INVITATION FOR TENDERS AND SCOPE OF THE CONTRACT
AHMEDABAD MUNICIPAL CORPORATION
Operation and Comprehensive Maintenance with Repairing of all Electrical &
Mechanical Equipments & instruments of at 12 Nos Sewage Pumping Station of East
Zone of AMC for Three Years.
(A) The A.M.C. invites sealed super scribed TWO BID PERCENTAGE RATE tenders by
registered A.D. Post/ hand delivery/Speed Post/Courier only for following works so as to
reach to the office of “Dy.HOD, P.W.A. Office, Ahmedabad Municipal Corporation,
Sardar Patel Bhavan, Danapith, Ahmedabad – 380001. on or before due date up to 2:00
P.M. and should be accompanied by only a non refundable Demand draft as tender
fee drawn from Nationalized bank in favour of ‘Municipal Commissioner Ahmedabad"
payable at Ahmedabad. The technical bids will be opened in the office of the Assistant
Manager Project of P.W.A. Office Ahmedabad Municipal Corporation on due date.

Interested bidders may obtain further information and clarification on any matter relating
to the tender documents from the office of “Additional Chief Engineer” (S.O.E&M),
Ahmedabad Municipal Corporation, Sardar Patel Bhavan, 5th Floor, ‘C’ Block,
(C) Tender must be accompanied by the Tender Fee through Demand Draft only in favour of
“Municipal Commissioner, AMC” payable at Ahmedabad from banks mentioned in
Annexure-I only with their tender documents.
Without tender Fee tender will be strictly rejected.
Earnest Money Deposit (E.M.D.) – Demand Draft or bank guarantee
Tender must be accompanied by the E.M.D. through demand draft or bank guarantee in
favour of “Municipal Commissioner, AMC” payable at Ahmedabad of banks
mentioned in Annexure-I in separate envelope and the same shall be enclosed along
with Technical Bid in Envelope – ‘A’ only (Technical Bid - One Original copy) while
making physical form of submission of tender.
Without E.M.D. tender will be strictly rejected
Conditional tender will not be considered for evaluation.
(D) The Tenderer is required to check the www.nprocure.com web site for Amendment if any,
before 48 hours of tender submission date and time. The tenderer who quotes the tender
without attaching the addendum will be rejected.
(E) Bidder will have to furnish name of bank, Name of Branch with address, types of A/c
with A/c No, MICR No and PAN No., IFSC Code etc.
(F) No Price bid shall be submitted in physical form. Only online Price bid submission is to
be made. Submission of Physical copy of Price bid may lead to rejection of the tender
Tenders received without EMD (Scanned copy at time of online submission and in
ORIGINAL before due date and time) will be considered as Non-Responsive and will be
rejected outright
(G) The conditional tender will not be accepted and will be rejected outright, unless, the
nature of condition(s) put up by the bidder is acceptable to AMC. Any suggestions
/alterations from the tender, if suggested in specifications, must be mentioned in the
main forwarding letter.
(H) Incomplete tender who does not fulfill any of the above conditions will be liable for
rejection. Tender will also be liable to be rejected if –
1. The tenderer proposes any alteration in the work specified or in the time allowed in
carrying out the works or make corrections in Schedule of Quantities.
2. Any of the page or pages in the tender is / are removed or replaced.
3. Technical Bid Hard copy not submitted
4. Technical Bid Documents contain any Financial Bid Details/information.
5. All corrections, additions or pasted slips are not initialed by the tenderer.
6. Any eraser is made in the tender.
7. The tenderer or in the case of a firm, each partner or the person holding the power
of attorney thereof does not sign or the signature(s) is (are) not attested by the
witness, wherever it is required.
8. Earnest money for required amount is not paid with the tender.
9. The tenderer returns the tender document without signing relevant pages of the bid
and amendments, if any.
(I) The tender for the work shall remain valid for a period of 120 days from the date of
opening of price bid of the tender and the tenderer shall not be allowed to withdraw or
modify the offer on his own during this period any modifications or additions in terms
and conditions of his tender not acceptable to the Municipal Commissioner, AMC,
Ahmedabad. The Municipal Commissioner shall without prejudice to any right or
remedy, be at liberty to forfeit in full the said earnest money absolutely.

