NOTICE INVITING TENDER
The Municipal Commissioner, Ahmedabad Municipal Corporation, Ahmedabad (AMC)
invites tender in two bid system (volume – I: Technical Bid and Volume – II: Price Bid) from
the prosperous, experienced bidders and who qualify the eligibility criteria, as mentioned in
Section – I of Empanelment Tender for annual rate contract of Design, Supply, Installation,
Testing and Commissioning of Grid Tied 5 MWp Solar Systems at various locations of
Ahmedabad Municipal Corporation Along with Remote Monitoring System including 5 Years
Comprehensive O and M
1.1 Tender Background
Empanelment of Annual Rate Tender for installation of Grid Connected Solar Photovoltaic
System on Ahmedabad Municipal Corporation’s locations such as offices, schools, library,
community hall, auditorium, BRTS Depot, WDS, WTP, STP, SPS, Hospitals and
gymnasium, etc in the proud city of Ahmedabad. The salient features and key provisions of
the annual rate tender are as follows:
The Ahmedabad Municipal Corporation had collectively gathered consumption requirements
of the various locations across the city for installation of Grid tied Solar Photovoltaic system,
Empanelment of Annual rate tender is invited from the reputed and experienced contractors
for design, supply, installation, commissioning and 5 years comprehensive maintenance at
any given site in the city of Ahmedabad.
Tentative aggregate quantity of supplies of various ratings is 5000 KWp. The solar system’s
rating at proposed locations is envisaged in following ranges.:
A. Grid Tied Solar Power System: 1 - 6 kW (Single phase)
B. Grid Tied Solar Power System: 7 - 10 kW (3 - phase)
C. Grid Tied Solar Power System: 11 - 25 kW (3 - phase)
D. Grid Tied Solar Power System: 26 - 50 kW (3 - phase)
E. Grid Tied Solar Power System: 51 - 100 kW (3 - phase)

1.4 Tender along with conditions of contract will be available from the website
https://tender.nprocure.com/. Bidder shall have to present D.D. in favour of
Municipal Commissioner payable at Ahmedabad of Rs.18,000/- as tender fee
along with the tender submission.
1.5 The bidder is required to check the AMC website for Addendum if any before 48 hours
of tender submission date and time. The bidder who quotes the tender without
attaching the addendum will be rejected.
1.6 Earnest Money Deposit in the form of Demand Draft or Bank Guarantee of Bank (List
of Banks as mentioned in the tender document.), located at Ahmedabad branch only
and payable to Municipal Commissioner, Ahmedabad for INR 23,01,120/- (Validity of
DD/BG must be minimum of 6 months from last day of tender submission). All the
bidders have to submit the earnest money along with the tender document.
1.7 The Earnest Money Deposit of all the unsuccessful bidders can be envisaged to be
returned within 30 days after opening of price bid.
1.8 The successful bidder shall have to pay Security Deposit equivalent to five percent
(05%) amount of the order value for a period of 15 months from LOI/Work Order.
Security Deposit shall be extended suitably till submission of Performance Bank
Guarantee and its acceptance by AMC.
1.9 The successful bidder shall have to pay Performance Bank Guarantee (PBG)
equivalent to five percent (05%) amount of the total O&M order value. The PBG in
form of DD/Bank Guarantee (List of Banks as per Annexure -4A of the tender
document.) and Ahmedabad branch only and payable to Municipal Commissioner,
Ahmedabad valid for the period of sixty months from the date of commissioning or till
the work completion certificate issued by AMC whichever is later. The format of Bank
Guarantee as given at Annexure - 4 in the tender document.
1.10 The tender shall be accompanied with the Income tax return copy of the last three
financial years.
1.11 Three sets (One Original + Two photocopies) of tender documents (Volume I and
addendums if any), Physical submission of PRICE BID will disqualify the bidders,
Offers only in physical form will not be accepted in any case. The tender duly
completed in all respects shall be submitted as described further, so as to reach at the
following address on or before the date and time mentioned in tender notice.

1.12 The bidder shall clearly state in the forwarding letter (in duplicate) to be enclosed
with the tender documents, the deviations from General Terms and Conditions, if
any with cross-references. If no such letter is received, it will be presumed that
the bidder agrees entirely with the General Terms and Conditions.
1.13 Tender Fee (D.D.) and Earnest Money Deposit in the form of Demand Draft/ Bank
Guarantee should be sealed in separate envelope and the same shall be enclosed
along with Three sets (One Original + Two photocopies) of tender documents duly
signed and sealed (Volume I with addendums if any).

1.14 Both envelop then be sealed in one large envelope. On all these envelopes, the
name of bidder, name of work shall be written invariably.
1.15 The technical bids from the bidders received, will be opened in the presence of the
bidder’s representatives; who choose to attend at the office of the tender officer, Block
– B, Central record office, Mezzanine floor, Ahmedabad Municipal Corporation,
Sardar Patel Bhavan, Khamasa Gate, Ahmedabad at the time and date mentioned in
tender notice and the technical bids will be scrutinized by AMC for satisfying various
eligibility criteria prescribed for the bidders for this work.
1.16 After this, the online financial bids – Volume – II of the technically responsive bidders
only will be opened. The actual date of opening of financial bids will be
communicated to technically responsive bidders at a later date.
1.17 Tenders received without Tender Fee & Earnest Money will be considered as non-
Responsive and will be rejected outright.
1.18 The conditional tender will not be accepted and will be rejected outright, unless,
the nature of condition(s) put up by the bidder is acceptable to AMC. Any suggestions
/ alterations from the tender, if suggested in specifications, must be mentioned
in the main forwarding letter.
1.19 Acceptance of the tenders will rest with the Municipal Commissioner, who does not
bind himself to accept the lowest tender and reserves the right to reject any or all
tenders without assigning any reason thereof. AMC also reserves to right to place
order on more than one bidder at lowest discovered price as per its discretion.
1.20 The tender for the work shall remain open for a period of One Hundred and Twenty
(120) Days from the date of opening of Price Bid. The tender and the bidder shall not
be allowed to withdraw or modify the offer on his own during this period any
modifications or additions in terms and conditions of his tender not acceptable to the
Addl. Chief Engineer (Light), Light Department Ahmedabad Municipal Corporation shall
without prejudice to any right or remedy, be at liberty to forfeit said earnest money
1.21 Incomplete tender that does not fulfil any of the above conditions will be liable for
rejection. Tender will also be liable to be rejected if –
i. The bidder proposes any alteration in the work specified or in the time
allowed in carrying out the works or make corrections in Schedule of Quantities.
ii. Any of the page or pages in the tender is / are removed or replaced.
iii. The bidder does not initial all corrections, additions or pasted slips.
iv. Any erasure is made in the tender.
v. The bidder or in the case of a firm, each partner or the person holding the
power of attorney thereof does not sign or the signature(s) is (are) not attested
by the witness, wherever it is required.
vi. Tender Fee & Earnest Money for required amount is not paid with the tender.
vii. The bidder returns the tender document without signing relevant pages of the
bid and amendments in duplicate copy, if any.
viii. Data sheet by the bidder in annexures must be furnished.
1.22 In the event of a discrepancy between description in words and figures in total offered
amount by the bidder, the description in words shall prevail.
1.23 In the event of any calculation error found in the bid of submission, the rate will be
considered as final and accordingly the amount will be corrected.

1.24 The AMC reserves the right to reject all the tenders of the lowest or any other tender
which is the judgment of the AMC and also does not appear to be in its best interest
and the bidders shall have no cause of action or claim against the AMC of its officers,
employees, successors for assignees for rejection of its tender.
1.25 It must be clearly and distinctly understood that the conditions of contract and
specifications shall be rigidly enforced and no relaxation on the grounds of customs
prevailing shall be allowed.
1.26 The quoted rates in the Financial Bid (Volume – II) shall remain firm inclusive of all
taxes and binding till completion of the project in all respect. The rates shall not be
subject to escalation. Rates shall be deemed to include and cover all costs, expenses,
taxes, duties, levies, royalties, foreign exchange variation, etc. and liabilities of every
description and all risks associated in execution, completing and handing over the work
to the Owner by the Contractor. However, any increase in statutory taxes, levies / fees
or newly imposed taxes/change in law would be charged extra (with submission of
documentary proof). Similarly, due credit would be given to Owner in case of
withdrawal or reduction in applicable taxes / fees / duties.
1.27 It is considered that the bidder is fully acquainted himself with the local situations
regarding materials, labour and other factors pertaining to work and studied the
drawings, estimates and tender documents before submitting the tender. Further,
Bidders are to consider Ahmedabad city as project locations. Solar installations are to
be executed at space available at AMC’s offered locations.
1.28 Minimum size of solar installation at one location shall be difference capacities and
total solar installations shall be capped to 5000 KWp at multiple locations at similar or
different locations.
1.29 Bidder is advised to consider RCC roof, RCC slabs of underground water tank and
sheds as project locations and raise its concern during the pre-bid meeting. However,
Bidders may visit the project locations as per their convenience before or after pre bid
meeting. AMC reserves right to increase or decrease the locations based on suitability
for solar installations.
1.30 It will be the responsibility of the bidder to arrange for necessary import license and
clearance of Government of India in time, if required, so that the imported plant or
equipment could be utilized for the proposed work. The bidder has to assure AMC that
he is in a position to import the plant or equipment at the time of commencement of
proposed work. It is the responsibility of the successful bidder to arrange all necessary
approvals from the concern dept. and must possesses licence issued by competent
authority/Government so as to complete the work safely and satisfactorily.
1.31 The bidder shall carefully read the eligibility criteria, general conditions of
contract, special condition of contract, ITB, tender documents etc. and furnish
the details and satisfy the same; otherwise, the tender will be rejected without
assigning any reason.
1.32 This notice will form part of the Contract.
1.33 Tender documents can be downloaded from website https://tender.nprocure.com/
tender fees Rs. 18,000/- by Demand Draft in favour of Municipal Commissioner
payable at Ahmedabad submitted along with the tender submission.
Last date of tender online submission will be on 23/06/2026 up to 16.00 hours.

1.34 The Municipal Commissioner reserves the right to terminate the contract at any time
during the contract period if the work is not found satisfactory.
1.35 In case of any delay / deviation of our standard term of payment no interest or extra
charges will be paid to bidder by AMC.
1.36 On the occurrence of any accident on site while working, which results in death of
workman, employed by the contractor or any disability likely to be occurred, in respect
of which compensation may become payable under workmen’s compensation Act has
to be borne by the contractor.

The successful bidder shall have to pay Performance Bank Guarantee
(PBG) equivalent to five percent (05%) amount of the total O&M

only and payable to Municipal Commissioner, Ahmedabad valid for the
Performance guarantee period of sixty months from the date of commissioning or till the work
and O & M Work completion certificate issued by AMC whichever is later. The format of
Bank Guarantee as given at Annexure - 4 in the tender document.
In the case of any Bid where quoted rate appear unrealistic, such Bid
will be considered as unbalanced and; in case the Bidder is unable to
provide satisfactory explanation, such a Bid is liable to be disqualified
and rejected. However, the Bidder may be asked; at the discretion of the
Authority only to submit the Additional Performance Security calculated

If the bid price offered by the Successful Bidder is lower than 15% but
up-to 20% of the Estimated Project Cost, then the Additional
Performance Security shall be calculated @20% of the difference in the
[(a) Estimated Project Cost (as mentioned in RFP)-10% of the Estimated
Project Cost] and [ (b) the Bid Price offered by the Selected Bidder]
ii. If the bid price offered by the Successful Bidder is lower than 20% of
the Estimated Project Cost, then the Additional Performance Security
shall be calculated @30% of the difference in the [(a) Estimated Project
Cost (as mentioned in RFP)-10% of the Estimated Project Cost] and [(b)
the Bid Price offered by the selected Bidder]
iii. The Additional Performance Security shall not be treated as part of
Performance Security
The Security Deposit will be released after submitting Performance
guarantee. Subject to satisfactorily completion of SITC and testing
within one month after commissioning
Contractor has to ensure timely performance testing and handed over

Locations may vary as per requirement of AMC.
25 Site Conditions The Contractor shall have to make himself acquainted with all conditions
and situations pertaining to site. The rates quoted and with all conditions
and situations pertaining to site. The rates quoted by contractor shall
take into account all site factors and no extra cost shall be payable on
any account especially on the plea that the contractor was not aware of
any particular situation or condition.
The following payment will be made after deducting applicable taxes
Payment for various item shall be made as follows.
26 Payment Terms

Based on the agreed contract prices rate per KWp will be calculated
and pro rate payment will be released as follows:
i) 45 % after inspection and delivery of material at site.
ii) 30% after installation and commissioning along with net
metering, as required.
iii) 15 % of total order value shall be released on submission
completion report and on-site verification/ inspection by AMC
and/or its authorized inspection agency(ies) as per norms of
AMC, for which completion is claimed
iv) 5% of total order value shall be released on successful
completion of performance testing.
v) 5% of total order value shall be released on completion of
O&M years. Payment towards v) shall be released as

completion of first O&M year.
b) 1% of total order value (Capex) shall be released on

INSTRUCTIONS TO BIDDERS
1.0 Introduction
1.1 Gujarat Government has encouraged use of solar energy within the state. Gujarat
Integrated Renewable Energy Policy-2025 includes lot of emphasis on solar PV
systems. Taking time to time the guidance from this policy, Ahmedabad Municipal
Corporation (AMC) intent to engage a reputed and experienced contractor for Design,
Supply, Installation, Testing and Commissioning of Grid Tied 5 MWp Rooftop/Ground
mounted Solar System at various buildings of Ahmedabad Municipal Corporation Along
with Remote Monitoring System including 5 Years Comprehensive O and M.
1.2 This is a bid to call for an offer for an Empanelment of Annual Rate Tender for
Engineering Procurement and Commissioning (EPC) Contract for supply of Grid
Interactive Rooftop/ground mounted Solar Power Plants including Remote Monitoring
System (RMS) of 5000 KWp (DC Side) capacity using Solar Photovoltaic Technology
including comprehensive Operation and Maintenance of the plant for a period of Five
1.3 The site is seismic zone IV category. The plant has to be designed accordingly.
1.4 Total project capacity shall be 5000 KWp, AC capacity of the project shall not be
less than 75% of DC capacity i.e. AC:DC ratio of 1:1.25 needs to be complied for
each project location. However, AMC reserve right to allow different but suitable
AC/DC ratio for the locations where the condition is difficult to comply with inverter
capacities available in the market or any other reasons.
1.5 All the project location under this project is in Ahmedabad city which is largest in State
of Gujarat. It is away from 32 km from Gandhinagar that is a state capital.
1.6 The city has an excellent connection by International and Domestic Airport, Rail link
and road transport.
1.7 AMC wish to use the generated electricity units as captive usage (or may be applicable
from time to time).
1.8 Bidder shall submit the GST registration certificate along with the technical bid.
1.9 Instruction to bidder is part of the tender and clauses mention in it shall be binding on
2.0 Invitation to Tender
2.1 The Additional chief engineer (Light), Light department AMC for and on behalf of the
Ahmedabad Municipal Corporation, Ahmedabad, hereinafter referred to as the AMC,
will receive empanelment tender for annual rate contract of Design, Supply, installation
and commissioning of rooftop/ground mounted solar system With Remote Monitoring
System (RMS) on various buildings of Ahmedabad Municipal Corporation having
aggregate capacity of 5000 KWp along with all accessories under net/gross metering
scheme with DISCOMs. With five years comprehensive operation and maintenance
2.2 Physical copy of Tenders will not be accepted after the hour and date fixed for
receiving of tenders. Telegraphic tenders will not be accepted under any circumstance.
Physical copy of Tenders received after the hour and date so fixed will not be

considered. Physical copy of Tenders will be received by RPAD/Speed Post/ Hand
delivery on or before due date and time as mentioned in tender notice. Bidder’s
authorized representatives may attend the tender opening. The tenders shall be
opened at the date and time as mentioned in tender notice.
2.3 The AMC does not bind himself to accept the lowest or any tender. If the bidder wishes
to offer discount in the event of the entire work, he shall state so in the tender. AMC
also reserves to right to place order on more than one bidder at lowest discovered
price as per its discretion for any part and complete tendered capacity.
After awarding contract and during contract implementation if govt. taxes increases or
any type of govt. taxes added then the same rise / addition will be payable to contractor
upon submission of necessary documents as mentioned below.
• Gazette of govt. indicating changes in taxes.
• Copy of challan of tax that has been submitted to income tax dept.
• Other docs. As demanded by client.
However, during implementation of work if any types of taxes reduces or any type of
govt. taxes is removed then the same will be recovered from the contractor. However,
it is contractors’ responsibility to inform the same to client with supporting docs.
Municipal commissioner, AMC reserves the right
i. To change, alter or to waive any technical or commercial terms, conditions, and
ii. To reject all the tenders or the lowest or any other tender in part or full without
assigning any reason whatsoever
iii. For making changes / relaxation in eligibility criteria at any time
iv. To split the tender in two or more agencies
The bidders shall have no cause of action or claim against the corporation or its
officers, employees, successors or assignee for rejection or split of tender.
2.4 Tender documents are not transferable.
3.0 Tender Validity Period
3.1 The tender shall be kept valid for acceptance for a period of One Hundred and
Twenty (120) Days from the date of Price bid opening.
4.0 Language of Tender
4.1 Tenders shall be submitted in English, and all information in the tender shall be in
English. Information in any other language shall be accompanied by its translation in
English. Failure to comply with this may disqualify a tender. Only English text shall be

