15 Defect &Liability Period The contractor shall be responsible to make good and remedy at this
own exppence any defect which may developed or may be noticed
before the period mentioned here under from the certified date of
complition, The within 15 days of recipts of the notice. In the case of
failure on the part of the contractor, the Engineer incharge may rectfy
or remove or reexecute the work at the risk & cost of the contractore.
The Engineer incharge shall be entitled to appropriate the whole or
any part of the amount of security deposit towrdes they expences, If
any, incurred by him in rectification, removal or re- execution. The
defect liability period shall be as under (a) for all works costing up to
Rs. 50,000 (amount put to tender), the period shall be three months
from the cirtified date of complition. (b) for all workscosting more
than Rs. 50,000 and upto Rs. 1 crore (Amount put to tender) ,the
period shall be six (6) month from the cirtified date of compition or
one monsoon , which ever letter.(c) the major project costing more
than Rs. 1 crore , the period shall be 12 months from the cirtified date
of complition which should include one monsoon.(d) For building
works , the period specified in (a) ,(b) & (c) above or elapse of
monsoon period following cirtifide date of complition.,whichever is
letter . For the purpose of deciding the monsoon period, the
september may be treated as the last date.

General terms & conditions
1. A booklet of FORM B-1 of Gujarat State Roads & Building Department / Water Resources
Department with the latest correction slips may be referred for quality of construction &
standard of Procedure (SOP). (only English version)
2. In the specification “as directed" / "approved" shall be taken to mean "as directed /
"approved" by the Engineering in charge.
3. Wherever a reference to any Indian standard appears in the specifications, it shall be taken
to mean as reference to the latest edition of the same of force on the date of agreement.
4. In "Mode of measurement" in the specifications wherever a dispute arises in the absence of
specific mention for a particulars point / aspect, the same in the relevant Indian Standards
shall be referred to.
5. All measurement and computations, unless otherwise specified shall be carried out nearest
to the following limits :-
i) Length, width and depth, Height 0.01 Meter
ii) Areas 0.01 Sq.mts.
iii) Cubic contents 0.01 Cu. mts.
In recording dimensions of work, the sequence of length, width and height (Depth) or
thickness shall be followed.
6. Definite particulars covered in the items of work, though not mentioned or elucidate in its
specifications shall be deemed to be included therein.
7. Approval of the samples of various materials given by the Engineer in charge or AMC's
Consultant shall not absolve the contractor from the responsibility of replacing defective
materials brought on site or materials used in the work found defective at a later date. The
contractor shall have no claim to any payment or compensation whatsoever on account of
any such materials being rejected by the Engineer in charge.
8. The contractor’s rate for the item of work shall be for the work completed in all respect.
9. All materials including those of electrical shall be got approved by the Engineer in charge/
Architect before using them in the work.
10. Materials as and when rejected by the Engineer in charge or AMC's Consultant shall be
removed from the site of work within 24 hours.
11. All work shall be carried out in a manner applying the best technique.
12. All tools, templates, machinery and equipment for correct execution of the work as well as
for checking lines, levels, alignment of the works & all precautionary measures during
execution shall have to be kept in sufficient numbers and in good working condition at the
site of the work.
13. Special modes of the construction not adopted in general Engineering practice, if proposed
to be adopted by the contractor shall be considered only if the contractor provided
satisfactory evidence that such special mode of construction and completion of work to the
required strength and quality. Acceptance of the same by the Engineer in charge shall not
however, absolve the contractor from the responsibility of any adverse effect and
concordance of adopting the same in the course of exaction or completion of the work.
14. The contractor shall be responsible for observing the rules and regulation imposed under
the "Minor Mineral Act", and such other laws and rules prescribed by the Government
from time to time.
15. All necessary safety measures and precautions (incl. those laid down in the various relevant
Indian Standard) shall be taken to engrave the safety of men, materials and machinery on
the work and also of the work itself.
16. Quantity measured in the tender is approximate. It may increase or decrease looking to the
quantum of actual work for which no any claim shall be entertained by A.M.C.

agency to which work is awarded for execution.
20. The time limit shall be reckoned after next day from the date of issue of the written work

extension will be granted under any circumstances.
21. In case of any ambiguity in specifications mentioned in this tender, the interpretation given
by Additional City Engineer /Dy.M.C of A.M.C. will be final and binding to the

specification and the Engineer -in-charge shall make such corrections and interpretations as
necessary to fulfill the intent of the plants and specifications.

