technology with six stage process as below (1)

Turbidly cleaning i.e. dewatering water by

submersible pump. (2) Cleaning of all the side

walls & ceiling of the water tank by using rotary

jet high pressure jet spray gun. (3) After that

removing sludge % slurry out of water tank by

sludge pump. (4) To spray anti-bacterial agent on

the side wall, ceiling & flooring after the tank is

cleaned. (5) Finally, to remove remaining

disinfections in the water tank, ultra violet light

must be used in tank for sufficient time. Electric

supply etc. shall be provided by M.S.B. without

charging any extra cost. The complete tank

cleaning by micro cleaning system shall be done

as directed by engineer in charge. The complete

tank cleaning by micro cleaning system shall be

done as directed by officer in charge. It also

includes carting away removed sludge up to 5km

lead. (For below period)

Cleaning of under Ground / Over Head Water tank having any capacity of Municipal

School by scientific methods including use of modern equipment’s & machinery. The whole

work shall be done in such a way so that it gives minimum disturbance to water supply from

tank. Contractor is bound to make arrangement to dewater remaining water in tank. After

Dewatering from tank contractor must arrange for flood lighting & access to tank for

inspection. There after first; inside surface of walls & ceiling shall be cleaned with high

pressure rotary jet, spray gun with pressure varying 30 to 110 psi as per site condition. Then

after sludge & slurry is to be removed with sludge pumps from water tank having any depth.

So that turbidity in fresh water is totally removed in second phase. Tank shall be cleaned

against bacteria by spraying anti-bacterial agent on all sides, ceiling & floors. Lastly to

remove disinfection in water tank UV lights must be used in tank for sufficient time before

refilling water in the tank. The whole work shall be done with personal care.

Municipal Corporation may check, if necessary, by laboratory test for samples of

water in tank, before & after cleaning with standard test records. All debris and silt shall be

removed by contractor as per instruction given by principal of school.

Power supply shall be given by M.S.B. from nearby at free of cost. Proper protection

work & necessary lighting arrangement should be done by contractor at his owns risk & cost.

Contractor shall do standard safety measures. Insurance of working staff & staff present &

also third party shall be born &taken by contractor. M.S.B. shall not be responsible for any

damage in terms of man & machineries.

 Contractor has to give full details of machinery &equipment’s Bidders has to submit the

own machinery details with necessary proof/Documents/Photos.

 High Pressure turbojet machine with 150 bar pressure, 700 L.P.H. & 2 kg. force auto

cutoff with wet & dry 30 Liter. Industrial & 50 Liter/per second Air Flow vacuum cleaner

and U.V. Radiation tube.

 Contractor must give full details of all certificates of work done at various places in

SCOPE OF WORK / METHODOLOGY

1. Dewatering and Turbidity Removal: Execute dewatering operations utilizing a

submersible pump to effectively remove water exhibiting turbidity.

2. Surface Cleaning: Perform comprehensive cleaning of all internal side walls and the

ceiling of the water tank employing a rotary jet high-pressure spray gun.

3. Sludge and Slurry Extraction: Subsequently, employ a sludge pump to extract and

remove all accumulated sludge and slurry from the water tank.

4. Application of Anti-Bacterial Agents: Apply an anti-bacterial agent thoroughly on

the side walls, ceiling, and flooring of the water tank post-cleaning.

5. Disinfection with Ultraviolet Light: To ensure complete disinfection, utilize

ultraviolet lights within the water tank for an adequate duration to eradicate any

remaining contaminants.

The complete tank cleaning by micro cleaning system shall be done as directed by officer

ELIGIBILITY CRITERIA

General Experience

Contractor must have experience of successfully completed similar works during last

three years (similar works means experience of cleaning of any capacity tank (in

liters) at various places like Govt. of Gujarat, GWSSB, local bodies like Municipal

Corporations, Nagarpalika, Grampanchayat etc.)

Past Performance

1. The Bidder should have at least three (3) similar projects not less than of 40% of

Project cost – 8.03 Lacs.

2. The Bidder should have two (2) similar projects not less than of 50% of Project

cost – 10.03 Lacs.

3. The Bidder should have one (1) similar project not less than of 80% of Project Cost

Financial Position

The bidder must demonstrate financial capability, with an average annual turnover for

the past three years amounting to at least 30% of the estimated cost, as certified by a

Chartered Accountant on the CA's official letterhead.

Litigation History

1. The bidder shall provide accurate information on any litigation history or

arbitration resulting from contracts completed or under execution by him over the

last ten years. This should also include such cases, which are in process / progress.

