the item. Sub grade shall be cleaned, wetted and mopped. Mortar of the specified mix and

mm thickness shall be then be spread. Top surface of the mortar shall then be corrected by adding fresh

mortar at hollows or depressions. The mortar shall then be allowed to harden bit. Over this surface, cement

slurry of honey like consistency shall be applied. The slab shall then be gently place in position and tapped with

wooden mallet till it is properly pedded in level with and close to the adjoining slab. The joint shall be as fine as

possible. The tiles fixed in the floor adjoining the wall shall enter not less then 10 mm. under the plaster skirting

or dado. The junction between the wall floor shall be finished neatly. The finished surface shall be true to levels

and slopes as directed.

The cladding shall be kept wet for a minimum period of 7 days. So that joints set properly.

The floor shall then be washed clean with water. The holes required for Nahni traps, pipes any other fittings

shall be made without any extra cost.

Mode of measurements & payment :

The risers of steps, skirting or dado shall be measured in sq. metre. Length shall be measured along the

finished faces of risers, skirting or dado. Height shall be measured from finished level of treads or floor to top.

measured by volume shall conform to relevant specification or ordinary grade 1:2:4 concrete.

The cement concrete flooring of 40 mm. thick (average) is to be laid as per the site condition. The concrete

shall be mixed in a mechanical mixer at the work. Hand mixer may however be allowed for smaller quantities of

work and in case of failure of machines or as permitted by the engineer-in-charge. It shall carried out on a

water tight platform and care shall be taken to ensure that mixing is continued until the mass is uniform in

colour and consistency. However in such cases 10% more cement than otherwise required shall have to be

used without any cost. The mechanical mixing shall be done for a period of /2 to 2 minutes. The quantity of

water shall be thus sufficient of produce a dense concrete required workability for the purpose. Flooring of

specified thickness shall be laid in accordance with approved pattern or as directed. Finishing operation shall

start shortly after the cessation of beating and shall be spread over a period of one to six hours depending

upon the temperature and atmospheric conditions. The surface shall be left for some time till moisture

disappears from it. Fresh quantity of cement shall be mixed with water to form a thick slurry and spread over

the surface while the concrete is still green. Use of dry cement or cement and sand mixture sprinkled on this

surface to stiffen the concrete or absorb excessive moisture shall not be permitted. The cement slurry shall

days from the date of placement.

The form work shall be provided if necessary as directed by the engineer in charge. Concreting shall be done

as per alternate bay method with necessary centering wither by mastic or cement mortar as directed.

Mode of measurement & payment :

The rate shall include the cost of all material and labour involved in all the operations described above. No

deduction shall be made or extra paid for any opening upto 0.1 sq. meter in area in the floor, nothing extra shall

be paid for laying the floor at different levels in the same room or the court yard.

The rate shall be for unit of one sq. meter.

Providing and laying cement concrete flooring 1:2:4 (1-cement: 2-coarse sand:4-graded stone

aggregate 20mm nominal size) laid in one layer and finished with a floating coat of neat cement. (B)

50mm thick. (upto 10 ton)

Water shall conform to M-1. Cement shall conform to M-3. Sand shall conform to M-6. Stone aggregate 20 mm.

nominal size shall conform to M-12.Cement concrete 1:2:4 proportion measured by volume shall conform to

relevant specification or ordinary grade 1:2:4 concrete.

The cement concrete flooring of 50 mm. thick (average) is to be laid as per the site condition. The concrete

shall be mixed in a mechanical mixer at the work. Hand mixer may however be allowed for smaller quantities of

work and in case of failure of machines or as permitted by the engineer-in-charge. It shall carried out on a

water tight platform and care shall be taken to ensure that mixing is continued until the mass is uniform in

colour and consistency. However in such cases 10% more cement than otherwise required shall have to be

used without any cost. The mechanical mixing shall be done for a period of /2 to 2 minutes. The quantity of

water shall be thus sufficient of produce a dense concrete required workability for the purpose. Flooring of

specified thickness shall be laid in accordance with approved pattern or as directed. Finishing operation shall

start shortly after the cessation of beating and shall be spread over a period of one to six hours depending

upon the temperature and atmospheric conditions. The surface shall be left for some time till moisture

disappears from it. Fresh quantity of cement shall be mixed with water to form a thick slurry and spread over

the surface while the concrete is still green. Use of dry cement or cement and sand mixture sprinkled on this

surface to stiffen the concrete or absorb excessive moisture shall not be permitted. The cement slurry shall