The Bidder is expected to examine all instructions, forms, terms and specifications in
the Tender Document. Failure to furnish all information required by the Tender
Document or submission of a Tender not substantially responsive to the Tender
Document in every respect will be at the Bidder’s risk and may result in the rejection of
6.0 Earnest Money Deposit
6.1 Earnest Money Deposit in the form of Demand Draft or Bank Guarantee of Bank (List
of Banks as mentioned in the tender document.), located at Ahmedabad branch only
and payable to Municipal Commissioner, Ahmedabad for Rs. 23,01,120/-/- (Validity of
DD/BG must be minimum of 6 months (as applicable) from last day of tender
submission). All the bidders have to submit the earnest money along with the tender

successful bidder fails to accept the contract within Fifteen (15) calendar days after

further works with the Ahmedabad Municipal Corporation.
6.4 After the awarding of contract has been finalized, the Earnest Money will be returned to
the respective bidder.
6.5 No interest will be paid on any Earnest Money Deposit.
7.0 Income Tax Return
7.1 In case of domestic bidders, the tender must be accompanied by an Income-Tax
clearance Certificate for the last three financial years. In case it is not possible to
furnish such a certificate, the bidder should submit with the tender, information
regarding the Income-tax, circle or ward of the district in which he is assessed for
Income Tax, reference number of the assessment and the assessment year. If a tender
is submitted without complying with these requirements, it is liable to be rejected
8.0 Submission of Tenders
8.1 Tenders shall be submitted together with the other documents that form the tender. In
the event of a Contract, the tender and the documents attached thereto shall be
considered as forming part of the Contract Documents.
8.2 Three sets (One Original + Two photocopy) of tender documents (Volume I with
addendums if any), Physical submission of PRICE BID will disqualify the bidders,
Offers only in physical form will not be accepted in any case. The tender duly
completed in all respects shall be submitted as described further, so as to reach at the
following address on or before the date and time mentioned in tender notice.

8.3 The sealed envelopes tender document shall show on the outside, the name of the
bidder and his address.
8.4 The tender shall be considered non-responsive if not complete in all respect. Bidders
are requested to present the tenders well in time before stipulated date and time of
receipt; so as to avoid rush at the closing hours.
8.5 The tender document shall be accompanied by the following documents:
(a) DD for tender fee
(b) The tender in duplicate copy with duly signed. (Only Volume I including
addendums if any)
(c) A chart showing the estimated monthly progress proposed for the execution of
(d) The work completed by bidder during last three (3) years, he should submit
satisfactory completion certificate from the owner.
(e) A covering letter (in duplicate) stating any other matter in relation to this tender
which the bidder considers should be drawn to the particular notice of the AMC
or Consulting Engineers if any. In addition, the original tender shall be
accompanied by:

8.6 Erasures and other changes shall be noted over by the initials of the person signing the
9.0 General Performance Data
9.1 Bidder shall present the following information along with their tenders in duplicate:
(a) Evidence of financial capacity to execute a contract of this magnitude in terms of
solvency certificate, annual turnover and price of same magnitude jobs carried
(b) The bidders are requested to furnish requisite information to enable the
competent authority to decide the technical and financial capability of the bidder,
based on which, the bidder shall be evaluated.
(c) Experience of similar works and equal or required magnitude as asked in the
tender magnitude with names of authorities for which the works were executed
along with completion / performance certificate from the owner with specific
mention that work is completed in time and it is completed satisfactorily.
(d) List of current jobs of comparable nature along with starting date and likely
completion dates with their contract values.
(e) The extent of responsibilities carried by Contractors associated with the bidder.
(f) General detail of bidders’ organization, management, staff and personnel,
Facilities for design and execution.
9.2 Tenders will not be considered if the above information is not provided or is considered
to be unsatisfactory.
10.0 Signing of Tender Document
10.1 Bidders are requested to quote the total offered value of the tender.

10.2 If the tender is submitted by a proprietary firm, it shall be signed by the proprietor
above his name and the name of his firm with its current address.
10.3 If the tender is made by a limited company or a limited corporation, it shall be signed by
a duly authorized person holding the power of attorney for signing the tender, in which
case, a certified copy of the power of attorney shall accompany the tender. Such
limited Company or Corporation may be required to furnish satisfactory evidence of its
existence before the contract is awarded.
10.4 The tender submitted by Joint Venture is not acceptable.
10.5 All signatures in the tender documents shall be dated.
11.0 Interpretation of Documents
11.1 Bidder shall carefully examine the Tender Documents and fully inform themselves as to
all the conditions and matters that may in any way affect the work or the cost thereof.
Should bidder find discrepancies in or omission from the specification or other
documents, or should be in doubt as to their meaning, he should at once address a
query to the Addl. Chief Engineer (Light), Light department AMC. Any resulting
interpretation of the Tender Documents will be issued to all bidder as an Addendum.
Verbal clarification and/or information given by the Addl. Chief Engineer (Light), Light
department shall not be binding on the AMC.
12.0 Errors and Discrepancies in Tenders
12.1 Should the Price Bid and Rates submitted with the tender be found to contain errors, or
discrepancies, the owner/engineer will not permit any bidder to change the substance
or price of his bid after the bid opening. In case of discrepancy in the quoted rate and
the corresponding amount the rate quoted in words in all cases shall govern. Also the
bidder will not be permitted to correct or withdraw material deviations or reservations
once bids have been opened.
13.0 Clarification of Tender Documents
13.1 A prospective Bidder requiring any clarification of the Tender Document may notify the
Purchaser in writing at the Purchaser’s mailing address as indicated.
14.0 Amendment of Tender Documents
14.1 Modifications of specifications and extension of the closing date of the tender, if
required, will be made by an Addendum which will be put up on
https://tender.nprocure.com/ website before 48 hours of tender submission date and
time. These shall be signed and returned by the bidder and shall form a part of the
tender document.
14.2 The bidder shall not add to or amend the text of any of the documents except in so far
as may be necessary to comply with the Addendum.
15.0 Eligible Criteria
This invitation for Tenders is open to all Contractors who must have the following

15.1 Tender Eligibility Criteria
15.1.1 Qualification will be based on meeting all following minimum pass / fail criteria
regarding the bidder’s general and particular experience, personnel and equipment
capabilities and financial position. The bidder of solar system must be manufacturer
of solar PV panels or inverters or the EPC companies/System integrator (Not
manufacturer of solar panel and inverter) who are having experience of installation of
cumulative rooftop/Ground Mounted capacity of 4000 KWp in last seven financial
years shall be considered.
The AMC reserves the right to waive minor deviations, if they do not materially
affect the capability of a bidder to perform the contract. Sub-contractor’s
experience and resources shall not be taken into account in determining the
bidder’s compliance with the qualifying criteria.
The PV modules offered must be tested and approved by one of the IEC authorized
test centres. The IEC test certificate of the modules to be used shall be submitted.
The proposed Module type will be Mono PERC having module capacity not less than
500 Wp. Bidder shall share IEC certificate, data sheets along with the bid else
bid shall be treated as non-responsive.
ONLY INDIGENOUSLY manufactured solar modules and cells shall be eligible under
this tender, i.e. IMPORTED modules shall not be eligible. Products as per latest
ALMM list I & II shall only be considered. However, Solar Modules for which
application is filed with MNRE and approval/listing is awaited shall also be eligible
subject to furnishing satisfactory documents submission in this regard. By the actual
procurement of solar module, the module must be included in the ALMM list.
15.1.2 Bidder must submit the guaranteed annual performance ratio based on design
proposed. Bids with Performance Ratio (%) less than 78%, shall be considered as
non-Responsive and will be rejected outright. PR Should be calculated as follows:
R = Ereal / G tilt X (Apv x ɳSTC)
Ereal = Total Electrical Energy (KWh) injected into grid per year.
G tilt = Total global solar irradiation sums on tilted plane (KWh/m²)
Apv = Total Area of modules of plant
ɳSTC = Module efficiency at STC
Apv x ɳSTC = Total KWp of the Plant
15.1.3 The bidding company must be in operation for at last seven (07) years. The bidding
company must be registered in India and must be in solar business i.e. solar EPC
contractor/System integrator or module manufacturer or inverter manufacturer at
last for Seven (07) years prior to bid submission date.
15.1.4 The company or companies of a common group can submit only one bid. The
common group company means either having common directors or companies
holding more than 10% of other company’s share. Consortium or JV is not
15.1.5 Companies having more than 10% of the shareholder or the board of directors of
the employees or their blood relations from AMC or the consultants of this tender
are not eligible to take part in the tender.
15.1.6 Experience: -
(A) The bidding company must have completed one plant of similar type (grid
interactive rooftop or ground mounted solar photovoltaic system) of capacity not less than

100 KW peak. Also, the bidder must submit a completion / performance certificate from the
owner with specific mentioning that work is completed in time and it is working satisfactorily.
Sub-contractor’s experience and resources shall not be taken into account in determining
the bidder’s compliance with the qualifying criteria.
(B) Experience of having successfully completed similar work during last 7 years ending
last day of the month previous to the One in which applications are invited should be either
of the following.
Three similar works having work order capacity not less than 2000 KW each
Two similar works having work order capacity not less than 2500 KW each
One similar works completed having work order capacity not less than 4000 KW
Similar work means experience of Supply, Installation, Testing and Commissioning of
Grid Tied rooftop/Ground Mounted solar System Along with All Accessories and
Remote Monitoring System With at least 1 Years Comprehensive O and M. It is
desirable to submit past experience in the format indicated in Annexure
Average annual financial turnover during the last 3 years, ending 31 st march of the
previous financial year, should be at least Rs. 6,90,33,600/-.
15.3 Litigation History
The bidder should provide accurate information on any litigation history or
arbitration resulting from contracts completed or under execution by him over
the last five years. This should also include such cases, which are in
process/progress. A consistent history of awards against the bidder or any partner of a
joint venture may result in failure of the bid. In case the bidder has not provided such
information and has come to the notice of the Authority, the tender will be rejected at
whatsoever stage and in such case all the losses that will arise out of this issue
will be recovered from the bidder / contractor and he will not have any defence
15.4 Solvency Certificate: -
The tenderer must possess solvency certificate of value not less than Rs.
4,60,22,400/- from Nationalized / Scheduled Bank only. Solvency Certificate should
not prior to one year old from last date of tender submission.
16.0 Evaluation of Tenders:
If all the eligibility criteria meet with all the documentary evidence and other tender
terms are met then overall lowest (including SITC, O and M and others) bidder will be
17.0 Policy for tenders under consideration
17.1 Tenders shall be deemed to be under consideration from the opening of tenders, until
such time as an official announcement of award is made.

17.2 While tenders are under consideration, bidder and their representatives, or other
interested parties, are advised to refrain from contacting by any means any AMC
personnel or representatives on matters relative to the tenders under study. The
Engineer’s Representative, if necessary, will obtain clarification of tenders by
requesting such information from any or all the bidder either in writing or through
personal contact, as may be necessary. The bidder will not be permitted to change the
substance of his tender after tenders have been opened. This includes any post tender
price revision or major modification as defined in Clause No. 13. Non-compliance with
this provision is a cause for disqualification.
18.0 Cost of Tendering
18.1 The Bidder shall bear all costs associated with the preparation and submission of its
Tender and Ahmedabad Municipal Corporation (AMC), hereinafter referred to as “the
Purchaser”, will in no case be responsible or liable for those costs, regardless of the
conduct or outcome of the Tendering process.
19.0 Award of Contract
19.1 AMC shall evaluate bids and identify L-1 bidder. Notification of award will be
made in writing to the two successful bidders (L-1 and L-2) subject to
acceptance to L-1 price discovered.
19.2 In case L-2 bidder is not aggregable to accept L-1 prices, works shall be offered
to L-3 and so on.
19.3 The contract will be awarded to two successful parties who found to be technically and
financially qualified and responsive bidder offering the lowest overall evaluated tender
or tenders in conformance with specifications. Evaluation of tenders and policy for
tenders under considerations, mentioned earlier.
19.4 A responsive tender is one which accepts all the terms and conditions of the Tender
Documents without any major modifications. A major modification is one which affects
in any way the price, quality, quantity or completion of works or which limits in any way,
any responsibilities or liabilities of the bidder or any rights of the AMC, as specified in
the Tender Documents. The AMC may waive any minor informality in a tender which
does not constitute a major modification. However, the failure of successful bidder to
pay ‘Security Deposit’ and signing the contract shall constitute sufficient grounds for
annulment of the award of contract and forfeiture of the earnest money deposit, in
which case the Owner/Engineer may award the contract to the next lowest evaluated
responsive bidder. In the event of not finding any such bidders, the employer is
empowered to call for new bids.
20.0 Signing of Contract
20.1 The successful bidders shall be required to execute the Contract within 15 days of
receipt of intimation to execute the Contract. If the contractor will not pay security
deposit and will not sign agreement within 15 days after issuing the first letter from the
authority of AMC, his EMD shall be forfeited and such bidder shall be disqualified for
getting further any work in AMC. Also, their registration will be kept in abeyance for

