The bidder must have a minimum experience for a period of One (1) year for providing manpower services to House keeping works as an date of tender notifications and must have deployed minimum 50% of tendered No.of employees (i.e 02Nos of Unskilled labours) to KPTCL/ESCOMs/any Government /Semi Govt. establishments/Public sector undertaking in any of the Preceding Three (03) years i.e 2022-23 2023-24 and 2024-25. Necessary documentary evidence such as experience and performance certificate issued by competent authority (not below the rank of Executive Engineer) along with DWA copies towards satisfactory completion of the services to be uploaded. Scanned copy of the supporting original Documents shall be uploaded. Bidder should furnish the EXPERIENCE CERTIFICATE in this regard as per Annexure-1 and upload the same
The bidder should upload original Clear Scanned copy of Technical Evaluation documents Shall be uploaded
The bidder shall offer full House keeping staff as mentioned in the bid. If the offered quantity is less than the tendered quantity such offers will be liable for rejection subject to non-providing additional required staff within 10 days from the date of LOI as per Self-declaration in this regard shall be uploaded as per Annexure-2
The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last Five financial years (i.e 2020-21 to 2024-25) with KPTCL/ any ESCOMs. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid. Bidder should furnish the self-declaration in this regard as per Annexure-3 and upload the same.
The bidder should not have been blacklisted by any Government Department/ KPTCL/any ESCOMs/Power Utilities/ Local Bodies of any state. A self declaration in this regard as per Annexure-4 is to be uploaded
An undertaking to engage staff with basic required qualifications and monthly rate of minimum wages payable to House keeping staff engaged by Private Agency/ Contractor as per Annexure-5.
The bidder should not have been defaulted/short closed due to non performance in execution of works against the order placed by ESCOMs/KPTCL/ any other Government Distribution/Transmission utilities including PSUs as on date of bid submission. Self-declaration for the same shall be uploaded as per Annexure-6
The bidder shall engage the staff employed by him for the work of House keeping Labour are Kannadigas only and are able to Read, Write and Speak Kannada as per the prevailing norms. Self declaration for the same shall be uploaded as per Annexure-7
Government of Karnataka reservation circular dated 20/05/2024 for availling services through outsource agency(GOK Circular uploaded) and amendments thereon. The bidder shall produce an undertaking to this effect as per annexure-10 is to be uploaded. Further if any violation found during contract period your contract will be terminated
Liquid assets (Cash credit at Bank+Term deposit in any Nationalized/ Scheduled Commercial Bank) on or after the date of notification of tender + Availability of credit facility in any Nationalized/ Scheduled Commercial Bank shall not be less than 25% of amount put to tender i.e Rs 1.56 Lakh which shall be supported by certificate issued by any Nationalized /Scheduled Commercial Bank.The said Original scanned Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), O & M Circle, HESCOM, Shivaganga layout, Hubli. The credit facility certificate should be in the Format Annexed to this bid as per Annexure-8. The conditional credit certificates are liable for rejection
The Annual Turnover of Bidder in any one of the 3 (three) financial years i.e., 2022-23, 2023-24 & 2024-25 shall not be less than 100% of amount put to Tender i.e Rs 6.22 Lakhs. The bidder should upload the Copies of Annual turnover certificate and audited balance sheet, profit and loss account duly certified by registered Chartered Accountant & Income Tax return ITR shall be uploaded.

1 Bidder shall quote only service charges per month per person. Other hire charges like Ladder mounted vehicle with driver Minimum wages statutory charges are fixed.
2 EPF, ESI, GST shall be as per prevalling rates.
3 SERVICE CHARGE :
a) The bidder shall Quote Service Charge between 5% to 10%
b) Evaluation is based on the service charges for the qualified bidder.
c) The bidder shall quote service charges in terms of amount [Fraction of amount not allowed & Service charges to be quoted along with amount put to tender].
4 If the amount of wages quoted in SL No-1 is more than the minimum wages, the agency/ contractor is liable to make payments of the amount quoted in SL No-1 to the men engaged by them.
5 The payment is based on the total numbers of men actually worked in the particular month.
6 The bidder shall not quote lesser than the present Minimum Wages mentioned In the prevalling Minimum Wages Act for Karnataka.
7 The bidder shall make the monthly payment to its employes before 5th every month, irrespective of payment received from HESCOM.
8 The successful bidder shall also liable to pay the employees portion of EPF & ESI.
9 If the Service Charges quoted is lesser than the income tax to be deducted at source as per the provisions of income tax, than an amount equal to income tax calculated at the applicable rate for the gross amount for the whole year will be collected in advance from the agency to be payable afer each payment.
10 For quoting the Minimumu wages Act 2026-27 Notification Schedule No.-KAE 31 LMW 2017, Dtd 30/12/2017 Published in the Gazette 01/03/2018. Minimum Wages and VDA from 01/04/2026 to 31/03/2027
