MANNING AND OPERATION OF DG SET INSTALLATION AT MH AND COMPREHENSIVE REPAIR MAINT OF DG SETS OF VARIOUS CAPACITIES UNDER GE UTILITY AMBALA CANTT

(SECTION -I) Manning and operation of diesel driven generating sets by technically qualified team comprising of 01 operator (Skilled Person) for each shift of 8 hrs for round the clock including Sundays & Holidays at MH Ambala generator room (04 Nos DG Sets) and 01 No. DG Set at 2 Corps Dental generator room.

Note for item No. 01 :- (i) The Generator sets are required to be operated (whenever necessary) and maintained round the clock.(24x7).

(ii) The deptt will provide diesel, OMD and distilled water etc as required for smooth functioning.

(iii) The scope of the work is to operate and maintain all the Generator sets mentioned above including operation of LT panels/ concerned mechanisms/ operating systems in perfect condition round the clock. The operators may preferably maintain the shifts like 6 AM to 2 PM, 2 PM to 10 PM and 10 PM to 6 AM all days.

(iv) The maintenance includes the entire maintenance of the Engines, Alternators, Panel Boards, Power Distribution boards and Earthing, battery charger etc.

(v) The persons deployed should possess the adequate knowledge/ experience to operate and maintain the above mentioned Generator sets.

(vi) The operators should draw diesel/OMD/grease/distilled water etc. as and when required from the deptt in consultation with the JE and Engineer-in Charge. They should maintain registers kept for recording the daily run record (log sheet) , consumption of diesel/OMD oil etc. on daily basis against each Generator set. The log sheet will be handed over to the concerned JE at the end of each month.

(vii) The contractor will carry out daily inspection to all the Generator. The contractor will also do comprehensive maintenance inspection all the Generators once in every fortnight and carry out minor adjustment and repair as required without any additional cost.

(viii) The general cleaning of carbon brushes, brush holder, spring, commutator segments, contact points etc. along with greasing wherever required will be carried out on monthly/ required basis without incurring extra cost.

(ix) The condition of the batteries including the level of electrolyte is to be checked regularly and if required then the level of electrolyte is to be topped-up with distilled water on required basis by the operator on duty.

(x) The contractor will also undertake quarterly (once in three month) servicing including megger test for checking insulation level of Generator.

(xi) The skilled/semi-skilled labourer or any other professional technician if required for fault rectification, the same will be arranged by the contractor at his own cost.

(xii) All the tools & tackles required for maintenance/servicing shall be provided by the contractor at his own cost .

(xiii) The Generator room and surrounding area including all the machineries will be kept neat and clean on routine basis.

(xiv) The minor fault has to be rectified within 02 hours and major fault will be intimated to the deptt immediately otherwise a penalty @ Rs. 500/hour will be deducted from the monthly payment for the duration of down time of Generator set/s.

Worker's wage per person (Minimum Rs. 700.00 per day )

Employees state insurance as per existing rules @ 3.25% on Rs. 700.00

Contribution of Bonus @ 8.33 % on Rs. 700.00

GST as per existing rules @ 18 % on Srl No 2.00 to 4.00

LWC as per existing rules @ 1 % on Srl No 2.00 to 5.00

Over head & profit on Srl No 2.00 to 6.00

Notes for item No 1 above :- (i) Contractor is required to quote his rates upto two digits after decimal place and calculate the amount with the qunatities accordingly. (ii) 'NIL' or 'Zero' quoting against OH & Profit will be treated as 'Non-bonafide'. (iii) In case two or more firms quote the same rates, the preference will be given to the firm based on the past records and factors like Class of contractor, financial soundness, work experience for last two years etc. (iv) The rate quoted shall not be less than minimum wages as notified by Government of India / State Government / Local body whichever is higher including all statutory provisions such as EPF,ESIC,Bonus, taxes etc as per specified in Notes of BoQ/ Sch 'A'. In case the rates quoted are less than the minimum wages as notified by the Government of India / State Government / Local body whichever is higher including all statutory provisions such as EPF,ESIC, Bonus,taxes etc as applicable, his tender will be treated as non bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined by the lowest amount amongst valid/bonafide bids only .

