Cost. Overall L1 bidder will be qualified for order placement i.e. considering supply and work
part as a whole. Part/Partial offer for work or supply will not be considered.

Technical specifications for item sr. no.1: (Supply)
Description: 140 Ton fully electronic pit less type rail in motion weighing system.
A. Weigh Rails Technical Specifications:

I. Type: Industrial Use (IU) Rail.
II. Length of weigh rail: 5.5 meter.
III. No. of weigh rail per weighbridge: 2 Nos. Rail & each Rail shall have two sets of transducers/
sensors one in service & second as standby for future use in case of failure of first sensor.
IV. Size: (60 Kg/m).
V. Weigh rails: Rails with load sensors, weigh rail or weigh zone must be electronically isolated
from approach Rail to prevent signaling voltage as well as to protect from lightning., Jumpers have
to be provided at weigh zone portion to bypass the weigh rail and avoid damages.
VI. Weigh Rail should meet following specifications: specifications:
a) Cables and connectors: suitable for Weigh Rail with proper screening to isolate leakage.
b) Provision of suitable compensating methods for thermal stresses and dis-balance of wheat stone
bridge under no load conditions.
c) Rated Load: 140 MT
d) Mounting Type: Anchored to Sleepers
e) Rail embedded transducers should have ingress protection class IP
f) Rail embedded transducers can operate in temperature range (-) 10 to (+) 50 degree Celsius.
B. Track Switch Technical Specifications:
a) Type: Non contact type of proximity sensors.
b) Track switch combinations used shall be capable to sense approach of the train from either
direction, speed measurement, discriminating the type of axle combination, define weighing zone
and to start & stop weighing cycle & over speed measurement.
c) The switches shall be rugged enough to work in all weather conditions.
d) The junction boxes used shall be suitable to work in all weather conditions.
C. Instrumentation:
1. Cubicle Desk:
a. Type of mounting: Floor mounted
b. Cubicle desk should be steel fabricated, dust and vermin protected
c. Cubicle desk should have facility to accommodate weight instrumentation with built in surge
protection device, controller, wagon weight display, power supply for track switches, MCB,TB and
other accessories.
2. Weight Instrumentation device:
a. Type: Microprocessors based
b. This weight device should have non-volatile memory which retains its calibration data even when
switch off.
c. This weight device should facility to configure and calibrate via built in membrane numeric key
board and display.
d. This weight device should have serial communication channel to communicate weight data to
controller.
3. Controller:
Microprocessors based controller with digital input output and serial port for weight data from weight
instrumentation device, inputs from track switches, output for signal lamps, implementing track
switch logic for speed, identification and rollback, computation of wagon and train weight.
4. Opto Isolator Card:
Opto Isolator card fitted in cubicle to provide isolation between field connections and weighing
controller for protection.
5. Wagon weight display:
Wagon weight display should have 5 digits, 7 segments, 13 mm display fitted on cubicle for
displaying individual wagon weight.
6. Operator PC with weight measurement application software and Printer:

a. Operator PC: Intel processor -i5 or higher with 16 GB RAM, 512 GB SSD, Optical Drive: DVD
R/W, windows 11 or latest version with minimum 19 Inch LED Monitor, key board and mouse.
Make: - Acer/HP/Dell/Lenovo or equivalent.
b. Printer:- Laser Printer of size A4 paper having serial/USB interface to provides a hard copy
printout of wagon weight and other information.
Make: EPSON/Canon/HP.
7. UPS & Stabilizer :
a. Capacity: - 2KVA (230VAC) with batteries for typical one hour back up,
b. Stabilizer: - It should match with UPS rating.
c. Make: - APC/Luminous/Su-kam/Hitachi.
Note: GSECL WTPS Will arrange 230V AC Power supply in cabin for WIM & Air Conditioner,
However bidder has to supply UPS & Automatic Voltage Stabilizer.
8. Signal lamp :
a. Signal post LED lamp provides an indication of speed limit to train driver.
b. The color of signal is purple and indication has two lamps (i) Steady - To indicate speed up to
kmph and (ii) Pulsating : To indicate speed above 15 kmph.
9. Inter connection cable and Junction Box:
A set of cable for interconnect transducers to the weighing instrumentation device should be
shielded type with suitable junction box and protective conduits.
Note: Bill of material / nos. of components may vary Vendor to Vendor. However, complete system
shall comply above specifications.
For Item no:
Scope of work for item sr. no.2: (Works)
All required work for erection, commissioning and testing of WIM weighbridge system including civil,
mechanical, electrical, instrumentation work and also supply and fixing of 1 no. split air conditioner,
supply of 2 nos. chairs and supply of 1 no. computer table for the system.
A. Civil and other works:
a) RCC Foundation in place of existing weighing platform of PIT type WIM (120 MT Capacity) as
per RDSO guideline, which includes dismantling of existing Platform/rail / gravel / sleepers /
excavation & installation of sleepers, new weigh rail / gravel etc. Any alteration / modification
required for installation and commissioning of the new weigh rail is in bidder's scope.
Note: M30 or higher grade concrete is to be used for the slab. Foundation drawings shall be
furnished with the offer. Foundation/support shall be constructed so as to last minimum 8 years
from the date of commissioning. Any damages, if any, shall have to be repaired by OEM during
currency of Warranty/CAMC.
b) In case of precast RCC Foundation used, all works including manufacturing, transportation to the
location and installation at the site as per RDSO specifications is in bidders scope.
c) Supply of material require for sub base (RCC foundation) i.e. cement, gravel, iron bar, suitable
material / chemical required for fast curing, sand etc. are in bidder scope.
d) For the above work if crane is required then Bidder has to arrange the same.
e) Material unloading at stores, material transportation store to site, mobilization of unskilled labour
for installation / commissioning, cutting of rail, removing and fixing/ jointing of rail,
tools/tackle/hydra/crane. PRC sleepers, skimmed fish plate, ERC Clip, rubber, T joint, glue joint etc.
are in bidder scope.
f) All civil works except weigh cabin is in vendor scope
g) Existing WIM-1 & WIM-2 cabin shall be used. However, if any Major/ Minor Modification required
for system commissioning same should be carried out by bidder's without any extra cost.

Note: Dismantling of existing weighing platform of PIT type WIM (120 MT Capacity) and Shifting to
Main Store/ other location desired by EIC is completely in Bidders scope. GSECL-WTPS shall not
be provide any men power, Material or Vehicle/Crane/ Hydra etc. for that purpose it is completely in
bidders scope.
B. Providing and fixing of
i. 1 no. split air conditioner / System (i.e. total 2 nos.).
ii. 2 nos. chairs/ System (i.e. total 4 nos.)
iii. 1 no. computer table in weigh cabin/ System (i.e. total 2 nos.).

F. Earth pit: 02 Nos. of Electronic Earth pit/ system shall be provided for weigh in motion Weigh
Bridge. Erection, Commissioning and Testing of Electronic Earth pit shall be in the vendor scope.
Also materials/accessories require for earth pit is in vendor scope. Earth value should be less than
0.5 ohm as per standard measurement procedure.
02 Nos of Electrical earth pit/system shall be provided for weigh in motion weigh bridge to maintain
input voltage in range at the time of fault condition . Erection, Commissioning and Testing of
Electronic Earth pit shall be in the vendor scope. Also materials/accessories require for earth pit is in
vendor scope. Earth value should be less than 0.5 ohm as per standard measurement procedure.
Earth pit connectivity by earthing strip to UPS& Stabilizer in vendor scope.
For Item no:
Scope of work for item sr. no.3: (Works)
a) The legal fees to the department of legal metrology towards verification and stamping of the WIM
system is in vendor scope.
b) Stamping of WIM system by inspector of weight and measurement dept. of Govt. of Gujarat at
WTPS site along with the stamping certificate dully certified in original and handed over to GSECL.