21.0 Stamp Duty and Legal Charges
21.1 It shall be incumbent on the successful bidder to pay stamp duty on the contract and
legal charges for preparation of the contract agreement.
22.0 Tender Security (Earnest Money Deposit)
22.1 Bidder shall furnish, as part of its Tender, Tender security for the amount as indicated
in the form and it shall be submitted in cover with tender.
22.2 The Tender security is required to protect the Purchaser against the risk of Bidder’s
conduct which would warrant the security’s forfeiture
22.3 The Tender security shall be denominated in the currency of the Tender. A bank
guarantee issued by a bank acceptable to the Purchaser, in the form provided in the
Tender Document.
22.4 Any Tender not secured in accordance with above clause no: 22.1 to 22.3 will be
rejected by the Purchaser as nonresponsive, pursuant to Clause
22.5 Unsuccessful Bidder’s Tender security will be discharged / returned as promptly as
possible, tentatively Thirty (30) days after the expiration of the period of Tender
prescribed by the Purchaser
22.6 The successful Bidder’s Tender security will be discharged upon the Bidder executing
the Contract and furnishing the performance security
22.7 The Tender security may be forfeited:
a) if a Bidder withdraws its Tender during the period of Tender validity specified by
the Bidder on the Tender Form’ or
b) in the case of successful Bidder, if the Bidder fails:
c) to sign the Contract in accordance with Clause 25; or
d) to furnish performance security in accordance with Clause
22.8 No interest will be paid on Tender security.
23.0 Period of Validity of Tenders
23.1 Tenders shall remain valid for One Hundred and Twenty (120) Days from the date
of opening of Price Bid prescribed by the Purchaser, pursuant to Clause 3 of ITB. A
Tender valid for a shorter period i.e. less than 120 days may be rejected by the
Purchaser as non-responsive.
23.2 In exceptional circumstances, the Purchaser may solicit the Bidder’s consent to an
extension of the period of made in writing (or by fax / telex). The Tender security
provided under Clause 22 shall also be suitably extended. A Bidder may refuse the
request without forfeiting its Tender security. A Bidder granting the request will not be
required nor permitted to modify its Tender.
24.0 Security Deposit
24.1 Within 15 days after the issuance of Letter of Intent (LOI), the successful bidder shall
have to pay Security deposit @ five percent (05%) amount of order value. The security
deposit in form of DD/Bank Guarantee (List of Banks as mentioned in the tender
document.) and Ahmedabad branch only and payable to Municipal Commissioner,
AHMEDABAD MUNICIPAL CORPORATION 5 MWp SOLAR POWER PROJECT
Ahmedabad valid for the period of Fifteen (15) months from the date of LOI. The format
of Bank Guarantee as per Annexure -4 of the tender document.
24.2 The proceeds of the security deposit shall be payable to the Purchaser as per
compensation for any loss resulting from the Bidder’s failure to complete its obligations
under the Contract
24.3 The security deposit shall be denominated in Indian Rupees and shall be in the
prescribed format
24.4 The security deposit will be discharged by the Purchaser and returned to the Bidder
tentatively 30 days after the receipt of Performance Bank Guarantee.
25.0 Performance Bank Guarantees (PBGs)
25.1 Within 15 days after the commissioning of project, the successful bidder shall have to
pay BG equivalent to five percent (05%) amount of total O&M order value. The PBG in
form of DD/Bank Guarantee (List of Banks as mentioned in the tender document.) and
Ahmedabad branch only and payable to Municipal Commissioner, Ahmedabad valid
for the period of sixty (60) months from the date of commissioning of entire project or
till the work completion certificate issued by AMC whichever is later. The format of
Bank Guarantee as per Annexure -4 of the tender document.
25.2 In the case of any Bid where quoted rate appear unrealistic, such Bid will be
considered as unbalanced and; in case the Bidder is unable to provide satisfactory
explanation, such a Bid is liable to be disqualified and rejected. However, the Bidder
may be asked; at the discretion of the Authority only to submit the Additional
Performance Security calculated as under:
i. If the bid price offered by the Successful Bidder is lower than 15% but up-to 20% of
the Estimated Project Cost, then the Additional Performance Security shall be
calculated @20% of the difference in the [(a) Estimated Project Cost (as mentioned
in RFP)-10% of the Estimated Project Cost] and[ (b) the Bid Price offered by the
Selected Bidder]
ii. If the bid price offered by the Successful Bidder is lower than 20% of the Estimated
Project Cost, then the Additional Performance Security shall be calculated @30% of
the difference in the [(a) Estimated Project Cost (as mentioned in RFP)-10% of the
Estimated Project Cost] and [(b) the Bid Price offered by the selected Bidder]
iii. The Additional Performance Security shall not be treated as part of Performance
25.3 A bank guarantee issued by a bank acceptable to the Purchaser, in the form provided
in the Tender Documents or another form acceptable to the Purchaser.
The Security Deposit will be released after submitting the Performance guarantee.
Subject to satisfactorily completion of SITC and testing within one month after
commissioning and Trial period of 3 days including establishment of RMS
connectivity at AMC office.
26.0 Defect Liability Period
The Contractor shall be responsible to make good and remedy at his own expense
any defect which may develop or may be noticed before the period mentioned
hereunder from the certified date. The Engineer-in-charge shall give the Contractor a
notice in writing about the defects and the Contractor shall make good the same
within 15 days of receipt of the notice. In the case of failure on the part of the
Contractor, the Engineer-in-charge may rectify or remove or re-execute the work at

the risk and cost of the Contractor. The Engineer-in-charge shall be entitled to
appropriate the whole or any part of the amount of the security deposit towards the
expenses, if any, incurred by him in rectification, removal or re-execution. The Defect
Liability period shall be 12 months from the date of successful completion of
commissioning and performance testing. AMC shall consider minimum 1000 kWp
capacity for part commissioning.

GENERAL CONDITIONS OF CONTRACT
B.2.1 Security Deposit –Performance Bond
a) The successful tenderer has to deposit 5% of the total Ordered value as security deposit
(with requisite amount contract paper) in the form of D.D. in favour of “Municipal
Commissioner, AMC-” Payable at Ahmedabad or Bank Guarantee of banks mentioned in
Annexure-4A within a period of 15 days from the date of receipt of L.O.I./Work Order. If
the security deposit is not paid within the above specified time, then this may lead to
cancellation of the contract, forfeit of E.M.D.
b) The Contractor has to submit Security Deposit and Performance guarantee Bond As
mentioned in Memorandum of Works.
B.2.2: Liquidated damages for delay
i) If the Contractor fails to complete the work under contract by the stipulated time
period (as mentioned in Memorandum of work), he shall pay liquidated damages of
0.1 % of the remaining work value per day from the date of delaying the said work up
to the date of completion and handing over to the AMC.
ii) The aggregate maximum of liquidated damages payable shall not exceed 0.1%of
remaining work value per day and shall be subject to the maximum amount of 10 %
of the remaining total value of work from the date of delaying the work.
B.2.3 Default by Contractor
If the Contractor shall neglect or fails to proceed with the work with due diligence or if
he violates any of the provision of the Contract, the Engineer-in-Charge shall give the
Contractor a notice, identifying deficiencies in performance and demanding corrective
action. Such notice shall clearly state that it is given under the provision of this
clause. After service of such notice, the Contractor shall not remove any plant,
equipment and material from the site. The AMC shall have a lien on all such plant,
equipment and material from the date of such notice till the said deficiencies have
been corrected as mentioned in the said notice. If the Contractor fails to take
satisfactory corrective action within 10 days after receipt of such notice, the
Engineer-in-charge on behalf of AMC shall terminate the contract in whole. In case,
the entire contract is terminated, the amount of security deposit and performance
bond if any together with the value of the work done but not paid for, shall stand
forfeited to the AMC and the remaining work shall be got executed by other
contractor at the full risk and at cost of the original contractor. The plants equipment
and material held under this clause shall then be at the disposal of the AMC to
recover the amount equivalent to the liquidated damages and registration of the
Contractor shall be kept in abeyance for three years from the date as fixed in all such
The Engineer-in-Charge if necessary shall direct that a part or the whole of such
plant, equipment and material be removed from the site within a stipulated period. If
the Contractor fails to do so, the Engineer-in-Charge shall cause them or any part of
them to be sold holding the net proceeds of such sale to the credit of the Contractor.
After settlement of accounts, the lien by the AMC on the Contractors remaining plant
equipment and balances of materials shall be released.

Termination of the contract in whole shall be adequate authority for the Engineer-in-
Charge to demand discharge of the obligations from the guarantors of the security for
the performance.
B.2.4 If the progress of any particular portion of the work under Contract is unsatisfactory,
the Engineer-in-Charge shall, notwithstanding that the general progress of the work
is satisfactory, in accordance with clause 2(Liquidated damages), be entitled to
take necessary action under Clause 3(Default by Contractor), after giving the
Contractor 10day’s notice in writing and the Contractor shall have no claim
whatsoever for any compensation for any loss caused to him due to such
(Clause 1, 2, 3 and 4 are substituted vide GR No. TNC – 1091/IB-10/(11)-C, dated
15-10-91 & modified by GR dated 29-10-91& GR No. TNC – 1088/IB/18/(13)-C dated
B.2.5 In any case in which any of powers conferred upon the Engineer-in-Charge by clause
3 hereof shall have become exercisable and the same shall not have been
exercised, the non-exercise thereof shall not constitute a waiver of any of the
conditions hereof and such powers shall notwithstanding be exercisable at any future
B.2.5 In the event of the Engineer-in-Charge taking action under Clause 3, he may, if the
so desires, take possession of all or any tools, plants, machineries, materials and
stores in or upon the work or the site thereof or belonging to the Contractor or
procured by him and intended to be used for the execution of the work or any part
thereof, by paying or allowing for the same in account at the contract rate or in case
of contract rates not being applicable at such reasonable rates, as may be
comparable to current market rates where ascertainable of similar articles and
comparable condition, to be certified by the Engineer-in-Charge. In the alternative the
Engineer-in-Charge may by notice in writing to the Contractor or his clerk of the
works ,foreman or other authorized agent require him to remove such tools, plants,
machineries, materials or stores from the premises within a time to be specified in
such notice and in the event of the Contractor failing to comply with any such
requisition, the Engineer-in-Charge may remove them at the Contractor’s expense or
shall remove them by auction or private sale at the risk and cost of the Contractor in
all respect, and the Certificate of the Engineer-in-Charge as to the expenses of any
such removal and the amount of the proceeds and expenses of any such removal
shall be final and conclusive against the Contractor.
B.2.6 Extension of time : If the Contractor shall desire an extension of the time for
completion of the work on the ground of his having been unavoidably hindered in its
execution or any other ground, he shall apply in writing to the Engineer-in-charge
before the expiration of the period stipulated in the tender or before the expiration of
30 days from the date on which he was hindered whichever is earlier and the
Engineer-in-charge may, if in his opinion believe that there are reasonable grounds
for granting an extension, grant such extension, as he thinks necessary or proper.
The decision of Engineer-in-charge in this shall be final.
B.2.7: As soon as the work is completed, the Contractor shall give a notice of such
completion to the Engineer-in-Charge and on receipt of such notice, the Engineer-in-
Charge shall inspect the work, and if he is satisfied that the work is completed in all
respects then: –
i) For all works costing up to Rs. 50 lakhs (amount put to tender), the final
measurements shall be recorded within 45 days from the date of physical
completion of the work and the final bill shall be prepared within 45 days from
the date of recording final measurements. The completion certificate shall be

issued within one month from the date of final measurements subject to the
Contractor fulfilling his obligation as provided in the contract and subject to
the work being complete in all respect.
ii) In respect of works costing more than Rs. 50 lakhs (amount put to tender),
the final measurements shall be recorded within 75 days from the date of
physical completion of the work and the final bill shall be prepared within
days from the date of final measurements subject to the Contractor fulfilling
his obligation as provided in the contract and subject to the work being
complete in all respects.
When separate periods of completion have been specified for items or groups
of items, the Engineer-in-Charge shall issue separate completion certificate
for such items or groups of items.
No certificate of completion shall be issued nor shall the work be considered
to be complete till the contractor shall have removed from the premises, on
which the work has been executed, all scaffoldings, sheds and surplus
materials, except such, as are required for rectification of defects: rubbish and
all huts and sanitary arrangements required for his workmen on the site in
connection with the execution of the work, as shall have been erected by the
Contractor for the workmen and cleared all dirt from all parts of the building(s)
in, upon or around which the work has been executed and handed them over
to the Engineer-in-Charge or his representative and made the whole premises
fit for immediate occupation or use to the satisfaction of the Engineer-in-
Charge. If the Contractor shall fail to comply with any of the requirements of
these conditions as aforesaid, on or before the date of completion of the work,
the Engineer-in-Charge may, at the expense of the Contractor, fulfill such
requirements and dispose of the scaffolding, or surplus materials and rubbish
materials except for any sum actually realized by the sale thereof less the
cost of fulfilling the requirement and any other amount that may be due from
the Contractor. If the expenses of fulfilling such requirements more than the
amount realized such disposal as aforesaid the contract shall forthwith on
demand pay such excess. The Engineer-in-charge shall also have the rights
to adjust the amount of excess against any amounts that may be payable to
the contractor..
B.2.8: No payment shall be made for any work, estimated to cost less than rupees one
thousand till after the whole of the said work shall have been completed and a
certificate of completion given. But in the case of works estimated to cost more than
rupees one thousand, the Contractor shall, on submitting a bill as per tender clause
therefore, be entitled to receive payment proportionate to the part of the work then
approved and passed by the Engineer-in-Charge, whose certificate of such approval
and passing of the sum so payable shall be final and conclusive against the
Contractor. All such intermediate payments shall be regarded as payments by way of
advance against the final payments only and not as payments for work actually done
and completed and shall not preclude the Engineer-in-Charge from requiring bad,
unsound, imperfect or unskilled work to be removed and taken away and
reconstructed, or re-erected, nor shall any such payment be considered as an
admission of the due performance of the contract or any part thereof if any other way
very or effect the contract. The final bill shall be submitted by the Contractor within
one month of the completion of the work, otherwise the Engineer-in-Charge’s
certificate of the measurements and of the total amount payable for the work shall be
certificate of the measurements and of the total amount payable for the work shall be
final and binding on all parties.
B.2.9: The rates for items of works shall be valid only when the item concerned is accepted
as having been completed fully in accordance with the sanctioned specifications. In
cases where the items of work are accepted as not so completed, the Engineer-in-

Charge may make payment on account of such items at such reduced rates as he
may considered reasonable in preparation of final or on account bill.
B.2.10 : Bills to be submitted for payment: A bill shall be submitted by the contractor as per
tender terms for all work executed and the engineer in charge shall take or cause to
be taken the requisite measurement for the purpose of having the same verified and
the claim, so far as it is admissible shall be adjusted, if possible, within ten days from
the presentation of the bill. If the contractor does not submit the bill within the time
fixed as aforesaid, the engineer in charge may depute a subordinate to measure up
the said work in the presence of the contractor or his duly authorized agent whose
counter signature to the measurement list shall be sufficient warrant and the engineer
in charge may prepare a bill from such list which shall; be binding on the contractor in
B.2.11 : The Contractor shall submit all the bills on the printed forms to be had on
application at the office of the Engineer-in-Charge. The charges to be made in the
bills shall always be entered at the rates specified in the agreement or at the
part/reduced rates subject to the approval by the Engineer-in-Charge in the case of
items not completed/executed as per agreements or in the case of any extra work
ordered in pursuance of these conditions and not mentioned or provided for in the
tender, at the rate hereinafter provided for such work.
B.2.12: If the specification of the work provides for the use of any special description of
materials to be supplied from the Departmental Store or if it is required that the
Contractor shall use certain stores to be provided by the Engineer-in-Charge (such
materials and stores and the prices to be charged therefore as hereinafter mentioned
being so far as practicable for the convenience of the Contractor but not so as in any
way to control the meaning or effect of this contract specified in the schedule or
memorandum herein annexed) the Contractor shall be supplied with materials and
stores as may be required from time to time to be used by him for the purpose of the
contract only, and the value of the full quantity of materials and stores so supplied
shall be set off or deducted from any sum then deposit, or thereafter to become due
to the Contractor under the contract, or otherwise, or from the security deposit, or the
proceeds of sale thereof; if the deposit is held in AMC securities/Bank Guarantee/
Bank Draft the same or a sufficient portion thereof, shall, in that case be sold for the
purpose. All materials supplied to the Contractor shall remain the absolute properly of
AMC and shall, on no account, be removed from the site of the work, and shall at all
time, be open to inspection by the Engineer-in-Charge. Any such materials, unused
and in perfectly good condition at the time of completion or termination of the
contract, shall be returned to the Departmental store if the Engineer-in-Charge so
requires by a notice in writing given under his hand, but the Contractor shall not be
entitled to return any such materials except with the consent in writing of the
Engineer-in-Charge and he shall have no claim for compensation on account of any
such material supplied to him as aforesaid but remaining unused by him or for any
wastage in or damage thereto.
B.2.12A: The Contractor shall be entitled to use the materials supplied by the department
only to the extent of quantities of such materials required for execution of the work as
per theoretical calculations. The Engineer-in-Charge may, however, on being
satisfied that a large quantity of such materials is required for the execution of the
work, permit the Contractor to use such larger quantity of the materials. Such
permission shall be given in writing.
The Contractor is bound to return in good condition such materials issued in excess
of the requirements so worked out or in excess of the quantities so permitted to be
used by the Engineer-in-Charge. If the Contractor fails to return such extra materials
within a period of 15 days from the date of demand in writing of such materials being

made by the Engineer-in-Charge, he shall be changed for the excess materials at
double the issue rate for such materials
B.2.12B: -All stores and materials supplied to the contractor by AMC shall be kept by the
contractor in separate store provided with a double lock. The key of one of the lock
shall remain with the Engineer-in0charge or his agent. The store shall be accessible
to the Engineer-in-charge or his agent at all times. No materials shall be allowed to
be removed from the site of the work and any material required for the execution of
the work shall be taken out from the store only in the presence of a duly authorized
agent of the Engineer-in-charge.
(1) The Contractor shall execute the whole and every part of the work in the most
substantial and workman-like manner and both as regards materials and in other respect
in strict accordance with specifications.
The Contractor shall also conform exactly, fully and faithfully to the designs, drawings
and instructions in writing to the work signed by the Engineer-in-Charge. The design and
the drawings shall be lodged in the office of the Engineer-in-Charge to which the
Contractor shall be entitled to have access for the purpose of inspection at such office
during office hours.
Where the instructions referred to above are not contained in separate letters addressed
to the Contractor the same shall be recorded in the work order book, which shall be
maintained and kept on the site of the work. The Contractor shall be required to sign
such entries in the work-order book in token of having noted the instructions. However, if
the Contractor fails to sign the work-order book for any reason whatsoever, the entry of
the instructions in the work-order book shall be deemed to be due notice to him of the
said instructions. The work-order book shall be open for inspection to the Contractor on
the site of the work during office hours.
(2) The Contractor shall be entitled to receive one certified copy of the accepted tender
along with the work order free of cost and shall also be entitled to receive, on request,
three sets of contract and working drawings according to the progress of work, as and
when needed, free of cost.
(3) The several documents forming the contract are essential parts of the contract and a
requirement occurring in one is a binding as through occurring in all. They are intended
to be mutually explanatory and complementary and to describe and provide for a
In the event of any discrepancy in the several documents forming the contract or in any
one document, the following order of precedence should apply.
(a) Technical Description and Quantities
(i) Vol-II B.O.Q./Schedule of Rates
(iii) Technical specifications
In the case of defective description or ambiguity, the Engineer-in-Charge is entitled to
issue further instructions directing in what manner the work is to be carried out. The
Contractor cannot take any advantage of any apparent error or omission in drawings or
specifications and the Engineer-in-Charge shall be entitled to make corrections and
interpretations as necessary to fulfill the plans and specifications.
B.2.14.1: The Engineer in charge shall have power to make any alterations in or addition to
the tender schedule of quantities(BOQ),original specifications, drawings, designs and
instructions that may appear to him to be necessary or advisable during the progress

