pumping, de-watering etc. for the proper execution of works. The rates shall
also be deemed to include any works and setting out that may be required to
be carried out for laying out of all the works involved.
(15) Prices shall be filled online only.

(21) The amount to be quoted for O & M / year shall be as per Volume-II, General
Conditions of Contract, Clause No. 1, and Security Deposit.
(22) 1% of the value of work will be deducted from the Running bill against labour

(23) Third Party Inspection / CSC agency will be deployed by GWSSB and charges of
the same will be borne by GWSSB.
(24) Any expenditure incurred by inspection/ CSC agency for the work misinformed
by the contractor and charges of inspection/ CSC agency without any work due
to misinformation shall be recovered from the contractor.
(25) The rates quoted shall be exclusive of GST, but inclusive of all other taxes,
duties which shall not be paid extra. While GST will be paid for admissible part
of actual work done at the approved tender rates and tender conditions of
price variations. GST shall be paid as per prevailing rates at the time of
payment. The TDS shall be deducted at source as per provision of IT rules and

materials/ minerals used in the construction of works at the rates specified in
the Narmada Water Resources, Water Supply & Kalpsar Dept. Resolution No.
GEN-2010-595- (6)- M.I.Cell ( K-1) Dt. 29-4-2011 ( Gujarati Version Copy
enclosed) and shall be recovered from the running bills of the work from time
to time and remaining amount if any shall be recovered from the final bill
before releasing the security deposit of the work. The contractor shall furnish
the statement showing the quantity of quarried materials / minerals from
whom purchased ( with full address of the seller) and copies of the bills for
purchase to the Executive Engineer of the in charge of the work. The
contractor shall also furnish such additional information as regards royalty
payment to the competent authority.
(30) Agency shall have to take Insurance policy and intimate to GWSSB along with
the evidence within time limit. In case of non compliance entire responsibility
shall be rest with the agency and required amount shall be recovered from any
due amount of the agency.
(31) GWSSB can recover penalty amount from the agency for not taking the
insurance. Though the penalty amount is recovered, responsibility of the
agency for taking insurance shall be continued and will not be escaped from
the responsibility.
(32) The contractor shall apply fair means of stock maintenance and shall adopt
accounting standard as may be prescribed under GST Act as applicable in the
state of Gujarat. For arriving at the difference in procurement prices due to
introduction of GST it will be open for the Board to ask for original invoices,
lorry receipt, weigh bridge slips, payment details and such other documents as
may be required for the purpose.
(33) The claim of contractor regarding GST shall have to be backed by
documentary evidence substantiating the actual payment of tax duly certified
by the competent tax authority. The final decision regarding the quantum of
claim amount to be recovered or reimbursed shall be of the competent
authority of the GWSSB and shall be binding on the contractor.

1. Having visited the site and examined the Bid Documents, Drawings, Conditions of Contract,
including Addenda/Amendments to the above, for the execution of the above Contract, we the
undersigned offer to design, Engineer, procure, construct, complete, commission, operate and
maintain the whole of the said works for 2 years from the date of commissioning including
defects liability period as given in Conditions of Contract and in conformity with the drawings,
Documents, including Addenda Nos.__________ (insert numbers) for Lump sum fixed price of
Construction including free trial run for three months or such other sum as may be ascertained
in accordance with the conditions.

a) if we fail to provide required facilities to the Employer’s representative or any other
person/Agency by the Employer to perform on his behalf for carrying out the inspection and
testing of materials and workmanship.
b) if we incorporate into the Works, materials before they are tested and approved by the
Engineer’s representative.
c) if we fail to deliver pure water of required quantity according to the conditions/stipulations
of the Contract, the Engineer will be at liberty to take any action including termination of
Contract and impose at his absolute discretion any penalties, and/or reject the work.
3. We undertake, if our Bid is accepted, to complete and deliver the works in accordance with
the Contract within 15 months, inclusive of monsoons, from the date or receipt of Letter of
Acceptance issued to us by you.
4. We agree to abide by this Bid for a period of 180 days from the Last date of submission of
the bill and it shall remain binding upon us and may be accepted at any time before the expiry
of that period.
5. In the event of our Bid being accepted, we agree to enter into a formal Contract Agreement
with you incorporating the conditions of Contract there to annex but until such agreement is
prepared this Bid together with your written acceptance thereof shall constitute a binding
Contract between us.

