Authorized vendors of CLW should submit a Tender specific authorization from CLW vendors for participation in the tender, else their offer shall be ignored and summarily rejected. (b) Bulk purchase [minimum 80 percent of net procurement quantity] will be made only from those sources who are appearing as Approved Vendors of CLW as available on UVAM. Wherever, Approving Agency has assessed the capacity cum capability of the firm and has cleared the source as Developmental vendor for placement of developmental order, developmental order up to 20% of NPQ may be placed on such sources subject to their name appearing as Developmental Vendors of CLW . as available on UVAM. The status of the firm will be reckoned as on the date of tender opening. (c) Where there are not more than three Indian Suppliers categorized as Approved Vendors for a particular item, Developmental Vendors can be considered for placement of Bulk orders without any Quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc. shall be considered in a transparent manner, subject to rates being reasonable. Quantity allocation among eligible vendors shall be based on pre-decided tender criteria and such orders shall be treated as Bulk orders.

   a) Security Deposit (SD) for Stores Contracts will be applicable as per tender conditions attached with this tender. (a) The Security Deposit amount shall be 5% of the value of the contract subject to Maximum of Rs. 50 lakhs. (b) There shall be no exemption from submission of Security Deposit (SD) for any tender or by any tenderer except exemptions as per tender conditions attached with this tender. (c) In case of failure by contractor to meet deliveries for any lot, Railways may cancel the contract for defaulted part by forfeiting SD commensurate to that lot. Wherever SD has been exempted, for any reason, and the supplier fails to supply goods as per conditions of contract, as amended from time to time, Purchaser shall have right to levy damages from the supplier for failing to comply with the contractual conditions, not by way of penalty, an amount equal to SD amount, as would have been applicable if the contract was with a non-exempted vendor.
