RequiredTrack record of bidder should be clean and should not have any involvement in illegal activities or financial frauds. There should not be any case with the Police/Court/ Regulatory Authorities against the bidder. The bidder shall give details of all disputes he/she had with his/her clients and furnish the status of arbitration, if any. Bidder should provide the declaration in this regard

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenure of the contract will be valid up to Three Years.

Yuvarajas College, Mysore will have option to terminate the contract if the vendor commits the breach of any of the conditions confined in this contract and fails to render the services to the satisfaction after giving notice of one month expressing its intention to terminate the contract.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

The cost of the Tender Processing shall not be refundable.

The employer is not responsible for any delay in accessing E - Procurement Portal.

The Tenderers need to register with e-procurement portal and to obtain user ID and Password for participating in the tender.

Bank Guarantee will not be acceptable for EMD. EMD should be paid as specified in the e-procurement schedule.

The Principal, Yuvarajas College(Autonomous), Mysuru reserves the rights to ACCEPT or REJECT the tender without assigning any reasons.

Service Level Agreement(SLA): A Service Level Agreement shall be executed between the successful Bidder and the Yuvarajs College for a period of three(3) year from the date of execution of the work order on Rs.500/- Non Judicial E-Stamp Paper.

If the service is not satisfactory at any time during the contract period the contract may be cancelled without assigning any reason from Principal, Yuvarajas College and Canteen committee.

The successful bidder should submit the Security Deposit of Rs.3,00,000/- at the time of agreement.

All the Participants shall produce all the original documents for verification whenever necessary.

The agency should not be blacklisted by any Government Organization/Quasi government. If found later the action shall be initiated against such firm as per the law.

In case of breach of any terms and conditions and failure to execute the service by the successful bidder the Principal and Yuvarajs College Canteen Committee will have the right to cancel the order without assigning any reason thereof and nothing will be payable by the college in that event and EMD shall also be forfeited.

Settlement of Disputes: All disputes if raised shall be subject to the jurisdiction of Courts at Mysuru city.

AMENDMENTS TO TENDER DOCUMENTS: At any time, prior to the date of submission of bids, the Principal and College Canteen committee may have amendment to the tender document for any reason, at its own initiative, modify the tender documents by amendments.

Technical Criteria

Past Experience

Bidder shall be a professional with a minimum of three-year experience in providing catering (vegetarian) to Government institutions/Universities, banks, corporate sector, etc., as on 30-05-2024..

Others -- Past Experiance

Bidder should have among its clients, Universities, institutes / centers established by Government or corporate in public/private sector, for whom they have been providing both catering services of similar nature. Names and addresses of such clients along with details regarding nature, amount and period of the contracts should be furnished along with Technical Bid. The certificates from the clients regarding the quality and duration of service rendered during the last year shall also be furnished in the prescribed format.

Bidder should have successfully completed similar catering services in training institutions, banks, financial institutions, corporate sector in public/private sector, guest houses during last 3 years.

Minimum annual turnover of bidder should be Rs.30 lakhs during last three financial years (i.e., 2020-21 to 2023-24) supported by documentary proof or CA certified statement of accounts with P & L Account and Balance Sheet.

The Bidder should have applicable registrations with statutory authorities such as Regional Labor Commissioner (Central), ESI, PF, PAN, TIN, VAT, CST, Service Tax, GST etc., all the applicable taxes. The copies of certificates of registration should be enclosed.
