| 2.00Terms and Conditions 1. This comprehensive contract covers preventive & corrective maintenance of A.C. machine / spare parts as required so as keeping the A.C. machine operative / functioning round the clock for the AC machines as per attached inventory list. 2. The contractor has to depute an Air-condition Mechanic & Helper (including suitable substitute for him on leave) for 1-shift per day during the time period from 10 a.m. to 6 p.m. on all days including Govt. Holidays to supervise all type of maintenance of AC machines, all reading/measurements and also take preventive measures/action in case of any type of abnormalities/fault found in A.C. machines as well as cope up with any kinds of fatal accident i.e., causing of fire break-out arising out of A.C. machines. 3. The AC Mechanic should have I.T.I. in Refrigeration & Air-conditioning from any authorized institute and minimum 2 years of working experience (The Agency has to provide necessary certificates before issuance of Final Acceptance). Unskilled Personnel / Helper should have also exposure in the field of Air-Conditioning & Refrigeration. This should be treated as mandatory. | ||||||
| 3.004. The agency will have to submit the details of AC Mechanics & Helper to be deployed in regular manner with reliever/substitutes to be engaged for the maintenance work mentioning their name & contact mobile no., category along with their identity proof & valid license and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer (Electrical), Assistant Engineer (Electrical) & Executive Engineer (Electrical) prior to take up the work/issuing of final work-order. This should be treated as mandatory. 5. The contract covers periodical checking, cleaning & carrying out necessary maintenance/servicing of all A.C. machines at least once in a month and as & when required including testing the efficiency of machines by responsible A.C. Mechanic and all these should be recorded in the Log book which are to be signed by A.C Mechanic deployed by the contractor with duly verification & signed by concerned Assistant Engineer (Electrical) & Junior Engineer (Electrical) in regular manner. 6. This contract covers repair and replacement of any spares & accessories including compressor, blower motor, enthalpy wheel, sheet metal body and repairing / replacement of condenser coil, capacitors, relay, thermostat, air filters etc. as necessary. | ||||||
| 4.007. The contract cover also periodical, checking, cleaning, servicing / repairing, testing, the efficiency of the machine & carrying out necessary maintenance/servicing of the units (condenser & cooling) thoroughly at least once in a month & replacement of filter once in a year, in addition to attending breakdown calls as and when called for and all these should be recorded in the Log book which are to be signed by A.C Mechanic deployed by the contractor with duly verification & signed by concerned Assistant Engineer (Electrical) & Junior Engineer (Electrical) in regular manner. 8. The contract covers thorough overhauling and painting (if required) of WAC/SAC/Ductable split unit unit at site once in a year positively. 9. The contract covers charging of refrigerant, as and when required. 10. A log book will have to be maintained by the selected contractor in which the reading of grill Temperature of AC machines & Room temperature with the help of infrared gun Type Thermometer incl. Voltage, Ampere & other related parameter of AC machines will have to be noted down periodically & signed by A.C. Mechanics and also duly countersigned by the concerned Junior Engineer (Electrical) and Assistant Engineer(Electrical). This Log book should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective Measures/actions. | ||||||
| 5.0011. Working condition of “TIMER SWITCH” in each machine (if any) should be checked by the selective contractor every day & if it is found as non-functioning or by-pass mode, it should be brought to the notice verbally/in written to the concerned Junior Engineer(Electrical) & Assistant Engineer (Electrical), P.W.Dte. immediately and should be recorded in the log book. Everyday the Assistant Engineer (Electrical), P.W.Dte. & Junior Engineer (Electrical), P.W.Dte. will counter-sign the log-book. 12. All the power circuit & control circuit inside the indoor & outdoor unit in case of Ductable Split / Concealed split unit incl. interconnection between indoor & outdoor unit and also power connection upto the loop box are required to be checked thoroughly on day of preventive or breakdown maintenance and also to be recorded in the Log-book. If any type of loose connection or other faulty conditions are noticed, then the same should be rectified immediately by bringing to the notice of the concerned Assistant Engineer (Electrical), P.W.Dte. & Junior Engineer (Electrical), P.W.Dte. 13. All the power circuit & control circuit inside the indoor & outdoor unit in case of split AC machine & also in the Ductable Split / Concealed split unit incl. interconnection between indoor & outdoor unit and also power connection upto the power socket are required to be checked thoroughly weekly and also to be recorded in the Log-book. If any type of loose connection or other faulty conditions are noticed, then the same should be rectified immediately by bringing to the notice of the concerned Assistant Engineer (Electrical), P.W.Dte & Junior Engineer (Electrical), P.W.Dte. 14. Testing of earthing system and meggaring of AC load is to be done once in a month and the same to be recorded in Log book signed by A.C. Mechanics and also duly countersigned by the Junior Engineer(Electrical), P.W.Dte. & Assistant Engineer (Electrical), P.W.Dte in regular way. | ||||||