(v) Any increase in minimum wages of labour as fixed by the Govt of India/ State Gove/Union Territory, whichever is higher shall be paid to the contractor as difference between the wages as on last date of bid submission and the increased minimum wages as mentioned here-in-before. Increased wages including all other benefits in compliance of statutory provisions shall be paid to the workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall note this aspect and quote their rates accordingly. It must be noted that in compliance of the statutory provisions, the increase will be passed over to the workers. (vi) The Firm's claims in bills regarding ESI, EPF, Service Tax should be accompanied by documentary proof pertaining to the previous month's bill. A requisite portion of the bill i.e RAR / final bill amount shall be held up till such proof is furnished, at the discretion of the Accepting Officer.

(vii) The firm shall submit proof of payment given to workers and endorse a copy to Engineer-in-charge, showing the details of payments, deductions (including all statutory deductions) & net amount with requisite challans in each case/person indicating PF number, ESI card detail etc.

( viii) Engineer-in-Charge will maintain the record of attendence in respect of the persons deployed by the Firm on the basis of which wages/ remuneration will be decided in respect of the person at the approved and agreed rates. The firm shall be responsible to keep all records of payment, attendence, leaves etc. duly signed by the Engr- in- Charge and endorse a copy of all the documents with RAR/ Final Bill as applicable.

(SECTION-II) Comprehensive maint and servicing of DG SET 400 KVA DG Set complete including draining out of diesel from tank , cleaning the tank thoroughly and refilling the drained out diesel , drain out engine oil from the sump , flushing the sump thoroughly and filling the starting batteries with elecrtrolite to maintain the required specific gravity of the batteries, applying the petroleum jelly on battery terminal poles and charging up to required AH, cleaning the entire DG set including all accessories as prescribed by Engr-in charge and checking of voltage ,frequency, amps , fuel, oil , coolent level and exhuast leakage ...etc .Tightening all the bolts & nuts to the required torque ..etc and testing as directed by Engineer In Charge and recording the test result complete for the Make - Cummins/Kirlosker, installed at MH power houses, MH Dental,AMN Depot Naraingarh,TW No-23,signal centre,Raina auditorium, butchary etc. Notes:- (a) Contractor will carry out comprehensive maint and servicing as listed in respective items through qualified technical staff only. (b) Contractor will give gaurantee for one year from the certified date of completion for the repair work carried out. Any fault accured during gaurantee period shall be rectified by the contractor with out any extra cost to the department .(c) Cost of spare parts replaced shall be measured and paid separately.(d)Engine oil shall be measured and paid separately

Draining out water from the radiator of 400 KVA DG set, Dismantling opening and taking out radiator from the foundation and transporting to civil workshop for repair including Maintenance and Servicing of Radiator and cleanning the radiator thoroughly with cleaning agent to improve the efficiency of the radiator, welding / soldering / brazing of radiator for the undere mention DG sets complete all as directed. Notes:- (a) Contractor will carry out comrehensive maint and servicing listed in respective items through qualified tecnical staff only. (b) Contractor will gaurantee for one year from the certified date of completion for the repair work carried out.(c)Any fault occured during gaurantee period shall be rectfied by the contractor with out any extra costb to the department.(d) Coolent for radiator shall be measured and paid separately.

Dismantling opening and taking down unserviceable fuel injection pump of 200 KVA to 280 KVA DG Set and transportation to civil wksp for repair ,maintenance and servicing of fuel injection pump (FIP) including calibaration of Fuel injection pump, replacement of injectors nozzles etc if any found defective, and refitting the same in position for smooth and efficient functioning of FIP for the under mentioned DG sets all as directed by Engr-in-Charge. Note : - (a) Repairs will be carried out from authorised workshop of manufacturer of DG set. (b) Contractor will give gaurantee for one year from the date of completion of the repair work carried out. Any fault occured during gaurantee period shall be rectified by the contractor with out any extra cost to the department.

Maintenance and servicing of self starter 12/24 Volt of DG set 400 KVA installed at various installations and servicing/overhauling including replacing of worn out parts like solenoid switch, bearing, carbon brush, rewinding the starter motor winding wth suitale size super enamelled copper wire including warnishing complete etc. and refitting the self starter in position for smooth functioning of DG sets and testing complete in all respect all as directed by Eng-in-Charge. .Note:-(a) Contractor will carry out comprehensive maint and servicing listed in respective itms through qualified technical staff only. (b)Contractor will give gaurantee for one year from the date of completion of repair work carried out.(c) Any fault accured during gaurantee period shall be rectified by the contractor with out extra cost to the department.