of the work and the Contractor shall be bound to carry out the work in accordance
with any instructions in this connection which may be given to him in writing signed
by the Engineer-in-Charge and such alteration shall not invalidate the contract and
additional work which the Contractor may be directed to do in the manner above
specified as part of the work shall be carried out by the Contractor on the same
conditions in all respect on which he agreed to do the main work and at the as are
specified in the tender for the main work
B.2.14.2 :- Qualification Criteria for Contractor
Bidder is to furnish past experience against the eligibility criteria specified in clause 15 of ITB
The copy of Work order, Completion certificate and TDS Certificate (in case of private work)
should be attached.
The Contractor will have to supply the items from the make-list provided in this specification
during execution of work. No Deviation shall be acceptable in this matter.
The Contractor is advised to provide technical datasheets and specification sheets for
approval for all items prior to initiating any supply. Any items having deviations, in absence
of specific approval from Client / Consultant shall be returned whether installed or uninstalled
at the risk, liability and expense of the Contractor.
The Contractor is advised to inform the Client / Consultant of any specific requirements for
equipment such as , earthing, ventilation etc. before supply so as to incorporate the same at
site by other agencies.
The ELV contractor is advised to specifically use items only from the make list and provide
information on compliance of performance specifications. Moreover, the contractor shall
submit the OEM test certificates for all items used for the project.
B.2.14.3 :-Not Applicable
B.2.14.4 : If the additional or alternation work includes any class of work for which no rate is
specified in this contract then such class of work shall be carried out at the lesser value of
(a) Current S.O.R.(of that year the extra work carried out)
(b) Tender S.O.R.(after effect of Tender Premium / Discount )
(c) Market Rate
Where, however, the work is to be executed according to the designs, drawings and
specifications recommended by the Contractor and accepted by the competent authority, the
alterations above referred to shall be within the scope of such designs and specifications
appended to the tenders.
The time limit for the completion of the work shall be extended in the proportion that the
increase in the cost occasioned by alteration bears to the cost of the original contract work,
and the certificate of the Engineer-in-charges as to such proportion shall be final and

B.2.15 : No claim to any payment or compensation or for restriction of work : If any time after
the execution of the contract documents the Engineer-in-charge shall for any reason
whatsoever, require the whole or part of the work, as specified in the tender, be
stopped for any period or shall not require the whole or part of the work to be carried
out at all or to be carried out by the Contractor, he shall give notice in writing, stating

the fact to the Contractor who shall thereupon suspend or stop the work totally or
partially, as the case may be. In any such case, except as provided hereunder, the
Contractor shall have no claim to any payment or compensation whatsoever except
as provided hereunder on account of any profit or advantage which he might have
derived from the execution of the work in full but which he did not so derive in
consequence of the full amount of the work not having been carried out, or on
account of any loss that he may be put to on account of materials purchased or
agreed to be purchased or for unemployment of labour required by him. He shall not
have also any claim for compensation by reason of any alterations having been
made in the original specifications, drawings, designs and instructions which may
involve any containment of the work as originally contemplated.
B.2.15A :The Contractor shall not be entitled to claim any compensation from AMC on
account of delay by client in the supply of materials from client side if any. Where
such delay is caused by the (i) Non-supply due to short allotment of quota in case
materials available under quota regulations (ii) Difficulties relating to the supply of
railway wagons (iii) Force majeure (iv) Act of God (v) Act of the country’s enemies or
any other reasonable cause beyond the control of Corporation.
In the case of such delay in the supply of materials, AMC shall grant such extension
of time for the completion of the works as shall appear to the Engineer-in-Charge to
be reasonable to accordance with the circumstances of the case. The decision of the
Engineer-in-Charge as the extension of time shall be accepted as final by the
Contractors. (As modified Vide R & B D.G.R. No. TNC – 1096 – IB – 143 – (16) – C

B.2.16 : Time-Limit for unforeseen claims: The Contractor shall not be entitled to any
compensation from AMC on any account unless where allowed by the conditions of
this contract. In such case, the Contractor shall have to submit a claim in writing tothe
Engineer-in- charge within one month of the cause of such claim occurring.
B.2.17: Action and compensation in case of bad work : If, at any time before the expiry of
defects Liability period, as detailed in Clause 17-A, it shall appear to the Engineer-in-
charge or his sub-ordinate in charge of the work, that any work has been executed
with unsound, imperfect or unskilled workmanship or with materials or inferior quality
or that any materials or articles provided by him for the execution of the work are
unsound, or of a quality inferior to that contracted for or are otherwise not in
accordance with the contract, it shall be lawful for the Engineer-in-Charge to intimate
this fact in writing to the Contractor and then notwithstanding the fact that the work,
materials or articles complained of, may have been passed, certified and paid for, the
Contractor shall be bound forthwith to rectify, or remove and reconstruct the work so
specified in whole or in part as the case may require, or if so required shall remove
the materials or articles so specified in whole or in part and provide other proper and
suitable materials or articles at his own charge and cost, and in the event of his
failing to do so within a period to be specified by the Engineer-in-charge in the written
intimation aforesaid, the Contractor shall be liable to pay compensation at the rate of
one percent on the amount of the estimate of the rectification for every day not
exceeding ten days during which the failure so continues, and in the event of any
such failure as aforesaid continuing beyond ten days, the Engineer-in-charge may
rectify or remove, and re-execute the work or remove and replace the materials
complained of, as the case may be at the risk and expense in all respects of the
Contractor should the Engineer-in-charge consider that any such inferior work of
materials as described above may be accepted or made use of, it shall be within his
discretion to accept the same at such reduced rates as he may fix therefore,
However, the contractor shall be responsible for normal maintenance of the work till
the final bill for the work is prepared by the competent authority of the Corporation.

B.2.17A: Defect Liability Period: It shall be as mentioned in section A 2:- Memorandum of
works. All spares, tools, consumables required for the installed Equipment during this
periods for satisfactory maintenance & repair shall be provided by the Contractor.
The Contractor shall be responsible to make good and remedy at his own expense
any defect which may develop or may be noticed before the period mentioned
hereunder from the certified date of F. The Engineer-in-charge shall give the
Contractor a notice in writing about the defects and the Contractor shall make good
the same within 15 days of receipt of the notice. In the case of failure on the part of
the Contractor, the Engineer-in-charge may rectify or remove or re-execute the work
at the risk & cost of the Contractor. The Engineer-in-charge shall be entitled to
appropriate the whole or any part of the amount of the security deposit/performance
guarantee bond towards the expenses, if any, incurred by him in rectification,
removal or re-execution.
B.2.17B : Not Applicable
B.2.18 : Work to be open to inspections- Contractor or responsible agent to be present All
works under or in course of execution or executed in pursuance of the contract shall
at all times, be open to the inspection and supervision of the Engineer-in-charge, his
subordinate/authorized representatives and the Contractor shall, at all times during
the usual working hours, and at all other times at which reasonable notice of the
intimation of the Engineer-in-charge or his subordinate to visit the works shall have
been given to the Contractor, either himself be present to receive orders and
instructions or have a responsible agent duly accredited in writing present for that
purpose. Orders given to the Contractor’s duly authorized agent shall be considered
to have the same force and effect as if they had been given to the Contractor himself.
B.2.19: Notice to be given before work is covered up : The Contractor shall give not less than
five days’ notice in writing to the Engineer-in-charge or his subordinate in charge of
the work before covering up or otherwise placing beyond the reach of measurement
any work, in order that the same may be measured and correct dimensions thereof
taken before the same is so covered up or placed beyond the reach of measurement
and shall not cover up or place beyond the reach of measurement any work without
the consent in writing of the Engineer-in-charge or his subordinate in charge of the
work and if any work shall be covered up or placed beyond the reach of
measurement without such notice having been given or consent obtained, the same
shall be uncovered at the Contractor’s expense and in default thereof, no payment or
allowance shall be made for such work or for the materials with which the same was
B.2.20 : If the Contractor or his workmen, or servants shall break, deface injure or destroy
any part of the building or work in question or work in question in/on which they may
be working or any building, road, fence, enclosure or grass-land or cultivated ground
contiguous to the premises on which the work or any part-thereof is being executed
or if any damage shall be done to the work from any cause whatever before
completion of the work or before the completion of the maintenance period whichever
is later or any damage occurred / caused due to normal flood or rain or if any
imperfections become apparent in it within three months from the grant of a
certificate of completion, final or otherwise by the Engineer-in-charge the Contractor
shall make good the same at own expenses or in default, the Engineer-in-charge
may cause the same to be made good by other contractor and deduct the expenses
(of which the certificate of the Engineer-in-charge shall be final) from any sums that
may thereafter become due to the contractor or from his security
deposit/performance bond or the proceeds of sale thereof or a sufficient portion
B.2.20A: Force Majeure : Neither party shall be to liable to the other for any loss or damage
occasioned by or arising out of acts of god, and in particular, unprecedented Floods,

volcanic eruption, earth quake or other convulsion of nature, and other acts such as
but not restricted to general strike, invasion, the act of foreign countries, hostilities or
war like operations before or after declaration of war, rebellion, military or usurped
power which prevent performance of the contract and which could not have been for
seen or avoided by a prudent person.
NOTE: “Unprecedented flood” means the flood crossing the high flood level of the
past 50 years which is on the available record. (Modified Vide R & B D.G.R. No. TNC
B.2.21 : Contractor to supply plant, ladders, scaffolding etc., and is liable for damage arising
from non-provision of lights, fencing etc. : The Contractor shall supply at his own cost
all materials (except such special materials if any, as may, in accordance with the
contract of be supplied from the AMC Stores), plant, tools, appliances, implements,
ladders, cordage, tackle, scaffolding and any temporary works which may be
required for the proper execution of the work whether in the original, altered or
substituted from and whether included in the specifications, or other documents
forming part of the contract or referred to in these conditions or not and which may be
necessary for the purpose of satisfying or complying with requirements of the
Engineer-in-charge as to any matter or to which under these conditions he is entitled
to be satisfied or which he is entitled to require together with carriage therefore to
and from the work. The Contractor shall also supply without charge the requisite
number of persons with the means and material necessary for the purpose of setting
out works and counting, weighing and assisting in the measurement or examination
at any time and from time to time, of the work or the materials. Failing this, the same
may be provided by the Engineer-in-Charge at the expense of the Contractor and the
expenses may be deducted from any money due to the Contractor under the contract
or from his security deposit, or proceeds of sale thereof, or of a sufficient portion
thereof. The contractor shall provide all necessary fencing and lights required to
protect the public form accident and shall also be bound to bear expenses of defense
of every suit, action or other legal proceeding at law that may be brought by any
person for injury sustained owing to neglect of the above precautions and to pay any
damages and costs which may be awarded in any such suit, action or proceedings to
any such person, or which may, with the consent of the Contractor, be paid in
compromising any claim by any such persons.
B.2.21A :-Not Applicable
B.2.21B: The Contractor shall comply with the following regulation as regards the Hoisting
Appliances to be used by him-
(a) Hoisting machines and tackle, including their attachments anchorages and supports
1. Be of good mechanical construction, sound material and adequate strength and free
from patent defect ; and
2. Be kept in good repair and in working order
(b) Every rope used in hoisting or lowering materials or as means of suspension shall be of
suitable quality and adequate strength and free from patent defect.
(c) Hoisting machines and tackle shall be examined and adequately tested after erection on
the site and before use and be re-examined in position at intervals to be prescribed by
Engineer-in-charge
(d) Every chain, ring, hock, shackle, swivel and pulley block used in hoisting or lowering
materials or as a means of suspension shall be periodically examined.

(e) Every crane drive or hoisting –appliance –operator shall be properly qualified.
(f) No person who is below age of 15 years shall be in control of any hoisting machine,
including any scaffold, nor shall give signals to the operator.
(g) In the case of every hoisting machine and of every chain, ring hook, shackle, swivel and
pulley block used in hoisting or lowering or as a means or suspension, the safe working
load shall be Ascertained by adequate means.
(h) Every hosting machine and all gears referred to in proceeding regulation shall be plainly
marked with the safe working load.
(i) In the case of hoisting machine having variable safe working load, each safe working
load and conditions under which it is applicable shall be clearly indicated.
(j) No part of any hosting machine or any gear referred to in regulation ‘g’ above shall be
loaded beyond the safe working load except for the purpose of testing.
(k) Motors, gears, transmissions, electric wiring and other dangerous parts of hoisting
appliance shall be provided with sufficient safeguards.
(l) Hoisting appliances shall be provided with such means as will reduce to a minimum the
risk of the accidental descent of the load.
(m) Adequate precautions shall be taken to reduce to minimum the risk of any part of a
suspended load becoming accidentally displaced.
B.2.22 Measures for prevention of Fire : The contractor shall not set fire to any standing
jungle, trees, bush wood or grass without a written permit from the Engineer –in-
Charge. When, such permit is given, and also in all cases when destroying cut
or dug up tress, bush wood, grass etc,.by fire, the contractor shall take necessary
measures to prevent such fire spreading to or other-wise damaging surrounding
property. When such permit is given, and also in all cases when destroying cut or

B.2.23 Liability of Contractors for any damages done in or outside work area :
Compensation for all damage done intentionally or unintentionally by contractors
laborers whether in or beyond limits of AMC property including any damage caused
by the spreading of fire mentioned in the clause 22, shall be estimated by the
Engineer-in-charge, or such other officer as he may appoint, and the estimates of the
Engineer in charge, subject to the decision of the Municipal Commissioner ,AMC on
appeal, shall be final and the Contractor shall be bound to pay the amount of the
assessed compensation on demand, failing which the same shall be recovered
from the Contractor as damages in the manner prescribed in clause 1 or deducted by
the Engineer-in-Charge from any sums that may be due or become due from AMC to
the Contractor under this contract or otherwise.
The contractor shall bear the expenses of defending any action or other legal
proceeding that may be brought by any person for injury sustained by him owing to
neglect of precautions to prevent the spread of the fire and he shall also pay the
damages and cost that may be awarded by the court in consequences.

