Step 1: Technical Bid Evaluation – Scrutiny of documents submitted, EMD/Tender Fee compliance, and

Technical specifications compliance.

Step 2: Financial Bid Evaluation – Technically qualified bidders' financial bids will be opened and evaluated.

Eligible bidders will be asked to exercise choice for price matching within the stipulated time.

9. Verification of Local Content

The 'Class-I Gujarat MSE', 'Class-I Local Supplier', 'Class-II Gujarat MSE' and 'Class-II Local Supplier' shall be

required to indicate percentage of local content and provide self-certification that the item offered meets the local

content requirement at the time of tender bidding.

10. Sample / Work Demonstration

Successful Bidder(s) may be required to demonstrate the cleaning methodology and equipment to be deployed.

Sealed samples of chemicals, consumables and equipment specifications should be submitted with a label

showing: (1) Name of the bidding entity, and (2) Bid details.

11. Procedure for Purchase Preference and Price Matching

Purchase preference shall be given in order of 'Class-I Gujarat MSE', 'Class-I Local Supplier', 'Class-II Gujarat

MSE', 'Class-II Local Supplier', 'Non-local supplier' as provided in this document, subject to matching the L1 price

- If the L1 price is of a Class-I Gujarat MSE: 100% bid quantity shall be awarded to Class-I Gujarat MSE.

- If L1 price is of a Class-I Local Supplier: Preference given to Class-I Gujarat MSEs subject to margin of

purchase preference.

- If L1 price is of a Class-II Gujarat MSE or Class-II Local Supplier: Same cascading preference logic applies.

12. Jurisdiction

All questions, disputes or differences arising under, out of or in connection with the tender, if concluded, shall be

subject to the exclusive jurisdiction of the Court within the local limits of whose jurisdiction the place from which the

tender is issued is situated.

13. Authority's Rights to Accept / Reject Any Bid

The Municipal Authority and Tender Committee reserve the right to reject any bid or all bids at any time prior to the

award of Contract, without thereby incurring any liability to the affected Bidder(s).

If, during the tender process, the authority comes to know about the submission of false declarations / certificates

by any bidder, such bidder will be outrightly disqualified and may be debarred for up to two years as per the Gujarat

State Procurement Policy

14. Security Deposit

Security Deposit: 5% of order value – for other bidders

Security Deposit must be in the form of a Bank Guarantee issued by any approved bank, submitted within 7 days

after the Letter of Acceptance is issued. Security Deposit will be refunded only after complete execution of the

contract including warranty period. It will not bear any interest.

15. Payment Terms

100% of the payment will be released within 45 days from the date of successful completion and verification of work

by the consignee / authorized officer. No interest will be paid in case of delay in payment due to unforeseen

circumstances such as unavailability of Grant, etc.

In the event of failure of the successful tenderer to execute the works within the stipulated time, without prejudice to

other remedies under the contract, a penalty equivalent to 0.5% (Half Percent) of the value of delayed items will be

levied per week, with a maximum of 5% of the contract value. The contract shall be terminated in case of repeated

delays on the part of the contractor.

17. Supply / Execution Schedule

Works should be executed at the consignee locations by the deadlines specified below. The authority reserves the

right to vary the quantity of works to be executed to the tune of 25% (more or less).

The contractor must execute work as per the approved methodology and specifications. In case of substandard

work, the Authority reserves the right to terminate the contract and forfeit the Security Deposit.

18. Repeat Order

A repeat order up to 25% or less of the original quantity can be placed within 6 months of the original order at the

discretion of the Authority, on the same terms and conditions.

6. My / Our firm has not been banned / debarred / blacklisted for at least three years (excluding the current

financial year) by any Government Department / State Government / Government of India / Board /

specifications mentioned in the bid document.

8. I/We hereby commit that we have paid all outstanding amounts of dues / taxes / cess / charges / fees with

9. I/We understand that giving wrong information on oath amounts to forgery and perjury, and I/We am/are aware

of the consequences thereof. In case any information provided by us is found to be false or incorrect, the

authority has the right to reject our bid at any stage including forfeiture of EMD/PBG / cancel the award of

contract and take legal action.
