Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

KSIIDC reserves the right to accept or reject any of the tenders without assigning any reasons thereof

No Interest will be paid for EMD (Bid Security).

All required original documents shall be scanned and uploaded in e-procurement. Failure to upload any document in e-proc will be considered as non responsive. The Bidders shall submit all the original documents uploaded as per RFP conditions.

Any document uploading shall be made in the corresponding parts only as specified in the RFP document.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

Legal Entity: The Bidder should be either. A company incorporated in India under the Indian Companies Act 1956 / 2013 and amendments thereof. A registered LLP under the Limited Liability Partnership Act 2008 and amendments thereof A registered Partnership Firm under The Indian Partnership Act 1932 and amendments thereof. Bidder shall submit supporting documents as mention in the RFP.

Years of Experience: The Bidder should have at least 7 (seven) years of experience as on the date of notice inviting tender in providing consulting services to government agencies. Bidder shall submit supporting documents as mention in the RFP. Bidders References in the format at Section 3A and 3I

Average Annual Turnover: The Bidder should have had an average annual turnover of at least INR 25 Crore (Rupees Twenty Five Crore only) for any 3 (three) from the last 5 (five) completed financial years (i.e., FY 2020-21, FY 2021-22, FY 2022-23,FY 2023-24 and FY 2024-25).The Financial Capacity of only the bidding entity will be considered for this criterion. The Financial Capacity of the parent / subsidiary / associate entities of the Bidder would not be considered for assessment of eligibility for this criterion. Bidder shall submit supporting documents as mention in the RFP. Bidders References in the format at Section 3H.

Experience with Consultancy Services for Real estate Projects- The Bidder should have experience of at least 1 (One) assignment for undertaking feasibility assessment and bid advisory / transaction advisory to a Central Government / State Government / Public Sector client in India for development of real estate projects or monetization of real estate assets through Lease / Sale / PPP Concession / Joint Development Agreement (JDA). The said assignments should meet the following criteria in addition to the above .The assignment must have a project cost of at least INR 200 Crore (Rupees Two Hundred Crore). The assignment must have been completed, i.e. the private sector investor / concessionaire should be selected. The assignment must have been awarded and completed within the last 10 (ten) years from the date of notice inviting tender. Bidder shall submit supporting documents as mention in the RFP. Bidders References in the format at Section 3B.

Experience with Consultancy Services for Infrastructure Projects- The Bidder should have experience of at least 1(One) assignment for undertaking feasibility assessment and bid advisory / transaction advisory for development of an infrastructure project or monetization of real estate assets in India for a Central Government/ State Government /Public Sector client through Lease / Sale / PPP Concession / Joint Development Agreement (JDA). The said assignments should meet the following criteria in addition to the above. The assignment must have a project cost of at least INR 200 Crore (Rupees Two Hundred Crore). The assignment must have been completed, i.e., the private sector investor / concessionaire should be selected. The assignment must have been awarded and completed within the last 10 (ten) years from the date of notice inviting tender. Bidder shall submit supporting documents as mention in the RFP. Bidders References in the format at Section 3B

Not Blacklisted / Barred and Not Involved in Major Litigation Affecting Service Delivery -Technical Proposal Submission Form at Section 3A

Power of Attorney- The Bidder must submit a duly executed Power of Attorney in favour of the Authorized Signatory of the Bidder or a Copy of Board Resolution duly authorizing signatory for signing this bid. Duly executed Power of Attorney in favour of the Authorized Signatory of the Bidder for signing this bid in format at Section 3G or a Copy of Board Resolution duly authorizing the Authorized Signatory.

Key Personnel - The Bidder shall form a multi-disciplinary team for undertaking this assignment and shall submit CVs of the Key Personnel in accordance with the Terms of Reference of the RFP document. Team composition and task assignments in the format at Section 3E. CVs of the following Key Personnel (Suggested format available at Section 3F)

Experience of the Bidder - Experience with Consultancy Services for Real Estate Projects-The Bidder should have experience of at least 1 (One) assignment for undertaking feasibility assessment and bid advisory / transaction advisory to a Central Government / State Government / Public Sector client in India for development of real estate projects or monetization of real estate assets through Lease / Sale / PPP Concession / Joint Development Agreement (JDA).The said assignments should meet the following criteria in addition to the above. The assignment must have a project cost of at least INR 200 Crore (Rupees Two Hundred Crore). The assignment must have been completed, i.e., the private sector investor / concessionaire should be selected. The assignment must have been awarded and completed within the last 10 (ten) years from the date of notice inviting tender. Marking Scheme 5- marks for eligible assignment. An additional 2.5 marks for each supplementary assignment, up to a maximum of 5 additional marks.