Providing and fixing pre-cast concrete kerb stone of gray cement based concrete

block 30 cm length, 30 cm height and 15 cm thick of M250 grade concret as per approved

design and including excavation for fixing in proper line and level, filling the joint with C:M 1:3

(1 cement :3 fine sand) etc complete. (upto 10 ton)

Trenches of specified width and depth shall first be made along the edges of the wearing course of the road or

along the line of pave block flooring to receive the restraint blocks. The bed of the trenches shall be compacted

manually with steel rammers to a firm and even surface and then stones shall be set in P.C.C.

The edge restraint blocks shall be laid with their length running parallet to the paving edge, true in

line and gradient. The joints of blocks shall be not more than 10 mm and filled with the CM 1:3 ( 1 cement :

fine sand ) which shall be cured for 7 days.

Finishing The edges shall be restored and all surplus earth including rubbish etc. disposed off as directed by

the Engineer-in Charge.

Measurements Length of the finished work shall be measured in running metre along the edge of the paving

correct to a cm.

Rate The rate shall include the cost of the materials and labour including stone of specified material involved

in all the operation described above. The rate shall be for a unit of one meter basis.

Providing and fixing pre-cast Rubber Dye / steel Dye inter locking concrete block 60mm thick with

grade of concrete M300 pneumatic compressed / vibrated mechanically and as per approved

design Confirming to IS 15658 : 2006 including 35 mm Sand layer for levelling and filling the joint

with sand in proper line and level as per guidlines of IRC : SP 63-2018 etc.

Scope of work :

Excavation and compaction up to 30 cm in height . for footpath paving in all sorts of soil murrum including

sorting outs and stacking of useful materials stuff up to 50 mt. lead from excavated place

and same well be carting. Up to 5 km.

The scope of work includes manufacturing, supplying and laying of precast paver blocks at various Retail

outlets. The work includes :

1.1 Verification of the existing site condition and advising our project in charge to lay suitable base

course if required. Contractors are required to satisfy themselves with quality of sub grade, sub-base course

before the paver blocks are laid and suggest strengthening if required.

1.2 Clearing the site by removing all obstacles such as stones, debris etc. for laying of paver blocks.

1.3 Manufacturing of paver blocks in your plant as per requirements in technical specification enclosed.

1.4 Supplying of paver blocks at site, including handling at both ends.

1.5 Laying of paver blocks at site as per requirement in technical specification, within shortest possible

time. The site being existing operating Retail Outlets, care should be taken to ensure that the operation is not

closed. The job of laying may required to be carried out during night also.

1.6 Testing of paver blocks through reputed Govt./Non Govt. Test house and submission of test results

as per requirements in Technical Specifications. HPCL reserves the right to carryout test at random. Cost for

such tests to be borne by party.

1.7 The contractor shall guarantee that all material and components designed, fabricated, supplied and

laid by him shall be free from any type of defect due to faulty material and/or workmanship/erection for a

period of One year from the date of completion of work at individual sites. However, the contractor fro two

years shall render free maintenance.

TECHNICAL SPECIFICATIONS :

I) Paver Block Manufacturing Facilities :

The Paver Block shall be made in factory with following minimum facilities :

1.1 Concrete Block making Machines :

The machine should be capable of producing high quality Paver Blocks by obtaining high level of

compaction by application of hydraulic compaction and also by high intensity vibration to the moulds. The

machine should have automatic control panel for uniformity in strength.

1.2 Concrete Batching & Mixing Plant : (Not essential)

The concrete Mix Design should be followed for each batch of materials. The concrete ingredient

should be mixed in concrete Batching & Mixing plant with minimum capacity of 30 cum/hour. The plant

should equipped with automatic control panel for maintaining water cement ratio from batch to batch to obtain

concrete of uniform quality and strength. The plant should be equipped with adequate mechanism for

mechanized loading of raw materials into mixer and conveyor belt for transportation of concrete from mixer to

concrete block making machine to maintain quality of wet cement.

