Important Instructions, clauses and Specifications

1. The Bidder must submit their price bid & Technical bid online on N-Procure web site only. “Price bid”

of only qualifying bidders on the basis of Technical bid shall only be opened online at Division Office

Vijapur UGVCL. Price of bidders, who are not qualified technically as per requirement of technical bid

shall not be opened.

2. Failing submission of any of one bid cause for rejection of tender.

3. The bidders shall submit their offer without any deviations in general terms and conditions of the

contract or in Technical specification/items. Tenders of such deviations may also be rejected. Incomplete

and conditional tenders shall not be considered.

4. Intending bidders should submit their tenders after studying all tenders documents carefully and visiting

the site for satisfying themselves of actual site conditions, location and accessibility of site and nature,

extent of the work involved etc. Submission of tenders implies that bidders have obtained all necessary

information and other data required for executing the work.

5. Successful Bidder is bound to work under any S/Dn of Division Office VIJAPUR. Concern authority may

transfer your total/partial order to any S/Dn of Division Office VIJAPUR & Bidders is bound to work

there with the same rate, conditions & without any type of extra charges.

6. Contractor has to issue required safety Tools & Tackles to Each Person of Gang.

7. Penalty clause: in case, the work is not completed within the period stipulated in the sub work order,

penalty shall be levied at 0.5 per week on the total sub work order subject to maximum 10 % of

respective sub work order plus applicable GST.

8. If the bill for the work (after reconciling inventory given to contractor and depositing back the surplus

material to respective Divisional Store) is not submitted within One Month from the work completion

date as per work completion date, then penalty @Rs. 500 per week or part thereof plus applicable GST

subject to maximum of 10% of order value plus applicable GST will be deducted.

9. If the material issued to contractor is laying with contractor for more than six months, then new

material to the contractor will not be issued and no further sub work order shall be issued.

10. All the works shall be carried out as per company standard specifications & work quantity may be

increase or decrease during actual work within order amount.

11. Tenders which do not fulfill all or any of the conditions of the tender of incomplete in any respect, are

liable to rejection.

12. UTTAR GUJARAT VIJ COMPANY LTD, reserves the right to reject any or all tenders without assigning any

reason thereof.

13. Work may be allotted by EIC as & when it is require. If sufficient work quantity is not available in said

S/dn, your work order may be transfer to other S/dn under Jurisdiction of VIJAPUR Division office.

Concern authority may transfer your total /partial order to any S/dn of Division office VIJAPUR & Bidders

is bound to work there with the same rate, condition & without any type of extra charges.

14. The contractor shall not demand or accept any help from the intending consumers in line erection

works or in transportation of materials.

15. Whenever there is an excess work carried out by a contractor beyond the technically sanctioned

amount against the work order given, the approval for the excess quantity of work done should be

obtained from the competent authority as per Company rules.

16. The erection work should be started from the date of commencement given in the order and

should be completed within the prescribed period for each work. The contractor is bound to

complete the work within the specified period of each separate work order given by Executive

17. Offers shall be valid for the period of 180 days from the date of opening of price bid. Tenderer cannot

withdraw during the validity period, failing to which their EMD shall be forfeited during the said period of

19. In case of oppose for assigned work, it will be reviewed as negative in an evaluation of the performance

by the officials of UGVCL for the accounting purpose periodically/as & when needed.

21. If any work will not be executed by contractor fully / partly due to non-providing of materials by

UGVCL , than the amount at appropriate rate will be deducted from the contractors bill , as the amount

of non-execution of works is already included in the rate of order.

22. If found successful and AT order is given, the concerned contractor shall have to ensure that all the

employees who ever may be working in his contract, will have to be provided with all safety

equipment’s and will use those equipment’s at the time of Line erection work while execution of work.

23. All suitable & necessary safety measures must be taken by such contractor at the time of execution of

line work & proper awareness among the contractor’s employees shall have to be provided by such

24. In case of any type of accident occurred to the contractor’s person while working, UGVCL shall not be

responsible for such accident & any type of compensation. Contractor will be solely responsible for

such compensation, if any. In case of any accident occurred due to lack of safety measure by

contractor, the contractor can be blacklisted.

The contractor will be given the separate order for each work on the basis of the rate contract order. The

date of commencement and date of completion of work will be mentioned in the order, which the

contractor has to agree; otherwise the penalty will be levy for the late completion of work as per Company

standard conditions. Time limit of separate work order will be considered from last date of material issued.

25. Quality / Standards of Material to be used

The specification covers supply ( including fabrication ), providing & fixing of Chain Link Fencing using

MS pipe , MS Angle & GI wire Mesh chain Link for distribution Transformer centers \ RMUs as per

design & drawing of UGVCL . For the safety aspects, to cover Distribution Transformer \RMU, a chain

link fencing is to be fabricated from MS pipe of square Hollow section (SHS), MS angle, MS flat & GI

wire as per the design & drawing and to be provided \ fitted with vertical support posts of MS pipe

of square Hollow section (SHS) in the ground using standard cement concrete mixture. Chain Link

Fencing is to be supply as per design & drawing attached with this specifications. Basic material to be

used for the fabrication of Chain Link Fencing which is to be supplied & provided is MS Pipe of Square

Hollow Section (SHS), MS Angle, MS Flat & GI wire. Hence material should of standard quality of

standard manufactured & name of manufactures to be specified in bid

26. Size & Dimension of Material to be used

(i) For Vertical Post: MS Pipe of Square Hollow Section (SHS) of 49.5mm x 49.5mm x 4.5mm having

weight of 5.95kg/mtr.