SCOPE AND RESPONSIBILITIES OF CONTRACT
THE FOLLOWING SERVICES ARE INCLUDED IN THE SCOPE OF CONTRACT
(1) Operation and Comprehensive Maintenance including preventive maintenance and all
major & minor repairing work of all electrical and mechanical equipments, like
Transformers, H.T & L.T. Panels, Capacitor Panels, PLC panel, Pumps, Motors,
Switches, All types of valves, Valve Actuators, Sluice Gates/Valves, L.T. Equipments,
Lighting of the pumping Stations, Screen with hoist and Cleaning of Screen and all other
equipments which are mentioned in annexure-I for Operation and Comprehensive
Maintenance with Repairing of all Electrical & Mechanical Equipments & instruments of
at 12 Nos Sewage Pumping Station of East Zone of AMC for Three Years SPS including
supply of required spares, lubricants, consumables, tools etc.
(2) Painting of all Pumping machinery once in contract as per instruction of E.I.
(3) Alignment, foundation, grouting and installation of Pump motor sets, and electrical and
mechanical equipments and also support to pipes and specials and minor civil work &
drilling of holes on walls, slabs etc.
(4) Clamping and supporting of pipes, valves including concrete supports.
(5) Replacement of pipeline work up to the header line material will be issued by AMC
labored work to be done by Agency without any extra cost.
(6) Regular cleaning of pump house and disposal of screening waste, Removal of rain water
from pump house of Sewage Pumping Station of AMC.
(7) Security of pump house with all equipments, compound, Preventing entry of unauthorized
persons, fatal or non fatal accident, illegal & antisocial activities.
(8) Contractor will be responsible for any police case, court case or any type of compensation
suit filed by any person, institute or government.
(9) Any minor work required such as Gas welding, Gas cutting & electric welding etc will be
in the scope of contractor.
(10) As per rules & regulation of electrical inspection and licensees office, labour commissioner
office, factory inspector or from semi government organization if certification or passing
are required then it will be in the scope of contractor.
(11) The scope of the contract covers all labour work of preventive (corrective) maintenance,
routine maintenance, breakdown maintenance and repairing works for all electrical and
mechanical equipments and instruments. During the contract period of O & M all the spare
parts or equipments will be supplied and replaced by contractor with no extra cost.
Contractor has to operate and maintain the butterfly valve on header line at Operation and
Comprehensive Maintenance with Repairing of all Electrical & Mechanical Equipments &
instruments of at Sewage Pumping Station of AMC.
(12) As complete operation, maintenance and repairs with all required spares is in the scope of
contractor, the energy conservation is also in the tenderer’s scope. Municipal Corporation
will supply power and will pay the Electricity Bill. Contractor has to maintain the Power
factor as per the norms of Electricity Company, in case of any penalty charged by
Electricity Company; the same will be deducted from operation and maintenance bill.
(13) The motor of the Pumping Stations shall have to be rewinded by the contractor.
(14) The Contractor will have to carry out the Operation & Maintenance work (Including
Repairing) of additional pumps & its related Electrical-Mechanical Accessories if
additional pumps are installed / Erected / Commissioned by A.M.C. during the contract
(15) The Contractor should maintain Fault Registers for Electrical -Mechanical Fault and One
Pumping Daily Data Register for day to day record and attendance register of staff.
The copy of this maintenance record and attendance sheet should be sent every month with
the bills, failing which the bills will not be processed for payment.
(16) The staff deployed must sign in a separate attendance register before joining his duty at
SPS everyday to mark his presence. The staff must start the work only after signing in the
attendance register.
(17) The contractor must deploy the staff that are physically fit and qualified as specified in
(18) Contractor should be providing Drinking water facility for their staff.
(19) The contractor must have to submit every year pre-monsoon maintenance activity report
with photographs which include maintenance of sewage submersible pumps, screens with
hoist, grit mechanism, L.T panel, Transformers, Transformer oil filtration, HT panels, etc.
in STP department up to 15th May failing which AMC reserves the right to carry out the
work at contractor risk and cost from other agency without giving any notice.
(20) The Contractor shall hand over the sewage pumping station back to AMC on expiry of his
contract in fully working condition. All the electrical, mechanical and instrumentation
machinery including standby shall be in perfect working condition. The handing over
taking over report will be submitted with duly signed by both the contractors with AMC
site engineers on the 1st day of renewal of Contact.
(21) The Contractor shall hand over the sewage pumping station back to AMC on expiry of his
contract in fully working condition. All the electrical, mechanical and instrumentation
machinery including standby shall be in perfect working condition. The handing over
taking over report will be submitted with duly signed by both the contractors with AMC
site engineers on the 1st day of renewal of Contact. On expiry of O & M contract, last
months O & M bill will be hold for recover repairing amount of non working machineries
of pumping station.

INSTRUCTIONS TO TENDERERS --- PART – I
ELIGIBILITY CRITERIA:-
1.1 ELIGIBILITY CRITERIA FOR TENDERER
Qualification shall be based on meeting all the following minimum pass/fail
criteria regarding the bidder’s general and particular experience, personnel and
equipment capabilities, and financial position, as demonstrated by the bidder’s
responses in the forms attached. The AMC reserves the right to waive minor
deviations, if they do not materially affect the capability of a bidder to perform
the contract. Sub Contractor’s experience and resources shall not be taken into
account in determining the bidder’s compliance with the qualifying criteria.
(1) Tenderer must have to upload all supporting documents related to Eligibility
Criteria, All data sheets and all other supporting documents in n-procure web site
www.nprocure.com. Only uploaded tender documents for eligibility criteria in n-
procure website will be considered for technical evaluation.
(2) Average Annual updated financial turnover in last three financial years ending on
31-3-2025 shall not be less than the amount equal to 30% of the estimated cost.
(Note: The audited balance sheets for the last three year/Turn over
certificate/Provisional certificate from CA.)
(3) The tenderer must possess current validity Class“B” Registration certificate in
Electrical category with Gujarat state Road and Building OR Any other state
PWD OR CPWD in Electrical category.(Copy of registration certificate must
be uploaded on n-procure web site)
(4) The tenderer must possess current validity Electrical Contractor License from
Gujarat State or Any State Licensing Board of India.(Copy of License must be
uploaded on n-procure web site)
(5) The tenderer shall possess GST registration with Govt of Gujarat/ Any state of
India. (Copy of registration certificate must be uploaded on n-Procure web
(6) Tenderer must have experience of work order given and successfully completed
similar works during last 7(seven) years ending last day of month previous to the
one in which applications are invited having updated value should be either of
(i) One similar completed work costing not less than the amount Rs. 93,95,319/-
equal to 80% of the estimated cost for 1 year OR
(ii) Two Similar completed work costing not less than the amount Rs. 58,72,074/-
equal to 50% of the estimated cost for 1 year OR
(iii) Three similar completed works costing not less than the amount Rs.46,97,659/-
equal to 40% of the estimated cost for 1 year
Similar nature of work means successful operation and maintenance work
satisfactory completed for one year on ending last day of month previous to the
one in which tender are invited either of the one in which at least One Effluent/
Sewage Pumping Station/ Strom/ Water Pumping Station, each having pump set
of min. 125 H.P. capacity and H.T. electric. (Copy of Work Order, Work
Completion certificate must be uploaded in proof of work on n-Procure web
(7) Offer of a joint venture in any firm will not be accepted or considered.
(8) The tenderer must possess solvency certificate of value not less than 20% of the
tender estimated value from Nationalized/Scheduled Bank. Solvency Certificate
should not prior to one year old from last date of tender submission. (Copy of
Solvency Certificate must be uploaded on n-procure web site).
(9) Litigation History
The tenderer should provide accurate information on litigation and/or arbitration
resulting from contract completed or under execution over last five year. A
consistent history of arbitration award/judgements against the tenderer (or any
partner of a joint venture) may result in disqualification for proposed work. If the
details of litigation history is hidden by the tenderer and later on it comes to
knowledge of the employer the bidder shall be disqualified for the proposed work
and other appropriate actions shall be taken against the bidder. (Self Declaration

