1. Introduction and Scope
The Exam Section of the M.S. University and engaged in examination related activities, at The
Maharaja Sayajirao University of Baroda, Vadodara. The department is looking for their office
work and staff a SUV A/c vehicle with 7/8 seats, diesel fueled, manual / automatic, minimum
ground clearance >=180 mm, latest BS-VI compatible, fully AC built with the Audio Visual (and
fitted with GPS optional) required to purchase from reputed OEM appointed dealers (preferably in
Vadodara) only (no trading agency).
The Specifications of SUV would comply with all applicable Central, State and local laws
(including Acts, Rules & Regulations). These would include, but not be limited to, the provisions
of Disability Act 1995 as amended till date as well as state and local accessibility, safety, emission
and other requirements. The SUV would meet or exceed the Central Motor Vehicles Rules (CMVR)
of India / Safety Norms, Emission, Noise & other norms applicable at the time of supply. In the
event of any conflict between requirements emanating from these specifications and those as per
any statutory/ legal, etc. in force, the superior/ higher requirements/Standards would prevail.
1.1 Definitions and Abbreviations
The word “SUV” or “Car” wherever used; means the vehicle required as per specifications given
in this document.
The word “Bidder(s)” whenever used in this document means Dealer(s) / Vendor(s) only (no
traders are allowed) who is/are dealing with Branded Original cars and SUVs. The company /
Partnership / Proprietary Firm must be registered in India.
A person (Bidder or Bidder’s representative who is authorized) signing the tender form or any
other document forming part of the bid, purchase order or SLA shall be deemed to warranty that he
has authority to bind such others and if on enquiry it appears that the person so signing had no
authority to do so, the GSET / University/ Competent Authority may, without any prejudice to
other civil and criminal remedies against the contract hold the signatory liable for all costs and
damages and forfeit Earnest Money. (Submit document Format given as per Annexure – V)
The word “Committee” wherever used in this document means The Member Secretary (Exam
Section) and nominated committee members for the purchase of the SUV.
“Bid” or “Quote” means the proposals submitted by the Bidder(s) in response to this tender in
accordance with the provisions hereof including the Techno-Commercial Bid and financial Bid
along with all other documents forming part and in support thereof (such as eligibility criteria
documents etc.).

“Bidding Process” means the process of selection of the Successful Bidder through competitive
bidding and includes submission of tender, scrutiny and evaluation of such Bids as set forth in the
“Services” means services ancillary to the supply of the SUV such as delivery, registration, interior
work as desired and insurance etc.
“Signed” includes signed by authorized person stamped with official seal (where ever signed the
document or corrections).
“Tender” means this document refers Tender Number MSU/EXAM/SUV/2026-27/01 only.
“DEPT” wherever used in this document refers to office of the Exam Section only
(i) SUV - Car – Design, manufacture, supply and commissioning of one number of diesel
fueled fully A/C built minimum 7 Meter long and >= 180 mm height of ground clearance,
should have minimum 6 (+driver) seats, spare wheel, with GPS and wifi enabled.
(ii) Compliance with Technical Specifications – The required SUV shall confirm to the
Technical Specifications per published by State Government and amendments therein, if
(iii) The Bidder(s) shall be required to comply all the latest provisions of the Central Motor
Vehicle Rules 1989 (CMVR), Motor Vehicle Act 1988 (MVA), Gujarat Motor Vehicle
Rules and any other applicable rules, along with any and all amendments therein and other
statutory and legal requirements as applicable on the date of delivery / registration of SUV
with Vadodara Transport Authority / Gujarat State.
(iv) Bidder(s) shall provide the SUV equipped with all the requirements as per Annexure – IX.
It is clarified that tender of Bidder(s) shall offer only one model and its rate per bid.
Conditional offer / rates on any account shall not be accepted.
2. Instructions to Bidder(s)
2.1 Brief Description of the tendering Process
a. The Committee shall adopt two bid systems with evaluation as per requirement for SUV
mentioned in this tender for award of the Purchase Order / Work order. The Bidder(s)
shall submit their offers in accordance with this tender. The Bidder(s) need to offer their
best bid which conform the requirements and Technical Specifications.
b. The Bid will comprise of two envelopes should be submitted by each Bidder(s) as