(ii) For Main (outer) Frame; MS Pipe of Square Hollow Section (SHS) of 32mm x 32mm x 3.2mm

having weight of 2.69kg/mtr.

(iii) For Chain Link (inner) Frame: MS Angle of 25mm x 25 mm 3mm having weight of 1.6kg/mtr.

(iv) For Chain Link Mesh: GI wire of 10 SWG with minimum 40 microns coating of Zink & fabrication

of mesh of 2” x 2” with approx. weight 3kg/Sq. Mtr.

(v) For Hinges: MS Flat of size suitable to MS pipe of 49.5mm with thickness of 5mm.

(vi) Miscellaneous material like Hinges, Aldraft, Nut Bolt & other sundary material of standard

(vii) For stopper use 16 mm round bars as per drawing on both side doors.

27. Dimensions for fabrication of Chain Link Fencing of standard size as per drawing

(i) Main Vertical Post:

Main post should be fabricated from MS Pipe of Square Hollow Section (SHS) of 49.5mm x

49.5mm x 4.5mm having weight of 5.95kg/mtr with minimum length of 2100mm.

Normally Five posts are to be used for each fencing as mentioned in drawing.

(ii) Main (outer) Frame:

Main (outer) Frame should be fabricated from MS Pipe of Square Hollow Section (SHS) of 32mm x

32mm x 3.2mm as per drawing.

Front: Height: 1500mm

Rear: Height: 1500mm

Both side: Height: 1500mm

(iii) Chain Link (inner) Frame:

Chain Link (inner) Frame should be fabricated from MS Angle of 22mm x 25mm x 3mm as per

Front: Height: 1336 mm

Rear: Height: 1336 mm

(iv) As per drawing, standard size of chain link fencing will be of 10.88 meter running length (with

height of 1.5 meter) & rates are to be quoted accordingly. However, actual size will be very as

per site situation & quantity will be considered accordingly.

(v) Labor charges will be fixed per job of fencing.

28. Installation i.e. fitting of Chain link Fencing at site:

Supplier has to fabricate all the section of complete chain link fencing as per drawing, dimension

specified as above as well as per instructions of Engineer in charge of concern UGVCL sub division as per

site requirement and installation.

Prior to installation / fixing at site, all the MS parts should be applied two coats of red oxide.

Main vertical posts should be grouted / fitted in the ground in such way that fencing frame should be

remain 150mm above from ground level. Minimum 450mm length of vertical posts should remain in

ground & it should be fixed up by foundation of standard CC mixture of ration 1:3:6 for the area of

300mm x 300mm & height of 475mm.

After installation / fixing at site, two coats standard paints should be applied as per instruction of

Engineer in charge of UGVCL sub division.

29. General Condition for Supply and Providing Chain Link Fencing

I. Zink coating of Chain Link mesh should not be less than 40 microns. For the same, supplier has to

produce manufacture’s certificate.

II. Space between Vertical post (49.5 x 49.5 x 4.5) & main frame (32 x 32 x 3.2) should not be more than

III. Space between Main frame ( 32 x 32 x 3.2 ) & MS Angle frame should not be more than 50mm

IV. Fixing of vertical post should be provided with foundation of standard CC mixture of ration 1:3:6 for

the area of 300mm x 300mm & height of 475mm with sufficient curing.

V. Fixing of fencing case should be such that over all height at all the place should not be lee than

1650mm from ground. Fencing panel height should not be less than 1500mm.

VI. Chain link mesh is to be fixed in the frame of 25 x 25 x 3mm MS Angle frame with good quality of

welding. Fitting of this frame with MS Pipe (32 x 32 x 3.2) should be done with welding using MS

VII. All the fabrication work should be done with good quality of welded & it should be free from sharp

edges, concern & unevenness of surface. It should also with good finishing & decent look up to the

satisfaction of Engineer in charge.

VIII. The drawing & dimension are for standard & normal location. However, it may be very as per site

situation. Hence supplier has to approach concern UGVCL sub division, joint visit for each location

& record the dimensions according to site situation and accordingly has to fabricate, Supply &

fixing the chain link fencing as per the instruction of Engineer in charge of concern UGVCL sub

IX. The drawing shall not absolve the supplier from his liability for insure appropriate dimensions & to

supply & providing accordingly as per the site situation & instruction of Engineer in charge.