If the bidder has any such history & has come to the notice of the Authority, the

tender shall be rejected.

2. If the bidder has any litigation history or case or has not completed any work,

Municipal School Board can disqualify the bidder.

GENERAL CONDITIONS OF CONTRACT

CONTRACTOR SHOULD READ THIS CAREFULLY

1. Tender validity period: The tender shall be kept valid for acceptance for a period of one

hundred twenty calendar days (120) from opening of price bids.

2. Security Deposit: Within 15 days of receipt of acceptance of work order from the

corporation, the successful tenderer shall furnish to the Corporation Security Deposit of

5% (five percent) of the contract price in form of cheque or Bank Guarantee, pay order

or demand draft of Nationalized Banks and Schedule Banks only.

3. Time limit for work will be considered from the date security deposit deposited to /from

work order given by Ahmedabad Municipal School Board

4. Conditional tender shall not be accepted.

5. Tenders submitted by contractor are in duplicate. Tenders without duplicate are liable to

6. EMD is 3% of the work in case of tender downloaded from website, tender fee & EMD

should be submitted in form of demand draft of Nationalized Bank in favor of chairman

Nagar prathmik shikshan samiti, ahmedabad.

7. Time limit for this work is one years.

8. All drinking water tanks of each school should be cleaned as per instruction given by

principal of school.

9. Contractor should have sufficient equipment’s,machineries & labor force, so he can do

work simultaneously at various schools.

10. All responsibilities regarding safety & security are of contractor during tank cleaning

work in schools.

11. All drinking water tanks must be cleaned every two months without exception; no

excuses for failing to clean the tanks within this period will be accepted.

12. The contractor must have enough skilled and unskilled laborers to commence work at

multiple schools simultaneously. The contractor cannot halt the work due to a lack of

available labor. If progress is delayed due to labor unavailability or any other reason,

the contractor will be penalized Rs. 1,000/- for each outstanding tank cleaning task.

13. The contractor must submit an annual report of the work completed to the

Administrative Officer for evaluation. If the Administrative Officer deems the report

satisfactory, the contractor will be allowed to continue. If the report is found to be

unsatisfactory, the contract will be terminated.

14. After completion of tank cleaning work, certificate of completion of work is must from

the principal of school. After getting certificate payment will be done.

15. Contractor should submit experience certificate of similar work done anywhere in

Gujarat from responsible officer of authorized agency.

16. During work, dewatering from tank should be done directly in nearby manhole /

chamber / catch pit with all safety measures.

17. During work, all responsibility for safety of school students & staff against accident is

the same time for tank cleaning work.

19. Contractor shall register the work to labor commissioner as per labor act.

20. Contractor shall not sub-let the work without permission of the authority.

21. No rate difference will be paid for due to any increase in rate of any item due to any

reason whatsoever.

22. No price escalation / advance payment / machinery advance will be paid.

23. Payment of running bills & final bills will be made as per recent M.S.B. policy in force.

24. Retention money @ rate of 2% will be deducted from each running bill & will be given

25. No extra payment will be made due to increase of central / state Govt. taxes.

26. 1% for labor welfare shall be deducted from every bill.

27. Definite particulars covered in the items of work, though not mentioned or elucidated in

it, specifications shall be deemed to be included there in.

28. The contract rate of the item of work shall be for the work completed in all respects.

29. All works shall be carried out in workmanlike manners per best techniques for the item.

30. All tools, templates, machinery, and equipment for correct execution of the work.

31. The mode, procedure and manner of execution shall be such that it does not cause any

damage to existing structure. If damage occurred during work, contractor mustrepair it

at his own cost.

32. All necessary safety measures and precaution shall be taken to ensure the safety of men,

materials, and machinery on the works as also of the work itself.

33. All corrections and additions or pasted slips should be initialed.

34. In case of any dispute arise during the work, decision of Administrative Officer will be

bound to both the parties.

35. Contractor should visit the site of work before quoting the tender.

36. In the event of a discrepancy between description in words & figures quoted by the

tenderer, the description in words shall prevail.

37. Administrative Officer / Chairman has right to reject any of the tender or all the tenders

without assigning any reason at any stage of tender.

38. Contractor must sign on each page of tender with seal stamp.

39. Contractor must furnish details of GST, PAN number & bank account details as per

40. In case water is not available on site for cleaning the tank; contractor must arrange for

water to clean the tanks at his own cost. No extra payments will be given to contractor

for this arrangement.