For Item no:
Mandatory spares (One to One replacement) set includes following items:
(1) Track switch: 4 Nos. (Non-contact type)
(2) Main Board Assembly WIM Indicator: 1 No.
(3) Weigh Rail 5.5 meter, 60 kg/m, 140t (Spare Weigh Zone): 1 No.
General Specification:
1. Type: Pit less Weighing in Motion (WIM) with Rail mounted transducers /Sensors.
2. Offered Make & Model should be RDSO approved & model to be specified by bidder.
3. Weighing Capacity: 140 Ton for Individual Wagon. Weigh rails shall be able to measure a
load of up to 35 tons for each axle and software/hardware should be able to compute weights
up to140 tons for an individual wagon.
4. Weighing Speed: 1 to 15 km/h.
5. System Accuracy: It shall meet the accuracy class-1 for wagon/coach weighing and
accuracy class 0.5 for rake/train weighing as per latest guidelines of RDSO.
6. WIM system should have advance over speed warning facility.
Advance over speed warning system: An audio visual warning shall be provided for guiding the
driver for controlling the speed before the train approaches the weighbridge. The advance over
speed warning system shall be installed at a suitable height and location to provide visibility
from both sides to train crew approaching the weighbridge and during course of weighment of
rake. The color of visual indication will be purple, with provision of LED‟s as the light source & it
will have two aspects:
Steady - When the speed of the train is within specified limits i.e. less than 15KMPH.
Pulsating – When the train is over-speeding. i.e. More than 15KMPH.
7. WIM system should have automatic recognition of 4 and 8 wheeler / 2 and 4 axle IRS wagon
and 3 or 6 axle Indian Railways standard locomotive for varying lengths of train and 2&3 axle
diesel loco. Also system should have facility to automatically eliminate the weight of locos.
8. Bi-Direction Weighing: The Weighment shall be possible from both directions.
9. WIM system can produce hard copy printed record of each weighing transaction including date
and time of weighing, total weighing (excluding locomotive), individual wagon weight, and
individual wagon speed.
10. Type of Wagon: All types of standard wagons of Indian Railways. The measurement
technique used may be either axle by-axle or bogie-by-bogie or all axles together. However, the
machine shall identify four axle wagons & brake vans, locomotives and WAG12 locomotives also
(and eliminate brake vans & locomotives in the weighment).It shall be possible to weigh all types
of approved wagons available on Indian Railways.
11. Power Supply: The system shall work with single phase 230 ±10% volts at 50 Hz mains.
12. Anti-roll back facility: The system shall take care of the effect of roll back, even up to full train,
at the time of weighing so that the reverse movement of the stopping train does not have any
effect on the orderly recording of weight of each wagon in the train. thus preventing multiple
weighing of the same wagon.
13. Working environment: The system should also be able to work satisfactorily in hot, dry and
dusty condition.
14. Surge Protection/lightning Device: System should have protected against Surge
Protection/lightning in line with RDSO guidelines.
15. Tamper Proof: The junction Boxes, control console etc. should have single structure with
proper sealing to prevent it being tampered by unauthorized persons. Moreover, junction boxes,
control console must be moisture and dust proof. The sub-assemblies/assemblies, alteration of
which can lead to erroneous weighments should be made as tamper proof as feasible.
16. Weighing system electronics:

a) System should be free of relay logic. All the control logic should be achieved through semi-
conductor devices.
b) Suitable fault finding software routines for display of major faults occurring in the system shall
be provided.
c) Automatic Zero setting of the system for eliminating zero error resulting from drift shall be
provided after/before each and every weighment cycle. If not able to zero, weighment should not
be done. Auto calibration & balance should be possible in case out of balance is within 4% of the
capacity of system.
d) The system shall have facility of standard remote desktop sharing through LAN/WAN/ Internet
for Cloud/ FOIS (freight operation information system).
e) All weighbridge equipment required to be placed outside the structure/ Cabin shall be capable
of working in field environment without air conditioning. Any temperature/dust control required for
satisfactory and reliable operation of the above mentioned equipment of system shall be
considered and provided by the bidder as part of the turnkey project.
17. Lightning and Transient Protection:
Power & Data Lines Protection:
Adequate protection against electrical surges arising from high voltage traction system, line
transients and lightening should be provided to avoid damage/ malfunctioning in the equipment,
which includes all the sub-systems like weigh rail, track sensors, weighing system electronics,
power equipment & battery backup, etc.
18. Software requirement:
a) Software should be on windows platform and should have adequate protections of dongle/
adapter on parallel port. It should be capable of using extended memory. It should be password
protected for operation.
b) Menu should include items like weigh mode, printing, diagnostic tests, help etc.
c) While in weighing mode, screen should show number of axles in the wagon/coach, its weight
and its sequence number. Date and time should be taken from system.
d) The software should be capable of removing the brake van/locomotive automatically during
weighment or specified sequence no. at the pre weighment stage.
e) In the weighment software, there should not be any import/export option to any other software
and there should not be any options like Delete/Edit/Erase rake weighment data.
19. Print out requirements:
Print out format should contain the following information.
a) Date and time
b) Rake number, time in /time out for the train.
c) Wagon/coach no., tare weight, gross weight, net weight and speed.
d) Gross and net weight for the complete rake.
e) In case weighing speed of a wagon exceeds the limiting specified speed of the weigh bridge,
gross weight of the wagon/coach should not be printed whereas all other parameters should be
20. File retrieval:
It should be possible to store the weighment data information of each rake weighing into a
separate), which can be retrieved and printed at any later date. The operating software should
have in-built security so that no unauthorized person can alter/interfere with the system to ensure
reliability of weighment. The system should have adequate capacity to store the record of about
200 rakes weighed without having to delete/off load for storage.
21. Eligibility criteria
The weighbridge supplier shall be required to necessarily possess all requisite clearances and
approvals from the Metrological department, Government of India for the model of the In motion
weighing instruments being offered to GSECL-WTPS. Manufacturers shall be required to obtain a
certificate of their EIMWB software regarding compliance of ISO 27001 from STQC directorate,

Ministry of Electronics and Information Technology, Govt. of India, which should be fully
compatible to this specification for record and quality assurance purpose.
22. The party shall carry out the entire work on turnkey basis. Any item or activity not specifically
mentioned herein but required for system installation and commissioning shall also be carried out
by the party without any extra cost.
23. Successful Bidder has to be submit Pre dispatch Check Certificate of all Weighbridge
material to be supplied in accordance with RDSO guidelines No. WD-29-MISC-19 (Rev.-1)
Note: Supplied and Installed System shall be in compliance of RDSO guidelines in all
Technical terms and condition