X. MS aldraf should be provided with locking arrangement on front side as shown in drawing.

XI. Fitting of complete chain link fencing panel with vertical post should be done with appropriate MS

flat with thickness of 5 mm and Nut Bolt of 2” x 3/4" size as per drawing. It should be in such that

both side & rear side, with tight fitting by Nut-Bolts where as front side, it should be slightly loose

fitted so that it can work as hinges.

XII. Quality of material: As the major material is a steel item, the material like MS Pipe, MS Angle, MS Flat

& GI wire must be as per relevant IS & bidder has to confirm regarding the same. The audit

inspection is to be carried out as per terms of the tender.

XIII. Drawing: The typical layout drawing applicable for the tender invited is annexed.

30. The successful contractor has to install sample cage first and it should be inspected by SDO & DE Tech.

Then after you have to install other cage as per sample cage.

31. The entire job will be prepared with proper care, welding and fine finish to give decent aesthetic look, to

the satisfaction of the E-I-C.

32. Contractor has to provide name plate (Size 12 X 6 Inch) on the front side of the chain link cage with the

detail of Name of Contractor, work order no & date and date of installation of cage.

33. Guarantee of chain link cage should be up to 18 month from the date of installation.

34. Major material is of steel items if found inferior a lot of material will be rejected & if not possible to

replace, UGVCL will deduct 30% amount of the end cost price.

35. In case of any discrepancy, the E-I-C will provide the guide lines and the contractor will have to follow

the same. The discretion of the authority issuing the tender and above will be binding to the contractor.

36. Price Evaluation: - No Price preference shall be given on any account. All tenders shall be evaluated on

the basis of firm price End cost including GST and cess. If the tender is invited with Total Owning Cost

(TOC) Clause, The Evaluation shall be done accordingly. for the same ,the bidders have to give detailed

breakup of the end cost.

37. If the contractor having any work order or supply order under respective Division office & security

deposited not paid till the date of display of this tender then it is considered such contractor is

negligent to complete work in stipulated time limit and not achieving work progress as per UGVCL

requirement & which may leads probability of accident. Thus such may have not started/(commenced)

work., Then such contactor will technically disqualified only for this tender & price bid will not be

opened without intimating reason thereof.

38. All bidders have to upload tender copy with signed and stamped on each page without fail.

39. REPEAT ORDER:-The Company may place repeat Order / additional Order after obtaining written

consent of successful bidder, provided there is no conspicuous downtrend in the price of such item

after obtaining approval from next authority of order approving authority. The Company reserve the

right to place repeat orders / additional orders on the successful Tenderers up to 50% of the original

quantity / amount of the A/T at the same Prices, Terms and Conditions stipulated in the original

contract. The work completion period for repeat order should be given considering proportionate

schedule of main order and it will be started on completion of contractual delivery period of main

2). Acceptance of Tender:-

(a) The Company does not bind itself to accept the lowest or any tender neither with any reason be assigned for

the rejection it is also not binding on the company to disclose any analysis reports on the tender.

(b) Accepting authority reserves the right of rejection of any or all tenders without assigning any reason thereof.

(c) Any tender which does not comply the above requirements is liable to be rejected.

(d) If the work carried out by the contractor in the jurisdiction of VIJAPUR Division and the low fall or lacuna

found in the any type of work or in the behavior with the employee then the Executive Engineer, VIJAPUR DO

have right to rejection of bid.

3). Security Deposit:-

The lowest tender whose tender is accepted shall have to pay Security deposit 5% of Order end cost within

days from the receipt of the acceptance order. If you fail to supply the material within time limit your security

deposit will be forfeited. Security deposit will be refundable after the completion of guarantee period.

4). Jurisdiction:-

Any dispute of difference arising under this connection with contract shall be subject to the exclusive

jurisdiction of UGVCL VIJAPUR Division.

(a) The payment will be made to the contactor by crossed/Account payee cheque on local Bank subject an

advance stamped receipt being received from payee.

(b) The total payment through all the R.A.Bills combined to gather will not exceed 75% or the order value of the

sub-order placed against the annual rate contract.

(c) In respect of electrification of village/Erection of transmission and distribution lines works contracts.

The payment to the contractor through R.A.Bill will be made only after 50% of work is done and provided the

contractor furnishes the materials accounts in respect of previous R.A.bills shall not be made R.A.Bills will not be

aid without recording the measurement and the preparation of material account.

A. The tenderer must quote his rate per units specified the schedule including all taxes in Figures as well as

in words. It there is difference between rates quoted in words or figures Quoted in words shall prevail.

7). Penalty of Late Delivery:-

In case if the work is not completed within time limit the penalty at the rate of 0.5% of the contract value (of

delayed materials/works) per week or part thereof subject to a maximum of 10% of total contract value, Plus

GST as applicable.

8). Acceptance of Suppliers:-

(a) The Company does not bind itself to accept the lowest or any tender neither with any reason be assigned for

the rejection it is also not binding on the company to disclose any analysis reports on the tender.

(b) Accepting authority reserves the right of rejection of any or all tenders without assigning any reason thereof.

(d) If the work carried out by the contractor in the jurisdiction of VIJAPUR Division and the low fall or lacuna
