Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Qualifications of the tenderer required as mentioned in the Technical Bid KW-4 in General conditions 3 must be furnished.

Tender of the contractor, who have not completed the work in time, not executed the agreement in time in any other cases in this Division as per Clause 3.4 of Standard Tender Document and practices as mentioned in clause 25 of the standard tender document will not be accepted.

The undersigned reserves the right to accept any or all tenders without assigning any reason.

Contractor should execute the work by procuring cement, steel any other materials/Machinery for the work on their own and necessary quality test certificate should be produced and approval of the same.

Contractors should have to upload the Scan copy of all necessary Qualification Documents/ Certificates, and submitted duly attested by notary while tender Evaluvation in this Division

The Department is not responsible for any delay in accessing e-procurement portal.

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 Qualification of Instructions to Tenders (ITT), will only be considered for evaluation.

Contractors should have to upload the necessary Qualification details as Section 3 Clause 1.1 to 1.10 in prescribed formats of KW-4.

The contractor should counter check all the designs of the scheme before execution / procurement of material and bring to the notice of the departmental officers for rectification.

The contractors have to verify the designs and drawings prepared by the department and supplied for construction. correct the same for any mistakes and to submit it for the approval of the department prior to commencement of execution.

The contractor should furnish the Contractor license Certificate

Successful bidder submitting bids below the amount put to tender will be regularized to submit the difference amount in the form of FDR/TDR/DD/Pledge on the name of EE PRED Raichur within 20 days from the date of receiving the letter of acceptance. Failing which EMD will be forfeited and further action will be taken as per G O No FD PCL 2008 Bangalore Dated 14/10/2008. Cluase 25 of KW-4.

The Building constructed under this programme shall be of high standard, requiring no major repairs for 3 years, The contractor shall furnish performance guarantee for 3 years as per clause and the performance guarantee will be released only after 3 years after completion of work.

The Tenderer shall obtain the workdone certificate in the prescribed form from the competent authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Bid. The Original Certificate / Certificates shall be produced whenever required.

Third party inspection is mandatory for all the works in this programme

The work should be completed within the stipulated period from the date of agreement & The date of agreement itself is the date of commencement of the work

The work should be completed in 6 months (including mansoon)

Technical Criteria

General

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Past Experience

In last five years (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) Satisfactorily completed as a prime contractor at least one single similar nature of Road work done (50% of the amount put to tender) i.e., not less than the amount of Rs 62.34 lakhs. Certificate issued from the rank of Executive Engineer and above for the same should be furnished by the contractor. (With Work Indent Number)

To qualify for award of this contract each tenderer in his/her name should have in the last five years period (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) achieved in at least two financial years Minimum Financial Turnover (in all classes of civil Engineering construction works only) of Rs. 249.36 lakhs (usually not less than 2 times the amount put to tender.) Profit and Loss Statement should be furnished. Turnover Certificate should be obtained from Charted Accountant with UDIN Number