1. As mentioned in the Conditions of contract, the Contract being a lump sum type
turnkey Contract on EPC basis, the provision of measurement will be applicable only
for the assessment of value of work done for inclusion in any interim certificate for
part payment to the Contractor.
2. The Schedule specifies the procedure for all such assessment of the items specified in
3. Each item of Schedule-B has been divided into broad components. The Employer's
Representative shall assess the value of each component as indicated in paragraph
4. Percentages are indicated against each component of each items specified in Schedule
B, based on the Employer's best appreciation of the value of the component as related
to the total costs of the concerned item as whole. A head titled (any other item(s)) is
included in each breakdown of schedule and the tenderer shall at the time of
tendering indicate any additional items which he considers necessary but cannot be
covered by any of the heads indicated in the breakup.
5. The percentage breakup as indicated in the Schedule may differ from that
corresponding to the tenderer’s scheme and design and he should take this into
account while quoting his lump sum prices for the items specified in Schedule-B.
6. The contractor shall, after approval of his detailed designs and drawings furnish to the
Employer's Representative an initial bill of quantities to all major items, to be
reviewed and updated periodically with the Employer's Representative. This bill of
quantities will be used for assessment of percentage progress of the component at any
stage. By measurement jointly taken by the Employer's Representative and the
Contractor, mutually agreed and entered in the measurement books in the form and

1 GENERAL SPECIFICATION
1. The Specification attached with this tender are in modification of the specification
for the respective item as required for this work.
2. All the petty items of this work shall be carried out in workman like manner.
3. Work order book is maintained on work site as per present practice and the
contractor shall sign and carry out promptly the order given by the Engineer-in-
4. The contractor shall maintain a regular account of receipt and use of controlled
materials purchased by him and or supplied by the department.
5. De-watering of trenches foundation etc. shall be done by the contractor at his own
cost during execution of all items of this work till completion in all respect.
6. The contractor shall provide his own arrangement conveyance and the carting of
pipes specials etc. to be supplied by department and surplus excavated stuff from
and to site of work.
7. Extra charges or claims in respect of extra work shall not be allowed unless the
work to which the rate are already distinguished from execution of the contractor.
He shall have to keep the account of such materials in suitable book, which
should be available for inspection by the Engineer- in- charge or his

representative. The contractor shall be responsible for proper handling and safe
custody of all materials issued to him by the department.
The contractor shall have to provide necessary shoring, strutting arrangement for
protecting the excavated portion of trench. Similar deep structure when
excavation goes beyond 1.5 mt. from G.L. proper care shall to be taken to avoid
due to falling of Kachcha wall portion. No extension in time limit will be considered
due to such carelessness and delay. Contractors shall have to provide at his own
cost all ways and means required for the excavation of the trench pit etc.
8. FINALISING ITEM OF WORK:
The details given in design plan section or specification schedule, general
condition etc., shall be taken in the consideration and all these items shall have to
be carried out. In case of any discrepancy of these the decision of the Project
Director Urban Cell, G.W.S.S.B. shall be final and binding to the contractor.
9. The contractor shall have to pay town duty and or octroi if any to the respective
authorities for which no extra payment will be made to the contractor.
10. The contractor shall be responsible to pay compensation to his staff and to his
labor according to the labor compensation rules.
11. The drawing prepared is for general guidance. However, during execution, if it is
found necessary Engineer- in- charge will prepare working drawing showing
details and supplied to the contractor for execution and it will be binding to the
contractor to carry out work accordingly without claiming any extra cost.
12. The work shall be executed on strict accordance with the plans and specifications.
Only the best materials and the soundest construction shall be permitted and
every portion of the work shall be executed in like manner to the satisfaction of the
Engineer- in- charge whose decision shall be final and binding to the contractor.
All the materials used in work shall be of the best quality and any materials
rejected shall be removed from the site of work by the contractor at his own cost
within 24 hours.
13. The specification attached with this tender shall strictly apply and in addition
following general conditions are also bound to the contractor.
All petty items occurring in the work shall be carried out in workman like manner
as per specifications given in P.W.D. Hand book vol.I & II and as per instruction of
the Engineer- in- charge from time to time. The contractor shall have to clear the
site of work before the work is commenced and also after the work allotted to him
is completed for which separate claim cannot be made.
2. Other responsibilities:

i) The contractor shall engage an experienced and qualified Engineer as his
authorized agent for the work who shall be responsible for the work, and shall
take from time to time such order as may be given by the Engineer- in- charge
and carry out promptly.
ii) In addition to the requisite stores the contractor shall provide at his cost suitable
temporary office with a cover area of about 37 sq.mt. With a particular sitting
arrangement inside and necessary finished furnished for the use of owners staff
while the work is in progress.
1. The contractor shall provide at his own cost all laborers, pegs, strings, the other
materials as may be required for lining and setting out and for taking
measurement of the work. The contractor shall also provide at his own cost
satisfactory and adequate facilities like scaffolding, ladders, etc. for checking,
supervision and measuring the contractor's work by the Engineer. The contractor
shall have to provide skilled and unskilled laborer free of cost for the above.
2. The contractor shall responsible for proper handling and safe use of the materials
delivered to him by owner for use of work and shall return all the surplus materials
immediately after completion of the work along with account conforming the
balance. If any material, returned is found short or damaged or unserviceable the
cost there of fixed by the Engineer-in- charge shall be recovered from the

this work have been carefully studied and understood by me before the
submission of this tender.’
2. In case of offer based on contractor's own design in acceptance then the
contractor shall supply free of cost six copies of detailed plans and all relevant
design calculation for scripting and record of work immediately on acceptance of

tender. The design and drawing submitted by the contractor shall be got
approved by the department before commencing execution of work.
3. In case of offer accepted based on contractor’s own design and completion of
work the contractor shall also have to supply free of cost six copies of detailed
plans of work as executed for record.
4. In case of contractor’s own design the tenderer shall have to furnish the details of
design calculation, quantity of various items and all RCC and other structural
details together and working drawing shall be supplied by the tenderer after the
design got approved by the competent authority. The contractor shall be
responsible for the technical soundness of the design submitted by him. The
structure shall be designed as the best recognized engineering practice and as
per current Indian Standard codes of practice and if any provisions are found to
be inadequate or faulty necessary modification shall be made by the contractor at
his entire cost in order to get required high soundness as well as performance
etc., and no extra payment shall be made for such modification etc.
5. In case of departmental design the plans enclosed along with the tender may be
further elaborated as and when necessary with details working design and
drawing supplied to the contractor. He shall be bound to carry out the work as per
the approved design, drawings, specifications and conditions for the accepted
tender amount. In case of any discrepancy in plan and specification approved
design will form the base for execution of work and decision of the competent
engineer of the owner will be final for contractor for carrying out the work at the
accepted tender amount.
6. Corrections, additions and declaration in form in English should be deemed to
have been incorporated in Gujarati version of the corresponding clause
irrespective of the fact that the Gujarati version is correct or otherwise for
interpretation purpose also the meaning of English version shall be final.
General Specification of Materials:
Specification of materials will be as per PWD Hand book Vol –I & II and standard
specifications (Material items) as adopted by Gujarat Water supply and Sewerage
Board and as per latest revision of Indian Standard.

latest version of Indian Standard unless otherwise specified in the detailed
specifications of item of work.

2. Wherever a reference to any Indian Standard appears in the specification, it shall
be taken to mean as a reference to the latest version of the standard.
3. Tests for materials shall be got carried out by the contractor when the same are
specified in the specifications. Tests shall also have to be carried out even though
the same are not specifically mentioned in specifications, if it is specified by the
Engineer-in-charge. If the Engineer-in-charge instruct the same are required to be
carried out in Government laboratories and cost there of shall be entirely borne by
the contractor.

