Comprehensive annual maintenance and operation of Air Conditioning Plant of total capacity 710 HP of various capacities ( Blue Star) at G+5 building of GM/CON/Complex for a period of 3 (Three) years at Maligaon.

(B)Financial Standing (Financial Criteria):- The Bidders will be qualified only if they have minimum financial capabilities as below - i) T1- Annual Turnover: The bidder should have an annual financial turnover not less than 1.5 times the Aggregate Bid value during the last three previous financial years and in the current financial year upto the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. ii) T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids.

(1) Eligibility criteria: (A)Work Experience (Technical Criteria): The bidder should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract for a minimum of 35% of advertised value of the bid. Completed service contract includes on- going service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid. Definition Of Similar Work : - "Supply, testing, commissioning of AC machines. or AMC/CMC/Repair/Rehabilitation work of AC Machines".

Bidder must follow Public Procurement Policy (Make in India) Order 2017, dated 15/06/2017, issued by Department of Industrial Promotion and Policy, Ministry of Commerce, circulated vide Railway Board letter no. 2015/RS(G)/779/5 dated 03/08/2017 and 27/12/2017. The definition and calculation of local content in accordance with the Make in India policy as approved by PCEE/ER is 50% of Minimum Local Content (MLC).

The power of attorney in the name of the person authorized to do all correspondence related to work along with resolution passed by the board of Director, affidavit stating that the tenderer is the sole proprietor of the said firm in case of proprietor firm (if Applicable). Copy of POA (Power of Attorney) may be attached.

"Format for Documents verification certificate" is uploaded herewith is to be referred which needs to be filled up by the bidder. Failing of submission of this correctly filled certificate along with the bid, the offer shall be summarily rejected.

Following undertaking has to be Submitted:- 1 ) I/We have read the various conditions attached/referred to in this tender document and agree to abide by the said conditions. 2 ) I/We offer to do the work for North East Frontier Railway at the rates quoted in the attached schedule and hereby bind myself/ourselves to complete the work in all respect within the period of completion stipulated in the tender document from the date of issue of letter of acceptance of the tender. 3 ) Until a formal agreement is prepared and executed, acceptance of this tender shall constitute a binding contract between us subject to modifications, as may be mutually agreed to between us and indicated in the letter of acceptance of my/our offer for this work. 4) The amount as stipulated in tender document(if any) is herewith forwarded as Earnest Money/Bid Security shall stand forfeited without prejudice if :-to any other right or remedies in case my/our Tender is accepted and if : (a) I/We do not submit the Performance Guarantee within the time specified in the Tender document;(b)I/We do not execute the contract documents within seven days after receipt of notice issued by the Railway that such documents are ready; and (c) I/We do not commence the work within fifteen days after receipt of orders to that effect. 5) I /We hereby agree to abide the electrical safety measures in the working place (i)Before servicing of electrical equipment make ensure the disconnecting of power source. (ii) Following PPE(personal protection equipment)must use if needed during working (a) Insulated Gloves (b)Insulated Matting (c) Insulated ladder (d) Rescue rods (e) Voltage detectors with proper rating. 6 ) I/we understand that if the contents of the certificate submitted by us are found to be forged/false or incorrect at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security besides banning of business for a period of upto five year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

In case the office remains closed on the date of opening day of tender due to any unforeseen circumstances like bandh, strike, natural calamities, riot and civil commotion etc. The tender will be opened on the next working day at same time and place.

This Tender conforms to guidelines as per General Conditions of Contract for Services (January 2018) with latest amendments and will be in conformity with amendment as made time to time thereafter. For any matters not specifically mentioned in this Tender Paper, the provision of General Conditions of Contract for Services (January 2018) for works as amended from time to time ,will govern this contract mutates mutandis.

Standard format for Guarantee Bond for security deposit is uploaded in document as ''GUARANTEE BOND FORSECURITY DEPOSIT''.

All rates of the items in the Schedules are inclusive of GST (GST Considered as 18%).The GST Act and Rules will be applicable.

Deviations from the contract or the technical specifications if any, Railway Reserves Right to accept or reject the deviations or the offer if not acceptable without assigning any reason.

Location of Work: GM/Construction G+5 Building, Northeast Frontier Railway

Dy. CEE/CON/RE-II/MLG is the overall supervision in-charge of the work. Day to day work will be looked after by concerned sectional SEE/E/Elect/CON/MLG-1

In case of any ambiguity in General Specification or RDSO Specification or technical details or any other confusion arises, it may be collected/clarified from Dy.CEE/CON/RE-II/MLG office if required before bidding.

Similar Nature of work for this tender is: "Supply , installation testing and commissioning of ductable package air conditioning work of the 1/3 tonnage of the total capacity (tonnage) of the tendered Air Conditioning work."

This contract includes site cleaning during the time of execution of the work by the successful bidder. Noncompliance of cleaning items after the work done to a satisfactory level, Railway will impose a penalty of maximum 0.05% of the contract value apart from holding up of payments for items pertaining to cleaning of works, which will be decided by Railway authority.

In case of any ambiguity, clause as per GCC-2018 for services will be followed.