B.2.26 : Work not to be sublet. Contract may be rescinded, and security deposit forfeited for
subletting it without approval or for bribing a public officer or if contractor becomes
insolvent: The contract shall not be assigned or sublet any part of whole work without
the written approval of the Engineer-in-charge. And if the contractor shall assign or
sublet his contract or attempt to do so or become insolvent or commence any
proceeding to get himself be adjudicated an insolvent or make any legal compromise
with his creditors, or attempt of do so, the Engineer-in-charge may, by notice in
writing rescind the contract. Also if any bribe, gratuity, gift, loan, perquisite, reward or
advantage, pecuniary or otherwise, shall either directly or indirectly be given,
promised or offered by the contractor, or any of his servants or agents to any public
officer or person in the employ of AMC in any way relating to his office or
employment, or if any such officer or person shall become in any way directly or
indirectly interested in the contract, the Engineer-in-Charge may thereupon by notice
in writing rescind the contract. In the event of contract being rescinded, the security
deposit of the Contractor shall thereupon stand forfeited and be absolutely at the
disposal of AMC and the same consequences shall ensue as if the contract had been
rescinded under clause 3 hereof and in addition the Contractor shall not be entitled to
recover or be paid for any work thereof actually performed under the contract.
B.2.27 : Sum payable by way of compensation to be considered as reasonable
compensation without reference to actual loss: All sums payable by a Contractor by
way of compensation under any of these conditions shall be considered as a
reasonable compensation to be applied to the use of AMC without reference to the
actual loss or damage sustained and whether any damage has or had not been
B.2.28 : Changes in the constitution of firm to be notified: In the case of a tender by partners,
any changes in the constitution of a firm shall be forthwith notified by the contractor to
Engineer-in-Charge for his information.
B.2.29 : Works to be under directions of Engineer-in-Charge AMC:-All works to be executed
under the Contract shall be executed under the direction and subject to the approval
in all respects of the Engineer-in-Charge of AMC of the Circle for the time being, who
shall be entitled to direct at what point or points and in what manner they are to be
commenced and from time to time carried on.
1) Disputes to be referred to Tribunal: The disputes relating to this contract, so far as they
relate to any of the following matters, whether such disputes arise during the progress of
the work or after the completion or abandonment thereof, shall be referred to the court of
law and its jurisdiction shall be of Ahmedabad, Gujarat State.
(i) The rates of payment under clause 5 for any tools, materials and stores in or upon
the works of the site thereof or belonging to the contractor or procured by him and
intended to be use for execution of the work or any part thereof of which possession
may have been taken by the Engineer-in-Charge under the said clause-5.
(ii) The reduction in rates made by the Engineer-in-Charge, under clause 9 for the items
of work not accepted as completed fully in accordance with the sanctioned
specifications.
(iii) The rates of payment for any class of work which is included in the additional or
altered work carried out by the Contractor in accordance with the instructions of the
Engineer-in-Charge under clause 14 and the rate for which is to be determined under
the said clause

(iv) The rates of payment for materials already purchased or agreed to be purchased by
the Contractor before receipt of notice given by the Engineer-in-Charge under clause
15, and / or the amount of compensation payable to the Contractor under the said
clause for loss in respect of such materials.
(v) The amount of compensation which the contractor shall be liable to pay under clause
17 in the event of his failure to rectify, remove or reconstruct the work within the
period specified in the written intimation or the amount of expenses incurred by the
Engineer-in-Charge under the said clause 17 in rectifying, removing, or re-executing
the work or in removing and replacing the materials or articles complained of.
(vi) The reduction of rates as may be fixed by the Engineer-in-Charge under clause
for the inferior work or materials as accepted or made use of.
(vii)The amount of compensation payable by the Contractor for damages as estimated
and assessed under clause
(viii) The amount payable to the Contractor for the work carried out under clause
33 in accordance with the instruction and the requirement of the Engineer-in-Charge
in a case where there is no specification.

4a) Any dispute/s arising out of contact shall be referred to court of law and its jurisdiction

i) Affect the right of the Engineer in charge under clause 5 to take possession of all or

ii) Preclude the Engineer in charge from utilizing the materials purchased by the
contractor in any work or from removing such materials to other places, during the
period the work is stopped or suspended in pursuance of notice given to the
contractor under clause
iii) Entitle the contractor to stop the progress of the work or carrying out the additional or
altered work in accordance with the provisions of clause 14 or as the case may be, of

B.2.32 : Lump sums in estimates : When the estimate on which a tender is made includes
lump sum in respect of part of the work, the contractor shall be entitled to payment in
respect of the items of work involved or the part of the work in question at the same
rates as are payable under this contract for such items or if the part of the work in
question is not in the opinion of the Engineer-in-charge capable of measurement, the
Engineer-in-Charge may, as his discretion, pay the lump sum amount entered in the

estimate and the certificate in writing of the Engineer-in-charge shall be final and
conclusive against the Contractor with regard to any sum or sums payable to him,
under the provisions of this clause.
B.2.33 : Action where no specifications: In case of any class of work for which there is no
such specification, such work shall be carried out in accordance with the IS
specifications, and in the event of there being no IS Specifications, then, in such case
the work shall be carried out in all respects in accordance with the instructions and
requirements of the Engineer-in-Charge.
B.2.34 : Definition of work: The expression “work” or “works” where used in these conditions
shall, unless, there be something in the subject or context repugnant to such
construction, be construed to mean the work, or the works, contracted to be executed
under or in virtue of the contract, whether temporary or permanent and whether
original, altered, substituted or additional.
B.2.35:-Contractor’s percentage whether applied to net or gross amount of the bill
Percentage referred to in the tender shall be deducted from / added to the gross
amount of the bill before deducting the value of any stock issued.
B.2.36 Non-refund of quarry fees and Royalties: The contractor shall pay the royalty to the
competent authority/local body as per rules. The contractor shall furnish quarterly the
statement showing quantity of quarried materials from whom purchased (with full
address of the seller) and copies of bill for purchase to the district officer of the
Geology and Mining Department or authority competent to levy royalty in the area of
work. Copy of such statement shall be furnished to the Engineer in charge also.
Contractor shall also furnish such additional information as regards royalty payment
of the Engineer in charge and the Royalty authority. The royalty charges paid shall be
borne by the Contractor and shall not be reimbursed by the Ahmedabad Municipal
Corporation (Authority: - R & BD. Circular No. TNC-2286-UO-39 (19)-C dated 23-10-
B.2.37 Compensation under the Workmen’s Compensation Act : The Contractor shall be
responsible for and shall pay any compensation to his workman payable under the
Workmen’s Compensation Act, 1923 ( VIII of 1923) with latest amendment
(hereinafter called the said Act) for injuries caused to the workmen. If such
compensation is paid by AMC as principal under sub-section 12 (1) of the said Act,
on behalf of the Contractor, it shall be recoverable by the AMC from the Contractor
under sub-section 12 (2) of the said section. Such compensation shall be recovered
in the manner laid down in clause 1 above.
B.2.37A- The Contractor shall be responsible for and shall pay the expenses of providing
medical aid to any workmen who may suffer a bodily injury as a result of an accident.
If such expenses are incurred by AMC, the same shall be recoverable from the
Contractor forthwith and be deducted, without prejudice to any other remedy of AMC
from any amount due or that may become due to the Contractor.
B.2.37B: The Contractor shall provide all necessary personal safety equipment and first-aid
apparatus available for the use of the persons employed on the site and shall
maintain the same in suitable condition for immediate use at any time and shall
comply with the following regulations in connection therewith
(a) The workers shall be required to use the equipment so provided by the
Contractor and the Contractor shall take adequate steps to ensure proper use
of the equipment by those concerned.
(b) When work is carried out in proximity to any place where there is a risk of
drowning all necessary equipment’s shall be provided and kept for use and all

necessary steps shall be taken for the prompt rescue of any person in
(c) Adequate provision shall be made for prompt first-aid treatment of all injuries
likely to be sustained during the course of the work.
B.2.38 :- Execution Quantities
As mentioned in Memorandum of Works in Brief
B.2.39 Employment of famine or other labour The Contractor shall employ any famine,
convict or other labour of particular kind or class, if ordered in writing to do so by the
Engineer-in-charge.
B.2.40 No compensation shall be allowed for any delay caused in the staring of the work on
account of delay in making available the full site of land at a time.
B.2.41 Claim for compensation for delay in the execution of work No Claim for compensation
shall be allowed for any delay in execution of the work on account of water standing
in borrow-pits or compartments. The rates are inclusive of hard or cracked soil,
excavation in mud, sub-soil water or water standing in borrow-pits and no claim for
an extra rate shall be entertained unless otherwise expressly specified.
B.2.42 Entering upon or commencing any portion or work
The contractor shall not enter upon or commence any portion of work except with the
written authority and instructions of the Engineer-in-charge or of his subordinate in
charge of the work. Failing such authority, the contractor shall have no claim to ask
for measurements of or payment for work.
B.2.43 Minimum age of person employed
No contractor shall employ any person who is under the age of 15 years.
B.2.43A (I) (A) The employment of donkeys and/or other animals and the payment of fair
(i) For asphalt work(s), as far as possible only the adult persons should be
employed by Contractor OR the contracted work as the case may be. If the
adult persons are not available, then the children below the age of 15 (Fifteen
years) should not be employed under any circumstances.
(ii) No contractor shall employ donkeys or other animals with breaching of string
or thin rope. The breaching must be at least three inches wide and should be
of tape (Nawar).
(iii) No animal suffering from sores, lameness or emaciation or which is immature
shall be employed on the work.
(iv) The Engineer-in-Charge or his agent is authorized to remove from the work
any person or animal found working which does not satisfy these conditions
and no responsibility shall be accepted by AMC for any delay caused in the
completion work by such removal
(v) The Contractor shall pay fair and reasonable wages to the workmen
employed by him in the contract undertaken by him. In the event of any
dispute arising between the contractor and his workmen on the grounds that
the wages paid are not fair and reasonable, the dispute shall be referred
without delay to the Engineer – in – charge who shall decide the same. The
decision of the Engineer – in – charge shall be conclusive and binding on the
Contractor, but such decision shall not in any way affect the conditions in the

contract regarding the payment to be made by AMC at the sanctioned tender
(vi) Not Applicable
(vii) The Contractor shall provide the amenity of proper shade and shelter to the
workers / laborers and their children on AMC works as soon as the work
starts. If the Contractor fails to provide shed and shelter, the Engineer-in –
charge shall provide the same at the cost of Contractor.
B.2.44 Method of payment: As per AMC Account department standard terms and
B.2.44A: Any sum of money due and payable to the Contractor (including the security
deposit returnable to the Contractor) executing any AMC work under this contract
shall be appropriated by AMC and shall be set off against any claim of the AMC for
the payment of a sum of money arising out or under any other contract made by the
Contractor with the AMC. When no such amount for purpose of the recovery from
the Contractor against any claim of the AMC is available, such a recovery shall be
made from the Contractor as arrears of land revenue.
B.2.45 :-Deleted
B.2.46 :-Employment of scarcity labour If Government declares a state of scarcity or famine
to exist in any village situated within 16 kilometers of the work, the Contractor shall
employ upon such parts of the work, as are suitable for unskilled labour, any person
certified to him by the Engineer in charge or by any persons to whom, the Engineer
in charge may have delegated this duty in writing to be in need of relief and shall be
bound to pay to such persons, wages not below the minimum which Government
may have fixed in this behalf. Any disputes which may arise in connection with the
implementation of this clause shall be decided by the Engineer in charge whose
decision shall be final and binding on the Contractor.

B.2.50 Fair Wages If the Contractor fails to pay within 7 (Seven) days to the laborer(s) /
worker (s) the minimum wages prescribed by the Government under the minimum
wages Act, 1948 as in force from time to time, the Engineer in charge shall be at
liberty to deduct the amount payable to the laborer(s) worker(s) from his
(Contractor’s) bills or deposit(s) payable by the Contractor after making due inquiries
and establishing the claim(S) of the laborers(s) worker(s).
The Contractor shall not be entitled to any payment or compensation on account of
any loss that the Contractor may have to incur on account of the action as aforesaid.
Before the action as aforesaid, is enforced, a notice in writing to the Contractor shall
be issued by the Engineer-in-charge to pay the wages as per Minimum Wages Act in
force at the relevant time. If contractor does not act as aforesaid within seven days,
then the action contemplated as above shall be taken against him.

B.2.61 Fencing and Lighting
(a) The Contractor shall, unless otherwise specified, be responsible for the proper
fencing, lighting, grading and taking of the necessary safety measures for all works
comprised in the contract and for the proper provision of temporary road, way, foot-
ways, guards, fences, caution notices etc., as the same may be rendered necessary
by reasons of the work for the accommodation of workmen, foot passengers or other
traffic and of owners and occupiers of adjacent property and the public and shall
remain responsible for any accidents that may occur on account of his failure to take
proper & timely precautions.
(b) All the arrangements made for fencing and lighting shall be maintained by the
Contractor throughout the currency of the contract till the physical taking over of the
B.2.62 Liability of accidents to persons: Responsibilities and liabilities of the contractor under
Workmen’s Compensation Act are given in clause No 37.In addition following shall
(a) On the occurrence of an accident, which results in death of workmen
employed by the contractor or which is so serious as is likely to result in death
of any such workmen, the Contractor, shall within 24 hours of happening of
such accident(s) intimate, in writing, to the Engineer in charge the fact of such
accident(s). The contractor shall indemnify AMC against all loss or damage
sustained by the AMC resulting directly from his failure to give intimation in
the manner aforesaid including the penalties or fines, if any, payable by the

AMC as consequence of AMC’s failure to give notice under the Workmen’s
Compensation Act or otherwise to conform to the provisions of the said Act in
regard to such accidents(s).
(b) In the case of an accident, in respect of which compensation may become
payable under Workmen’s Compensation Act, whether by the Contractor or
by the AMC as principal Employer, it shall be lawful for the Engineer-in-
charge to retain out of money due and payable to the Contractor, such sum or
sum of money as may, in the opinion of the Engineer in charge, be sufficient
to meet such a liability. The opinion of the Engineer in charge shall be final in
regard to all matters arising under this clause.
B.2.63 Access to site and work on site
The Engineer in charge may, if he considers fit from time to time, enter upon any
land(s), which may be in possession of the Contractor for this contract for the
purpose of executing any work not included in this contract and may execute such
work not included in this contract by agent or by other Contractors, at his opinion
and the Contractor shall, in accordance with the requirements of the Engineer-in-
charge, afford all reasonable facilities for execution of the work including
occupation of lands by structure or otherwise for any other contractor employed by
the AMC and his workmen or for the workmen of the AMC who may be employed in
the execution on or near the site of the work not included in the contract or of any
contract in connection with or ancillary to the work and in default, the Contractor shall
be liable to the AMC for any delay or expense incurred by reason of such default.
Provided always that if the exercise of these powers shall cause any damage to the
contract, he may, within fifteen days of such damage arising, make a statement of
the same to the Engineer in charge who shall, from time to time, assess the value in
his judgment of such damage and the AMC shall form time to time pay to the
Contractor the amounts (if any) accepted as justified by the Engineer in charge.
B.2.64 Reports Regarding Labour The contractor shall submit the following reports to the
Engineer in charge.
(i) A daily report in the from as may be prescribed of the strength of labour both
skilled and unskilled employed by him on the work(s). The contractor shall
increase or decrease the strength, both skilled or unskilled, if directed by the
Engineer in charge. The submission of such report shall not, however, relieve
the contractor of his responsibilities and duties regarding progress or any
other obligations under the contract.
(ii) A classified weekly return in the prescribed form of the number of persons
employed on the works during the preceding week.
(iii) A weekly medical report in the prescribed form showing the health of the
Contractor’s camp, the number of persons ill or incapacitated and the nature
of their illness.
(iv) A report of any accident, which may have occurred, to be sent within 24 hours
of the occurrence
(v) Such other reports as may be prescribed.
B.2.65 Treasure trove
In the event of discovery by the Contractor or his employees, during the progress of
work of any gold, silver, oil or other minerals of any description and precious stones,
treasures, coils, antiquities, relic fossils or other articles or value of interest whether

geological, archaeological or any other such treasure & other things shall be
deemed to be absolute property of the AMC and the Contractor shall duly preserve
the same to the satisfaction the Engineer in charge, from time to time, and deliver
the same to such persons as the Engineer in charge may appoint.
The Contractor shall take all reasonable precautions to prevent his workmen or any
other person form removing or damaging any such articles or thins, immediately after
the discovery thereof and before removal acquaint Engineer in charge with such
discovery and carry out his orders for the disposal of the same.
B.2.66 Indemnity
The Contractor shall indemnify the AMC against all actions, suits claims & demands
through or made against the AMC in respect of work of this contract and against
any loss or damage to AMC in consequence of any action or suit being brought
against the contractor for anything done or omitted to be done in execution of the
work of this contract.
B.2.67 Insurance of Laborers:- The Contractor shall be responsible to arrange for insurance
of all laborer's either skilled or unskilled to secure against any accident as per labour
regulations of the state.
B.2.68 Setting out :- The Contractor shall be responsible for the true and proper setting out
of the works and the correctness of positions, levels, dimensions and alignments of
all parts of the work and for the provisions of all necessary instruments, appliance
and labour in connection therewith. If, at any time, during the progress of the work,
any errors, appear or arise in the positions, levels, dimensions or alignments of any
part of the work, the Contractor, on being required to rectify such errors by the
Engineer in charge shall at his own expense do so to the satisfaction of the Engineer
in charge, if however, such error is based on incorrect data supplied in writing by the
Engineer in charge, the expense of rectifying the same shall be borne by the
Corporation. The checking of and setting out of any line or level by the Engineer in
charge or his representative shall not in any way, relieve the contractor of his
responsibilities for the correctness of the error. The Contractor shall carefully protect
and observe all bench marks, site nails, pages and other thins used in setting out of

B.2.71 Progress schedule
The Contractor shall furnish, within one month (unless extended by the Engineer in
charge) of the order to start the work, the progress schedule in duplicate indicating
the date of starting, the monthly progress expected to be achieved and the
anticipated completion date of each major item of work to be done by him, also
indicating dates of procurement and setting up the materials plants and machinery as
per instruction of Engineer-in-charge if demanded. The Schedule should include a
statement of proposed general and detailed arrangements for carrying out works and
of time, order and manner in which it is proposed that these shall be executed. The
schedule should be farmed keeping requirements of the clause 2 of Tender form in
view and be such as in practice to the achievement towards completion of the work in
the time limit and of the particular items on the dates specified in the contract and
shall have the approval of the Engineer in charge. Further, the dates for the
progress, as in this schedule shall be adhered to.

a) In case it is found necessary, at any stage, to alter the schedule, the Contractor
shall submit in good time a revised schedule incorporating necessary
modifications proposed and get the same approved from the Engineer - in –
charge is further empowered to ask for more detailed schedule or schedules, say,
week by week, for any item or items and the Contractor shall supply the same as
and when asked for
b) The Engineer in charge shall have, at all times, the right, without in any way
violating this contract forming grounds for any claim, to alter the order of the work
or any part thereof and the Contractor shall also revise the progress schedules
accordingly and submit four copies of the revised schedule to the Engineer - in –
charge within seven days of the said Engineer’s direction to alter the order of

such hours and shifts as may be necessary to maintain the progress of the work

d) The Contractor shall from time to time, as may be required by the Engineer - in –
charge, furnish the Engineer - in – charge with a statement in writing of the
arrangements he proposes to adopt for the execution of this contract and the
Engineer - in – charge may, if he considers necessary at any time advise
alteration in the same, which the Contractor shall adopt on notice thereof.
e) The progress schedule(s) shall be in the form of progress chart, forms,
statements and/or reports as may be approved by the Engineer - in – charge
f) The approval of the progress schedules by the Engineer - in – charge shall not
relieve the Contractor of any of his duties and responsibilities under the contract.
The adoption of any modification in the schedule required by the Engineer - in –
charge shall not entitle the Contractor to any extra payment.