(II) Instructions to Tenderer:
1. The corporation reserves the right to reject all the tenders or the lowest or any other
tender, or part of it. The Tenderers will have no cause of action or claim against the
corporation or its officers, employees, successors or assignee for rejection of his tender.
2. No contract will be awarded except to responsible tenderer capable of performing the
class of work contemplated. Before the award of the contract, the tenderer may be
required to satisfy that he has the necessary facilities, experience, ability and financial
resources to perform the work in satisfactory manner within the time stipulated.
Tenderers will have to furnish the statement of their experience and their financial status.
3 Tenderer will be deemed to have inspected the site and to have satisfied himself as to the
nature of all works, all existing roads, water-ways and other means of communication
and access to and from the site of work and the buildings that may be required for
temporary purpose in connection with the construction, completion and maintenance of
the works and must make his own enquiries as to works, yard sites and the arrangements
of such additional sites and areas as may be required by him for temporary purposes for
construction, completing and maintaining the works.
4. The tender validity for the work will remain valid for a period of 120 calendar days from
the date of opening of price bid of the tenders for this work and that the tenderer will not
be allowed to withdraw or modify the offer on his own during this period.
5. If any tenderer withdraws or makes any modifications or additions in the terms and
conditions on his own, then municipal corporation will, without prejudice to any right or
remedy, be at liberty to reject the tender and forfeit the earnest money in full.
6. Tenders will be submitted in English and all information in the tender will be in English.
7. Persons tendering are informed that no erasures, additions or alterations by them in the
tender documents sent herewith will be allowed and any such erasures, additions or
alterations will be disregarded.
8. If there is any error in writing, no overwriting should be done. The wrong word or figure
should be struck out and the correct one should be written above or near it in
unambiguous way. Each correction should be initialed.
9. The successful Tenderers’ earnest money deposit (tender guarantee) will be returned after
submitting security deposit of 5% of the contract value as in the form of bank guarantee
or demand draft as describe earlier.
10. No Interest will be paid on earnest money and Security deposit.
11. Various Sections of the tender document will be referred to as tender document.
12. Tenderer will fill in the information / data legibly (preferably typewritten) and
completely in original and duplicate copies with other details required in the tender.
13. No tender will be accepted unless it is properly sealed.
14. Each packet must show on the outside the name of the Tenderer and his Address. In
addition, the lower left hand corner of the packet or other container should indicate the
enquiry number, contents of the packet, the tender opening date. Tenders who are opened
before the due date with no identification having been given on the outside of the packet
or container are liable to be disqualified.
15. The operation and maintenance and repairing contract is for Three Years from the date of

death or any injury. During the work any damage to the property that will be recovered
from contractor’s account.
21. In comparing tenders the Corporation will consider such type of work carried out by the
tenderer satisfactorily.
22. Submission of satisfactory work completion certificate is must in tender documents
without satisfactory work completion certificate tender will be rejected outright.
23. Not more than one tender shall be submitted by a contractor or by a firm of contractors.
No two or more concerns in which an individual is interested as a proprietor and /or a
partner shall tender for the execution of the same work. If they do so all such tender shall
be liable to be rejected.
The tenderer should note that the prices quoted are for O. & M are exclusive of G.S.T.
GST Shall be paid Extra (if applicable) at existing rate at the time of invoice.
Rate are inclusive of repairing work with cleaning in the said pumping Stations and work
for complete services and all costs due to labour, scaffolding, equipment, supervision,
service work, power, and royalties etc. and to include all extras to cover the cost of night
work require and no claim for additional payment beyond the prices quoted will be
entertained and the Tenderer will not be entitled subsequently to make any claim on any
ground firm price. These prices should remain unchanged throughout the contract period
of Three Years.
24. TERMS OF PAYMENT
Payments shall be done by AMC only after Submission of monthly bills by Contractor
along with the documents (attachments) as below:-
a) Every month on submission of bill for the operation and comprehensive repairing
work with related fault reports and maintenance record.
b) 2% of the every monthly bill amount shall be retained from each bill during the
entire contract period and the total retention money will be released on successful
completion of contract period after handing over all the Sewage Pumping Station
in working condition.
c) Municipal Corporation is not issuing form “C” and “D”
d) The nos. of O & M work and O & M services mentioned in the tender documents
are expected use.
e) The contractor should submit the bills with relevant documents strictly at the end
of every month failing which AMC will not be responsible for the delay of

At present 0% GST is considered, Prices shall be exclusive of all taxes including current

deducted from the contractor’s bill, and rectify the faults as early
as possible otherwise the mentioned penalty will be imposed as

rights for changes / relaxation in eligibility criteria at any time in interest of public.
Municipal Commissioner (on the recommendation of department) also reserves the right
to terminate the contract at any time during the contract period if there are repeated
complaints regarding backing and for improper and irregular functioning of the sewage
pumping station.
30. General Data
a) Tenderer will submit all the information, which is sought for in the tender

INSTRUCTIONS TO TENDERERS --- PART – II
1. EXAMINATION BY TENDERERS:
1.1 Prior to submitting the tender, each tenderer must do following steps.
(a) Examine all instructions, eligibility criteria and specifications in the
tendering document and also inspect the site of sewage pumping station.
(b) Visit the sewage pumping station sites & determine local conditions
which may affect the work including prevailing wages & other pertinent
(c ) Familiarize himself with all central, state & local laws, ordinance, rules,
regulations & codes affecting the services including the cost of permits &
licenses required for the work at site.
(d) Co-relate his observations, investigations & determinations with the
requirement of the tender documents.
(e) No additional claim, discrepancy etc. will be entertained after opening of
2. TENDER PRICES:
The Tenderer should fill in the prices in the schedules indicated in ONLINE price
schedule of the Tender Document, after the site visit and detailed examination of sewage
pumping Stations. The prices quoted should be net and shall include all applicable taxes.
On acceptance, the prices should remain valid / firm throughout the period of contract.
3. DOCUMENTS COMPRISING THE TENDER:
3.1 The original and duplicate tenders prepared by the Tenderer will be in two cover
comprise of the following components:
Cover-A: Volume – 1 . Technical Bid.
(i) Tender fee & EMD in sealed cover.
4 EARNEST MONEY DEPOSIT:
The Tenderer will furnish, as part of its Tender, Earnest money Deposit for the amount as
indicated in the invitation for tender.
4.1 The EMD will be denominated in Indian rupees and will be in one of the
following forms:
(A) Pay order / Demand Draft in favor of “Municipal Commissioner,
Ahmedabad” payable at Ahmedabad or Bank Guarantee valid for

person or persons duly authorized to sign the Tender. The power of attorney in
favour of the person authorized to sign the Tender will accompany the Tender.
All pages of the Tender will be in dated by the person signing the Tender.
7. SUBMISSION OF TENDER:
7.1 The Tenderer will seal the original and duplicate of the Tender in one sealed

