Note for above all items (01 to 07):- (a) DHPP (Diesel) for DG Sets under Ser Item No 1 to 7 will be issued under Schedule 'B' free for using. (b) Operational timing shall be as directed by Engineer-in-Charge as on ground requirement. Operational timing and shifts may be changed as on requirement at any time by the Engineer-in-Charge.

Note for above all items:- The following conditions shall be given in the tender for the items of outsourcing:- (a) The rate quoted for items of outsourcing shall not be less than minimum wages as notified by Government of India / concerned State Government / Local Body, whichever is higher and also not less than applicable rates for contribution of employer towards EPF, contribution to ESIC, condition of Bonus and LWC under respective heading / Sub–items. In case the rates quoted are less than the prevailing rates / instructions under any heading (s), the bid will be treated as non-bonafide / invalid., shall be disqualified and such bids will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid / bonafide bids only. The Prevailing rate / wages / contributions shall be as applicable on the bid submission end date.

(b) Any variation in minimum wage, liability of EPF / ESIC/Bonus / LWC / GST shall be adjusted for reimbursement / recovery as under:- (i) Variation in minimum wage including other related statutory provisions shall be adjusted in terms of Condition 63 of GCC (IAFW-2249). (ii) Variation in percentage / rate of GST and LWC shall be adjusted as per instructions in Annexure XVI of MES Manual on Contracts which deals with “Reimbursement / Refund on Variation in Taxes Directly Related to Contract Value”. (iii) Rates shall be quoted only upto two digits after decimal, if any rate quoted / derived by the contractor works out to more than two digits after decimal, then the same shall be rounded off upto two digits after decimal. The rounding off shall be done in accordance with Rules of Rounding off of Numerical Values in accordance with IS:02 of 1960 (Revised 2016) of BIS.

(c) General Notes applicable for Srl item No 01 to 07 of BOQ:-

(i) Variation in minimum wage including other related statutory provisions shall be adjusted in terms of Condition 63 of GCC (IAFW-2249).

(ii) Reliever for weekly off shall be provided by the contractor at his own cost and rates for the same shall be deemed to included in the quoted rates. No extra payment shall be admissible on this account.

(iii) All types of T&P required for day to day reqmt shall be provided by contractor.

(iv) All types of transportation if reqd for handling materials / eqpt etc shall be provided by the contractor.

(v) All types of fire eqpts provided in all the installations shall be maintained and operated properly.

(vi) All electrical fittings and fixtures to be maintained and contractor shall be responsible for any damage.

(vii) All types of water tanks incl flushing tanks shall be maintained.

(viii) All installations to be kept neat and clean all the time and security checks to be carried out daily.

(ix) In case of any damage misuse mishandling of Govt property, contractor will be held responsible for the same.

(x) All safety eqpts such as breathing apparatus, safety belt, air hose respiratory, portable lighting eqpt, driver suit etc for working hazardous condition to be provided by contractor.

(xi) First Aid Box with basic medicines to be kept in main installation by the contactor.

(xii) Misuse of electricity and water to be penalised and effective recovery will be made by the department.

(xiii) Manning and operation shall start as per the stipulated date in work order.

(xiv) Installation shall be kept neat & clean all the time & security of assets shall be ensured.

(xv) Proper disposal of material of residual dry waste / other waste material should be carried out by the contractor all as directed by Engineer-in-Charge. The cost of the same is deemed to be included in rates quoted by the contractor.

(xvi) Monthly wages shall be paid by the contractor to the workers / labour only online. Proof of statutory deductions in favour of workers / labour shall be submitted by the contractor to the GE for releasing payment.

(xvii) Fitter General Mechanic (FGM) should be well experienced (minimum 6-8 yrs) in the same field or ITI qualified with (2-3 years) experience in the same field. However, deployment of skilled person in the works at least 50% ITI certificate holder is mandatory.

(xviii) The rate quoted shall be deemed to including the providing Stationery for all above mentioned installations.

(xix) Group insurance, E.S.I. and EPF shall be provided by the contractor for his staff / tradesmen / operator and documentary proof of payment to tradesmen / Operators shall be submitted to the department for releasing of payment.

(xx) In case of absence operator for one shift, double the rate quoted for one shift to be recovered.

(xxi) Contributions towards Bonus. The quoted rate against Bonus is to be considered for payment on actual basis. The amount is payable only after submission of valid and authentic documents in support of having paid the requisite amount of bonus to the workmen, i.e. proof of payment similarly items / sub items of contribution towards EPF and contribution towards ESIC shall also be payable after submission of valid & authentic document in support of proof of payment.