B.2.76 :-Before starting the work, the contractor will have to obtain the license from the
District Assistant Labour Commissioner under the Contract Labour (Regulation and
Abolition) Act,1970 and contract Labour (regulation and Abolition) Gujarat Rules
1972 after paying necessary fees and deposit on the basis of the number of laborers
to be employed on the work and will have to supply two true copies of the said
license to the Additional Chief Engineer(Electrical) before the work is started.

SPECIAL CONDITIONS OF CONTRACT
1.1 The following Special Conditions of Contract shall supplement the General
Conditions of Contract. Whenever there is a conflict, the provisions herein shall
prevail over those in the General Conditions of Contract.
1.2 The offered PV modules must be tested and approved by one of the IEC authorized
test centres. The IEC test certificate of the modules to be used shall be submitted.
ONLY INDIGENOUSLY manufactured solar modules shall be eligible under this
tender, i.e. IMPORTED modules shall not be eligible. Necessary documents in this
regard must be provided to AMC The proposed Module type shall be Mono PERC
having capacity not less than 500 Wp. Modules listed are as per latest ALMM list I
& II shall only be considered. However, Solar Modules for which application is filed
with MNRE and approval/listing is awaited shall also be eligible subject to furnishing
satisfactory documents submission in this regard.
In absence of the ALMM, the Shortlisted bidder shall have to submit self -
declaration regarding domestically manufactured Modules used in the SPV
System in this project. Whenever, the ALMM list published by the MNRE, the
Model and Manufactures of the Module shall be from the ALMM only used in the
SPV System in this project. However, Solar Modules for which application is filed
with MNRE and approval/listing is awaited shall also be eligible subject to furnishing
satisfactory documents submission in this regard before placing order to the module
1.3 The payment will be given as per the actual installed capacity on pro -rata
basis i.e., Rs. / KWp. All statutory charges namely GEDA Application fees, Solar
connectivity Charges, Meter connectivity Charges, Meter testing Charges and
system stability/strengthening charges to be paid additionally on producing
1.4 All approval required from GEDA/CEI office/ Discom/ Torrent power/Any organization
will be in scope of bidder. AMC will provide all necessary documents for same
required by the bidder from AMC.
1.5 After receiving the LOI, Bidders must submit a survey report on priority by putting
best efforts. The site survey report contains all the norms which impact the sites
during its constructions as well as operation period. Survey report format will be
provided to successful bidder only
1.6 Bidder will take care of all the existing constructions, water pipelines, Air
conditioner units and flag post on roof, advt. / hording and will provide adequate
protection of these units during construction. The Installation must be with
adequate strength for the long project life and also should not deteriorate
existing the aesthetic view of the utility.
1.7 Once the site is handed over, bidder will design and construct full plant. He will
use material as quoted in the offer and will complete commissioning on or before
the date of completion.
1.8 On handover of each site by AMC, bidder shall complete the works within 180 days

1.9 Bidder shall submit all design and documentation for the plant before starting
plant construction and only approved design can be constructed.
1.10 Bidder has to submit stability certificate for MMS from valid license holder
structure engineer as per format attached.
1.11 Once the plant is constructed, then it will be jointly tested, checked by bidder,
consultant/Electrical Engineer of AMC.
1.12 After commissioning of the project there will be trial run of 03 days where
performance of project shall be monitored through Remote Monitoring System, after
successful trial run project will be considered as Commissioned. In case if any
defects or abnormality appears during trial run should be rectify by the bidder. Once
the successful running of plant with full capacity during the trial run shall considered
as commissioned.
1.13 Post commissioning, completion of trial run of minimum 1000 kWp capacity shall be
considered as part commissioning. Defect liability and commencement of O&M shall
be considered accordingly for the part commissioning accomplished by the
successful contractor(s).
1.14 During operation and maintenance period bidder has to ensure the fourth nightly (15
Days) cleaning activity at site. For this purpose, bidder has to submit monthly report
duly signed by the authorized person /caretaker that cleaning cycle is done at
appropriate time with no deviation. The quarterly O&M payment will release after the
client confirmation letter only. For the purpose of payment, the quarterly O&M
payment shall be released considering the first day of the next calendar month.
1.15 During operation and maintenance period bidder must ensure smooth functioning of
Remote monitoring system of the project. Any top up recharge to keep the data
logger or any other connectively modem functioning is responsibility of the bidder for
competed contract period i.e. SITC + 5 Years O&M.
1.16 The bidder shall provide Timeline (PERT chart) for the project indicating
completion schedule for various items involved in work. The project completion
(successful commissioning) should be on or before date of completion.
1.17 Progress Report - The successful Bidder shall send a weekly progress report
covering, site activities etc. Periodical coordination meetings shall be held to
review the progress and take corrective action.
1.18 The general technical requirements mentioned are mainly for the guidance of
the Bidder. These requirements are not intended to preclude ingenuity of
designs or other improvements. If the Bidder proposes any deviation from these
requirements those shall be considered provided, they are necessary either to
improve the utility, performance and efficiency or to secure overall economy.
The Bidder shall give a separate list containing points of deviations in his offer
from the specifications asked for.
1.19 AMC may at any time by notice in writing to the Bidder either stop the work
altogether or reduce or cut it down. If the work is stopped altogether, the Bidder shall
only be paid for work done and expenses legitimately incurred by him as on
preparation of the execution of the work up to the date on which such notice is
received by him. Such expenses shall be assessed by AMC whose decision shall be
final and binding on the Bidder. If the work is cut down the Bidder shall not be paid
for the work as so cut down, but in neither case shall be paid any compensation

whatsoever for the loss or profit which he might have made if he had been allowed
to complete all the work included in the contract.
1.20 Conditional Tenders will be rejected.
1.21 In case of any type of misappropriations, cheating or intention of cheating, frauds,
irregularities, malpractice, etc. The AMC reserves the right to cancel the order
without giving reasons thereof and forfeit the security deposit.
1.22 Rates quoted by the Bidder will be inclusive of taxes, levies, duties, packing,
forwarding, freight, insurance, loading unloading, supply, installation,
commissioning, and any/ all charges for successful Supply and Installation of the
system at any locations in the State of Gujarat and all expenses of marketing,
commissions etc. as per the break-up asked for in the price bid.
1.23 The rates quoted by the Bidder will be excluding of GST, Work Contract Tax or any
other taxes applicable for such work. Any escalation in such taxes/ levies during the
tenure of the contract/order, will not be paid by AMC and Bidders are advised to
take into consideration any such escalations in the prevailing taxes/levies/duties.
However, any increase in statutory taxes, levies / fees or newly imposed
taxes/change in law would be charged extra (with submission of documentary
proof). Similarly, due credit would be given to Owner in case of withdrawal or
reduction in applicable taxes / fees / duties.
1.24 If the system is found uninstalled and false report of installation and commissioning
is submitted to AMC for claiming payment, Commissioner, AMC is empowered to
forfeit Security Cum Performance Guarantee Deposit up to 100% and to terminate
2.0 DEFINITIONS:
2.1 The Purchaser or Client is Ahmedabad Municipal Corporation (AMC)
2.2 Ahmedabad Municipal Corporation (AMC) shall mean the Purchaser.
2.3 ‘Contractor / Supplier’ shall mean individual or firm or company undertaking the work
and shall include their legal representative.
2.4 ‘Engineer’ shall mean the officer or representative of the Ahmedabad Municipal
Corporation (AMC) who may be authorized by Ahmedabad Municipal Corporation
(AMC) to carry out the work.
2.5 ‘The Engineer’s Representative’ shall mean any Engineer, Consulting Engineer, or
Assistant to the Engineer appointed from time to time by the Engineer to perform the
duties delegated.
3.0 COMPENSATION FOR GENERATION LOSS:
Please refer note given in Annexure -16.
1. Energy generation reading at inverter level shall be considered for calculation
of generation loss.
2. Non availability of grid hours, damage module and plant dismantle period
shall be suitably excluded for compensation calculations.

4.0 O and M GUARANTEE and Sales after Services:
4.1 The successful bidder has to maintain the system for Five (5) years. The O and M
contract value will be paid quarterly. For the last month of annual O&M, last month
payment will be hold and after adjustment of compensation left amount will be
released. In case annual compensation amount is higher than last month O&M
invoice, compensation amount shall be deducted from payable amount against
clause 7.2 (V), as applicable.
4.2 Bidders should have well established network of service engineer and should have
adequately trained staff available at service stations for repair and maintenance of
Solar PV Systems.
4.3 Bidder will ensure that necessary spares are always available with their service
centres to provide necessary after sales service to the customers during the
warranty period.
4.4 The successful bidder has to submit O and M schedule and manuals for approval
of Consultant/AMC Engineers.
4.5 Solar plants must be in operational condition at the end of the O and M contract
period, before hand over to AMC.
4.6 Solar Modules shall be cleaned at the frequency of 15 days and more as required,
if water not available for some reason, dry cleaning shall be performed till
arrangement of water for wet cleaning of solar modules.
5.0 PERFORMANCE SECURITY:
5.1 The Performance Bank Guarantee (PBG) shall be in the amount of five percent
(05%) of the total O&M Order Value as specified at clause no. 25 of ITB section-I
6.0 DELIVERY AND DOCUMENTS :
6.1 The Supplier shall mail the following documents to the Purchaser on or before
clamming the Payment:
(a) Copies of the Supplier invoice showing Goods description, quantity, unit price,
(b) Delivery note / railway receipt / truck receipt;
(c) Manufacturer’s / Supplier’s guarantee certificate;
(d) Inspection Certificate issued by the nominated inspection agency and the
Supplier’s factory inspection report; and
(e) Certificate of origin.
7.1 Payment for Goods and Services shall be made in Indian Rupees.
7.2 Payment Scheduled (CAPEX ONLY)
Based on the agreed contract prices rate per KWp will be calculated and pro rate
payment will be released as follows:
i) 45 % after inspection and delivery of material at site.

ii) 30% after installation and commissioning along with net metering, as required.
iii) 15 % of total order value shall be released on submission completion report
and on-site verification/ inspection by AMC and/or its authorized inspection
agency(ies) as per norms of AMC, for which completion is claimed.
iv) 5% of total order value shall be released on successful completion of
performance testing.
v) 5% of total order value shall be released on completion of O&M years.
Payment towards v) shall be released as follows:
a) 1% of total order value (Capex) shall be released on completion of first
b) 1% of total order value (Capex) shall be released on completion of
second O&M year.
c) 1% of total order value (Capex) shall be released on completion of third
d) 1% of total order value (Capex) shall be released on completion of fourth
e) 1% of total order value (Capex) shall be released on completion of fifth

Performance test.
7.3 Payment Scheduled (During O and M)
Payment during O and M period will be released on quarterly basis. If the amount of
compensation works out to be more than total due amount, the same shall be
deducted from payable amount against clause 7.2 (V), as applicable.

7.4 Payment for Extra Item Work
Payment towards extra item or services shall be disbursed as actual upon

C. Proof of payment made towards statutory applications/extra work done.

8.0 Liquidated damages for delay
In case the Contractor fails to commission the work within the period specified in the
tender form/contract/supply order, the AMC may at its discretion allow an extension
in time, subject to recovery from the Contractor at Liquidated Damages, and not by
way of penalty, a sum equal to 0.1 percentage of the contract value of remaining
work per day of the delay subject to a maximum of 10 percentage of remaining work
of contract value in line with AMC guidelines.
9.0 Other liabilities
The Contractor shall be fully and solely responsible for any damage or loss of life
(employee/outside person/animal).
a. The contractor shall be fully and solely responsible for any damage and/or
for loss of life of his own employee or any outsider/animal due to any
accident, electric shock, fire, hazards occurred related to solar system during
the work or after completion of work. AMC shall not be held responsible for
any unforeseen incidents, mis-haps, fatal accident to the employees
appointed or any outsider/animal and engaged during the period of contract
and they shall be covered by an adequate insurance by contractor. However
in case of any fatal accident which arises during the o&m work, it will entirely
be the responsibility of the contractor.
b. In case of any fatal or non-fatal accident occurs during anytime, then
responsible Principal Contractor /zonal engineer / zonal subcontractor/
Manager of Principal contractor have to immediately rush to the site and give
the factual report to the department from the concern site/place. Then after
contractor has to arrange/take necessary action in order to resolve the site
situation. This also includes intimation to the concern discom company
wherever necessary.
Special Note: - Over and above this is comprehensive contract of O & M of whole
solar system of AMC hence all components/part consist for smooth operation of
solar system are in the scope of O & M contractor. Hence Contractor is bound to
maintain whole solar systems in healthy condition. and laible in case of any
fatal/non-fatal accident. Contractor is solo responsible for fatal/non-fatal and
damages to third party properties, and liable to give compensation.
a. Minimum compensation for human life shall as per Govt. prevailing rules not
more than 20 Lakhs. Any animal casualty shall be settled by the contractor. If
contractor fails to pay compensation, AMC shall pay and recover from the
Contractor. 20% penalty on above said fix amount from running bill or SD shall
b. Maintaining safety of lives and systems shall be the utmost priority for the
Contractor involved in the O&M of the solar system. The Contractor
shall take and ensure adequate safety measures in the O&M of the street
lighting system. For this purpose, all safety equipment shall be provided to the
manpower engaged in O&M of the solar system.
It shall be in the scope of the Contractor to deal with any legal matter / any
compensation in case of power theft, material theft, fatal accident, damage,
procedure NOC required from Electrical Inspector, or any liaison work. In case of
power theft, an FIR shall be lodged by the Contractor.
The Contractor shall observe all provisions under various Acts such as the Labour

Contract Act, Minimum Wages Act, Workmen Compensation Act, R.P.F.C. Act,
Indian Electricity Act, etc., and the financial implications arising due to breach of
any Act shall be fully borne by the Contractor. The Contractor shall be responsible
/ liable to pay insurance of employees and materials, as well as third-party
insurance, income tax, sales tax, service tax, or any other taxes payable to
Government for carrying out the work.

1. Solar PV system
A grid connected rooftop/ground mounted solar system is connected to a grid (typically
the public electricity grid) and feeds power into the grid. This is a form of decentralized
electricity generation. The feeding of electricity into the grid requires the transformation
of DC into AC by a special, grid-controlled inverter. The Solar photovoltaic panels
convert the solar energy into DC electrical energy and the DC electrical energy is
converted to AC power by the Inverter/GRID TIED INVERTER, which is connected to
the power grid. The Inverter is a special type of Inverter (electrical) that is used in a
renewable energy power system to convert direct current (DC) into alternating current
(AC) and fed it into the utility grid. The technical name for an inverter is "grid-interactive
inverter". They may also be called synchronous inverters. Grid-interactive inverters
typically cannot be used in standalone applications where utility power is not available.
The AC power output of the inverter is fed to the AC distribution board through
metering panel and isolation panel. The 415 V/230 V AC output Three/Single phase of
the system can be utilized or as an option it could be stepped up to the required
voltage level and after synchronizing with the grid, can be exported to the grid.
The system shall consist of (but not limited to) following equipment:

maintain accessibility during construction and O&M.