8. OPENING OF TENDERS:
8.1 The tender’s Technical bid will be opened in the office of Assistant Manager,
P.W.A., Ahmedabad Municipal Corporation by Assistant Manager on due date
in the following manner.
8.2 At the time of bid opening, tender fee and EMD cover will be opened. Then after
only technical bid of all the tenderers having EMD and tender fee will be opened.
After scrutiny of technical bids, the price bid of only those tenderers will be
opened who satisfy the eligibility criteria at a later date.
The Tenderer’s representatives who are present will sign a register or paper
evidencing their attendance.
9. Disqualification:
Even though the applicants meet the required criteria, they are subject to be disqualified

been convicted by any court of law for any of the offences under any Indian laws.
9.3 If, any criminal proceeding is pending in any court of law in India against any of
the directors, partners or a proprietor and if any such proceeding culminates into

The bidder should provide accurate information on any litigation history or
arbitration resulting from contracts completed or under execution by him over the
last ten years. This should also include such cases, which are in process/progress.
A consistent history of awards against the bidder of any partner of a joint venture
may result in failure of the bid. In case the bidder has not provided such
information and come to the notice of the authority, the tender will be rejected at
whatsoever stage and in such case all the losses that will arise out of this issue
will be recovered from the tenderer / contractor and he will not have any defense
10. Municipal commissioner reserves the right (i) to change, alter or to waive any
technical or commercial terms, conditions and qualification (ii) to reject all the
tenders or the lowest or any other tender in part or full without assigning any
reason whatsoever (iii) for making changes/ relaxation in eligibility criteria at any
time (iv) to split the tender work and award to more than one tenderer in the
interest of public. The tenderers shall have no cause of action or claim against the
corporation or its officers, employees, successors or assignee for rejection of his
11. SIGNING OF CONTRACT:
11.1 On receipt of the notification of Award / order, the successful tenderer has to
execute the necessary agreement with the corporation as per the prevailing rules
& regulation of corporation, by depositing a bank guarantee only of the value of
% of the total tender amount and signing a contract paper with the corporation.
This procedure should be completed within 15 days from the date of receipt of
work order for this work. No other mode of deposition of security deposit other
than Bank Guarantee and D.D.
11.2 Contract will be constituted according to and subject to laws of India and State of
Gujarat and under the jurisdiction of court of Gujarat at Ahmedabad only.
12. SECURITY DEPOSIT:
12.1 On receipt of notification of award from the corporation, the successful tenderer
will have to furnish 5 % security deposit in accordance with the conditions of
contract, in the form of Demand Draft or Bank Guarantee of Nationalized Bank.
This Bank Guarantee should have a validity of 36+6 =42 Months from the date of
receipt of work order. No other mode of Security Deposition will be accepted.
12.2 Failure of the successful Tenderer to comply with requirement of above clause will
constitute sufficient grounds for the annulment of the award and forfeiture of the
EMD, in which event the Corporation may make the award to the next lowest
evaluated Tenderer or call for new Tenders.
13. Tenderers are requested to visit the pumping Stations and study the conditions and
functioning of the Sewage Pumping Stations & according to that he has to quote the