The factory should have well designed curing area to ensure adequate curing of paver blocks.

For the Rubber mould paver block specification has to followed as per specification of Gray and

coloured paver block specification. But at the production level the mould for producting rubber moulded paver

block the mould is of rubber materials and the prodection of rubber moulded paver block is even shaded,

finishing and even colour shaded and using Rubber mould should be producing on vibratory mechine by

obtaing high level of compaction by application of vibration to the moulds. The machine should have automatic

control pannel for uniformity in strength. Or as per direction of engineering incharge.

1.5 Laboratory (Desirable but not essential) :

The factory should have the following:

(i) Compression testing machine of adequate capacity.

(ii) Other tools and equipment for testing raw materials and paver blocks.

(iii) (1).Systematic record of test results of various paver blocks manufactured in the factory.

(2).Concrete Mix Design for various grade of concrete used for making of paver blocks.

II) SPECIFICATIONS FOR COLOURED PAVER BLOCKS :

Coloured concrete paver blocks shall be manufactured as per attached specifications using approved colour

Pigment of “BAYER” Make “BAYFERROX IRONOXIDE PIGMENTS” with minimum colour pigment of 3% by

weight of cement. The colour shade shall be “RED” as selected by HPCL before commencement of the work.

White cement shall be used for colored pavers to obtain the desired colour shade. The job also includes

providing 50 mm thick sand bedding to match the shade of the paver block.

The colour of the paver block shall be guaranteed against fading of colour for period of 12 months from the

date of laying of the same at site.

All other technical specifications & Procedure for testing, laying & sampling of coloured pavers will be as per

III) PAVERS BLOCK CHARACTERISTICS :

The concrete pavers should have perpendicularities after release from the mould and the same should

be retained until the laying.

The surface should be reasonably smoothe and of anti skid and anti glare type.

The paver should have uniform chamfers to facilitate easy drainage surface run off.

The pavers should have uniform interlocking space of 2mm to 3mm to ensure compacted sand filling after

vibration on the paver Surface.

The concrete mix design should be followed for each batch of materials separately and automatic batching

plant is to be used to achieve uniformity in strength and quality.

The pavers shall be manufactured in single layer only.

Skilled labour should be employed for laying blocks to ensure line and level of laying, desired shape of the

surface and adequate compaction of the sand in the joints.

The pavers shall be of cement gray colour without any pigment & for coloured pavers refer “specifications for

coloured pavers.”

The pavers are to be skirted all round with kerbing using solid concrete blocks of size 150mm X 250mm X

380mm. The kerbing should be embedded for 100mm depth. The concrete used for kerbing shall be cured

properly for 7 days minimum.

IV) Paver Block Dimensions :

Thickness 60mm or 80mm

1. Sampling For Testing

Sampling for testing of paver blocks shall be done in accordance with Appendix-A.

2. Compressive Strength

Testing for compressive strength shall be undertaken in accordance with Appendix-B.

The average compressive strength of the bocks tested shall be 40 N/Sqmm.

3. Abrasion Resistance

Testing for abrasion shall be in accordance with IS 1237 (Specifications for Cement Concrete Floor Tiles) –

Testing for water absorption shall be in accordance with IS 2185:1979 : Part I (Specifications for Concrete

Sampling of Paver blocks.

1. Method of sampling :

Before laying paver blocks, each designated section comprising not more than 50000 blocks, shall be divided

into ten approximately equal groups. Three blocks shall be drawn from each group.

2. Marking and identification :

All samples shall be clearly marked at the time of sampling in such a way that the designated section of part

thereof, and the consignment represented by the sample, are clearly defined.

The sample shall be dispatched to the approved test laboratory taking precaution to avoid damage

to the paving in transit. Protect the paving from damage and contamination until they have been tested. The

testing shall be carried as soon as possible, after the sample has been taken. As soon as practicable after

sampling. The samples shall be stored in water at 20 degree C  5 degree C for 24 hours prior to testing.

The rate shall be for a unit of one square meter.

Providing and laying broken china mosaic flooring for terrace using 12 mm to 20 mm broken pieces of

glazed tiles to be laid over cement mortar 1:3 to plain or slope and to be tempered to bring mortar

creme out upto surface using white cement including rounding off junctions and extending them up

to15 cm along the wall, clearing with water and oxalic acid etc.asdirected.