Envelope 1: “Eligibility and Techno-commercial Bid” for SUV (Annexure – I thru
V, VIII and IX)
This Cover shall contain documents (with requisite tender fees.) defined and mentioned
(below) in 3.3 for eligibility to participate in this bid. The Cover shall also contain
Technical Bid and specification details of the vehicle for the offered model and the
interior there in (specify brands), accessories etc. (Annexure – IX).
Envelope 2: “Price Bid” (Annexure – XI)
This cover shall contain only Price Bids i.e., SUV price, taxes, insurance, warranty
maintenance, accessories, cost of interior, etc. with a demand draft or Banker’s Cheque
Both the envelopes should be sealed and kept in another large sealed envelope while
submitting the bid either by courier / hand delivery or speed post that should reach to
the office of the Exam Section (University Head Office, MS University of Baroda) on
dated 21.05.2026 Time 12.30 PM.
Important Note:
Bidder also upload the submitted bids to be uploaded on the same date and time
n_procure software.
Bidder(s) are requested to make note that late submission or received bids will not
be considered for any evaluation.
The Technical and Eligibility bid (Envelop-1) will be opened at office of the
Examination Section, only on dated 22.05.2026 Time 4.00 PM. Only one Authorize
member will be allowed to attend the bid opening process.
c. The Price Bid will be opened only for technically qualified Bidder(s) until unless
all queries are satisfied by the committee members.
d. Every page of both sides of the bid submitted by Bidder(s) should be numbered and
signed by authorized person with organization seal.
e. All pages of the Eligibility bid and Technical bid shall be readable and signed.

f. Only one authorized (who can answer, clarifies queries and is authorized to sign)
member of Bidder(s) will be allowed to attend the bid opening processes. (i.e. pre-bid
meeting and technical bid opening)
g. Based on the schedule of requirements specified in the tender document, the bid shall be
prepared and submitted as mentioned in section 2.5 below.
h. No tender will be considered unless and until all documents are not properly submitted
i. All corrections must be duly signed by the Bidder(s) / Authorized Person.
j. The offers should be typed or written in ink.
k. Any tender which is not prepared in the proper form or received late shall not be

2.2 Clarifications
a. The Bidder(s) is required to understand the requirement of type of vehicle before
submitting of the offer.
b. For clarifications with respect to vehicle, if any, the Bidder(s) would be required to
submit their queries to Exam Section, The MS University of Baroda, Vadodara and
Committee through e-mail address ([email protected]) after 3 (three) working days
from the date of publishing this tender on n-procure website.
c. The Committee will revert back to addressee the clarifications sought by the Bidder(s)
with regard to the tender document and the vehicle in two working days.
c. Bidder(s) who wish to participate in this e-tender will have to get themselves registered
on web site www.nprocure.com. The details are given 3.2.1.

2.2.1 Digital Certificate for n_procure
Bidder(s) who wish to participate in this e-tender will have to procure / should have
legally valid digital Certificate, as per Information Technology act 2000/2008, using

2.3 Pre-qualification and Eligibility Criteria
a. Kindly note that the requirement of documents as mentioned in 3.1f to 3.1i are the part
of tender offer.
b. The Bidder(s) must be authorized to participate in this tender directly by their OEM and
the principal manufacturers of other active and passive components which will be used
in the vehicle. The Bidder(s) must submit Manufacturer Authorization Forms (MAF)
as per format given in Annexure-III from every principal specifically for this tender.
c. The Bidder(s) not who are blacklisted or barred from carrying out its business by any
Regulator /Government Authority/ Court of Law, or proved to have not being indulged

