Out sourcing services for maintenance and operation of electrical installation and attending complaints, restoration of electric supply in case of breakdowns by detection/rectification of faults in OH/UG system etc of 11 KV RECEIVING STATION of SSE Power House, Multan Line Feeder and Ratanada Feer at AA Jodhpur including connected infrastructure round the clock (24 Hrs in 3 shifts) complete all as required & directed by Engr-in-Charge. The contractor will provide minimum staff as under:- (a) Electrician - Two in each shifts for 08 hours in three shift (b) Helper - Two in each shift of 08 hours for in three shifts . The under mentioned clauses are mandatory for compliance by contractor and shall be part of Sch A /BOQ items.Note :-(i) The outsourced staffs for each shift shall perform the duty for 8 hours only. No staff shall perform the duty for more than 8 hours /day.(ii) All out sourced staff shall perform duty for 6 days only in a week and will get 01 day weekly holiday without wages on the basis of no work no pay.(iii) The contractor will provide utility wagon with driver to attend complaints round the clock (24 hrs in 3 shifts). The cost of vehicle with driver to attend complaints is included in the quoted rate. Contract can consider 50 KM run per day of utility wagon for attending complaints.(iv) Contractor shall pay the wages as due to outsourced staff on monthly basis to the bank account of the out sourced staff and the bank amount transfer statement shall have to be submitted to dept on monthly basis. Contractor shall be liable to pay the wages on monthly basis by 1st 7 days of the succeeding month.(v) Contractor shall produce the following particulars and documents of out sourced staffs to the dept for necessary verification and approval :-(a) Residential Certificate (b) Aadhar Card (c) Qualification and experience certificate (d) Photo of the individual (e) UAN No linked wih individuals Aadhar Card and mobile number.(vi) Out sourced staff shall not be engaged in more than one out sourced contract and a suitable certificate shall have to be obtained from individual.(vii) Contractor shall pay the minimum wages to the deployed out sourced staff as per categories as mentioned in perticular specification and also pay the entitled EPF (Employer share) insurance as per the details given in particular spacification and as ammended time to time by Central Govt. Contractor shall be liable to produce on monthly basis all chalan/receipt as a proof after making payment of EPF.(viii) All deployed outsourced staff shall be given suitable uniform as approved by the dept and cost thereof shall be borne by contractor.(ix) No payment shall be made to contractor with out producing all proof /statement of monthly wages and EPF statement(x) Contractor shall issue to out sourced staff all necessary tools and safety kits as per the mandatory requirements.(xi) Contractor shall arrange for all stationary for attendance register, duty roster, Job cards, log sheets as per the requirement and as directed by dept.(xii) Contractor shall deposite the EPF of employees share also and the amount of the same shall be deducted from employees wages.(xiii) The details of the equipment covered under the contract is as follows :-(a) RMU/VCB 11KV, 3 Way - 04 Nos(b) GOD 11 KV, Horizontal/Vertical type- 05 Nos (d) Transformers 11/433 KV of various capacities incl GOD and DO fuse units - 12 Nos.(i) HT 11 KV over head lines and UG cables under SSE area.(e) LT over head lines and UG cables under SSE area.(xiv) As out sourced staff will get one day weekly holiday on no work no pay basis and suitable nos of relieving staffs of different categories shall have to be deployed by contractor and the relieving staff shall be deployed as per the duty roster to be prepared by contractor. The reliving staff will also have UAN No and entitled for EPF. (xv) The contractor will provide sufficient manpower to ensure smooth operation and upkeep of main receiving station complete as specified in Sch A description and all as directed by Engr-in-Charge(xvi) The scope of work also encompass minor repaires for restoration of elect supply ie. Tightning of jumpers on OH lines, replacement of blown out fuses, minor maintenance /repair of GO and DO's, repair to broken ACSR conductors, removel of fallen trees on OH lines, Relaying of LT cables etc all as per site conditions to maintain unintrupted elect supply to the troops.(xvii) Items required to carry out the repairing works as per the requirements shall be arranged by dept.(xviii) Contractor shall provide all the assistance/labour to meet break down as and when needed and deemed to be included in the rate quoted above.(xix) Contactor will arrange Mobile phone round the clock for electrician for each shift for better communication.(xx) Staff employed should be able to operate and use all safety equipments. Contractor will provide the T&P required such as insulated cutting plier , insulated Screw driver , megger , earth tester , Ladder , Crimping machine suitable to 6 sq mm to 300 sq mm cable , hand torch, Emergency light , test lamp, Double ended spanner set, adjustable wrench, LN Key, gloves suitable for 33/11 KV ,First Aid box and all mandatory safety measures as per IE rules shall be provided by the contractor with out any extra cost to the Government..(xxi) All necessary requirments for detection / rectification of faults in HT and LT over head lines / under ground circuits shall be arranged by the contractor.(xxii) Relevant records for complaints , breakdown and repairs done shall be maintained all as specified. (xxiii) All faults /breakdowns pertaining to HT/LT shall be attended under the close supervision of contractors Engineer/Supervisor strictly following all safety measures as per IE rules. Non adherence may cause accident and under such circumstances, contractor shall be solely responsible.xxiv) In case of driver or vehicle deployed at Sub station found absent from duty fine of Rs. 500.00 per shift will be recovered.(xxiv) In case of driver or vehicle deployed at Sub station found absent from duty fine of Rs. 500.00 per shift will be recovered.(xxv) The responsibility to smooth function of Installation will be of contractor for 24 hrs, in case any fault occurs, every efforts will be made by the contractor to repair it. In case installation remains close for want of repair for more than six hrs a penalty of Rs. 150/- per hour will be charged from contractor. In case of electrician engaged at Sub station found absent from duty, fine of Rs. 300.00 per shift will be recovered and in addition, no wages will be paid to that shift.(xxvi) Daily cleaning of all the equipments and sweeping of complete installation building inside and out side (surrounding) including its roofs & cutting of grass along with installations as mentioned and all as directed by Engr-in-Charge.