2. Scope of Work
Design, engineering, testing at manufacturers works, inspection, procurement, supply,
transportation to Site, unloading at site, supply of ladder (if required) handling, storage,
associated civil works, services, permits (material related), insurance at all stages,
construction, erection, installation, testing (pre-grid and post grid), completion,
commissioning, performance testing, trial run, training of AMC personnel and final
completion of Solar Power generation station. The Solar power station shall have
aggregate generating total capacity of 5000 kWp (the “Project”). This will be treated as
maximum DC side installed capacity of modules. The generated power shall be at

230/415 V AC 50 Hz voltage level in three (3) phases/single phase. The applicant shall
provide comprehensive operation and maintenance of the plant for a period of Five (5)
years from the date of successful completion of trial run including Remote Monitoring
System (RMS- All system regarding online monitoring system, that can be indicating
real time generation and also previous history of all the generation data with sensors
and necessary accessories. The system should be capable for monitoring at the
specified location of AMC. And reports on different time frame can be generated during
entire O and M Five year’s period).
The net metering arrangement shall be compliant to Gujarat Electricity Regulatory
Commission (GERC) regulations for grid-connected solar net/gross metering.
Permission, approvals and installation of bidirectional meter shall be in the scope of
successful bidder.

The equipment and materials for total capacity 5000 kWp Grid Interactive Solar PV
Power Project with associated system (Typical) shall include but not be limited to the
Supply, Erection, and Testing and Commissioning of the following:
3.1 CIVIL WORKS
a. Preparation of project area its access and its development. In case roof is not
accessible, suitable ladder needs to be provided for ease of construction and
b. Requisite foundation and structures wherever required. Anchoring with water

wherever required.
d. Civil and Electrical work for mounting the inverter etc.

i. Any other items not specifically mentioned in the specification but which are
required for erection, testing and commissioning and satisfactory operation of
the solar power plant are deemed to be included in the scope of the specification
unless specifically excluded.

3.2.1 Grid interactive system including all equipment required for the same such as but
not limited to breakers, isolators, lightning arrestor, panels, protection equipment,
cables, proper earthing as per statutory requirements and comply to CERC/GERC
Grid code issued from time to time.
3.2.2 Net/Gross Metering arrangement under which Solar PV System installed at Eligible
Consumer’s premises delivers surplus electricity, if any, to the Distribution Licensee
after off-setting the electricity supplied by the distribution licensee to such Eligible
Consumer during the applicable billing period.
3.2.3 Fire protection and fire-fighting equipment of proper type as well as near the
inverter. Fire extinguisher shall be installed at every project location.
3.2.4 RMS system with facility to monitor the same from the office of AMC
3.2.5 Any other material and services (whether specifically mentioned in the document or
not) require to full fill the stated scope of work shall be deemed to be included in the
scope of the work on turnkey basis.
3.3 WEATHER MONITORING STATION (WMS) / PYRONOMETER
Requirement of weather monitoring stations are not envisaged, separate quote shall be
sought, if required.
Bidder for supply and install pyranometers at suitable locations, one pyranometer
needs to be considered for every 10 locations. The pyranometer shall be calibrated
before installation at site, installation shall be carried out in consultant with AMC.
SITC includes supply of iPad Pro to meeting monitoring requirement of the solar
4. ENGINEERING DATA AND DRAWINGS
Engineering drawing, data etc. of Each Solar Power Plant and its associated electrical
and mechanical auxiliary systems includes preparation of single line diagrams and
installation drawings electrically outs, erection key diagrams, electrical and physical
clearance diagrams, design calculations for structure load to be provided under this
contract, are covered under Bidders scope of work shall be prepared by the applicant
and got approved from the owner before start of the job and the same should be
submitted to owner in three copies.
Successful bidder shall furnish operation and maintenance manual in two (02) sets
prior to start of O and M period.
5. TRAINING OF EMPLOYERS PERSONNEL
The bidder shall provide training to at least two personnel of AMC for a minimum
period of Two days at site for erection, testing, commissioning and O and M as well as
Operate remote monitoring system.
6. TERMINAL POINTS AND EXCLUSIONS
The terminal point under the scope of this assignment shall be line isolator of 230/415V
three/single phase four wire 50 Hz outgoing feeder up to the incoming bus bar of AMC

All materials and services (whether specifically mentioned in this document or not)
required to full fill the stated scope of work shall be deemed to be included in the scope
During Construction
The contractor shall arrange insurance to cover all risks in respect of their personnel,
materials including transit. Bidder may take suitable insurance of equipment belonging
to the contractor or its subcontractor during the tenure of the construction till
commissioning. Bidder shall release AMC from all the potential liabilities from defects,
damages and accidents may occur till commissioning of the project.
Bidder shall assist AMC in opting suitable Insurance policy for Fire and allied perils
including earthquake, flood, storms, cyclone, tempest, theft and burglary including third
party liability and any other purpose, as deemed fit by AMC, shall be taken by AMC
regularly during O&M contract period. In case of any loss/ claim covered under the
owner policy, O&M contractor shall immediately inform the same to AMC & facilitate
AMC in filing the claim with Insurance Company. Thereafter, Contractor shall submit all
required documents to AMC for onward submission to Insurance Company for filing
claim and take all necessary measures required to protect the interest of AMC for
settlement of such claim.
In case of claim against fire (not attributable to Force Majeure), theft & burglary, AMC
shall only reimburse to the contractor to the extent claim received from the Insurance
Company and the differential cost of replacement / repair over and above the
insurance claim settled, if any, will be borne by the Contractor. In the event of rejection
of the above claim by Insurance Company, entire replacement / repair cost will be
borne by the Contractor.
If AMC decides not to opt for any insurance whatsoever suitable arrangement including
third party insurance for avoiding potential defects/loss shall be made by the

9.2 The Bidder shall arrange deployment of manpower and required consumable
during commissioning.
9.3 All equipment and item which are not specifically mentioned but are required for
completion of work including commissioning, operation and maintenance of Solar
Photovoltaic Power Plant with remote monitoring system, in every respect and for
safe and efficient operation and guaranteed performance.
9.4 Submission of following documents drawings data design and engineering
information to AMC or its authorized representative for review and approval.
(i) Detailed technical specification of all the equipment’s.
(ii) Design criteria.
(iii) Design calculations with details on structural load.
(iv) General arrangement an assembly drawing.
(v) Schematic diagram for entire electric system
(vi) Quality assurance plans.
9.5 All drawings shall be fully corrected to agree with the actual "as built" site
conditions and submitted to AMC (both in soft and hard copy) after commissioning
of the project for record purpose.
9.6 Preparation and supply of detailed Operation, System and Maintenance manual of
9.7 Adequate insurance coverage during EPC period up to commissioning. Including all
the worker’s accidental insurance must be obtained by the bidder.
9.8 The bidding company shall be responsible for all the required activities for the
successful running, optimum energy generation and maintenance of the Solar
Photovoltaic Power Plant for Five years with RMS covering:
(i) Deputation of Engineering and supporting personnel as required.
(ii) Successful running of Solar Power Plant for optimum energy generation.
(iii) Monitoring controlling, troubleshooting maintaining of records, registers.
(iv) Supply of all spares, consumables and fixing / application.
(v) Supply and use of consumables such as grease oil etc. throughout the
maintenance period as per recommendations of the equipment
(vi) Conducting periodical checking, testing over hauling and preventive action.
(vii) General up keeping of all equipment,
9.9 Submission of periodical reports to AMC on the energy generation and operating
conditions of the solar systems.
9.10 Continuous monitoring the performance of the Solar Power Plant and regular
maintenance of the whole system including Modules, inverters, cables are
necessary for extracting and maintaining the maximum energy output from the
Solar Power Plant. in case due variation to the site or its surroundings, like shadow
of nearby buildings after commissioning, shadow of tree and non-availability of grid
,not permitted access due to some administrative restrictions, long time water
unavailability etc,. accordingly, to be considered until resolved.
9.11 Any replacement required, for inverters, cables, junction boxes or any other
component during the entire course of Five years shall be on contractor’s account.
10. INSPECTION AND TESTING

10.1 Owner reserves the right to inspect any Equipment / Material to be supplied by the
contractor as part of his/her scope of work, at manufacturer’s works to confirm their
conformity to the Contract. The special conditions of contract and / or the Technical
Specification shall specify what inspections and tests the Client requires and where
they are to be conducted The Contractor shall provide and secure for the Client and
his Authorized Representative every reasonable access and facility at the
manufacturer works for inspection and testing.
10.2 All equipment shall be inspected and tested as per an agreed Quality Assurance
Plan before the same is packed and dispatched from the Manufacture’s Works. The
Contractor shall carry out tests as specified/directed by Client or his representatives.
10.3 All the expenses related to inspection at manufacturer’s works & at site viz. lodging &
boarding, all facilities other related commercial expanses as and where required shall
be borne by the Contractor. Mode of transportation is Air, Road Line only and for stay
minimum 3 star hotel. If Air lines facility not nearby city then through then through
1stclass Air conditioning train /Air Conditioning comfortable car
Contractor has to consider lodging, boarding with all facilities for 2 persons from
Client / Consultant and his authorized representatives for only Client inspection

10.4 All major equipment’s inspections and tests may be conducted on the premises of
the Supplier at point of delivery and / or at the Good’s final destination. in presence
of Client and/or its representative.
10.5 Any inspected or tested Goods fail to confirm to the Specifications, the Client may
reject the same and the Contractor shall either replace the rejected Goods or make
all alterations necessary to meet specification requirements free of cost to the Client.
The tenderer shall be responsible for communication & co-ordination between all
supplier for the compatibility of the various electrical & mechanical equipment’s. If
some data or specification is missing/misleading then the on AMC’s request, the
tenderer shall provide the same in the good interest of the project without additional

the Good’s arrival at site and shall in no way be limited or waived by reason of the
Goods having previously been inspected, tested and passed by the Client or its

SCOPE OF WORK FOR OPERATION AND MAINTENANCE
Owner intends to entrust the operation and maintenance (O&M) of the 5 MW solar projects
on comprehensive basis to the Contractor on turnkey for 5 (five) years
Deployment of Engineering and supporting personnel of their Duties, as required.
Successful running of Solar Power Plant for optimum energy generation.
Monitoring controlling, troubleshooting maintaining of records, registers.
Cleaning cycle should be fortnightly (15 Days). After cleaning cycle must received a letter
from client/ nodal person for satisfactorily cleaning at site. Without client satisfactorily letter
no new payment shall be payable for respective month.
Supply of all spares, consumables and fixing/application, inverters indoor panels, MCCBs,
Bus bars, cables terminals kits, Isolators with earth switch, LAs, lights along with
replacements and all other associated equipment of solar plant etc., for a period of 5 (five)
years. Cost of these items (including Cost of spares) shall be included in the price quoted for
Supply & use of consumables throughout the maintenance period as per recommendations
of the equipment manufacturers.
Conducting periodical checking, testing, over hauling and preventive action.
Daily General up keeping including cleaning of all equipment, building, amenities roads,
Solar Photovoltaic land area etc.
Submission of periodical reports to AMC on the energy generation & Operating conditions of
the solar plant for every month
Taking care of the full security aspects of the Solar Power Plant.
Replacement of damaged modules if any, during period of 5(five) Years.
Replacement of damages equipment including Inverters and all type of Battery used in solar
plant time to time if used and required.
In case of expansion of building or facilities, de-commissioning of solar plant is necessary,
bidders to carry out de-commissioning, transportation to safe storage yard and re-
commissioning and all necessary liasioning works, maximum upto 5% of project
commissioning and if required more than it shall be chargeable on SOR basis or as per AMC
guidelines from time to time.

To maintain at the facility accurate and up-to-date operating logs, records and monthly
reports regarding Operation & Maintenance of the facility.
To perform or contract for and oversee the Performance of periodic overhauls or
maintenance required for the facility in accordance with the recommendations of the
original equipment manufacturer.
To maintain and up-keep control room, all internal roads, tool room, stores, equipment,
etc. in workable conditions.
To discharge obligations relating to retirement/ Superannuating benefits to employees (of
the contractor) or any other benefit accruing to them in the nature of compensation,
bonus / in addition to salary, etc. for the period of service with the Contractor.
2. REPORTS OF OPERATION AND PERFORMANCE MONITORING
A daily report comprising energy generation, breakdowns, generation hours etc. shall be
sent through e-mail and /or made available through CRM to Owner.
Monthly performance of plant on the following parameters shall be prepared and
submitted to Owner on 10th of succeeding month
a. Daily generation data
b. Details of preventive maintenance activities carried out during the month
c. Breakdown details along with remedial actions taken
d. Break up of down times – Technical & Non-Technical
f. Component failure details
Annual report of Solar plant will also be prepared on above points shall be submitted in
the month of April every year.
OWNER at its discretion may get the performance checked from an independent
technical consultant.
3. PREVENTIVE MAINTENANCE
The Contractor shall draw the preventive maintenance schedules for daily, monthly and
yearly and attend to the breakdowns a copy of such Preventive Maintenance Schedule
shall be submitted to the Owner. The clause needs to read in conjunction with clause
The Contractor shall carry out the periodical/plant maintenance as given in the
manufacturer’s service manual and perform minimum two certified services per annum.
Such program for all the equipment shall be prepared as per operating manuals of
manufacturer’s and shall be implemented in letter and spirits.
Regular periodic checks of the inverter & modules shall be carried out as a part of
routine preventive maintenance. In order to meet the maintenance requirements stock of
consumables is to be maintained as well as various spares as recommended by the
manufacturer at least for one years are to be kept for usage.
Schedule maintenance shall be as per OEM schedule/instructions.
Maintenance record is to be maintained by the operator to record regular maintenance
work carried out as well as any breakdown maintenance along with the date of

maintenance, reasons for the breakdowns, steps taken for attending to the breakdown,
duration of the breakdown etc.
The Contractor shall deploy enough manpower at solar project site to carryout work
instructions and preventive maintenance schedules as specified.
The Contractor will attend to breakdown jobs immediately for repair / replacement /
adjustments and restore operations at the earliest during the currency of O&M Contract.
The Contractor shall immediately report the accidents, if any, to the Engineer In charge &
to all the concerned authorities as per prevailing law of the State showing the
circumstances under which it happened and the extent of damage and / or injury caused.
O&M Contractor would be solely & fully responsible / liable to pay for any
losses/damages/claims, etc. and Owner will be fully indemnified for such losses / claims.
The Contractor shall comply with the provision of all relevant Acts of Central or State
Governments including payment of Wages Act, 1936; Minimum Wages Act, 1948;
Employer's Liability Act, 1938; Workmen's Compensation Act, 1923; Industrial Disputes
Act, 1947; Employees State Insurance Act, 1948; Contract Labour (Regulations &
Abolishment), Act 1970 or any other law relating whereto and rules made there under
from time to time.
The Contractor shall at his own expense provide all amenities to his workmen as per
applicable laws and rules.
The Contractor shall ensure that all safety measures are taken at the site(s) to avoid
accidents to his or his Co-Contractor or Owner’s Workmen.
If in the event of negligence or mal operation by the Contractor's operator any failure of
equipment takes place such equipment should be repaired / replaced by Contractor free
of cost within a reasonable period of time.
4. STATUTORY & OTHER CHARGES
Statutory charges like CEIG annual charges or any other charges as may be required to
be paid to such statutory agencies shall be in the scope of the Owner & shall be paid by
the Owner from time-to-time post commissioning of project. For such payments
contractor has to inform one month in advance to the Owner. The contractor shall
facilitate for arranging invoices and proof of payment made to the authorities.
5. QUALITY SPARES & CONSUMABLES
In order to ensure longevity safety of the core equipment and optimum Performance of
the system the Contractor should use only genuine spares of high-quality standards as
recommended by manufacturers (OEM).
6. TOOLS AND TACKLES
The Contractor shall arrange for all the necessary tools and tackles including crane for
carrying out all the maintenance work covered under this contract.
7. SECURITY SERVICES
The Contractor shall develop proper security system at his own cost for the check/ vigil
of the solar plant.
8. ONSITE TRAINING
Providing a detailed training plan for all operation, maintenance procedures, which shall
after approval by Owner, form the basis of the training program. Contractor shall impart

training on site to 2 Owner engineers in O&M of solar plant and associated equipment for
2 days. Boarding and lodging expenses of the trainees shall be borne by contractor.