GENERAL CONDITIONS OF CONTRACT
In this Contract the following words and expressions will have the meanings hereby
assigned to them, except where the context otherwise requires.
a. The ‘Corporation / Employer’ will mean Ahmedabad Municipal Corporation.
b. ‘Engineer’ will mean any Engineer or other official of Ahmedabad Municipal
Corporation who may be authorized by the Corporation to carry out the functions
of any Engineer.
c. ‘Engineer’s representative’, will mean any Engineer, Consulting Engineer or
Assistant appointed from time to time by the Engineer to perform the duties of the
d. ‘Contractor’ will mean the firm, company or organization undertaking work of
Operation and Maintenance of Sewage Pumping Stations of and will include all
their legal representatives.
e. ‘Contract’ will mean the agreement between the Employer and the Contractor
along with the Specification and all documents incorporated therein by reference
and all documents incorporated by these Conditions of Contract.
f. ‘Contractors Obligations’ will mean the obligation to perform in its entirety and
will, without limitation, include the Operation and Maintenance and repairing of
Sewage Pumping Stations.
g. ‘Plant’ will mean all the electrical – mechanical equipments, switchgears,
machineries, associated pipe lines, related switchgear system, cables etc. in the
compound of sewage pumping Stations and also Sewage sub. Pump & Sewage
sub. Pump screen, leakage / dewatering pumps.
h. ‘Services’ will mean Operation and Maintenance and repairing of sewage
pumping Stations and any other incidental services such as cleaning, house
keeping, vigilance, security as per contract.
i. ‘Facility’ will mean the entire plant including the buildings, structures, ramps,
pits, pipes, instrumentation, fencing, lighting, testing equipments.
j. ‘Government Authority’ will mean any Indian entity, authority or body
exercising executive, legislative, judicial, regulatory or administrative functions
including, without limitation, any government authority, agency, department,
board, commission or instrumentality of Indian or any political subdivision
thereof, court, tribunal, arbitrator or self-regulatory organization.
k. ‘Law’ will mean and include all the provision of all Indian statues, regulations,
ordinances, codes, official or other standards, administrative or other rules,
judgments awards and degrees of, or agreements with, any Government, semi-
Government or quasi-Government Authority as currently in effect or as may be in
effect from time to time and / or as may be amended or supplemented from time
l. ‘Operation and Maintenance’ will mean that 14 SPS maintenance and operation
as per Specification and good engineering practices are functional to pump
stipulated quantity of water.
m. ‘Operation and Maintenance obligations’ will mean the obligation of the
Contractor pursuant to the Agreement to operate the facility on and from the Date
of work order until the date of completion of this Agreement.
n. ‘Operation and Maintenance Period’ will mean the period starting on the Date
of work order and continuing till the term of the Agreement.
2.1 The contractor will have to operate each and every electrical mechanical pumping
machinery including valves of 12 Nos SPS of East Zone with associated services,
on a continuous 24 hours basis and to as per instruction by AMC official or
Engineer in charge regularly.
2.2 The Contractor will operate and utilize all the control and monitoring systems,
provided and if found to be necessary and if approved by the engineer, will make
adjustments within the operating range of the control system and equipment so
that the plant operation matches the requirement.
2 ELECTRIC POWER:
AMC will directly pay all the power bills but the Contractor will be required to keep
electricity consumption records and furnish same to AMC.
3 MAINTENANCE TOOLS & EQUIPMENTS:
All miscellaneous items, vehicles, tools, testing equipments, cleaning or green keeping
consumables like, Zadus, Acid for cleaning, cotton waste, security & safety of all
equipments, all electrical fixture, all office contingencies, required rubber sheet, oil
paper, gland packing, Oil & grease for oiling & greasing the machineries, housekeeping
will be in the scope of contractor at his cost.
5.1 The contractor will provide necessary personnel and labour to operate and repair
the pumping Stations safely and efficiently on a continuous 24 hours basis for the
Contract Period.
5.2 The qualifications and capability of the Contractor’s personnel will be appropriate
for the task they are assigned to perform. The staff / worker provided will be well
experience qualified & trained in the operation and maintenance of the Sewage
pumping Stations before being given responsibility for operating any part of the
S.P.S. If in the opinion of the engineer, any member of the Contractors staff /
worker is considered to be insufficiently skilled or otherwise inappropriate for the
task he is required to perform, he will be replaced by the Contractor with a person
with the appropriate skills and experience for the task, to the approval of the
Engineer. The contractor will be required to submit to the Annexure of his
Employees (Manpower) with their full name, address, qualifications, experience
with date and time of his duty along with his bill.
5.3 The contractor will have to issue the photo identity cards to each of his employee
deployed at the pumping Stations. Copies of this I-Cards will have to be
submitted in the department. Normal time duty hours for the contractor’s
operation personnel may be modified as necessary and agreed by the Engineer. A
rotating shift schedule will be established by the contractor and agreed by the
Engineer which will ensure that the adequate numbers of the Contractor’s staff,
which will be fluent in Hindi as well as Gujarati, are on duty at S.P.S. for 24 hour
per day, 7 days per week, including all holidays and any calamities. E.g. floods,
heavy rain, earthquake, fire, riots, hullads, disturbance in city, bandh etc.
6.1 The Contractor will be responsible for security and safety of the staff, each &
every equipments of SPS of AMC on Site during operation and maintenance
contract period.
6.2 The Contractor’s duties with respect to security and safety will include the
(a) Utile security and safety awareness procedures in every element of
operation and maintenance.
(b) Give emphasis to site including:
(i) Safe working and safety procedures as per rules and regulations of
Governments and electrical inspector regarding use of protective
clothing, gloves, safety shoes and helmet etc.
(ii) Cleanliness of the SPS, electrical and mechanical equipments, all
buildings, rooms, pump-house etc.
(iii)Awareness of hazardous conditions and accident reporting and necessary
(iv) Safe practice in sewage pumping stations.
(c) As per the orders of Honorable High Court of Gujarat the tenderer who
receives the order for O & M Contract of SPS of AMC should not allow any
person of his staff or any outside stranger or any AMC employee to enter in
to an area where poisonous gases are likely to evolve.
AMC will not be responsible for any accidents (In case of the death of a
person or an injury) occurred in the premises of SPS of AMC due to the
above reason and the compensation for the family of the person affected.
It will be in the scope and responsibility of the contractor to deal with the
legal proceeding such as court matter, police case compensation etc which
arises due to the above reason.
(d) FIR to Police department, if Required, shall logged by contractor (For
example.in case of theft of some material or Dead body coming from raw
sewage) and legal action shall be initiated in relevant cases by contractor.
(e) Any legal action required under any law specifically under IPC shall be
initiated by contractor. It is duty of the contractor to adhere to and follow the
provisions under various laws of state and central government of Republic of
7. MAINTENANCE & REPAIRING :-
7.1 Maintenance of workshop equipments:-
Tools & Tackles for pumping station required by the contractor are : Spanners
sets suitable for pump and other equipments, hammer, screw driver sets, pipe
wrenches, Grease, Grease gun, meggar, multimeters, safety hand glows, blowers,
spanners etc. a hand lamp with 25 mt. wire / cable, battery of 4 cells, emergency
In addition to above all other necessary tools as and when required must be kept
ready with the contractor for satisfactory operation and Maintenance of SPS.
7.2 Maintenance of Buildings & Site :
The Contractor will be responsible for:
(a) General Building Up-keeping and housekeeping, includes pump house,
office room & other civil structure.
(b) The maintenance of electrical, plumbing and sewage installation.
(c) Site maintenance including the up keeping of landscaped areas.
The building services and housekeeping maintenance will be undertaken
on all building and services installation.
The Contractor will ensure that all unwanted or redundant items are
removed from the building and sites. Depending on their condition such
items will either be placed into storage or disposed off from plants as per
AMC engineer in charge’s instructions.
8.1 The Contractor will indemnify the Employer against all losses and claims in
(a) Death of or injury to any person, or
(b) Death of or injury to any unknown person in the premises of SPS
(c) Loss of or damage to any property (other than the works)which may arise
out of in consequent of the Operations of the Facility and the rectifying of
any defects therein, and against all claims proceedings, damages costs,
and expenses whatsoever in respect thereof or in relation thereto.
8.2 The Employer will not liable for or in respect any damages or compensation
payable to any workman or other person in the employment of the Contractor or
any Sub-contractor, resulting from any act or default of the contractor, his agents