WIM-2) Rail weigh bridge as per latest guideline of RDSO at GSECL-Wanakbori TPS.
Note: The proposed location of Existing WIM-1 & WIM-2 are tentative, supplied weighbridge may
be installed to other site i.e. existing WIM-3 & WIM-4 or in railway yard if feasible
1. Includes Design, Engineering, Supply, Erection, Commissioning and Testing of a 140 MT weigh
in motion (WIM) bridges shall be in the scope of contractor.
2. Bidder shall have to install and commission said rail weigh in motion system as per instruction of
In-charge Engineer from GSECL.
3. Bidder has to depute OEM / OES especially conversant service engineer for complete erection,
Commissioning and onsite calibration / testing of all supplied rail weigh in motion system.
4. Overall L1 bidder will be qualified for order placement i.e. considering supply and work part as a
whole. Part/Partial offer for work or supply will not be considered.
5. Supplied & commissioned WIM System should be RDSO complied.
6. Bidder shall have to arrange water and power supply at proposed location of pitless weigh bridge
during the construction and erecting work. However, GSECL on its convenient location will provide
water & electricity at single point.
7. Manpower/Materials/Machineries: All required resources like man power, materials, machineries,
consumables, tools- tackles , to complete work of internal shifting of materials, Installation,
Commissioning, Testing, handing over of Weigh bridge system shall be in the contractor's scope.
8. Removal/cutting of existing rails & Fixing of weigh-rails at weigh bridge location, cutting, is under
contractor's scope. Supply and apply Railway Standard rail fixing accessories like, PRC sleepers
,glued joints of suitable length, skimmed fish plate, ERC clips ,Rubber/ Nitrile padding, Nylon T-
joints, alignment, etc. between weighbridge rails and existing rails is under bidder's scope.
9. Erection, Commissioning and Testing of Electronic & Electrical Earth pit for WIM shall be in the
bidder's scope. Electronic Earthling value must be less than 0.5 ohm.
10. Arrangement of standard weights (up to 6 MT) or test wagon required for calibration of Weigh
Bridge during stamping shall be arranged by GSECL (One time). The lifting and shifting of standard
weight from GSECL sub store to new WIM is under the bidder's scope.
11. To fulfill a statutory requirement, weigh bridge stamping from Weights & Measures
departments or concerned authority to be arranged by bidder. Stamping Certificate is to be
submitted by bidder's to GSECL in original.
12. Interconnection Cable & Cable laying: Suitable size of Armored cable having atleast 2 pair
spare is to be supplied and laid by successful bidder from overspeed sensor mounting location to
control cabinet and other cable must also have 2 pair spare. Further, it‟s termination with proper
cable gland, ferruling, lugging shall be in the scope of bidder and all the cables from Weigh bridge
to control room cabinet shall be laid with proper size flexible SS conduits for protection of laid
cables and over speed sensor cable to be laid (underground) in suitable size of PVC conduit/pipe.
Any other items required i.e. cable tray, coupler, etc. for proper cable lay/cable dressing from Weigh
Bridge including sensors to control room cabinet shall be in bidder's scope.

13. Bidder may visit GSECL, WTPS site to ascertain the feasibility and functioning of their offered
system within specified accuracy prior to Submitting their offer on any working days between 15:00
to 17:00 hours with prior information and permission of competent authority.
The bidder should have been an OEM/ authorized partner/ service provider of the OEM for
the minimum 7 years, as on date of issuance of the instant tender, otherwise Technical bid
will not be considered and no communication will be carried out.
14. Any Item/spares failed during guarantee period should be replaced free of cost.
15. Bidder other than OEM should obtain and submit a current dated undertaking to the same from
an authorized signatory of the OEM, on his Official letter head., Otherwise technical bid will not be
considered and no communication will be carried out.
16. Bidder has to provide spares and technical support for supplies items for minimum 10 years
17. Bidder has to specify the accuracy of their rail weigh in motion system & if accuracy does not
meet with our requirement your offer will not considered for evaluation.
18. Original License of windows operating system & Software CD/soft key should be provided to
GSECL by bidder. All drivers Original CD of PC components & Printer should be handed over to
19. Registered latest version Antivirus shall be installed in PC and Original License CD/soft key for
same should be provided by bidder.
20. Weighbridge system software (for Data management with Tamper proof) CD shall be provided
by bidder.
21. Various type reports (like Standard Reports, Ticket printing, Daily Transaction report, rake wise
report etc.) can be generated. Report should be configured as per requirement of GSECL at the
time of commissioning.
22. All the materials and tools tackles required for Erection and Commissioning work should be
arranged by the bidder. No materials / tool tackles will be provided by GSECL.
23. Bidder has to arrange to collect all the supplied material from main store of GSECL to erection
site for erection of the rail weigh in motion system.
24. To full fill the functional requirement of the work/ system, supply of all necessary hardware
components whether specified or not, work of software, erection of hardware, special cables,
signal cables, supply cables, cable tray, conduit, dustproof and waterproof metal enclosure and
execution of complete work / supply shall be in bidder's scope The bidder has to visit the railway
bridge site for dimension of rail weigh in motion system.
25. Warranty: If the goods, stores and equipments found defective due to bad design or
workmanship the same should be repaired or replaced by you free of charge if reported within 18 –
Months of their receipt at site or 12 – Months from the date of commissioning of equipments
whichever is earlier. You should provide Warranty certificate. You will be responsible for the proper
performance of the equipments / materials for the respective Warranty period. The freight /
transportation charges shall also be in bidder‟s scope if any replacement of components is required
to be supplied within Warranty period.
a) Successful bidder have to arrange monthly Maintenance, Servicing, Calibration-Verification as
per OEM Procedure jointly with G.S.E.C.L., during every schedule visit for a period of twelve
b) Calibration-Verification / Testing or static verification is to be carried out monthly as per OEM
Procedure by putting standard test weights on weighing platform of WIM system. The
arrangement of men power for lifting, shifting and repositioning of heavy weights(To & Fro) will
be in party scope. Also in the event of any emergency if calibration verification is required for
the WIM system during the entire Guarantee/Warrantee period, no labours will be provided by
GSECL for above mentioned work which is completely in party Scope. Also, If required,
Calibration verification with desired accuracy of all 02 WIM systems is to be done at the interval

of 06(six) months using standard test wagons of Railway. M/s. GSECL will arrange standard
test wagons from Railways, but party has to depute conversant Engineer to carry out
calibration/verification whenever such test wagons are arranged by GSECL.
c) During Guarantee/Warrantee period Successful bidder will depute their expert service engineer
to attend any fault or break-down of the system within 24 hrs on getting intimation from

26. The bidder has to arrange for all type of civil/electrical/mechanical/Instrument works for
completion job.
27. Welding and cutting work is required to complete the Erection and Commissioning work is in
bidders scope. Bidder has to arrange for tools & tackles, welding machine etc.
28. Lodging, Boarding and Transportation expenses of your personals for E&C work shall be on
Bidder‟s scope.
29. Bidder has to submit necessary data sheet of rail weigh in motion system parts, Display unit,
cables etc with technical literature and clear technical specification along with technical bid.
30. Bidder will be solely responsible for any fatal / nonfatal accident which occurs to their workers.
GSECL will not pay any compensation in such cases to the bidder's persons.
31. Training to GSECL staff regarding operation and maintenance of the complete WIM system
shall be arranged by bidder at WTPS site at free of cost.
32. Following drawing/documents shall be submitted by supplier:
a. O& M manuals.
b. Standard Operating Procedure (SOP).
c. As Built Drawings with cable schedule.
d. Bill of Materials (BOM).
e. All drawing related to civil work related to WIM should be as per RDSO guideline.
33. Handing over protocol of the system should be submitted along with stamping certificate to
GSECL after completion of E&C work& stamping for regular operations of Weighbridge.
34. All other accessories required which are not mentioned herein for complete E & C and fully
functioning of WIM system shall be in the bidder's scope.
35. Subletting of Site E&C work shall be allowed, however prior approval of Power station chief is
required. Necessary subletting documents shall be submitted to GSECL as per labor laws & other
GSECL rules & regulations.
36. If work is found unsatisfactory or not progressive, the GSECL may take such action deemed fit
to see that work is completed in time at the risk and cost of the bidder.
37. In any major / minor site constraints to carry out work, it will be discussed and decided with
Engineer-In-charge and GSECL decision shall be final & binding to the bidder.
38. BOM for supply shall be submitted before commencing the supply.
39. Labour Law Compliance : The supplier/ bidder shall comply with all applicable provision of
labour laws related to wages, leave, provident fund, EMP. Compensation act, factory act, contract
labour (R&A) act etc.
40. Work Contract Agreement :-
Work Contract Agreement: As per Corporation‟s rules, successful bidder have to enter in to an
agreement with the Corporation on stamp paper of Rs. 300/- in the prescribed form within one
month of receipt of this A.T. or before starting the work. The cost of the stamp fee shall be borne by
successful bidder.
41.Indemnity Bond: The successful bidder shall have to sign 'Indemnity Bond' on non judicial stamp
paper of RS.300/- duly notarized towards execution of contract against work order. The cost of non
judicial stamp & Notary charges will be borne by successful bidder.
42. Solvency Certificate 20% value of estimated cost is applicable above the amount Rs. 2 lakh of
estimated cost.
43. Safety Laws Applicable: copy of safety rules is attached herewith.