Providing and laying China Mosaic finishing over flat or curved surface, including laying to approved patterns,

with precies leveling and setting curvatures with necessary tools and templates, using white/coloured broken

ceramic tile chips, set in pigmented cement mortar 1:4, as directed, finishing in line, level and to required slope,

flushing with appropriate pigimented cement grout, curing and finishing with mild acid wash etc. complete.

(1) China Chips in required colours specially broken from full tiles in required size

(2) Cement (3) Sand (4) White Cement (5) Steiner

Before laying a final layer of China Chips prepare the surface to the required slope and level with a

backing coat in C.M (1:3). While laying a backing coat, spread a layer of thick cement slurry and scrub the

same vigorously to seal all pores in concrete below.

For the required designs prepare templates for different patterns from steel flats or plywood and mark out total

design on the designated area. Estimate the quantity of Chips of different colous and ensure its uninterrupted

supply before starting the work. Lay the chips flat on the bedding coat and fix tightly be light hammering.

Remove grey cement from the joints by scrapping before final set of cement.

Finish the joints neatly with white cement and harmonious colour Steiner. All design and pattern shall be

finished with first class workmanship. The surface should finally cleaned, given a mild acid wash for gain the

luster of China Chips.

Cost of China Chips, White cement, OPC, Sand, Steiner and all labour for leveling, laying by specialist artisan,

preparing templates, testing etc are included.

MODE OF MEASUREMENT :

Dimensions of total finished area as laid are recorded and area is computed in sq.m., rounded to two places of

skirting, risers of steps and dedo on 10 mm. thick cement plaster 1:3 (1cement: 3 coarse sand) &

jointed with white cement slurry.

Workmanship : The work shall be carried out for skirting as dedo. Before fixing glazed tiles of shade and size

as specified, the surface shall be prepared by heavy scarping, making joints etc. to the required line, level and plumb.

The surface shall be thoroughly wetted before commencing the laying work. Thereafter about 10 mm. thick backing of

cement mortar in specified proportion shall be applied on the surface in true like and level generally as per

specifications of plaster item.

Fixing : The black of each tile to be fixed shall be smeared with cement paste of matching colour and the glazed tiles

shall then be gently tapped against the surface, with a wooden mallet. The skirting shall be done only after the flooring

is competed. Any pipes coming out of the wall through the dedo or skirting shall only beat at the intersections of the

horizontal and vertical joints. The tiles shall not have staggered joints. The joints shall be true to entire line both ways

and vertical joints shall be in line with joints of flooring. Tiles shall be fixed as close as possible to the adjoining tiles

and any difference in the thickness of the glazed tiles shall be evened out in the cement paste so that all the tiles faces

are set in conformly with one another. The skirting shall project uniformly and not more than 6 mm. thickness beyond

the finished surface above. Top of skirting of dedo shall be truly horizontal. The rises of steps, skirting or dedo shall

rest on top of treads of flooring wherever required. The tiles shall be cut (sawn) and thin edges smoothened before

Curing : Curing shall be done for 7 days continuously.

Finishing : Skirting and dedo shall be hand polished to have an even smooth

and shining surface. In case of skirting only 10 mm. x 10 mm. grove shall be provided at the junction of cement plaster

and cement tilesThe white glazed tiles shall be laid on cement mortar bedding of 12 mm thick in C.M. 1 :3 . The mortar

shall have sufficient plasticity for laying and there shall be no hard lumps that would interfere with the evenness of

bedding the base shall be cleared with well wetted. The mortar shall then be spread in thickness not less than 10 mm

at any place and average 12 mm thickness. The proportion of the cement mortar shall be as specified in the item.

The tiles before laying shall be soaked in water for atleast two hours Neat

Gracie cement grout at 3.3 Kg/Cement /Sq. mt. Of honey like consistency shall be separated over the mortar bedding

as directed. The edges of the tiles be smeared with neat cement slurry. The tiles shall be well pressed and gently

tapped with a wooden mallet till they are properly bedded and in level with the adjoining tiles. There shall be no hollows

in bed or joints. The joints between the tiles shall be as thin as possible in straight line or as per pattern.