employees / personnel of given work order.
9. SPARE PARTS AND STORES:
9.1 ‘The stores inventory, the issuing and recording of spare parts will be
responsibility of the Contractor.
10. SEWAGE PUMPING STATION VISITS:
10.1 The Employer reserves the right to arrange the visits of VIP’s dignitaries, public
representatives and other persons of Social or Political repute, any organization
students, and L.S.G.D. candidates as and when necessary, to the SPS the
contractor will offer full co-operation to the Corporation on the occasions of such
11. COMPLETION OF THE CONTRACT:
At the time of completion of contract or if the contract is terminated, all the installations,
works and equipment placed under the contractor’s responsibility will be handed over to
the Employer, at no cost, in good working order. The Employer may perform any
inspections, tests or expert appraisals he will consider necessary with a view to checking
that the property is in good working order and will certify to that effect to the contractor
while taking over.
12. No accommodation / guest house / transportation facility will be provided by the
Corporation to contractor or any of his employee, worker, and supervisor. At working
premises or anywhere.
13. For smooth & efficient Operation and Maintenance of the Sewage Pumping Station of
AMC and in case of emergency just like fire, fault, accidents, or other rescues operation,
the contractor must keep pumping station in working condition for 24 hours of a day and
for the whole contract period.

SPECIAL CONDITIONS OF CONTRACT
The following special conditions of contract will supplement the general conditions of
contract. Whenever there is a conflict, the provision herein will prevail over those in the
general conditions of contract.
2. SECURITY DEPOSIT & CONTRACT PAPER:
2.1 Within 15 days after the receipt of notification of award of the Contract, the
Contractor will have to furnish Security Deposit of 5 % of the Contract Value in the
form of bank guarantee of any nationalized bank for the period of 36+6 = 42 months
or D.D. in favor of “Municipal Commissioner, Ahmedabad” payable at Ahmedabad.
2.2 The security deposit will be deposited in Indian Rupees and will be in the following
(a) A bank guarantee valid for 36+6=42 months issued by a bank acceptable to the
Corporation or,
(b) Demand Draft.
2.3 After the award of contract, contractor has to execute contract paper with A.M.C.
3. TERMS OF PAYMENT TO THE CONTRACTOR:
3.1 The Contractors request(s) for payment will be made to the corporation in writing,
accompanies by invoice(s) in triplicate along with annexure of presence sheet of
personnel’s of particulars month duly certified by our Engineer on site, claims etc. as
3.2 Payment will be made by the Corporation as per corporation procedure subsequent to
the submission of such invoice(s) / claim (s) by the Contractor per month.
3.3 Every month on submission of bill for the operation and repairing work with related
fault reports and maintenance record after due verification by site Engineer of
A.M.C. The contractor should submit the bills strictly at the end of every month
failing which AMC will not be responsible for the delay of payment.
4. TERMINATION OF SERVICES ON DEFAULT:
4.1 The Corporation, without prejudice to any other remedy for breach of Contract by
written notice sent to the Contractor, may terminate the Contractor’s Services in
whole or in part if the contractor fails to perform his obligation (s) under the contract.
4.2 In the case of the Corporation terminates the contract in part the Contractor will
continue the performance of the contract to the extent of which is not terminated.
4.3 AMC authorities also reserve the right to terminate the contract immediately & give
same to other contractor in case of serious. Conditions, such as Electrical /
Mechanical Machineries of pump house gets drowned by Sewage Water or staff not
operating of SPS. as per required in the tender or repeated complaints of Sewage
Water backing etc. In such condition the expenditure to re-start of SPS will be
recovered from contractor’s bill.
5. TERMINATION FOR INSOLVENCY:
5.1 The Corporation may at any time terminate the Contract by giving one month prior
notice in writing to the Contractor, without any compensation to the Contractor, if the
Contractor becomes bankrupt or otherwise insolvent or fails to perform his
obligations under the contract.
6. COMMENCEMENT, DURATION AND EXTENTION OF COMPREHENSIVE O&M
6.1 The O & M period will commence upon the award of contract and receipt of work
order. O & M period is for Three Years. If the client wish to propose an extension to
the O & M period, he will give 60 days prior notice of its intension to exercise such

period for more 06 months after the completion of the due date of the tenure at the
same cost and tender terms and conditions.