44. TENDER FEE: Party have to submit Tender Fee + GST 18% as per the norms of our
corporation along with offer.
45. Unsatisfactory progress of works: If your work is found unsatisfactory or not progressing
According to schedule given by GSECL. GSECL may take such action as may be deemed fit to see
that the work is completed in time at your risk and cost.
46. For any ambiguity and conflict, the decision of the Chief Engineer (C&O), GSECL-WTPS shall
be final and binding to Supplier.
47. Bidder has to submit copy of GST registration, PAN card and PF code no. along with offer.
48. bidder has to provide following statutory documents under the various labour laws pertain to
GSECL WTPS along with bills in triplicate for verification of compliance of labour laws for the
contractual periods.

49. Bidder has to submit consent for submission of (1) labour licence and (2) work compensation
policy for work period along with offer.
50. All HR, Legal compliances for passing of bills is compiled by contractor without fail.
Commercial Terms & Conditions:
1. Supply item Delivery period and Work completion period
(i) Supply: 06 Months from the date of issue of LOI.
(ii) Work completion period: the total time limit for completion of the entire work for one system shall
be 60 days from the written/e-mail clearance issued by GSECL. However, contractor shall
complete the following critical activities within 35 days:
a. Removal/ dismantling of the existing weighing platform (120MT capacity).
b. Removal of rails, gravels & sleepers.
c. Excavation and fixing of RCC sub-base/ foundation below the weigh rail.
d. Installation of sleepers & new weigh rails.
e. Restoration of rail movement.
If due to unforeseen or odd situation, railway clearance is not available, the Bidder shall plan the
work for another day without claiming any additional cost. The remaining system work shall be
completed in the next 25 days, which shall include:
a. System commissioning.
b. Calibration verification of WIM system and approval from Indian Railway if any.
Note: System Erection and Commissioning shall be carried out either one- by- one or
simultaneously, as applicable. This shall be entirely depends upon necessary clearances.
2. Validity of Order: The validity of the order will be 24 months from the date of order.
3. Penalty: Any delay that may take place in supply and / or erection, testing and commissioning
activities beyond contractual cutoff date / stipulated period in the order shall be subjected to penalty
(not liquidated damages).
For Supply Portion : If goods are not delivered in time without any reason beyond your control,
penalty at 0.5% per week or part thereof subject to a maximum 10% will be levied on end cost of
delayed/uncompleted portion.

For Work Portion: If the work is not completed in time limit without any reason beyond your control,
the penalty at the rate 0.5% per week or part thereof subject to maximum 10% will be levied on End
cost of work portion instead of entire order value.
4. Payment Terms:
Supply portion:
(I) 70% supply prices shall be released within 45 days after jointly inspection with GSECL &
Supplier on receipt of material at site.
(II) 20% of supply prices shall be released within 30 days on successful commissioning & Testing
of WIM system and submission of all labor documents and invoice.
(III) Balance 10% payment will be released after completion of stipulated Guarantee period or
against submission of Bank Guarantee of equivalent amount valid up to completion of
stipulated Guarantee/Warrantee period.
No advance payment shall be made. Payment shall be made after receipt of material at site in good
condition.
Work portion: 100% payment will be made within 30 days after successful completion of installation,
testing & stamping works of WIM system and receipt triplicate invoice with submission of all legal
documents.
5. Performance Bank Guarantee (PBG) Clause:
Contractor has to submit performance bank guarantee for defect free operation of WIM system for
period of ONE year from date of handing over to GSECL. If any defect observed /developed within
ONE year, contractor shall have to attend it at free of cost at the earliest for which an amount of
10% of order value will be withheld till completion of performance guarantee period. Alternatively,
Contractor can submit Bank Guarantee of equal amount (10% of order End Cost value) from any
nationalized bank valid till completion of Performance guarantee periods.
6. Security Deposit: GSECL standard clause is applicable. Security Deposit will be released after
completion of Erection & Commissioning work.

GENERAL CONDITION OF CONTRACT.
1. WAGES TO BE PAID & TIME OF PAYMENT ETC. BY THE CONTRACTOR:
(1) The contractor should not be allowed to engage ten or more contract labourers without initiating
to obtain the labor license under the Contract Labor Act from the Assistant Commissioner of
Labor Nadiad (the said number i.e., ten or more includes Supervisor and other staff.).
(2) The contractors shall have to obtain group insurance under WC Act before starting the work.
(3) All Contractors shall have to make the payment of wages to the Contract Labours engaged by
them, on or before 7th of every month through Nearest Nationalized Bank compulsory,
preferably situated in the premises of „Wanakbori TPS area. The Contractor shall supply copy of
Bank Statement duly stamped by the Concerned Bank as a token of proof towards payment of
Wages to HR Department.
(4) Payment to contract laborers has to be made through Bank/ Cheque/ RTGS only. Wages rates
for contract laborers are applicable as per the terms and conditions of the license. The
contractor shall have to pay wages to workers as notified by Government of Gujarat., from time

fund scheme and employee‟s pension scheme and their contribution are remitted regularly to
the concerned RPFC. The Xerox copies of challan along with ECR in this regards should be
submitted regularly in G.S.E.C.L. office.
(6) In case the contractor having more than one contract in the same TPS, the contractor shall
have to submit contract wise separate list of the workmen to the concerned Officer.
(7) The contractor shall have to pay wages to workers as notified by Government of Gujarat., from
time to time.
2. LABORS LAW :-
(a) Person below the age of 18 years and above 60 years should not be employed for the work.
(b) No female worker shall be employed in the night shift between 7.00 P.M. to 6.00 A.M.
(c) The contractor shall maintain a valid labor license under the contract labor (Regulation and
Abolition) Act for employing necessary man power to be required by contractor. In the absence
of such license the contract shall be liable to be terminated without assigning any reasons
(d) The contractor shall at his own expense comply with all labour laws and keep the G.S.E.C.L.
Indemnified in respect thereof. Some of the major liabilities under various labour and industrial
laws, which the contractor shall have to comply, which are as under:
(1) Payment of contribution by way of employee‟s contribution towards provident fund, family
pension scheme, deposit linked insurance scheme, administrative charge etc., at the rates
made applicable from time to time by Govt. of Gujarat /Govt. of India and other statutory
authorities.
(2) Payment of deposit in respect of each contract labour at the rate applicable of with the offices of
Commissioner of Labour as per the contract labor (Regulation and Abolition) Act.
(3) License fee as prescribed under the contract labour (Regulation and Abolition) Act and rules
framed there under depending upon the number of workmen employed by contractor.
(4) Identity cards as prescribed under the factories Act shall be issued to workmen.
(5) Payment of retrenchment compensation, Notice pay and other liabilities as per Industrial
Disputes Act. Any payment to the contractor's employees arising out of any claim or disputes

