(ii) Submission of EMD. Tender fee and F.D.R. for E.M.D. & D.D. for Tender fee Shall be Submitted

in electronic format only through online (by Scanning) While

other Documents during office hours uploading the bid. This submission shall mean that E.M.D.

by RPAD. & tender fee are received for purpose of opening the bid.

Accordingly offer of those shall be opened whose E.M.D. &

tender fee is received electronically. However, for the

purpose of realization of. bidder Shall send the Tender

Document, F.D.R. & D.D. in original to chief officer Borsad

Nagarpalika Borsad to send through R.P.A.D/Speed post

so as to reach to Chief officer Borsad Nagarpalika Borsad.

Dt.24/02/2026 to 16.00 Hrs. Penaltative action for not

submitting D.D.& F.D.R. in original to Chief officer by bidder

shall be initiated. Exemption Certificate is not allowed.

Bidder shall have to be submitted both the F.D.R. & D.D.

3.1 Bidders who wish to participate in online tenders will have to procure / should have legally

valid Digital Certificate (Class III) as per Information Technology Act-2000 using which they

are licensed Certifying Authority by Govt. of India.

3.3 Bidders who already have a valid Digital certificate need not procure a new Digital certificate.

5.0 Online Submission of Tech-Bid & Price-Bid.

5.1 Bidders can prepare and edit their offers number of times before tender submission date and

time. After tender submission date and time, bidder can not edit their submitted offer in any

case. No written or on-line request in this regard shall be granted.

5.2 Tendered shall submit their offer i.e. Technical Bid as well as price bid in electronic format on

above mentioned web site and date shown above after Digitally Signing the same

6.0 Submission of Tender Fees, Bid Security and other Documents:

6.1 Tender Fee: Rs.5000/- (Rupees One Thousand Five Hundred Only) by Demand Draft in favour of

"Chief Officer, Borsad NagarPalika, Borsad", payable at Borsad. From any Nationalized /Scheduled

Bank except Co-operative Bank. Demand Draft issued after the last date of submission of Bids will not

be considered or accepted.

6.2 Bid Security i.e. EMD: Rs. 50000.00 (Rupees FiftyThousand Only) in the form of FDR in favour of

“Chief Officer Borsad NagarPalika Borsad” from any Nationalized /Scheduled Bank /Co-operative

Bank. FDR shall be valid up to 180 Days. FDR issued after the last date of submission of tender will

not be considered as valid or accepted in any case.

6.3 Other Documents required to be submitted through on line in electronic format through

(a) C- Class & Above

(b) Solvency Certificate 50 % Amount of Estimated cost current financial year

(c) Experience certificates showing successful completion of Similar work of “O & M”

Of STP or WTP or Drainage Pumping Stations & Above Capacity for Minimum

One Year in municipal corporation or Nagarpalika or GWSSB or GUDC.3A Form

Submitted along with.

(d) In case of limited Company Registration Certificate as per Indian Companies Act

and Article of Association and Memorandum of Association with details of Board

or Directors etc.

(e) Valid power of attorney.

(f) F. D/ Demand Draft as shown in above para.

(h) Last 3 years minimum average annual turnover certificate of Rs.25.14 Lakh by

(i) List of similar work (as Mentioned in Clause-c Above) of at least equal amount

works completed within last 3-year (Put completion certificate(3A) copy)

(j) GST Reg. Certificate last six month challan must be atteched.

(k) Joint venture is not allowed.

(l) The Bidder should not have been blacklisted/ Terminated /banned by Government of India /

Government of Gujarat of any state Board/Corporation as on the date of bidding. A

Declaration in this regard on Rs300/- Stamp Paper duly Notarized Shall Have to be

Submitted by bidder along with the tender.

(m) Technical Stall Details with employment letter.

(n) E.P.F and ESIC last six month payment slip of minimum 10 labour must be attached.

(o) Site visit certificate dully sign by chief officer.

(p) Any other Supporting Documents.

6.4 Bidder has to submit the documents as said in above and no other condition in any form

shall be considered at all, at the time of evaluation of the tender i.e. the bidder shall have to

submit unconditional offer without differing from any of the tender condition.

7.0 Opening of Tender:

7.1 Opening of Technical & price bid documents will be held on Date & time shown in the tender

notice at the office of Chief Officer, Borsad Nagarpalika, Borsad, Borsad-388540.

7.2 Intending bidders or their representative who wish to remain present at Nagarpalika

premises at the time of tender opening can do so.

9.0 SPECIFIC INSTRUCTION TO APPLICANTS:

9.1 The Contract will be per months rupees rate contract

9.2 The language for submission of prequalification documents along with the tender documents

shall be ENGLISH. If information is provided in another language, it shall be accompanied by

a translation of its pertinent parts into ENGLISH. This translation will govern and be used for

interpreting the information.

9.3 The cost incurred by the contractor for this offer for clarification or attending discussion,

conferences or site visits will not be reimbursed by the Employer or Engineer-in-Charge.

9.4 The blank tender form could be down loaded free of cost by the interested bidder, however

the following documents duly have certified along with application & tender fee shall have to

furnish to The Chief Officer Borsad NagarPalika, Borsad during scheduled date and time

fixed for the purpose.

9.5 The enclosed schedules should be filled in completely and, if any particular quarry is not

relevant, it should be stated as ‘Not applicable’ Financial data, project cost value of works

etc. should be given in equivalent Indian Rupees only. Failure to provide information which is

essential to evaluate the Applicant’s qualifications or to provide timely clarification or

supplementation of the information supplied may result in disqualification of Applicant.

9.6 The fees for on line tender document will not be refunded under any circumstances.

10.1 EMD in the form specified in tender document only shall be accepted.

10.2 Tenders without Tender document fees, Earnest Money Deposit (EMD) and which do not full

fill all or any of the condition or submitted incomplete in any respect will be rejected.

10.3 Conditional tender shall not be accepted.

10.4 The tender notice shall from a part of tender document.

10.5 The tenderers are advised to read carefully the “Instruction for Tenderer” and “Eligibility

Criteria” contained in the tender documents.

10.6 The tender price will be for one year. Thereafter, the tender price may be increased by

5% every year for a total of five (5) years with the approval of the Municipal General

10.7 S.T.P. Electricity bill for running the plant will be the responsibility of the contractor.

He is bound to pay the bill on time. All the bills have been paid since the tender was

completed. A self-declaration will have to be given accordingly. After that, the security

deposit etc. will be released.

All electric bills for operating all plant and equipment installed in this contract will be

paid by the contractor.

10.8 The Borsad Nagarpalika, Borsad reserves the rights to reject any or all tenders without

assigning and reason thereof.