27. Water Supply: The contractor shall arrange at his own cost, a suitable supply of piped
water for the construction of the works and provide a satisfactory supply of potable water
for drinking, washing, sanitation and cleaning down. The contractor will be responsible for
all the costs where applicable of connection, meter installation, water consumed, water
required for testing purposes, disconnection and the laying, maintenances and ultimate
removal of any distribution system around the site.
28. Electricity: Electric supply will be made available at the site by the Contractor and the
contractor must make his own arrangements with the Corporation and Electricity Supply
Authorities and with other contractors to connect and to take a supply from such services,
paying all costs in connection therewith.
The Contractor shall be entitled to use supply Electricity as may be available on the site for
purpose of the work and shall pay such charges as is fixed by the appropriate supply
In case there is any delay in supply of power site of any interruption or fault in the power
during the work. No compensation shall be paid for idle labor staff, machineries and for use
of diesel operating sets etc. as the case may be.
29. Tenders shall submit all the valid/certified documents in support of their initial/eligibility
criteria mentioned above along with the bid. They shall have also to submit the income tax
clearance certificate and solvency certificate.
30. No advance such as secured advance machinery advance, mobilization advance or
materials advance will be given.
31. The contractor shall get the electrical works executed through the authorized Government
approved licensed electrical person or firm in appropriate category in accordance to
contractual provisions.
32. The electrical works shall be carried out strictly in accordance with the directives issued by
Engineer in charge.
33. Contractors shall not have any dispute or claim for any kind of compensations
(i) If the quantity stipulated in the tender items varies or the scope of work changes &
thereby total amount of work increases/ decreases.

34. In case of any dispute, decision of Municipal Commissioner shall be final and binding on
the contractors.
35. Tenders which do not fulfill all or any of conditions or are submitted incomplete in any
respect will be rejected. Municipal Commissioner reserves the right to increase/decrease
the scope of work. No any claim to that effect shall be entertained. The Municipal
Commissioner also reserves the right to reject any or all the tenders without assigning any
reason thereof.
36. The contractors are requested to quote their rates considering above tender conditions.
37. The contractor shall have to paid balance Security Deposit within 10 days from the date if
issue of Letter of Interest (LOI). And after paying the balance S.D. the time limit will be
started & Execution of Agreement to be done than after.
In case of delay in paying balance S.D. by more than 10 days penalty at the rate of

GENERAL SPECIFICATION
Time limit for the work shall be as per tender notice after the order to start the works. Progress
of work should be in proportion to time limit. The details of reinforcement of R.C.C. work shall be as
per design and instructions of DEPUTY CITY ENGINEER-3 and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may be
brought by him on site. This account shall be regularly maintained and kept open for inspection by
Municipal Staff. Watering of all the items shall be as per instructions otherwise no payment shall be
made to contractors. Mixing of concrete shall be done by concrete mixer machine. Arrangements of
binding vibrator for R.C.C. works if required shall have to be made by the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the traffic.
He shall be responsible for any damage to public. If any incident happen, during the execution of
work. In case of dispute for unseen or overlooked items the decision of the Dy. City Engineer shall be
final. The contractor shall have to give site clean of all rubbish during the work and at the time of
completion of work and hand over the site with final finishing of the work as directed. All the rejected
materials shall be removed from site within 24 hours by contractor at this risk and cost. Debris shall
have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall
have to prepare through of bigger size and mix the mortar in the required proportion. In on case he
shall be allowed to mix the mortar either on floor or any finished surfaces. The contractor shall have to
make his own arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the
contractor and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest
SOR or if item is not available in SOR than based on current market rates. In case of extra item
decision of DEPUTY CITY Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any extra and
the contractor will have to carry out the works and he will be paid at the rate quoted by him. No claim
for extra rate for subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors
shall have to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor
will be fully responsible for compliance of the various provisions under contract Act. 1970 and the
Rules framed the to under.
The tender for the work shall remain open for a period (120) days from the date of opening of
the tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on
his own during the period. If any tenderer withdraw or makes any modifications or addition in the
terms and conditions of his tender not acceptable to the Municipal Corporation the Municipal
Corporation shall without prejudice to any right or remedy be at liberty to forfeit in full the said
earnest money and black list the contractor.
If work is not started within specified time limit i.e. within ten days from the date of order to
start the work the penalty of the 0.01% tender Amount per day of delay of start shall be recovered
separately from the immediate bills payable to the contractor. Contractor has to make his own
arrangement for procurement of steel and cement.
Contractors should note the following conditions carefully :-
i) Conditional tender shall not be accepted.
ii) All tenders are to be submitted in duplicate without which the tenders are liable to be rejected.
iii) In case of tender downloaded from website, tender fee & EMD should be submitted in form of
iv) Condition of Form - B1 only Standard Specification of material & code of practice will be

