Special Eligibility Criteria

   The tenderer with past performance of satisfactory execution of contracts to South Central Railway, or Other Zonal Railways/Production units [PUs] for supply of the same or similar items for a quantity of 20 percent or more of tendered quantity against a single contract during last three years prior to, and excluding tender opening date may be considered as responsive to South Central Railways requirements for placement of bulk and regular order. If such past performance level is lower, then the offer may be considered as responsive to SC Railways requirements for placement of developmental order not exceeding 20 percent of the net procurable quantity. The tenderers, who have no past performance as above, may also be considered for such developmental orders, but for consideration of such developmental orders, they shall submit details of M & P, testing facilities, STR & QAP, technical manpower available, UDYAM Registration Certificate for same/similar items etc., along with their offer. Tenderers are requested to submit the past performance report for supply of same or similar items such as copies of Receipt Notes[ R.Notes]/CRN or Consignee Receipt and Acceptance Certificate [CRAC] etc. along with their offer; failing which offer will be liable to be rejected. However, in cases where the tenderers are having satisfactory past supply performances of Same or Similar items, with in South Central Railway or other Zonal Railways/ Production units, the supply performance data available in iMMIS under Vendor Performance with ALL-RAILWAY shall be taken into consideration while evaluating the offers of the tenderers.

   Firm willing to avail benefits of Micro and Small Enterprises, must submit documentary evidence of being Micro or Small Enterprises for tendered item in the certificate issued by nodal agencies as per Public Procurement Policy (i.e., UDYAM REGISTRATION CERTIFICATE), failing which firms offers will be treated as Non- MSE firm. For detailed instructions refer Para 15 of General Tender Conditions attached with NIT and/or available as Public Document on IREPS website Goods and Services/SCR. Failing which such benefit will not be extended to them.

   If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and small Enterprise (in percent of order value) with further breakup of MSE owned by SC/ST. (Information will be provided in terms with 6 fields; Micro owned by SC, Micro owned by ST, Micro owned by others, Small industry owned by SC, Small industry owned by ST, Small industry owned by others, women owned MSEs).

   The offers shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter se ranking. While submitting offer, it shall be the responsiblity of the bidder to ensure that they quote correct GST rate and HSN number.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of offer: No deviation is permitted for validity of offer. The bid having validity less than that stipulated in tender (to be reckoned from closing date of tender) shall be deemed as commercially unresponsive and is liable to be rejected.

   Offers with longer delivery period and offering FOR other than FOR destination are liable to be passed over and following condition will be applicable. "Purchaser reserves the right to place order on higher tenderer, in preference to lowest acceptable offer, in consideration of offer of earlier delivery. It should be noted that the higher tenderer will be liable to pay to the government the difference between the contract rate and of the lowest acceptable tenderer on the basis of final price, F.O.R destination including all elements of freight, sales tax, GST, local taxes, duties and other incidentals, in case of failure to complete supplies in terms of such order within the date of delivery specified in the tender and incorporated in the purchase order".