under the Industrial Dispute Act 1947 or any other labour laws
(6) Payment of compensation in case of accidental injury shall be made as per the WC Act.
(7) If the female workmen are more than 30 numbers engaged then provision of crèches, shall be
complied accordingly.
(8) Maternity leave as per the provision of the maternity benefit Act.
The above are some of the major liabilities of the contractor in addition to other liabilities
prescribed under the various labour laws in force from time to time from statutory Authorities like
State Government / Government of India, which the contractor shall have to comply with.
3. PROVIDENT FUND AND FAMILY PENSION SCHEME.
The contractor shall submit along with his bill (month wise) statement regarding deductions against
employees‟ provident fund and family pension scheme in respect of each concerned employee.
Provident fund and family pension scheme at the rate of 12 % of wages (or at the rates made
applicable by the Government time to time). The contractor‟s contribution and his workers
contribution towards provident fund and family pension scheme shall deposited by the contractor
with Regional Provident Fund Commissioner, Ahmadabad. In case if the contractor deposits the
contribution to the Assistant Provident Fund Commission, the zerox copy of challans and schedule
must be submitted in the office. For maintaining the CPF Account of contractor‟s employees the
contractor will have to pay administrative charges as applicable of the emoluments of the employer
of the contractor's every month.
4. GROUP INSURANCE SCHEME: - The contractor has to take Group Insurance for all workmen
engaged by him and copy of the same shall be produced to Concerned Officer.
5. ADMINISTRATIVE CHARGES: - Administrative charges for maintaining Provident fund account
shall be deposited by the contractor with Regional Provident Fund Commissioner, Ahmadabad at
the rates applicable.
6. PAID LEAVE FACILITY: -Paid leave facility at the rate of one day for every 20 days worked by the
contract, labour shall be provided the contractor to his workers. It shall be duly verified and
approved/certified by the authorized officer of the GSECL.
7. The contractor shall employ adequate number of experienced staff at site for daily supervision and
for supervision shall be admissible.
8. CONTRACTOR TO INDEMINITY THE BOARD:-
The contractor shall indemnify and keep indemnified the GSECL, and every member, officer and
employees of the GSECL, also Engineer-in-charge and his staff against all actions, proceedings,
claims, demands, costs and expenses whatsoever arising out of or in connection with the matter
referred in above clauses and elsewhere and against all actions, claims demands, cost and
expenses which may be made against the GSECL by any workman/ employees of contractor or
any sub contractor and or from any liability any wise to any workman/employees of the contractor or
sub-contractor under any laws, rules or regulation having in force of law including but not limited to
claims against the owner under workmen compensation Act, 1923. The Employee‟s Provident Fund
Act.1952, and/or the contract labour (Abolition and Regulation) Act,
The GSECL shall not be liable for or in respect of or in consequence of any accident or injury to any
workmen or other person in the employment of the contractor or his sub-contractor, and the
contractor shall indemnify and keep indemnified the GSECL against all such damage and
compensation and against all claims, demands proceedings costs, charges and expenses
whatsoever in respect of or in relation thereto.
9. WORKMAN’S COMPENSATION & EMPLOYER’S LIABILITY INSURANCE:-Insurance shall be
affected for all the contractor‟s employees engaged in the execution of these contracts. If any of the
work is sublet, the contractor shall required the sub-contractor to provide workmen's compensation
and Employer's liability insurance for the latter's employees unless such employees are covered
under the contractor‟s insurance. It shall be liability of contractor for employees of his sub-
contractor.
10. Any other rules and regulation, conditions, Circulars etc., that are in force at present and that may

be framed by the GSECL From time to time in connection with contracts will be binding and
acceptable to contractor.
11. The contractor must possess separate P.F. code for the above subject work.
12. Attendance rolls shall be maintained up to date. All the written registers, Performa etc…shall be
filled up and maintained up to date and kept ready for inspection at any time or submitted in-time to
the concerned authorities as per contract labour etc. Factory Act. etc... By contractor
13.It is the responsibility of the contractor to ensure that contractor‟s employees maintain strict
discipline as regards security, methods of safe working etc, and not to cause any hindrance to
smooth running of power station or in execution of duties by GSECL staff. Any lapse in this regard
will be viewed seriously and contract is liable to be terminated. If any of contractor‟s staff is found
unsuitable or not behaving properly, the contractor shall have to remove him from the work-site on
demand by GSECL. The contractor shall have to strictly observe the rules and conditions specified
in the enclosed works contract booklet of the GSECL, which are not modified hereunder. To keep
harmonious industrial relations amongst contract labours is the sole responsibility of the contractor.
Any breach of the same will be viewed seriously.
14. Before starting the work, the contractor should contact Industrial Relation Officer/ Labour Welfare
Officer for all formalities and obtaining the gate passes of all contract labourers and for other
formalities.
15.The contractor shall deposit 15 days salary at the rate of last drawn salary for every completed two
years of services for each worker for the liabilities of the gratuity ( * applicable to ARC/BRC works
contract only)
16. The Company reserves the right to terminate this rate contract at any time during Contract
Period without giving notice of termination of any reasons thereof.
17. The Company will be entitled to deduct directly from the bills, to be paid to the contractor any sum
of sums payable by the contractor and which sum/sums the GSECL is required to pay as a principal
employer on account of Contractor default in respect of all liabilities referred to in above clauses.
18. Nothing in the contract document stated shall anywise constitutes any workman/ employees of the
contractor or any sub contractor as or to be workman employees of the owner or place obligationary
liability in respect of any such workman/ employee upon the GSECL.
19. Office Correspondence will be carried out in English and if at any time to facilitate the contractor,
Gujarati Translation may be furnished if deemed fit the English version will be the contract one the
same only will held good for legal matter.
20. Contractor will be responsible and liable to pay difference in wages if any and or observe the
revised service conditions that may be awarded by the honorable Industrial Tribunal effective from
the dated directed in the award.
21. Rate quoted are firm and hence no price escalation or labor escalation will be applicable towards
execution of work.
22. Party shall have to provide at their own the required personal protective equipments of standard
make (ISI approved) to their staff during work execution and it will be your responsibility to see that
the same are by your staff while at work.
23. On Commencement of Contractual Work:
(1) The Contractors shall have to obtain Photo-Gate-Pass before the commencement of contractual
work awarded. Contractor shall have to apply for the gate passes in triplicate in a prescribed
application form which is to be available from Security Section for the entry of workmen in the
(2) Such application shall have to be proceeding for the approval of Factory Manager. After
obtaining approval of Competent Authority, contractor shall have to prepare the Gate Passes
and obtain the signature of Factory Manager.
(3) If Labours are required to be engaged in Emergency during Public Holiday , Contractors Can
apply for Temporary Gate-Pass for the period of only three days with recommendation of
respective EE/SE and the same shall have to be regularized after following the procedure of