TECHNICAL SPECIFICATIONS
Item No.1:- Excavation for foundation up to 1.5 m depth including sorting out and stacking of useful material sand disposing off
the excavated stuff up to 50 Meter lead.0 to 1.5 meter depth.
1.1.1 Any soil which generally yields to the application of ackaxes and shoves, phawaras rakes or any such ordinary
excavating implement or organic soil, gravel silt, sand turfloam, clay, peat etc., fall under this category.
Clearing the site :
1.1.2 The site on which the structure is to be built shall be cleared and all obstructions, loose stone, materials and
rubbish of all kind, bush, wood and trees shall be removed as directed. The materials so obtained shall be property
of the Government and be conveyed and stacked as directed. within 30 M. lead. The roots of the trees coming in
the sides shall be cut and coated with a hot asphalt.
1.1.3 The rate of site clearance is deemed to be included in the rate of earth work for which no extra will be paid.
1.1.4 Setting Out :After clearing the site, the center lines will be given by the Engineer-in-charge. The contractor shall
assume full responsibility for alignment, elevation and dimension of each and all parts of the work. Contractor
shall supply laborers, materials, etc. required for setting out the reference marks and bench marks and shall
maintain them as long as required and directed.
1.1.5 Excavation : The excavation in foundation shall be carried out in true line and level and shall have the width and
depth as shown in the drawings or as directed. The contractor shall do the necessary shoring and shutting or
providing necessary slopes to a safe angle, at his own-cost. The payment for such precautionary measures shall be
paid separately if not specified. The bottom of the excavated area shall be 1 evened both longitudinally and
transversely. as directed by removing and watering as required. No earth filling will be allowed for bringing it to
level, if mistake or any other reason excavation is made. deeper or wider that shown on the plan or directed. The
extra depth or width shall be made up with concrete of same proportion as specified for the foundation concrete at
the cost of the contractor. The excavation up to depth mentioned above shall be measured under this item.
Disposal of the excavated stud :
The excavated stuff of the selected type shall be used in filling the trenches and plinth or leveling the ground in
layer including ramming and watering etc.
The balance of the excavated quantity shall be removed by the contractor from the site of work to a place as
directed with lead upped 30 M. and all lift.
Mode of measurement and payment :
The measurement of excavation in trenches for foundation shall be made according to the sections of trenches
shown on the drawing or as per sections given by the Engineer-in-charge. No payment shall be made for surplus
excavation made in excess of above requirements or due to slopping and sloping back as found necessary on
account of conditions of soil , and requirements of safety.

Item No.2:- Conveyance charge of earth, lime, murrum, building rubbish, manure, garbage, sludge, excavated rock, fly ash,
aggregates of any kind executed outside the road site. Rate also includes spreading & levelling etc complete. Internal
conveyance above 50 mt done within the work site is not payable. Lead From 5 Km to 10 Km.
Providing, loading, conveying and unloading of materials such as earth, lime, murrum, building rubbish, manure,
garbage, sludge, excavated rock, fly ash, aggregates of any kind, etc., from the work site to an external disposal site
located at a lead distance between 5 km to 10 km, beyond the road or construction boundary, including all
operations such as loading, transportation, unloading, spreading and levelling the material at designated locations as
directed by the Engineer-in-Charge.
Scope Includes:
Loading the material onto suitable transport vehicles (tractor trolley, dumper, or tipper as approved).
Transportation of materials to disposal or designated location outside the site boundary.
Unloading and uniform spreading and levelling of the material as instructed.
All fuel, operator, vehicle charges, and incidental expenses.
Complying with environmental and municipal regulations for debris/garbage disposal.
Internal conveyance within the same work site beyond 50 meters shall not be paid separately.
Measurements shall be taken based on net quantity of material conveyed as per actual executed work.

Mobilization and demobilization of J.C.B. machine to and from the site.

Erecting two layers of barricading at appropriate spacing and height to cover the entire work zone.

Providing and fixing good quality HDPE plastic cover of required size for lining kunds or water-retaining
structures, including joining the pieces using special sewing techniques and chemical adhesives to ensure leak-
proof joints. The work shall also include complete labour for handling, fixing, and setting the cover at the site as
per the direction of the Engineer-in-Charge.
Scope Includes:
Supply of high-density polyethylene (HDPE) plastic cover of required thickness and quality.
Cutting and shaping the plastic as per site conditions and kund dimensions.
Joining of multiple pieces using stitching (special sewing) and application of approved chemical
adhesives to ensure watertight sealing.
Laying and fixing the cover properly in position without wrinkles or folds.
Labour, tools, equipment, and site preparation for smooth installation.
The HDPE sheet shall conform to IS standards and be UV stabilized.
All seams and joints shall be tested for leakproof performance before acceptance.
Rate includes all materials, labour, adhesives, sewing/thread, tools, installation, transport, wastage, and
contractor's overheads and profit.
Work to be done as per instructions and approval of the Engineer-in-Charge.

