Eligibility Criteria

Agencies should submitt technical bid documents as per the notification regarding the qualification of contractors. Only the financial bids of the agencies who have qualified in the technical bid will be opened. (Agencies shall provide the original documents to this office for verification within three days of opening of technical bids) Failing which, the tenders of such agencies will be rejected.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Registered agencies can download the tender documents through the KPP Portal at https://kppp.karnataka.gov.in

Tenders will be considered after confirming the payment of Tender Processing Fee and EMD amount through KPPP Portal.

Tenders submitted in any other manner other than KPPP portal will not be accepted.

The agency shall provide any vehicle of the latest model, in good condition, such as Toyota Innova (5 Plus 1), Maruti Suzuki Ertiga (5 plus 1).

Based on the availability of funds, payment will be made to the tender agency as per the rules.

All the documents of the vehicle must be maintained as per the rules of the Transport Department.

The vehicle owner shall bear the fuel, repairs, insurance, drivers salary and other expenses incurred by the vehicle.

The owner shall be bound to provide the vehicle even during holidays for office work. In case of monthly repairs, a replacement vehicle shall be arranged by agency obtaining the permission of the department in advance.

In case of accident to the supplied vehicle resulting in loss of life and any incident, the vehicle owner/supplier shall be fully responsible for it. The department shall not be liable in any way.

In case of violation of any of the conditions by the agency, the department has the right to cancel the contract by giving them one months written notice and forfeit the EMD amount to the government and initiate criminal proceedings against the tenderer as per rules and blacklist him. Similarly, if the tenderer wants to stop the contract work, he should give a written notice to the department at least two months in advance.

The applicable taxes will be deducted from the vehicle rental amount as per rules and the balance amount will be paid.

The Department and the Owner/Supplier shall resolve any disputes/litigation arising during the outsourcing period or at any time after the contract at their own expense. If court cases arise, they shall be resolved only within the jurisdiction of the Belgaum District Court.

The tenderers must be bound by the regulations imposed by the Department from time to time.

Registered agencies shall submit the necessary documents such as Firm/Owner/Travel/Agency Registration, GST Registration, copy of Pan & IT returns for the 2024-25 and experience certificate obtained from the concerned authorities regarding the provision of four-wheeler services to Government Departments and Government Owned Institutions in the past, through online and shall provide their original documents for verification.

The Executive Engineer, CADA, Division-2, M&G Projects, Jamkhandi, has the absolute right to cancel the tender at any time without assigning any reason or without any prior notice.

In case of extension of tender dates or any amendment due to unavoidable reasons, the notification will be published on KPP Portal at https://kppp.karnataka.gov.in

Rates are fixed as per Government Order No.: CSU 30 Shivani 2019, Bangalore, Date: 31.03.2022.

The rates quoted by the agencies in the financial bid shall be within the limits of the rates fixed by the Government and the rates quoted shall include all expenses like drivers salary and other allowances, vehicle fuel, repairs/maintenance etc. No separate payment will be made for this.

Drivers must have a valid driving license and be of good conduct and must wear uniform.

The vehicle must have a valid permit to operate as per the Karnataka Regional Transport Regulations Act. The original documents related to the vehicle must be with the driver.

If the driver violates traffic rules and engages in illegal activities, the outsourced agency will be directly responsible for that.

The vehicle provided on hire basis should be compulsorily insured and the insurance should be renewed from time to time.

The successful agencies, within one week of the tender approval, shall submit a security deposit of 5% of the approved tender amount in the name of the Executive Engineer, CADA, Division-2, M&G Projects, Jamkhandi and enter a contract agreement in e-stamp paper.

If the agency hires a vehicle, it must submit a rental agreement for a period of one year or for the lease period, in a printed form, from the vehicle owner, in the prescribed format, and attested by a notary.

If any reason the L-1 contractor does not sign the contract agreement or does not come forward to perform the contract or disqualified for any reason, EMD amount of such tenderers will be forfeited and action will be taken to compulsorily cancel the tender and re-tender. Therefore, the tender should be submitted with proper/supplementary documents as per the tender regulations.