Gate Pass applications on the office working day from HR Department. It is to note that No
Temporary Gate-Pass shall be issued for the work other than acute emergency to carry out the
work in power station premises.
(4) The Contractor shall have to obtain the Group Insurance Policy under the Employee
Compensation Act, 1923 prior to commencement of work.
(5) The Contractor who intend to engaged 10 or More than 10 labours to Carry out the awarded
contractual work then necessary - Form No. V under the Contract Labour (R& A) Act, 1970 /
Form No. VI under the Interstate Migrant worker (employment regulation) rule 1979 as
applicable is to be obtained from HR Department for the purpose of obtaining Labour License
from the Licensing Authority.
24. During Contractual Work under the progress:-
(1) Bill Recording Officer of User department shall have to ensure as to whether contractor has
engaged minimum number of contract workmen per day as per the terms of work order.
(2) All Contractors shall have to make the payment of wages to the Contract Labours engaged by
them, on or before 7th of every month through Nearest Nationalized Bank compulsory,
preferably situated in the premises of Wanakbori TPS area in case of ARC /BRC works
Contract. The Contractor shall supply copy of Bank Statement duly stamped by the Concerned
Bank as a token of proof towards payment of Wages to HR Department. In Case of Non ARC/
BRC works contract, it is also advisable the same practice to be adopted by the contractor.
However in case of inconveniency in adopting such practice , Contractor shall have to disburse
the wages to labours engaged by them on or before 7th of every month in presence of Company
representative i.e. LWO/ IRO and obtain their signature in Wages Register - Form No. XVII
prescribed under the Contract Labour (R&A) Act, 1970. Prior to that Contractor shall intimate
the Date, Time & Mode of Payment in advance to LWO / IRO. Contractor has also required to
get the wage register of respective month certified from LWO / IRO as per the provision laid
down under the Contract Labour (R&A) Act,
(3) All Contractors has to comply & maintain statutory documents / registers at site under the
provision of labour laws & EPF Act.
25. Submission of Statutory documents to ensure the compliances:
1) The Contractor shall have to submit following statutory documents, work order wise, under
the labour laws and EPF to the recording officer of user department for ensuring the
compliances of provision of labour laws and EPF Act for the respective working period.

“GENERAL SAFETY RULES / NORMS” TO BE OBSERVED BY THE CONTRACTOR
All the contractors working in Gujarat State Electricity Corporation Limited Factory like Coal / Lignite /
Gas / Hydro / Pumping Station shall have to strictly observe the following Safety Rules. Concern
principle contractors are responsible for informing & observance of these rules by their supervisors /
contract workers as well as the owner /supervisors / workers of sub-Contractors engaged, if any, by
them for the work contract awarded to them. Prior to commencement of the work, Contractor shall have
to submit a written assurance on their letterhead to the concerned Sectional Head / Engineer-in-charge
that they have thoroughly gone through these Rules, have educated their employees / workers of their
sub contractor and will strictly observe the said Rules while execution of work under work contract
awarded to them. They will have to indemnify the company for any loss or damage/accident / injury to
the company‟s property / employee or employee of their own in default of non - observing these rules.
(01) Contractor should issue photo gate pass for their workers from GSECL Factory Manager as per
Gujarat Factories rules, 1963 & details shall be filled up in GSECL gate pass format as per Aadhar
card /Election card id proof & to follow the gate pass issue procedure through concern department
EE & SE, Security Officer, LWO/IRO/ DGM, Factory Medical Officer, Safety Officer/Dy. Safety
Officer & Factory Manager.
(02) In case of emergency, temporary photo gate pass shall be issued by Security Officer only for three
days with prior permission of Factory Manager only. More than three days, Permanent photo gate
pass procedure shall be completed by contract agency for their contract workers.
(03) Certificate of Fitness of employment in hazardous process & operations in form no.33 of Gujarat
Factories rules, 1963 shall be issued by GSECL Factory Medical Officer for all contractor workers
before commencement of work & examination responsibility shall be taken by contractor as well
as concerned Head of Department .Pre-employment & Periodical medical examination of
contractor workers shall be carried out in form no.32 from GSECL Factory Medical Officer after
every six (06) months of contractor with their contractor workers. Contractor shall be fulfilled all
health requirements before commencement of work. After completion of medical examination in
form no.32/33, GSECL Factory Medical Officer shall be signed in contract worker gate pass
procedure format.
(04) Contract worker gate pass will issue after completion of safety induction 3D animation movie &
Training record is to be maintained in IMS/OHSAS training format by TK Office / LWO.
(05) As per Gate pass format of GSECL, Safety Officer/Dy. Safety officer shall be checked the
issue PPE to contract workers as per nature of job, Form no.10 of lifting tools and tackles, Driving
license, Electrical contractor license, Electrical trade qualifications, Safety induction training, SOP,
supervisor qualifications etc. After fulfillment of all Safety compliances, Safety officer / Dy. Safety
Officer shall be signed in Contract worker Gate pass procedure format.
(06) Work Contract shall be completed by principle contractor/agency/person who is awarded the work
order. Subletting of contract shall be allowed only if prior approval of Power station chief before
execution of work. Contractor/agency shall be submitted the entire subletting contract documents
with gate pass application through concern department EE & SE, LWO/DGM, and Safety
Officer/Dy.Safety Officer & Factory Manager.
(07) Under The Conditions Framed under Rule-45 of The Indian Electricity Rules, 1956, Valid Electrical
contractor License shall be submitted to concern electrical department EE / SE /Electrical Safety

Officer / Safety Officer/Factory Manager at the time of apply gate pass by agency/party with latest
renewal from Chief Electrical Inspector, Gandhinagar- Gujarat.
Electrical License photocopy shall be checked by Concerned HOD of Electrical Department
/Electrical Safety Officer/Dy.Safety Officer/ Safety Officer/Factory Manager.
(08) As per nature of job/work, qualified supervisor (Diploma (Electrical/ Mechanical/ Civil/ C&I) +
years experiences or ITI + 10 years) shall be engaged by contract agency & qualification
certificate with experience certificate shall be submitted to concern EE/ SE/LWO/IRO/DGM/
Dy.Safety Officer /Safety Officer/Factory Manager at the time of apply gate pass.
(09) As per rule 3 of CEA regulation ,2010: Designating person(s) to operate and carry out the work on
electrical lines and Apparatus, Contract person/worker possesses a certificate of competency or
electrical work permit, issued by the Appropriate Government. That means, Electrical trade
Qualification of contract worker/person like ITI-wireman/ Electrician, Diploma (Elect),BE/B. TECH
(Elect), ME/ M. TECH (Elect) shall be submitted to concern EE/SE/ LWO/ IRO/ DGM, Dy.Safety
Officer/ Safety Officer/Factory Manager at the time of apply for photo gate pass procedure.
(10) As per nature of job/work & during capital overhauling work /Annual overhauling work /24X7
round the clock work/major shut down work, Qualified Safety Officer/Manager/ Supervisor
(BE/Diploma (Elect/Mech/Civil) + PDIS-Post Diploma in Industrial Safety) shall be engaged by
contractor during dangerous operations/dangerous works as well as day to day dangerous
activities, safety supervision, tool box talk, Safety awareness programme, SOP preparation with
hazards & its control measures with each step , checking of lifting tools & tackles, hydra mobile
crane, Safety precautions, coordination with Safety Department etc.
(11) License of driver shall be submitted with gate pass issue application as per nature of
Vehicles & to follow the Motor vehicle Act, 1988, the Central Motor Vehicles (Amendment) Rules,
2016 as well as Gujarat Motor Vehicles rules, 1989 & driver License shall be checked every day by
security shift in charge before entry in the Factory premises.
(12) SOP with JSA (Job Safety Analysis) shall be prepared by contractor through competent person as
per GFR, 1963 or Qualified Safety Officer as per GFR, 1963 with 05 years experiences. SOP will
review & approve by concern JE/DE/EE/SE/Elect. Safety Officer /Dy. Safety Officer /Safety
Officer/Factory Manager before execution of work.
(13) It is compulsory to use standard make Personal Protective Equipments (P.P.Es.) as per the job
requirement. Do not work without use of required P.P.Es. Contractor is responsible to provide
standard make (ISI/DGMS/CE/EN/ANSI approved) & to check standard / make in PPE issue
format by concern JE/DE/EE/SE/Safety Officer/Factory Manager. Personal Protective Equipments
/ Safety Gadgets suitable to give sufficient protection against hazards involved in their work / job to
their staff, as per the job requirement and insist / enforce their workers to put on the same while at