SPECIFICATIONS AND SCOPE OF SERVICES
1.1 The main scope of contractor includes smooth, efficient and satisfactory operation and
repairing with necessary routine spares of pumping Stations including electrical and
mechanical & associated machineries & services, on a continuous 24 hours basis and to
pump the sewage water continuous as per instruction by AMC official or Engineer in
charge for the period of Three years from the date of the contract.
1.2 Operation of sewage submersible pumps, LT Panels, Switches, Starter, PLC Panel, All
types of Sluice valves & Gates, Actuators, LT Equipments, Screen with hoist and
Cleaning of Screen and all other equipments which are mentioned in annexure-I for SPS
1.3 During monsoon / humid condition / summer, contractor has to install, run and monitor
the heater / fan near motor in pump house and in substation, PMCC room if required or
as per the instruction of the engineer.
1.4 Regular cleaning of pump house, bar screens etc, & keeping it dust free, removal of dry
leaves and rain water regularly day to day basis or as per instruction of the engineer.
1.5 Security and restricting the entry of animal and unauthorized person.
The major scope of daily works is as follows
2.1 To start and operate the pump motor sets as per requirement to pump sewage water
continuous as per instruction of engineers in charge or AMC officials.
2.2 To record level, ampere & voltages of each pumps hourly in the record-book.
2.3 The scope of contractor includes the inspection of transformer, transformer oil, breather,
temperature, and oil filtration if required flow meter, ultrasonic level indicator. all pumps
body temperature, bearing & bearing housing, oil seals, coupling bolts & bushes, guid
channels etc. & tightening of nut-bolts and making it in good condition.
2.4 Regular cleaning of pumping station, sub-station electrical mechanical machinery, office
building etc, are in the scope of staff deployed for operation by the contractor.
2.5 Cleaning of LT / cable trenches, plant building and sewage line, toilet blocks must be
cleaned weekly or as per instruction of Engineer in charge. For this part of the work as
well as for other works as and when needed contractor has to deploy additional suitable
category of staff with necessary cleaning equipments and consumables at no extra cost.
2.6 All the consumable routine items necessary for repairing work shall be born by the
contractor and preventive maintenance of each pumping machineries and its accessories
is included in the scope of contractor. Also the accessories required for cleaning & green
– keeping of SPS will be in the scope of the contractor.
2.7 All required pump motor sets during peak hours must be operated one by one at the
interval of two/three minute. All the delivery valves of pump-motor sets must be closed
whenever there is no Non return Valve or leakages in Non return Valve.
2.8 To keep one Register / Note book with page Nos. & follow the instruction written in
above by engineer in charge or AMC official, & has to send compliance of the given -
written instructions.
2.9 To follow up with the concerned authority in case of failure of the Electric power supply
Torrent Power Ltd. & also to inform engineer in charge and head office as per
2.10 Communication facilities have to be provided by the contractor during contract period.
2.11 To monitor sewage water income at wet well operates pumps according to income of
sewage water & as per instructions of engineer in charge.
2.12 To pump sewage water as per instruction even in abnormal condition such as RIOTS,
HULLADS, FLOODS, HEAVY RAINS, EARTHQUAKE, FIRE, NATURAL
2.13 To keep the persons round the clock as this is prohibited area- It is contractor’s
responsibility to see that unauthorized persons / animals etc. should not enter the
premises or compound.
2.14 To take necessary measures for security and vigilance of all the machinery, machinery
parts, components, equipments, building and all structure of the plant. If anything found
missing then the contractor will have to arrange & put the same identical machinery or
component and put it in working condition. If it is not done by the contractor in stipulated
time, then the corporation has full liberty to replace the said machinery or component etc.
and recover the actual cost incurred for material, labours and any other charges to put it
in working condition.
2.15 To see that contractor staff does not misuse electric power, water or any other machinery
component, equipment, premises, compound etc. from the plant place. Also it is in the
scope of contractor not to allow any use of premises, electric power, water or any other
facility in the plant compound without written instruction of concerned engineer or AMC
2.16 If corporation increases / incorporates / augments any pumping machineries, electrical /
mechanical machinery, valves, valves actuators, or any other communication equipments
or facilities etc., the contractor has to assist the whole work and contractor will have to
operate and maintain the same without any extra cost / charge to the Corporation.
2.17 To keep record in separate register for preventive/breakdown maintenance work done by
the contractors and also to inform about this to engineer in charge or AMC officials. The
scope also includes to inform about the faults occurred immediately to engineer in charge
within 5 to 10 min. and to follow up with the engineer in charge to clear the fault and put
it in working / operation condition.
2.18 To do regular watering on earth pits of transformer or panels, checking of oil level and oil
leakages in the transformer and intimating to the engineer in charge.
2.19 All type of labour works in pumping station, are in the scope of contractor. Such type of
labour is for replacement of parts, complete replacement of pump, motor, HT/LT cable,
and any other fixtures.
2.20 The rectification of the electrical-mechanical faults is included in the scope of the
2.21 These electrical / mechanical faults should be attended by Electrician on top priority and
has to rectify at the earliest. The material received from AMC and consequent repairing
shall be carried out only in the presence of AMC Engineers only.
2.22 The above repairing shall have guarantee and failing which the contractor will have to
carry out the repairing work again at no extra cost. The cost of material for the repeated
faults which falls in the guarantee period shall have to be borne by the contractor.
2.23 In case of major break-down such as heavy leakage from pumps, suction delivery lines,
major fault in transformers, H.T. Breakers, Cable faults etc, the contractor should
immediately inform the concerned engineer within five minutes, reach to the site
immediately and should take necessary, primary steps to overcome or minimize the fault.
MAN POWER / STAFF FOR THE CONTRACT:
The contractor will provide qualified and experienced personnel necessary as mentioned in
tender to operate and maintain PUMPING STATION smoothly / safely and efficiently on a
continuous 24 hours basis or as per instruction of engineer for full terms of the operation and
maintenance contract period. The contractor will have to provide individual person in each shift.
The same person will not be repeated at any time in a day.
Contractor shall also fix a particular Dress Code, Safety Shoes & Safety Mask for his staff

In addition to above staff, the contractor will have to keep mechanical-electrical
maintenance gangs ready for mechanical-electrical maintenance including preventive
maintenance on 24 hr. basis or as and when required, failing which the penalty will be
applicable as per tender clause of "Scope and responsibilities of the contract.
Note:- 1.ITI - Wireman / Electrician for Operating Staff OR Experienced Person- Minimum One Year Experience
required for Operating Staff.
2.Operating Shift -1 person per Shift (8 Hrs. Shift)
Electrical faults should be attended by Electrician and has to rectify at the earliest.
The contractor shall have to provide statement of daily presence of each and every different
person deployed. The statement of employee presence of each shift should be attached with the
bill for every month. Payment will not be processed if the statement is not attached with bill or
incorrect or wrong information are given in statement.
The staff of the contractor will always remain in contact with engineer in charge and follow his
instructions. The contractor shall have to issue identity cards with photograph to all staff
employed for operation. All the staff deployed by the contractor must be of Indian nationality
and must have knowledge of Hindi & Gujarati. He must understand & conversant with in
Gujarati language compulsorily. He must talk politely to all Municipal officers – Corporators
and other public.
The contractor shall employ all the required staff immediately after the award of contract;
otherwise payment will not be made. In such case, the commencement of contract period and
payment there of shall be reckoned only from the date of employment of full numbers of staff.
The contractors have to fulfill all safety rules and regulations. The corporation will not be
responsible for any accident / injury to the staff of the contractor. Further the Corporation will
not provide any insurance or medical facility to the staff of contractor.
All central / state government / semi-government / local body’s rule and regulation pertaining to
this contract, all legal formalities pertaining to provident fund, factory act, and all legal
formalities shall be followed and observed by the contractor without any extra charges to the
corporation. Please not that failure in complying so, all liabilities arising as per laws will be to
the contractor’s account.
As per electricity rule, factory act, or any other act, if inspection, permission is required to run,
operate the pumping Stations or any other electrical / mechanical apparatus, the same shall have
to be obtained by contractor without extra cost.
No accommodation / guest house / transportation facility will be provided by the Corporation to
the contractor.
NOTICE BOARD / DISPLAY BOARD:
The contractor will provide a Notice Board / Display Board at appropriate location detailing
precautions to be taken by operation personnel in work conformity with Industries and Labour
regulation and Department of Explosives.