in serious fraudulent practices by a Court of Law or an independent Commission of
Inquiry in India at the time of Due Date of Submission in have to submit, a self-attested
Anti blacklisting certificate is required to be provided as per the format prescribed in
Annexure IV: Anti-Blacklisting Certificate.
d. The Bidder(s) should submit Financial Statements (audited / IT Returns) as per
(Annexure – II)
e. The Bidder(s) should be legally competent to supply of SUV as per prevailing laws of
India or abroad and must be either:
• A company incorporated under the Companies Act, 1956 as amended or re-enacted
or restated, and including the Companies Act, 2013 as notified from time to time),
• An LLP incorporated under Limited Liability Partnership Act, 2008/ Companies
• A registered partnership firm or
• A registered proprietary firm in India or
• A Central or State Government – Owned Entity being legally and financially
independent and operate under commercial law or
• A company incorporated under the applicable law of any other country.
d. The Bidder(s) shall have a SUV manufacturing facility in India or abroad in case of a
foreign Bidder, it shall be required to demonstrate contractual relationship with an
authorized representative / agency / dealership who has been in business of after sales
and services of the similar vehicles for the last 5 years in India preceding the tender due
e. Further, as a Pre-qualification requirement, all the Bidder(s) shall be required to confirm
about sales office, service network and availability of spare parts inventory in Vadodara
f. The Bidder(s) shall confirm that they will supply a BS VI Diesel fueled Bus variant from
authorized agencies under CMVR 1989 in India or equivalent provisions abroad.
g. The Bidder(s) shall not have a conflict of interest that affects the Tendering Process, if a
Bidder(s) found have a Conflict of Interest shall be disqualified.
h. The Bidder(s) shall not be under suspension by the purchaser and or any Government

are having their activities administered by courts, have entered into receivership, or are
in any such equivalent situation.
j. Bidder(s) by one or more entities forming a consortium is not permitted. Bidder(s)
representing consortiums / joint ventures are not eligible for submitting their Tender in
response to this. Furthermore, brokers, sub-contractors, dealers and intermediaries are
not permitted to submit any tender on behalf of other entities.
k. Bidder(s) shall engaged in supply of said vehicle (fully a/c, diesel fueled, fully-built) in
minimum time and submit the certificates and purchase orders from at least three
customers (corporate) with name, address, e-mail and their contact numbers to the

l. The successful Bidder(s) is also required to provide maintenance and support for the
vehicle during warranty and (extended warranty if any), ensure that the sufficient spares
and technical staff are available.
2.4 The cost of Tender Document (Tender fees) and EMD
Bidder(s) can download the tender document from web site of www.n-procure.com .
The Tender fee (nonrefundable) Rs. 900=00 (Rs Nine hundred only) should be paid
while submitting the documents by the Bidder(s) either by demand draft or by Banker’s
Cheque drawn in favor of ‘The Registrar, The M. S. University of Baroda’ payable
at Vadodara. Similarly, a DD or banker’s Cheque for the EMD (refundable) of Rs.
10,000/- (Rs. Ten Thousand only) also drawn in favor of ‘The Registrar, The M. S.
University of Baroda’ payable at Vadodara.

3. General Terms and Conditions
3.1 General Terms
3.1.1 Bids must be submitted only by eligible bidders as specified in the eligibility criteria
in Section 3.3 of this tender document.
3.1.2 This tender form is not transferable.
3.1.3 Instructions to bidders as specified in Section 3 must be strictly followed. The
quoted rates should be valid up to the minimum period of 120 days from the date of
the opening of the financial bid.
3.1.4 All prices must be quoted in Indian rupees.
3.1.5 The bidder should submit the value of vehicle in total (on road/door delivery) (i.e.,
price inclusive of all applicable taxes + insurance+ RTO tax)
3.1.6 The registration of vehicle will be done by the Bidder(s) and its delivery.