6. Collection of approved materials shall be done at site of work in a systematic
manner. Materials shall be stored in such a manner as to prevent deterioration on
intrusion of foreign matter and to ensure the preservation of their quality and
fitness for the work.
7. Materials if rejected by the Engineer-in-charge shall be immediately removed from
the site of work. If they are not removed within twenty four hours of receiving such
an intimation Engineer-in- charge shall get the same removed at contractor's cost.
The Engineer- in -charge shall dispose off such materials in the manner as he
choose and the contractor shall not be entitled to receive any cost of such

VACUUM REGULATORS : operate on diaphragm backed by silver spring vacuum regulator remotely mounted on

WATER REQUIREMENT : The water supply flow rate and pressure requirement depend upon the maximum
Chlorine capacity and back pressure at the outlet of the ejector. Back pressure includes the pipe functional
losses between Chlorinator and the point of application, plus existing back pressure at the point of
SEMI AUTOMATIC OPERATION : The Chlorine regulator will permit gas flow only when the ejector furnishes
sufficient vacuum. To operate the Chlorinator, it is necessary to initiate the ejector water flow. To stop
Chlorinator, it is necessary to interrupt the water flow. This 'On/Off' operation makes Chlorinator
semiautomatic. it can be accompanied by opening and closing of a solenoid valve in the injector water line.
The cabinet must be installed vertically and fastened to the floor. Trained service engineers are available to
install and service equipment at own cost.
As water under pressure flows through the ejector assembly, the vacuum is created in the ejector. This
vacuum exists at reduced values back through the differential pressure regulator and the vacuum regulator
are stacked to form a single unit - the Chlorine regulator.
The vacuum in the vacuum regulator moves the diaphragm which unseats the inlet valve, reducing the
Chlorine gas from supply pressure to water column vacuum.
The Chlorine gas then passes through the flow meter, the manual rate valve and into differential pressure
regulator. This regulator maintains a constant pressure drop across the rate valve .The gas flows from the

regulator to the ejector where Chlorine mixes with water to form Chlorine solution, which is carried through
the distribution system to the point of application.
Semiautomatic, or start/stop operation is accomplished by starting and stopping the water flow through the
ejector by a solenoid valve or other means.

Contractor shall have to design the Mix of M300 grade concrete by govt. laboratory or any govt. approved
laboratory as per instruction of Engineer in Charge. Trial of Mix design test is taken in laboratory & site for
conforming the test results of Mix of concrete of grade M300 & same is to be tested in the presence of
representative of the GWSSB. If arbitrary volumetric proportioning is to be followed then the proportion of
cement, sand and kapachi shall be 1:1:2 respectively. Since M - 300 mix is normally used in water retaining
parts of container where the aim is to get dense, strong and watertight concrete, special care shall be
exercised in controlling proportion of aggregate, water cement ratio, compaction and curing.
1.0 MIXING, TRANSPORTATION AND LAYING:
the drum of the mechanical mixer while it is continuously running. After about half a minute of dry mixing
required quantity of water required for each batch on concrete mix shall be added gradually and mixing
continued for another one and a half minutes.

Dry coarse and fine aggregate and cement shall then be mixed thoroughly by turning over to get a mixture of
uniform colour, specified quantity water shall then be added gradually thoroughly by turning over to get

the mass turned over till a mix of required consistency is obtained. In hand mixing, quantity of cement shall
be increased by 10 % above that the specified.

mixture shall contain only two third of normal quantity of coarse aggregate. Mixing plant shall be thoroughly

be done either by manual labour or using mechanical vertical lifts. When chutes are used for transportation,
care should be exercised to avoid segregation and concrete may be remixed at bottom of chutes to get
uniform mix. Before any concrete is placed in position all loose materials such as dirt, chips of stones, wood,

steel etc. should be removed. Inner side of forms should be coated with thin layer of oil to get a good
finished surface.
Concrete should not be dumped from above in which case aggregate will segregates, but placed gently from
a height not exceeding 1.5 meter. Compaction of concrete shall be done by vibrators till cream appears at
top. Over vibration shall be avoided to avoid segregation.
After concrete is set in position it shall be kept continuously wet with water for 7 days either by using gunny
begs (column and walls) by ponding (slab) or as directed by spraying of water.
Unless otherwise specified the rate shall include finishing the exposed surface to get good finished surface.

