Eligibility Criteria

Tenders from Joint ventures are not acceptable.

The Intending bidder should furnish the relevant Class-III/Above certificate of registration issued by State/Central government PWD

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government/Government of India/Union Territory

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs. 500/- & Max Rs 7500/-) soon after contract has been issued to bidder

Conditional tenders are liable to be rejected. The officer competent to accept the tenders shall have the right to reject any or all the tenders without assigning any reason and whatsoever

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The tender processing fee will neither be refunded nor will be transferred to other works

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

In the case of the death of the contractor after executing the agreement /commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

The Security deposit for an amount equivalent to 5% of the contract price payable shall be deducted in every running bill However, in case of first and final bill the entire security deposit will be deducted from the final bill. And the successful tenderer, within 20 days of the receipt of the letter shall deliver to the Employer a Security deposit in the form of NSC/DD/FDR in the name of the Executive Engineer, HC Division, Saligrama for additional security for unbalanced tenders in accordance with the conditions of contract

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity Contractor should indemnify the client to that extent

The contractors assessed available tender capacity will be calculated as per the clause 3.3 of STD attached

All the items in the tender include all lead, lifts, loading, unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such Incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer in charge of this work

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

Contractor should follow strictly the prevailing rules of labour act

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, HC Division, Saligrama, during office hours on all working days

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-2.

The intending bidder/Contractors/ agency should be registered with ESI & EPF Departments and should upload registration copies at the time of bidding and should abide with all the timely rules prescribed by the Labour welfare department, ESI & EPF

Successful Bidder should submit the ESI & EPF details paid in the attached Annexure B & C

The intending tenderer should be registered with Goods and Service Tax department (GST) and furnish the GST registration certificate

Successful Bidder should submit the month wise GST amount paid for the work in the attached Annexure-D

The intending tenderers should be registered under Professions Tax Act and furnish corresponding certificate of registration

The intending tenderers shall furnish income tax return for the preceding 5 years and the copy of PAN CARD

The bidder/Contractors/agency are only responsible for Payment of wages and allowances for labour/staff and also violation of any rules/conditions prescribed by the Labour welfare department There will not be any direct relation between this Department and labor/staff

The bidder should have done similar nature of work in last five years

Payment of salaries / wages to the sowdies by the tenderer should not be less than the minimum wages as notified by Karnataka state Government time to time

Payment of salaries / wages to the sowdies by the successful tenderer should be made on or before 7th of every Month with all the emoluments and details to be submitted in the attached Annexure A

Manpower supplied by the successful bidder should work as per the job card provided while Issuing the Notice to Proceed with the Work (Work Order)

The bidder shall be paid only after depositing ESI & EPF to the respective laborers and submitting the relevant documents regarding the same

The Contractor is bound by Prevailing labour act & other statutory requirements during the course of Contract/services.

The tenderer should make the payment to the employees based on prevailing Schedule of rates of the respective circle for the respective months through cheque or any mode of online transaction

Payment of the employee should be made on or before 7th day of every month and the tenderer should give 3 bill receipts in which one is given to the employee, one should be submitted for the payment of concerned office.

The Tenderer should pay the Employees salary and deductions prior within 7th of every month and payment should be made by the agency with his fund and then submit his bills to the concerned department for reimbursement.

The Tenderer is bound to pay the Employees salary even though if there is no fund in the department & Bidder should be in a position to pay Employees salaries though the payment made by department is delayed

If any of the dates mentioned, happened to be a general holiday, the next working day holds good

Due in the payment of employee by the Agency or any harassment to the employee, complaint shall be lodged against that agency in the police station for necessary action by the department Employment of the employee working in the department should be continued if instructed by the department Removal of the employee without any appropriate reason, advance deposition of money and question of forfeiting their salary should not be arised. If arises the tender of particular agency will be rejected (As per rules, action will be initiated against any employee by the department)

The receipt of ESI/PF/PT of the Employee should be submitted to the office of Executive Engineer, HC Division, Saligrama every month.

Accidental benefit insurance records of each employee should be provided to the Department.

Considering the availability of funds the bill of the agency will be paid

Contractor should engage locally available experienced Manpower for operation & maintenance

It is the sole responsibility of the contractor to register EPF & ESI to engaged Manpower and to deposit corresponding amount to respective accounts

Further Agency should not give less payment compared to the payment fixed in the Labour department or Irrigation department or PW.D department

The successful bidder should strictly comply the circular issued by the Government of Karnataka vide circular no-DPAR/06/SeNevi/2024 dated 20.05 2024 and produce the relevant documents thereof while executing the agreement, otherwise tender will be summarily rejected. The reservation criteria as per the GOK Order No:DPAR/01/SeHiMa2022 dated 28.12 2022 has to be followed viz., or it may change subject to Government orders as per the present norms.

To qualify for award of this contract, each tenderer in his name should have in the last five years ie) 2020-21 to 2024-25 (updated to 2025-26 price level) (a) Achieved in at least TWO financial year a minimum financial turnover of Rs 35.91 Lakhs. Note-Annual Turnover certificate (should contain valid UDIN number) duly certified by Chartered Accountant along with audited balance sheets should be furnished

b) Satisfactonly completed as prime contractor, at least one similar work such as supply of manpower of value not less than Rs 17.96 Lakhs. Note:-Work done certificate issued by competent authority not below the rank of Executive Engineer should be furnished Financial turnover and Work done of previous years indicated above shall be given a weightage of 10 percent per year to bring them to the price level of 2025-26

Engaging of the labors from the Successful bidder has to be mandatorily as per the reservations made under GO DPAR 06 2024, dated 20-05-2024 The same category wise reservation for the stipulated sanctioned number of Manpower along with Caste certificate has to be submitted by the successful bidder during the process of tender approval

Sanctioned rates are all inclusive of Basic wages, VDA, ESI, EPF, Overhead charges and Contractors profit. Hence, Successful bidder has to mandatorily deposit prevailing EPF and ESI amount to the account of labors engaged and a Copy of the same is to be submitted on or before 5th of every month

The tenderers shall not quote beyond Minus 5% at par with the sanctioned rates. If quoted the tender will be liable for Rejection and also the entire tender will be treated as invalid tender and is liable to be retendered

The prevalling GST shall be paid to the tendered amount separately

For Diploma Engineers contractor has to submit Diploma in Civil Engineer 3 years Coarse Completed Certificate with 01 year Experience Certificate
