Special Eligibility Criteria

   Bulk purchase will be made from those sources who are appearing as Approved Vendors of RDSO (Item ID: 3100460) as available on UVAM. Wherever, Approving Agency has assessed the capacity cum capability of the firm and has cleared the source as Developmental vendor for placement of developmental order, developmental order up to 20% of NPQ may be placed on such sources subject to their name appearing as Developmental Vendors of RDSO (Item ID: 3100460) as available on UVAM. The status of the firm shall be reckoned as on the date of tender opening and not thereafter. But in case of removal or suspension or banning, after opening the tender, such cases will be taken account while deciding tender and thereafter. If dealers are quoting on behalf of approved/developmental vendors then the dealer should submit the Tender Specific Authorization (TSA) from the approved Vendor/developmental vendors along with their offer as attached in the Annexure-II in GTC, failing which the offer will be summarily rejected.    In terms of Railway Board's letter No.2020/RS(G)/779/2/Pt.1(E3322671) dated 20.08.2024 and in keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of this tendered item is restricted to Class-I local suppliers only (Class-I local supplier means a supplier or service provider, whose goods, services or works offered for procurement,has local content equal to or more than 50%). The vendors who do not qualify to be Class-I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I local supplier for the tendered item participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. As the estimated value of procurement is in excess of Rs. 10 Crores, the bidder shall give Cost/Chartered Accountant certification (duly specifying description of the item and the certificate should be of the date later than the tender publishing date) for local content in the quoted item (goods/works/services) at the time of submission of their offer, failing which the offer will be summarily rejected.

C= Wholesale price index number for Copper bars/rods/plates/strips, one month prior to the date of offering the material to RITES/Third party inspection or date of delivery in case of consignee inspection (as published by Ministry of Commerce, Govt. of India, for respective month). Alo =122.2, Wholesale price index number for Aluminum Castings as published by Ministry of Commerce, Govt. of India, for the month of JUNE 2026. AL= Wholesale price index number for Aluminum Castings, one month prior to date of offering the material to RITES/Third party inspection or date of delivery in case of consignee inspection (as published by Ministry of Commerce, Govt. of India, for respective month). Notes: a) In case of multiple call dates for final inspection, first call date will be cut-off date for PVC calculation. b) In case of supplies beyond the original delivery period (DP), denial clause shall be applicable regarding PVC.