GENERAL ROUTINE MAINTENANCE
General routine preventive maintenance schedule for various equipments shall be adopted for
Operation and Maintenance to be carried out by the Contractor’s personnel as follows:
a) If it is observed that power consumption per MGD / MLD of sewage water pumped is
increased, the contractor has to trace out the fault and rectify the same to bring to the
standard value and report monthly basis to engineer.
b) De-weeding and cleaning of the yard and other places.
c) Regular watering on the earth-pits.
d) Air blowing of L.T panel, PLC panels, APFC panels etc.
e) Check for any loose connection in all electrical equipment and rectification of same.
f) Replacement of sluice valves etc. whenever required.
g) Greasing of bearing and lubricating all moving parts as per the schedule.
h) Tightening of all loose nut-bolts and other fasteners.
i) Lubricating and test operation of the valves/Gates.
j) General cleaning of all equipments and building.
k) Checking and replacement of bulbs, tubes, chokes, starters, switches, control etc.
throughout the plant and including street and overhead lights.
l) Watering of plants and tree in the compound of sewage pumping Stations.
m) Daily cleaning of screen regular basis as required.
PREVENTIVE MAINTENANCE CHECKS:
The Contractor will adopt preventive maintenance check’s schedule as agreed mutually between
the Contractor and the Employer. The preventive maintenance checks and their tasks frequencies
will not be limited to the following:
Checks to be performed daily:
a) Nut – Bolt Tighteners.
b) Working of gauges and measuring devices, if any.
c) Checking of screen bar, hoist & panel.
d) General inspection of transformer, checking the temperature of transformer
winding, oil, level of oil, moisture of Breather.
e) Checking of instruments Equipments, PLC panels.
Checks to be performed weekly :
a) Pump set gland & gasket packing.
b) Pipeline leakages.
c) Tightness of all electrical connections.
d) Tightness all cable connections.
e) Checking of Temperature rise due to loose connections.
f) Watering of earthing pits.
g) Checking of Operation of all sluice and butterfly valves or any other valves.
h) Checking of Current and voltages in all electrical equipments.
f) Checking of Coupling, rubber bush, pin etc.
Checks to be performed monthly:
a) Wear and tear of moving parts.
b) Adoption of Electrical energy conservation method and energy consumption.
d) Checking of H.T & L.T. panel including Bus bar terminals, Main isolator switch,
mechanism contacts, main & auxiliary contacts.
f) Checking of ultrasonic flow meter, ultrasonic level indicator, Float type level
indicator, E.O.T. Crane, Screen hoist & its panel, capacitor panel and sluice gates.
Checks to performed bi-annually:
a) Cleaning, checking / tightening of H.T & L.T. Circuit / Panel.
b) Tightening of PMCC.
c) Auxiliary DB, Capacitor bank, if any.
d) Battery and Battery charger, if any.
e) H.T & L.T. circuit.
f) Check & Maintain scouring arrangement
Checks to be performed annually:
a) Improvement required if any in operation of pumping Stations.
b) Electrical Inspector and certification work.
Note :- Any material will not be provide by AMC.
REPAIRING WORK TO BE DONE BY CONTRACTOR :
Electrical Works:
For H.T. & L.T. Installations:
i. Replacement of cable lugs including terminations
ii. Replacement of burnt out HRC fuses.
iii. Replacement of moving and fixed contacts or contractors.
iv. Repairs to Isolators and Switch fuse units and replacement of it and fuse base units.
v. Repairing of H.T. & L.T. Panel.
vi. Repairing of capacitor panel.
vii. Repairing of all actuator valve, ultrasonic type level indicator, electromagnetic type
flow meter float board type level indicator etc.
viii. Replacement of L.T. Panel, Switch Gears and its Parts except mentioned as above.
ix. Repairing / Replacement of external and internal lighting system.
x. Repairing of capacitor banks.
xi. Rewinding of Transformer.
xii. Rewinding of motor of pumps with Oil seal, mechanical seal, bearings, replacement
of oils, All type of Electric Motors, Actuators Motors etc.
xiii. Repairing of any others spares.
TRANSFORMER AND H.T. BREAKERS:
The rectification and repairing of any kind of fault in transformers, H.T. Breakers and
Cables is included in the scope of the contractor. Therefore it falls in the scope of the
contractor to arrange for necessary qualified and experienced personals who can rectify
the faults in transformers and breakers.
Minor and Major faults in transformers, H.T. Breakers and Cables should be overcomed
by the contractor.
Transformer oil topping / leakage / winding and all other repairing are in the scope of the
Mechanical Works:
a) Replacement of gland packings, coupling bolt and nuts including rubber bushes.
b) Replacement of worn out impeller nut.
c) Replacement of spindle nut in the sluice valve.
d) Replacement of terminal plate in the motor.
e) Replacement of faulty/dead spares in the battery charger and battery control panel.
f) Replacement of gland-packing, graphite packing from the pump sets.
g) Repairing of any mechanical equipment like gates, all type of valves etc. existing in the
pumping station.
h) Repairing of civil works of equipment foundation and required minor civil work.
i) Overhauling and repairing of incoming gates, screens, grit mechanism and crane.
j) overhauling of air compressor Line, Valve with all accessories.
Repairing and Overhauling of Submersible Pump sets:
i. This includes dismantling the Submersible pump sets from stand and guide channel,
repairing and rewinding of sub pump sets with mechanical seal, refilling of oil,
replacing the parts such as bearing, sleeves etc assembling the pump alignment of
pump motor sets and restarting the pump.
ii. The scope also includes the entire machining work required to repair the sub pump.
iii. Machining also includes making of small parts such as stud, nuts, bolts, couple pin,
key, impeller nuts and other work etc.
Note: - The tenderers should note that any work which is not specified in the tender
has to be carried out by the contractor to run the SPS continuously on 24 X
hours/Day basis at no extra cost and the material required for this work is
also to be supplied by the contractor.