Reinforcement shall be accurately fixed and maintained firmly in the correct position by the use of blocks,

shall be of such materials and designs as will be durable, not lead to corrosion of the reinforcement and not

1. Material Requirements
Substrate: High-impact clear or opaque acrylic (PMMA) sheets, UV-stabilized, with a minimum
thickness of 3mm (or as specified by EIC).
Paint Type: * Primary: High-grade Acrylic Enamel or Two-Component Polyurethane (2K) paint.
o Alternative: Industrial-grade vinyl-safe inks or UV-curable inks if using digital printing.
Primer: A specialized plastic-adhesion promoter or primer specifically formulated for PMMA to
prevent "crazing" (fine cracking).
2. Surface Preparation
Cleaning: The surface must be free of dust, oils, and static. Use a 50/50 mix of Isopropyl Alcohol (IPA)
and water. Do not use high-strength thinners or acetone, as they will melt/cloud the acrylic.
De-burring: All edges of the acrylic plate must be flame-polished or machine-sanded smooth before
painting to prevent edge-peeling.
3. Application Method
Stencil/Masking: Numbers or names shall be applied using laser-cut vinyl stencils to ensure sharp,
crisp edges without "bleeding."
o Surface Painting: Paint is applied to the front. Requires a protective clear coat to prevent
o Sub-surface (Reverse) Painting: (Recommended for durability) Paint is applied to the back of
a clear plate in reverse order. This protects the signage behind the thickness of the acrylic.
Thickness: The paint film shall have a minimum dry film thickness (DFT) of 25–40 microns.
4. Dimensional & Aesthetic Standards
Font/Style: As per project standards (typically Arial, Helvetica, or IS/BS standard block fonts).

Alignment: Characters must be centered horizontally and vertically within \pm 1\text{mm}
Contrast: The color of the numbers must provide a minimum 70% contrast ratio against the
background (e.g., White on Deep Blue, Black on Yellow).
5. Performance & Curing
Adhesion Test: The cured paint must pass a Cross-Hatch Adhesion Test (ASTM D3359) where no
square of paint is removed by adhesive tape.
Weathering: The finished plate must be resistant to UV degradation and moisture for a period of no
less than 5 years.
Curing Time: Plates must be allowed to "outgas" and dry for at least 24 hours at 25^\circ\text{C}
before installation.

2. Packaging & Labeling
Packaging: Must be supplied in HM-HDPE (High Molecular High-Density Polyethylene) bags with a
minimum thickness of 100 microns, or laminated PP bags with a LDPE liner.
Bag Weight: Standard packing is 50 kg net per bag (or as specified by the EIC).
Sealing: Bags must be heat-sealed and machine-stitched to prevent moisture ingress, as caustic soda
is highly deliquescent (absorbs water from the air).
Marking: Each bag must be clearly stencilled with:
o Name and Grade of the product.
o Manufacturer’s name and Batch Number.
o Date of Manufacture and Expiry.
o Statutory Warning: "CORROSIVE" with the appropriate UN Class 8 hazard symbol.
3. Delivery & Transportation
Transport: The vehicle must be dry and covered with waterproof tarpaulins.
Unloading: The supplier is responsible for unloading at the locations designated by the Engineer-in-
Storage at Site: If temporary storage is required, bags must be kept on wooden pallets in a cool, dry,
well-ventilated area, away from acids and water sources.
4. Quality Assurance & Inspection
Test Certificate: Every batch must be accompanied by a Manufacturer’s Test Certificate (MTC)
confirming the purity levels.
5. Safety & Documentation
MSDS: A Material Safety Data Sheet (MSDS) must be provided with the first delivery to each location.