(15) Shift Security Inspector / Security Officer shall be checked Safety Shoes & Safety Helmet of all

(19) The contractor shall take all the required safety measures prior to commencement of work on
dangerous substances, machineries or area at which cautionary notice is displayed and obtain
“Line Clear” or “Work Permit” through the concern Department / Section JE / DE and shall be
informed to concern section JE/DE for closed/ returned after completion of work.
(20) Safety talk/Safety work instructions shall be given to contractor workers by concern JE / DE
regarding hazards of specific work, risk & its control measure (mentioned in HIRA) before starting
the job work and records shall be maintained for each & every job works.
(21) Display Safety instructions shall be strictly followed by all workers who are working in factory

(22) Material Safety Data Sheet (MSDS) of each chemical shall be available with Chief Chemist /
Control room & work related Chemical information shall be taken by contractor & contractor
workers from Concern EE/Chief Chemist before starting of chemical handling work.
(23) The contractor shall be checked & securely covered or securely fenced any opened fixed vessel,
sump, tank, pit or opening in ground or in floor which, by reason of its depth, situation,
construction or contents ,is or may be a source of danger before starting the work each & every
days or after interval / recess. Contractor supervisor shall be informed to concerned HOD
regarding any unsafe conditions.
(24) Prohibition of smoking, fires, lights, spontaneous ignition substance, matches; fuses, mobile
phone etc are to be strictly followed by all workers who are working in factory premises.
(25) Prior to carrying out welding, gas cutting, furnace heating or any other hot work job, remove all the
inflammable material lying at or nearby worksite or cover it properly by suitable protective
covering. Also, special care shall be taken before carrying out such job & see that all possible
contributing factors to set fire shall be removed / vanished prior to commencement of the work.
Advance intimation shall be given to concerned section / fire section to commence the work in fire
prone areas. They should also keep ready all the First Aid Fire Extinguishers / equipments & fire
extinguishing media / material like sand / water buckets or other appropriate equipment at such
(26) While carrying out work in confined space or inside vessel, obtain necessary “Confined Space /
Vessel Entry Permit” from concerned department prior to commencement of the work. For lighting
in such areas, only 24-volt (ISI certified & with proper guard) hand lamp shall be used. For taking
care of the persons working inside the confined space /vessel, a supervisor / person capable to
keep continuous watch on person(s) working inside, assist them in case of emergency or arrange
to get immediate outside help, shall remain present at entry point. Use full body safety belt without
failed. While working inside sewage, trench or in-depth, a person to warn outsiders / entrants /
passers etc shall remain available near entry point or the entry point shall be cordoned by a
barricaded tape with a cautionary notice. After completion of the works, all the lids / covers / grills /
grits opened, shall be re-fixed / re-placed in the original position as it were prior to commencement
of the work and leave the work place in safe condition in all respect, so as to prevent accident to
fellow workers.
(27) The contractor shall see that he / his persons do not work on or block (by stacking material, spare
parts, tools-tackles, equipments etc), any passages / walkways / gangways / aisles / staircases /
ladders / lifts or any other approaches / roads leading to plans or its auxiliaries, on which there is
traffic movements or possible traffic movements in case of emergency. Such passages are meant
for safe escape in the event of emergency. If it is utmost necessary to carry out work in such area
with blocking of passage, prior permission of Competent Authority or the Engineer-In-Charge shall
be obtained. To demarcate / declare the area as “UNSAFE”, cordon it using barricading tape &
display suitable caution notice or keep a person to restrict / divert the traffic on this route through
other safe passage.

(29) Prior to use power / electrically operated hand tools / equipments / machines / gadgets like
welding machine, hand grinder, hand drill etc, ensure for its safe operation & use it only if it is
found safe to use. Do not use defective, unsafe or improperly maintained equipments. The
electrical power supply required to run such equipments shall not be taken directly at their own but

shall be obtained through concerned Electrical Maintenance Departments or their authorized
persons or under their observations / guidance only. The Electrical Section shall provide
temporary electrical connection up to contractor‟s Mains Board on which it is compulsory to install
mains switch, ELCB & fuses of adequate capacity. All such equipments shall invariably be earthed
adequately to prevent electrical shock, sparking, short circuit etc. Power cord to be used shall be
of adequate capacity, without any joint & shall consist of earth wire also. Hence, it is necessary to
use adequate capacity 3-wire power cord for single & 5-wire power cord for three phase power
connections. The plugs, receptacles, pins, holders etc shall be of adequate capacity & safe to use.
All electrical & mechanical equipments / tools-tackles viz. welding machine, cutting Machine,
Grinder, Drill, Chain Pulley Blocks, Hook chooks etc required to be used during Work execution
shall be of standard make & bear ISI certification mark on it. The consumables like welding
electrodes, grinding wheels / discs etc which has Specific prescribed life span shall not be used in
any case if its expiry date is over.
(30) Non-Sparking Non-Magnetic electrical hand tools and tool kits shall be used by Electrical
contractor for safe use in areas where hazardous, flammable, or combustible vapors, liquids,
dusts, or residues may be present in Gas Based power plant and list of tools and tackles shall be
submitted with technical bid. Non-Sparking Non-Magnetic electrical hand tools and tool kits shall
be checked by JE / DE before commencement of Electrical work.
(31) Before using lifting machines / tackles (like C.P.Bs.,Hook chooks, winch, forklift, mobile crane,
EOT crane etc) & its attachments (like D-shackles, slings, U-clamps, Eye bolts or any fixtures), it
shall be checked and used only if found safe to use. Also, ensure that these are tested, examined
& certified in form no.10 by Competent Person as per the Factory act-1948 & Gujarat Factories
Rules and its validity do not expire. Further, it shall be fixed properly and firmly prior to lifting the
weight. Valid Test certificate of all Lifting machines used by Contractor to be submitted to
Dy.Safety Officer / Safety Officer before commencement of work through concerned EE / SE.
(32) Metal Scaffoldings to be used for working at height shall be of adequate size & capacity. Obtain
the work permit when working at height. While climbing on such scaffolding or working on any
structure at height, use of full body safety belt / full body hardness with double lanyard & fall
arrestor & Helmet is compulsory. It is also necessary to fasten chinstraps of the helmet.
(33) Contractor or their employee shall not interfere in day-to-day routine plant activities / works except
the work assigned to them, shall not loiter in the areas other than their work jurisdiction, as well as
shall not temper / operate / touch the machineries/ equipments/ auxiliaries with which they are not
concerned. Also, the contractor shall strictly instruct their staff for not to sit or take rest at / near/
below running plants, auxiliaries, systems or any place which is risky, hazardous & prone to
(34) The cylinders containing poisonous / toxic or inflammable / explosive gas like Oxygen, Acetylene,
LPG, Hydrogen, Ammonia, Chlorine, CO2 etc shall be handled safely taking due care. To handle /
shift such cylinders a special trolley /cage meant for it must be used but in no case it should be
(35) In Gas Based Power station/Hydrogen storage area /Hydro carbon fumes-vapor generated area,
Spark arrestor (as per approved manufacturer of CCOE, Nagpur) shall be provided on each
vehicle by party/agency and it will check by shift security in charge before entry of vehicles in the
factory premises.
(36) No women or young person shall be employed or permitted to work in Lead-compound area like
battery room etc. as per schedule VI of GFR
(37) No women or young person shall be allowed to clean, lubricate or adjust any part of a prime
mover or of any transmission machinery while the prime mover or transmission machinery is in
motion. Examination or operation of motion machinery shall be made or carried out only by a
specially trained adult male worker wearing tight fitting clothing as per section 22 of factories act