| 6.0015. In case of break-down of A.C. machines, the restoration will have to be done immediately from the time of break-down. If the machine is required to be removed / shifted to Workshop for which it may take more than 6 hours and retained for more than 24 hours, a ‘ Loan machine’ have to be provide as replacement. If ‘Loan machine’ is not provided timely by the agency a penal amount @ Rs. 200/- (Rupees two hundred) only per machine per day will be deducted from the Contractor’s bill till re-installation of AC machine or as per the discretion of EIC. Every effort should be taken to stop fire hazard. 16. The performance of each AC machines should be highlighted in the Log Book. Service challan certifying performance of the machine should be submitted to the concerned JE twice in a month and that has to be countersigned by the concerned AE and to be submitted along with the bill. Grill temperature for the AC machines have to be maintained within 10˚C ± 2˚C keeping proper entries in the service challan. 17. Power supply to the Ductable/concealed split AC from the nearest PBDB / VTPN or any other panel/DB is to be checked by the agency in case of nonfunctioning of the same. 18. The duct of ductable split units over false ceiling or accessible areas are to be cleaned thrice a year. 19. Any leakage found in the ducts of ductable units are to be mended free of cost as per direction of EIC. Any damage to the particle board(if any) of boxing of concealed split units due to water seepage from air conditioners or mishandling by AC technician are to be repaired free of cost as per direction of EIC. The trap door(if any) of Ductable Split / Concealed split units are to be replaced as free of cost as per direction of EIC in case they are broken. The flexible canvass of Ductable Split / Concealed split units are to be replaced free of cost as per direction of EIC in case they are not usable. | ||||||

Terms and Conditions 1. 20. The concerned Executive Engineer reserves the right to terminate the contract against one month notice for non-satisfactory performance or other administrative reasons. 21. Transportation charges for carrying A.C machines / spares from the site to work shop / work shop to site or as required will not be paid extra. 22. The contractor will be held responsible for any damages of the equipments due to improper maintenance or negligence or lapses on his part. 23. Any inconvenience caused so far as performance of A.C. machines concerned due to negligence in the part of the agency, if detected, will be liable to penalty. Quantum of penalty would be decided by EIC depending on the gravity of situation. 24. The agency should have a close watch on the attendance of the Maintenance Staffs. In case of absence of any Maintenance Staffs, the agency shall have to arrange for suitable alternative within an Hour, failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis. The Executive Engineer, Murshidabad Electrical Division, P.W.Dte reserves the right to terminate the contract in case of absence of Maintenance Staffs for more than three consecutive days, without showing further reason.
25. The behavior of maintenance staffs of the entrusted agency should be polite in nature and may be withdrawn from site in case of any adverse is reported. However, in normal cases, frequent changes of maintenance staffs will not be allowed without prior official intimation to the concerned Assistant Engineer & Junior Engineer. 26. The philosophy of “Public Interest” would be THE MOTTO of this all inclusive maintenance –any deviation may be viewed otherwise. 27. Any inconvenience caused so far as performance of A.C. machines due to negligence in the part of the agency, if detected, will be liable to penalty. Quantum of penalty would be decided by EIC depending on the gravity of situation. 28. The contractor must have their office & Telephone contact with Mobile no. incl. mobile no. of concerned deputed AC Mechanics & Helper in Kolkata and the same should be intimated to this Department in writing. The telephone call should be responded without delay. However no claim of payment against any telephone bill will be entertained by this department.
29. In case of any workman/Technician or any of the representatives of the entrusted Agency are found to be engaged in any illegal activities, the responsibility for the same should be borne by the agency. 31. Bills should be submitted quarterly with the certification of concerned Engineers on satisfactory completion (keeping at least one spare log book at site/office) duly supported with necessary check list, log sheets to the office of The Executive Engineer, Murshidabad Electrical Division, P.W.Dte through proper channel. Payment will be made as per norms & availability of fund against placement of bills supported by log book duly verified by the concerned Junior Engineer / Assistant Engineer(Electrical). 32. If any kind of incapability & negligence are noticed in observing all the said terms & conditions against the acceptance/agreement, then necessary deduction in payment will be made in pro-rata basis or any amount as decided by the Engineer-In-Charge. In that case the above-said contract may be terminated without issuing any notice and stringent & punishable action may be taken against the company.