3.1.7 The bid should invariably be signed by the bidder. General terms and conditions as
well as specific terms and conditions must duly be signed by the bidder in the
original form as issued.
3.1.8 No price escalations will be accepted after bid is submitted by the Bidder(s).
3.1.9 Any change in figures, words of the quotation should be attested by the bidder by
initials near / besides such change.
3.1.10 All the payment will be done as per The M. S. University of Baroda’s Rules. No
advance payment will be made in any case.
3.1.11 The delivery of the vehicle as per work scope mentioned in section 2.2 not more
than 4 weeks from the date of purchase order.
3.1.12 The SUV (Car) is for educational institute hence accordingly the colour of the
SUV should be as per Government Rules; also the bidder is required to paint name
of the GSET (if required and asked) and other details as required before delivery.
3.1.13 It will be Bidder(s)’s responsibility to ensure that work is completed in all respects
within the stipulated period. However, if on account of reasons beyond ones control
as laid down in the DGS & D Force Majeure Conditions the Controller of
Examination will consider extension of completion period with or without statutory
variations on the request of bidder before the expiry of the stipulated period.
However, such extensions will be considered only after execution of the order fully
and upon submission of documentary evidence for the reasons of delay.
3.1.14 Bid submitted without asked documents will liable to rejected straight away.
3.1.15 For any legal matter Vadodara courts are jurisdictions.
3.2.1 3 Year Comprehensive warranty for the entire SUV (Traveller) should be provided
from the date of acceptance by us.
3.2.2 Provide details of Guarantee/warranty to the effect that before going out of
production of spare parts, the manufacturer and/or bidder will give adequate
advance notice to us
3.3 After Sales Service – The Bidder(s) will be required to provide after sales the services for
the vehicle during warranty and guarantee period from the date of acceptance.
3.4 Merger / Acquisition of Principal - In case of merger of principal with another firm or
acquisition of principal by another firm, it shall be obligatory for the new entity so formed
after the merger or acquisition as the case may be, to take over all the duties and
obligations/ liabilities of the principal and the new entity/ acquiring firm would ipso facto
become liable for all acts of commission or omission on the part of original Principal.
3.5 Amendment of tender document
3.5.1 At any time prior to the deadline for submission of bids, Committee may, for any
reason, whether at its own initiative or in response to a clarification requested by
a prospective bidder, modify the bidding documents by amendment.
3.5.2 The amendment will be notified in writing or by fax or email to all prospective
bidders which have received the bidding documents and will be binding on them.
3.5.3 In order to afford prospective bidders reasonable time in which to take the

amendment into account in preparing their bid, the Committee may, at its
discretion, extend the deadline for the submission of bids.
3.6 Acceptance / Rejection of accessories use in interior or attached to SUV(Car)
The Committee will be entitled to reject the goods / stores/ articles or such portion thereof
as may be discovered not to conform to the said description and quality. Such rejection
of goods/stores/articles will be at the Bidder(s)’s risk. The Bidder(s), if called upon to do
so, will replace within a period of fourteen days or such further period as may be extended
from time to time by the Committee at their discretion, on an application made thereof
by the bidder, the goods/stores/articles or such portion thereof as rejected by the
Committee. In such an event, the above-mentioned warranty, guarantee period of the
entire equipment shall be extended by the time taken for these replacements. Otherwise,
the bidder shall pay to the Committee such damage as may arise by reason of breach of
the conditions herein contained. Nothing herein contained shall prejudice any other right
of the Committee in that behalf.
3.7 Payment Terms
3.7.1 The payment will be made as per The M. S. University of Baroda rules after
receiving correct and proper invoices.
4. Technical Specifications (Fill Annexure – IX)
The End-use requirement-oriented specifications with maximum make / model neutrality-
built diesel fuelled Internal Combustion Engine (ICE) propelled latest Bharat Stage VI (BS
VI) compliant air-conditioned (AC) minimum ground level clearance >= 180 mm and
minimum 7-meter-long, with minimum 7/8 seater for office and staff use SUV required
interior. The Bidder(s) would furnish technical details for assemblies / sub-assemblies’
systems / equipment as per Technical Specification of this Section in appropriate format.
The SUV design should be modern, energy efficient, environment friendly, safe, efficient
and reliable besides meeting all statutory, regulatory, legal and other requirements, as also
those related to easy passenger accessibility including for Persons with Disabilities (PwDs),
passenger comfort, driver’s workplace, internal and external aesthetics, ease of repair and
maintenance etc.
Specifications would comply with all applicable Central, State and local laws (including
Acts, Rules & Regulations). These would include, but not be limited to, the provisions of
Disability Act 1995 as amended till date as well as state and local accessibility, safety,
emission and other requirements. The bus would meet or exceed the Central Motor Vehicles

The specifications / standards / norms / regulations etc. mentioned in this document are
generally as prevalent in India. However, any other national / international specifications /
standards / norms / regulations, equivalent and or better than those indicated in this
document, would meet the requirement. The proof of ensuring equivalence etc. in all cases
shall be enclosed with the bidding document by the agency referring to them. The vehicle
is required for Educational Institute.
