Development and Management of Gati Shakti Multi-Modal Cargo Terminal under GCT Policy near Malout Railway Station - Partially on Railway Land

Net worth: Average net worth of the applicant, during the last three financial years, shall be at least fifty percent (50%) of the estimated cost of construction (as per the minimum infrastructural facilities determined by the Division). Supporting Documents: Audited balance sheet of last three financial years (2023-24, 2024-25 & 2025-26) duly certified from Chartered Accountant (CA) with stamp, signature & membership number of the CA. Net Worth Certificate for the last three financial years, from Chartered Accountant with stamp, signature & membership number of the CA.Note: In case balance sheet of the previous year i.e., 2025-26 is yet to be prepared/ audited, the audited balance sheet of the fourth previous year i.e., 2022-23 shall be considered for calculating average Net Worth.

Bidder shall have at least two years' experience in manufacturing, transportation, or logistics and related business. Related Business: For the purpose of this tender, related business refers to any industry, activity, or service directly associated with logistics, transportation, or supply chain management. This includes terminal management (covering rail, port, road, or air cargo operations), warehouse operations, and freight forwarding. It also encompasses roles such as Container Train Operator, Automobile Freight Train Operator, Special Freight Train Operator, Freight Forwarder, or authorized agents handling goods for consignors or consignees. Businesses involved in transportation through rail, road, or air, as well as those providing inventory management, customs brokerage, or other services essential to the movement, storage, or handling of goods, are also included. Registration Certificate as Manufacturing unit, Transportation firm, Logistics and related business unit. AND Work Experience Certificates issued by any Government Organization or by a Public listed company having an average annual turnover of Rs. 500 Crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/ registered at least 5 years prior to the date of closing of tender, shall be considered, provided the work experience certificate has been issued by a person authorized by the Government Organization/Public listed company to issue such certificates. In case the bidder submits work experience certificate issued by public listed company, the bidder shall also submit along with it, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by the public listed company in support of above work experience certificate. Note: Work experience certificates from private individuals shall not be considered.

Right on land: For GCTs planned to be developed partially on Railway land and partially on non-Railway land, the bidder should have acquired the right on land (of sufficient size) contiguous to identified land parcel - either through ownership, or through lease, or through consent-letter(s) from actual land-owner(s) duly indicating their willingness to provide land to the bidder in case the contract is awarded to him. Supporting Documents: The bidder must provide authenticated documents demonstrating their rights to the non-Railway land, such as a registered sale deed or title deed for owned land, supported by documents like a mutation certificate and copies of revenue records certified by the relevant revenue officials, along with an encumbrance certificate confirming clear ownership. OR If the land is leased, a registered lease agreement specifying the terms, tenure, and intended use of the land must be submitted, along with a no-objection certificate (NOC) from the lessor permitting its use for the project, and copies of revenue records certified by the relevant revenue officials. OR In cases where the land is not owned or leased, notarized consent letters from the actual landowners must be provided, explicitly stating their willingness to provide the land to the bidder if the contract is awarded, along with copies of revenue records certified by the relevant revenue officials. These consent letters should include clear identification of the land parcel, such as survey numbers and location details.

Minimum Eligibility Criteria Eligible Firms The bidder is required to upload relevant documents as per Clause 16 (a) under Section V (INSTRUCTIONS TO THE BIDDER) of the Tender Document.

GCT Plan: The bidder is required to submit a plan for GCT, fulfilling the minimum infrastructural facilities as given under Scope of Work (Section- IV).

It must be noted that CONSORTIUM ARE ALLOWED TO BID in this tender as per GCT policy, however the e-procurement system is not allowing the same in NIT.