TECHNICAL SPECIFICATIONS
The proposed projects shall be commissioned as per the indicative technical
specifications given below. Any short comings will lead to cancelation of order in
full or part as decided by Purchaser.
A Grid Tied Solar Photo Voltaic (SPV) power plant consists of SPV array, Module
Mounting Structure, Power Conditioning Unit (PCU) consisting of Maximum Power
Point Tracker (MPPT), Inverter, and Controls and Protections, interconnect cables,
solar meter, bi- directional energy meter and switches. PV Array is mounted on a
suitable structure. Grid tied SPV system is without battery and shall be designed with
necessary features to supplement the grid power during daytime. Components and
parts used in the SPV power plants including the PV modules, metallic structures,
cables, junction box, switches, PCUs etc., shall confirm to the BIS or IEC or
international specifications, wherever such specifications are available and
Solar PV system shall consist of following equipment/components.
• Solar PV modules (Mono PERC) consisting of required number
• Grid interactive Power Conditioning Unit with Remote Monitoring System.
• Mounting structures.
• Junction Boxes.
• Earthing and lightening protections.
• IR/UV protected PVC Cables, pipes and accessories.
• Solar Meter and Bi-directional Energy Meter
2. SOLAR PHOTOVOLTAIC MODULES:
2.1 The PV modules used shall be made in India, as per latest MNRE requirements of
ALMM List I and II. Necessary documents in this regards must be provided to

g) Date and year of obtaining IEC PV module qualification certificate.
h) Name of the test lab issuing IEC certificate.
i) Other relevant information on traceability of solar cells and module as per ISO
2.4 Warranties:
a. Material Warranty:
i. Material Warranty is defined as: The manufacturer shall warrant the Solar
Module(s) to be free from the defects and/or failures specified below for a
period not less than five (5) years from the date of sale to the original
customer ("Customer")
ii. Defects and/or failures due to manufacturing
iii. Defects and/or failures due to quality of materials
iv. Non conformity t o specifications due t o faulty manufacturing and/or
inspection processes. If the solar Module(s) fails to conform to this warranty,
the manufacturer will repair or replace the solar module(s), at the Owners sole

2.5 Performance Warranty:
The predicted electrical degradation of power generated not exceeding 20% of the
minimum rated power over the 25-year period and not more than 10% after ten years
period of the full rated original output.
3. ARRAY STRUCTURE
Module Mounting Structure: The mounting (Rectangular pipe / square pipe / circular
pipe) with requisite cross bars, nuts and bolts, etc. shall be Hot deep galvanized with
minimum 80micron coating. The Rectangular / square /circular hollow pipe section
used for the structure should have a minimum thickness of 2.0 mm. other than
above, the material thickness should be minimum 2.5 mm. A certificate of a
structural engineer certifying the strength and stability of the mounting structure to
withstand the weight and wind speed of 150 km/hour throughout the life span of
years of the system, shall be submitted by the vendors. Hot Dipped Galvanized steel
coils. suitable arrangement for base plate for foundation , solar panel mounting, the
structure should be suitable for carry the load of solar panel,wiring, sprinkler system
if any etc. with necessary foundation work/wall mount, j bolt, anchor fastner etc. the
nut bolt used for installation of structure should be (SS 304) quality.The ground
clearance of the bottom most edge of solar panel shall not be less than 300 mm to
1200 mm or as per site’s technical/feasibility requirement.
a. Column –The minimum section (thickness) should be 60MM*40MM
b. Rafter - The minimum section (thickness) should be 60MM*40MM
c. Purlin - The minimum section (thickness) should be 40MM * 40MM
Typical Foundation
The offered rooftop or slab mounted project locations shall be under
administrative control of various department of AMC.
The grouting of the structure shall be done by PCC 1:2:3, which shall withstand the wind
speed of 150 km/hr. The anchoring of array structure has to ensure water proofing of

4. JUNCTION BOXES (JBs)
a) The junction boxes are to be provided in the PV array for termination of
connecting cables. The J. Boxes (JBs) shall be made of GRP/FRP/Powder
Coated aluminum /cast aluminum alloy with full dust, water and vermin proof
arrangement. All wires/cables must be terminated through cable lugs. The
JBs shall be such that input and output termination can be made through
suitable cable glands.
b) Copper bus bars/terminal blocks housed in the junction box with suitable
termination threads Conforming to IP65 standard and IEC 62208 Hinged door
with EPDM rubber gasket to prevent water entry. Single /double compression
cable glands. Provision of earthings. It shall be placed at 5 feet height or above
for ease of accessibility.
c) Each Junction Box shall have SPDs or suitable fuses. The Junction Boxes shall
have suitable arrangement monitoring and disconnection for each of the groups.
d) Suitable markings shall be provided on the bus bar for easy identification and
the cable ferrules must be fitted at the cable termination points for identification
5. DC DISTRIBUTION BOARD:
a) DC Distribution panel to receive the DC output from the array field.
b) DC DPBs shall have sheet from enclosure of dust and vermin proof
conform to IP 65 protection. The bus bars are made of copper of desired
size. Suitable capacity MCBs/MCCB shall be provided for controlling the DC
power output to the PCU along with necessary surge arrestors.
6. AC DISTRIBUTION PANEL BOARD:
a) AC Distribution Panel Board (DPB) shall control the AC power from
PCU/inverter, and shall have necessary surge arrestors. Interconnection from
ACDB to mains at LT Bus bar while in grid tied mode.
b) All switches and the circuit breakers, connectors shall conform to IEC60947,
part I, II and III/ IS60947 part I, II and III.
c) The changeover switches, cabling work shall be undertaken by the bidder as
part of the project.
d) All the Panel’s shall be metal clad, totally enclosed, rigid, floor mounted, air -
insulated, cubical type suitable for operation on three phase 415 or 230 volts,
e) The panels shall be designed for minimum expected ambient temperature of
45 degree Celsius, 80 percent humidity and dusty weather.
f) All indoor panels will have protection of IP54 or better. All outdoor panels will
have protection of IP65 or better.
g) Shall conform to Indian Electricity Act and rules (till last amendment).
h) All the 415 AC or 230 volts devices / equipment like bus support insulators,
circuit breakers, SPDs, VTs etc., mounted inside the switchgear shall be
suitable for continuous operation and satisfactory performance under the
following supply conditions

7. PCU/ARRAY SIZE RATIO
a) The combined wattage of all inverters shall not be less than of 75% rated
capacity of power plant under STC.
b) Maximum power point tracker shall be integrated in the PCU/inverter to maximize
energy drawn from the array.
8. PCU/ Inverter:
As SPV array produce direct current electricity, it is necessary to convert this direct
current into alternating current and adjust the voltage levels to match the grid
voltage. Conversion shall be achieved using an electronic Inverter and the
associated control and protection devices. All these components of the system are
termed the “Power Conditioning Unit (PCU)”. In addition, the PCU shall also house
MPPT (Maximum Power Point Tracker), an interface between Solar PV array and the
Inverter, to the power conditioning unit. Inverter output shall be compatible with the
grid frequency. Typical technical features of the inverter shall be as follows:

a) Number of phase in inverter shall be used as per connection.
b) PCU/inverter shall be capable of complete automatic operation including wake-
up, synchronization and shutdown.

c) The output of power factor of PCU inverter is suitable for all voltage ranges
or sink of reactive power, inverter shall have internal protection arrangement
against any sustainable fault in feeder line and against the lightning on feeder.
d) The power conditioning units / inverters shall comply with applicable
IEC/equivalent BIS standard for efficiency measurements and environmental
tests as per standard codes IEC 61683/IS 61683 and IEC 60068-2(1,2,14,30)
/Equivalent BIS Std.
e) The charge controller (if any) / MPPT units environmental testing shall qualify
IEC 60068-2(1, 2, 14, 30)/Equivalent BIS std. The junction boxes/enclosures
shall be IP 65(for outdoor)/ IP 54 (indoor) and as per IEC 529specifications.
f) The PCU/ inverters shall be tested from the MNRE approved test centers
/NABL /BIS /IEC accredited testing- calibration laboratories. In case of
imported power conditioning units, these shall be approved by international test
9. INTEGRATION OF PV POWER WITH GRID:
The output power from SPV would be fed to the inverters which converts DC
produced by SPV array to AC and feeds it into the main electricity grid after
synchronization. In case of grid failure, or low or high voltage, solar PV system
shall be out of synchronization and shall be disconnected from the grid. Once the
grid comes into service PV system shall again be synchronized with grid supply and
load requirement would be met to the extent of availability of power. 4 pole isolation
of inverter output with respect to the grid power connection need to be provided, as
per regulation.
10. DATA ACQUISITION SYSTEM / PLANT MONITORING
i. Data Acquisition System shall be provided for each of the solar PV plant
along with necessary SIM card or internet connectivity for the minimum period
of 5 years. Top-Up of recharge for 5 years is in the scope of Bidder.
ii. Remote Monitoring and / or data acquisition through Remote Monitoring System
software at the Purchaser’s lo cat i on with latest software/hardware
configuration and service connectivity for online / real time data
monitoring/control complete to be supplied and operation and
maintenance/control to be ensured by the bidder. Provision for interfacing
these data on Purchaser’s server in future shall be kept.
a) The solar and bi-directional electronic energy meter (0.5 S class) shall be
installed for the measurement of import/Export of energy as per applicable
guidelines of DISCOM from time to time.
b) The bidder must take approval/NOC from the Concerned DISCOM for the
connectivity, technical feasibility, and synchronization of SPV plant with
distribution network and submit the same to GEDA before commissioning of SPV
plant, as applicable .
c) Reverse power relay shall be provided by bidder (if necessary), as per the local
DISCOM requirement. Second line of protection such as no volt relay shall be
provided with the system as per GERC regulations.

d) Any additional requirement specified by DISCOM, shall be in the scope of
successful bidder
12. POWER CONSUMPTION:
Regarding the generated power consumption, priority need to give for internal
consumption first and thereafter any excess power can be exported to grid at APPC
or prevailing rates as applicable from time to time.
13. PROTECTIONS
The system shall be provided with all necessary protections like earthing, Lightning,
and grid islanding as follows:
13.1 LIGHTNING PROTECTION
The SPV power plants shall be provided with lightning and over voltage protection.
The main aim in this protection shall be to reduce the over voltage to a tolerable
value before it reaches the PV or other sub system components. The source of over
voltage can be lightning, atmosphere disturbances etc. The entire space occupying
the SPV array shall be suitably protected against Lightning by deploying required
number of Lightning Arrestors. Lightning protection shall be provided as per
IEC62305 standard. The protection against induced high-voltages shall be provided
by the use of metal oxide varistors (MOVs) and suitable earthing such that induced
transients find an alternate route to earth.
13.2 EARTHING PROTECTION
i. Each array structure of the PV yard shall be grounded/ earthed properly as per
IS:3043-2018. In addition, the lighting arrester/masts shall also be earthed
inside the array field.
ii. Earth resistance shall not be more than 5 Ohms. It shall be ensured that all the
earthing points are bonded together to make them at the same potential.
13.3 GRID ISLANDING:
i. In the event of a power failure on the electric grid, it is required that any
independent power- producing inverters attached to the grid turn off
immediately. This prevents the DC-to-AC inverters from continuing to feed
power into small sections of the grid, known as “islands.” Powered islands
present a risk to workers who may expect the area to be unpowered, and they
may also damage grid-tied equipment. The Solar PV system shall be equipped
with islanding protection. In addition to disconnection from the grid (due to
islanding protection) disconnection due to under and over voltage conditions
shall also be provided.
ii. A manual disconnect 4 pole isolation switch (RCCB) beside automatic
disconnection to grid would have to be provided at utility end to isolate the grid
connection by the utility personnel to carry out any maintenance.
Cables of appropriate size to be used in the system shall have the following
characteristics:

i. Shall meet IEC 60227/IS 694, IEC 60502/IS1554 standards
ii. Temp. Range: –10oC to +80oC.
iii. Voltage rating 660/1000V
iv. Excellent resistance to heat, cold, water, oil, abrasion, UV radiation
vi. Sizes of cables between array interconnections, array to junction boxes,
junction boxes to Inverter etc. shall be so selected to keep the voltage drop
(power loss) of the entire solar system to the minimum. The cables (as per IS)
shall be insulated with a special grade PVC compound formulated for outdoor
vii. Cable Routing/ Marking: All cable/wires are to be routed in a RPVC pipe/ GI
cable tray and suitably tagged and marked with proper manner by good quality
ferule or by other means so that the cable easily identified.
viii. The Cable shall be so selected that it shall be compatible up to the life of
the solar PV panels i.e. 25 years.
ix. The ratings given are approximate. All the cables required for the plant are to
be provided by the bidder. Any change in cabling sizes if desired by the
bidder/approved after citing appropriate reasons.
x. From inverter to Meter, Multi Strand, Annealed high conductivity copper or
equivalent aluminium conductor PVC type ‘A’ pressure extruded insulation or
XLPE insulation Overall PVC/XLPE insulation for UV protection Armored cable
for underground laying. All cable trays including covers to be provided. All
cables conform to latest edition of IEC/equivalent BIS Standards as specified

15. PYRANOMETER
The Contractor shall provide secondary standard / Class A pyranometers (ISO
classification) along with necessary accessories for measuring the incidental solar
radiation at horizontal and inclined plane of array.

17. CONNECTIVITY
The maximum capacity for interconnection with the grid at a specific voltage level
shall be as specified in the GERC regulation for Grid connectivity and norms of
DISCOM and amended from time to time.
18. DRAWINGS and MANUALS:
i. Two sets of Engineering, electrical drawings and Installation and O and M
manuals are to be supplied. Bidders shall provide complete technical
datasheets for each equipment giving details of the specifications along with
make/makes in their bid along with basic design of the power plant and
power evacuation, synchronization along with protection equipment.

19. CAPACITY OF SOLAR PV SYSTEM

The Solar PV system adjacent to the selected utilities will be installed for PV
capacity permissible by Discom as per regulation issued by GERC.
20. SAFETY MEASURES:
The bidder shall take entire responsibility for electrical safety of the installation(s)
including connectivity with the grid and follow all the safety rules and regulations
applicable as per Electricity Act, 2003 and CEA guidelines etc.
21. DISPLAY BOARD:
A display board shall be installed with each system of minimum size of 12” X 6”
made from GI sheet of minimum 20 SWG. or suitable size. The display board
should be fixed near to solar meter. The Text shall include Manufacturer’s name
and address, Phone, fax and mobile number for immediate contact in case of any
failure of systems.
22. DOCUMENTATION
Two sets of installation manual / user manual shall be supplied along with each
power plant. The manual shall include complete system details such as array layout,
schematic of the system, inverter details, working principle etc. Step by step
maintenance and troubleshooting procedures shall be given in the manuals. Module
layout drawing has to be submitted to the Purchaser for each site. 4 nos. set
of single line diagram and licensed electrical contractors’ certificate has to be
submitted for each site.
23. BILL OF MATERIAL
The Bidder shall provide the bill of material for grid connect SPV power plant
mentioning the quantity of each of the item consisting in the system, along with the

by a Structural Engineer to ensure stability and safeness of each of the installation to
sustain the wind pressure throughout the lifespan of the installation.

throughout the life span of the solar PV system.

1. Minimum requirement should meet eligibility criteria 15.1 i.e Performance Ratio (PR)
78% at the time of performance testing.
2. On completion of each project location, performance ratio test shall be conducted. In
case of non-achievement of PR (%) less than Guaranteed PR, Bidder shall be
allowed to carry out necessary corrective action.
3. Post corrective action to achieve guaranteed performance ratio, PR test shall be
carried out a fresh.
4. Corrective majeure shall be done at bidder cost and there shall not be any financial
implication to AMC on this account.
5. In case on non-achievement of desired PR even after corrective majeures, AMC shall
reserve right to allow an additional chance or necessary recovery on account of
6. Recovery of defects shall be calculated for loss of energy corresponding achieved
performance ratio. The loss of energy shall be recovered at the rate of applicable
tariff which is energy charges plus FPPPA charges of respective discom.
7. For illustration purposes, calculation has been done for an year.

Ereal= 2009 MWh injected into Grid = (2009 x 10³) KWh (PVsyst)
G tilt= 1872.9 (KWh/m²) (PVsyst)
If the %PR is 78.00% then the estimated generation would be as follows.
Therefore, the Fall in Energy Generation = 1908178 – 1834771 = 73407 KWh
Applicable Tariff is = Rs. 7.50 (i.e energy charges plus FPPPA charges)
Hence, the Penalty shall be = 73407 x 7.50 = 5,50,552.5 Rs.