Item No.10:- Making necessary diversion board as per trafic requirment of size 0.90X0.60 with radium coloue etc
Making and installing diversion boards of size 0.90 m x 0.60 m as per traffic management requirements,
fabricated using suitable material (e.g. MS sheet or rigid plastic board), with radium-coloured reflective paint or
sticker, lettering, and symbols for clear visibility during day and night. The board shall be fixed on MS angle
iron frame and installed firmly at site as directed by the Engineer-in-Charge.
Scope Includes:
Fabrication of board using approved material (MS sheet or rigid PVC).
Application of radium colour/reflective film for visibility.
Display of appropriate text, arrows, or symbols in standard traffic language/fonts.
Fixing the board on MS frame or poles, firmly embedded or supported on base for stability.
Transportation and installation at site.
Labour, tools, and all incidental charges.
The board shall be weatherproof and durable.
All reflective materials shall conform to traffic signage standards (IRC/IS codes).
Rate includes all materials, labour, painting/stickering, frame, supports, transport, and contractor’s
overheads and profit.

Item No.11:- Providing and opration dewatering Pump including fuel charges & operator Charges etc as directed
etc.comp.(shift for eight hour) (for Each Pump Set, No payment should be allowed for non working condition of
machinery) (based on Previously approved rate by C E sir )
Providing and operating a dewatering pump set including all necessary arrangements for pumping out water
from construction sites, trenches, pits, or excavated areas. The rate includes fuel charges, operator wages,
maintenance, and all incidental costs, complete as directed by the Engineer-in-Charge.
Scope Includes:
Supply and deployment of suitable capacity dewatering pump set.
Continuous operation for one full shift (8 hours) per pump set.
Provision of fuel (diesel/petrol), lubricants, and other consumables required during the shift.
Trained operator for handling and operating the machinery efficiently.
Routine maintenance and ensuring machinery remains in working condition during the shift.
No payment shall be made for any duration during which the pump is not functional or idle due to
breakdown or fuel shortage.
The work shall be carried out as per instructions and to the satisfaction of the Engineer-in-Charge.
The item shall be executed as per previously approved rates by competent authority (C.E. Sir).
Unit of Measurement: Per Pump Set per Shift (8 Hours)
Item No.12:- Hiring and operating the Mud Pumps incl.cost of fuel and oprator inlcluding the cost of the to and fro
transportation, laying of the delivery hoses as required,lowering lifting pump as and when required etc.complate,set
Hiring and operation of mud pump for dewatering or sludge removal purposes, including the cost of fuel, operator, to and
fro transportation, laying of delivery hoses, and all incidental works. The work also includes lowering and lifting of the
pump set as and when required, and shall be executed as per the directions of the Engineer-in-Charge.
Item No.13:- Supplying 5000 liters capacity Portable water tanker for 8 hours per day (net 8 hours) of AMC South
Zone as & when req.by Eng.incharge.
Supplying a portable water tanker of 5000 litres capacity for a duration of 8 working hours per day (net), to be
operated within the AMC South Zone as and when required, as directed by the Engineer-in-Charge. The tanker
shall be used for potable water supply at multiple locations or for construction activities.
Scope Includes:
Providing a clean and leakproof 5000-litre capacity tanker, mounted on a suitable vehicle.
Supply of qualified driver/operator and required fuel/diesel for daily operation.
Transportation and movement of the tanker within the designated AMC South Zone.
Ensuring availability of the tanker for a full 8-hour shift each working day.
Delivery of water to the specified points as per departmental requirements.
Maintenance and upkeep of the vehicle/tanker during the hire period.
Unit of Measurement: Per Tanker per Day
Providing and erecting temporary barricading on rental basis to enclose breakdown or excavated areas, using
wooden ballies or MS angles placed at a maximum spacing of 2 meters center-to-center, along with CGI sheets,
reflective paint, and warning boards for safety and smooth traffic diversion, as directed by the Engineer-in-
Scope Includes:
Installation of barricading using wooden ballies/MS angle posts and CGI sheets or other approved
Fixing of reflective paint/strips and warning signage boards for public safety.
Providing temporary lighting arrangements in adequate numbers throughout the barricaded area for
night visibility and safety.
Continuous maintenance of barricading and lighting during the work duration.
Removal of all barricading and lighting arrangements after completion of the work and restoration of
the site to its original condition.
All materials and workmanship shall comply with safety regulations and relevant traffic control norms.
Rate includes all materials (on hire), installation, labour, lighting setup, fuel (if required), tools,
removal, and contractor's overheads and profit.
The barricading shall be maintained in good condition during the entire work period.
Unit of Measurement: Per Running Meter or Per Day (as specified by department)
Item No.14:- Barricading the entire breakdown or excavated area on rental basis using wooden ballies/ MS angles at
Max. 2 m centre to centre ,CGI seat, reflective paint/ board outside to avoid accident and for smooth traffic
diversion & movement including board etc. item also includes for making temporary sufficient numbers of lighting
arrangement through out the work with necessary requirement arrangement .The same shall be removed after
completion of work