(38) In all risky job, before start the work, contractor should obtain General Safety Work Permit through
concerned section from Shift –in-charge well in advance.
(39) In case of noticing smoke or fire during their work execution, they shall make immediate efforts to
extinguish / control it and simultaneously inform the Fire Station Mobile No as well as Station Fire
Officer or Emergency Control room no which is displayed at prominent place of factory like Main
Security Gate, All unit control room, Canteen area, Safe Assembly points, Fire Station, All security
gates, Occupational Health Centre.
(40) In case of any injury / accident while working, it shall immediately be reported to Safety
Department through concerned Sectional Head / Engineer. The prescribed Form No. 21 &
ANNEXURE may be obtained from concerned section or Dy.Safety Officer / Safety Officer. In
case of any electrical accident; it shall immediately be reported to Electrical Safety Officer through
concern Sectional Head / Engineer. The prescribed Electrical accident form no. A as per electricity
act-2003 & Form No. 21 & ANNEXURE as per Gujarat Factories rules shall be filled up by concern
department JE / DE with written consent of contractor. The Form may be obtained from concerned
Electrical section or Electrical Safety Officer. Electrical accident investigation shall be carried out
by Electrical Safety Officer with Factory Manager. After any reportable accident, Contract agency
shall be submitted the fitness certificate of injured person with endorsement of GSECL factory
Medical Officer to LWO / Dy.Safety Officer/Safety Officer/Electrical Safety Officer then after injured
person may allow for work.
(41) For any incident occurred but have no injury to any persons should also reported as per GSECL
format and informed to Dy.Safety Officer / Safety Officer as Near Miss Incident.
(42) Safety penalty shall be imposed against Offences by contract workers: If any contract worker
worked in a factory contravenes any provision of Factories act or any rules or orders made there
under, imposing any duty or liability on workers, contractor/agency shall be punishable with fine
which mentioned as under.

(43) Party will damage any fire equipments or property or machinery in factory during execution of
work, total damage cost will be recovered from party RA bill and recovery Office note put up by
concern HOD.
(44) All the relevant labour and industrial laws shall also be followed compulsorily.
(45) After completion of work, cotton waste, grease, oil, unused material, welding rod pieces, scrap etc.
are to be removed by contractor and scrap shall be deposited to scrap yard of Main Store.
(46) For performance evaluation of contractor, safety factors of work accident, fire incident & near miss
accident will be considered. Steps can be taken to review the job assignment up to cancellation for
negligence.
(47) Over & above these, contractor shall have to follow all the safety requirements / rules &
regulations / norms and legal provisions laid down in various statutes. Particularly the provisions
of The Factories Act-1948 & the Gujarat State Factories Rules-1963 (Amended up to date), The
Electricity Act-2003 & rules, BOCW Act / Rules shall be followed strictly. The contractor shall also
obey the rules / regulations / instructions of the local Competent Authority for safety & health
requirements.
(48) The above rules shall be scrupulously followed and where required, Contractor / contractor
workers may contact to the Dy.Safety Officer / Safety Officer / Electrical Safety Officer in case of
any ambiguity or needs further guidance in this regard.
(49) Contractor have to send his worker / staff when training arranged by GSECL. No reimbursement
paid for same.
(50) Contractor has to give PPE as per undertaking given by contractor and it should be before issuing
gate pass.
(51) Contractor is responsible for any delay in issuing gate pass due to no complying of safety rules.

Contract Labour Information Management System (CLIMS)
GSECL has developed a Contract Labour Information Management System (CLIMS)- a
comprehensive digital platform designed to manage all activities related to contract labour
transparently and efficiently.
The primary objectives of CLIMS are to save time for both agencies and GSECL personnel, to
ensure full legal and regulatory compliance and to reduce the operational burden on agencies,
allowing them to focus on their core activities. To ensure the successful implementation and
operation of CLIMS, the following guidelines are hereby issued.
A. Gate Pass:
l. CLIMS is a web-based system that can be accessed by agencies from any location using a
desktop, laptop, or mobile device.
2. To begin using the system, agencies must register by entering their EPO (E Urja Order)
number. All other necessary details are automatically fetched from the E-Urja system.
3. The issuance of gate passes for contract labour is managed entirely through CLIMS. Agencies
can generate and track gate passes within the system.
4. In order to enable gate pass issuance, agencies are required to input and upload the
necessary details of their contract labourers into the system.
5. Once the required information is submitted, the gate pass approval process is initiated and
managed through the system. The request automatically moves through the predefined workflow
levels. Agencies can monitor the real-time status of their gate pass applications via CLIMS.
6. Upon completion of all required approvals within the system, the gate pass is issued to the
B. Attendance and wages of workers:
1. Once contract workers gate passes are approved in the system, they are required to be
registered in Bio-Metric/Face Reader Punching machines by HR Department.
2. The attendance of all contract workers can be monitored and maintained through CLIMS by
contractors.
3. Access to data of Bio-Metric is given to agencies. It should be the duty of agencies or his
supervisor to ensure the supply of specified number of manpower and to ensure their Bio-Metric
punching and reporting at the location of work.
4. Attendance register and wage register of the worker will be generated by CLIMS from the login
of agency only.
C. Compliance to various labour laws:
l. All the contractors have to comply various labour laws and they shall submit the attached
Declaration-cum Indemnity Bond before staring of work. This Bond may also be made part of
ensuing tenders/contracts.
2. Contractors shall upload the CLIMS generated previous month attendance sheet, wage register
duly signed by workers, wage bank statement, ECR copy, PF Challan and Remittance slip.
3. The said submitted documents in CLIMS will go to user department, after verification of
completeness of documents, user department will forward it to HR Department for further
verification and approval.
4. If the documents are complete, HR Department will approve in CLIMS and send to Account
Department for further process of bill.

5. If non-compliance is found in submitted documents, it will be returned to user department in
CLIMS with specific remarks and user department will forward it to contractor for compliance. In
such cases, 75% of the bills may be released subject to a maximum ceiling of 20% of the contract
values. Such system of payment shall be allowed only for 3 monthly Running Accounts (RA) bills
(Maximum cumulative amount up to 20% of the contract value) of the contractor in a period
contract (AMC) of 12 months or 6 RA bills in a period contract (BMC) of 24 months if there is non-
compliance. All other RA bills and specifically final bill shall not be processed if the previous &
current compliances are not made by contractor. No such relaxation will be granted for non-
periodic, one time or overhauling type contract.
