Rejuvenation of Renuka Lift Irrigation Scheme in Saundatti Taluk Belagavi District the works include dismantling of the existing machinery and all the components, Pipelines and transporting the same to stores, survey, design, supply, installation, testing & commissioning of new components as described in the tender, dismantling of existing structures and rebuilding as described, Operation and Maintenance for a period of 5 years after successful completion of work on Turn-Key Basis.

The bidder should upload the detailed Methodolgy of execution of the scheme as per the Scope of Work and Technical data of Pump, Motors and Transformers etc.

The individual bidders of joint venture should be Class I Contractor registered in Karnataka PWD/CPWD separately. A copy of valid Karnataka PWD/CPWD Class Iregistration certificate of individual bidders of joint venture should be uploaded.

For joint venture a Copy of Valid Employees Provident Fund Registration Certificate.

For joint venture a Copy of Valid GST Registration Certificate.

For joint venture Technical details containing document with preliminary designs, working methodology in support of their bid as per the bidding document.

The joint venture (JV) of the individual bidders shall be formed prior to the bidding and necessary agreement for having joint venture before bidding should be uploaded.

The qualification criteria can be satisfied by individually or JV (adding collectively the credentials of all JV partners). All the partners should have achieved at least 25% of prescribed annual turnover (Qualification criteria), in any of the 2 financial years during the last 5 years (i.e., 2021-22 to 2025-26). Audited Profit and Loss account statement certified by a practicing Chartered Accountant bearing the UDI number along with copy of income Tax returns filed for the years indicated above should be furnished. Charted Accountants certificate without UDIN (Unique Document dentification number) will not be considered.

To qualify for award of this contract, each tenderer (either individual or JV Partner) in his / her name in the last five years (2021-22 to 2025-26).a.Achieved in at least two financial years a minimum financial turn over (in all classes of civil engineering works only) of Rs 25.76 Crores, Audited profit and loss account certified by a practicing Chartered Accountant along with the copy of income tax returns filed for the years indicated above should be furnished. Duly mentioning UDIN on Turnover certificate (from CA). (The annual turnover of previous year shall be updated to the year of tender invitation at 10% per annum). In case of JV all the partners combined satisfy the annual turnover. However, the lead partner should have at least 51% of the Turnover in any of the Two years during the last five years.

To qualify for award of this contract, each tenderer (either individual or JV Partner) in his / her name in the last five years (2021-22 to 2025-26).b.Satisfactorily completed (at least 90% of contract value) as a prime contractor, at least one Lift Irrigation scheme/Tank filling scheme/Water supply scheme of value not less than Rs 9.66 Crores (usually not less than 50% of the amount put to tender under this contract). Work done certificate issued by an officer not below the rank of Executive Engineer of the concerned Division and Countersigned by the Superintending Engineer of the concerned circle is to be uploaded for the technical bid. The cost of completed works of the previous year shall be given a weightage of 10% per year to bring it to the price level of financial year in which tenders are invited.

The intending Bidder (Individual/JV)/Tie-up partner Should have supplied and successfully commissioned at least 3 numbers of VT pumps with a capacity not less than 1.70 cumecs for each pump with a head not less than 11.00 m in any one year (i.e., from 2021-22 to 2025-26). The necessary work done certificate issued by an officer not below the rank of Executive Engineer and countersigned by the Superintending Engineer of the same circle should be uploaded.

The intending Bidder (Individual/JV)/Tie-up partner Should have supplied, erected, tested, completed and commissioned MS pipes of not less than 500 mm inner diameter for a length not less than 650 m in any one year during last 5 years (i.e., from 2021-22 to 2025-26). The necessary work done certificate issued by an officer not below the rank of Executive Engineer and countersigned by the Superintending Engineer of the same circle should be uploaded.

Should have executed in any one year, the following minimum quantities of work (usually 80% of the peak annual rate of construction) during the last 5 years (i.e., from 2021-22 to 2025-26). Availability by owning 50% of the required/specified flowing keyand critical equipment for the work and the remaining 50% can be deployed on lease/hire basis for all works provided, the relevant documents (commitment agreements etc.) for availability for the work are furnished (Documents to be scanned and enclosed). The intending bidder/firm/company/joint venture should furnish details of ownership/lease certificate of the following minimum requirement of machineries. Liquid asset and/or availability of credit facilities of not less than Rs. 5.80 Crores (unconditional credit lines/letters of credits/certificates from nationalized/scheduled banks) for meeting the fund requirement etc. The contractor should upload necessary documents issued by the nationalized/scheduled/commercialbanks as per prescribed format enclosed as Annexure XIV. Further the agency has to furnish the above credit facilities for the entire work period as per tender.

BID CAPACITY Tenderers who meet the above specified minimum qualifying criteria, will only be qualified,if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity equal to (AxNx1.5 - B) Where A equal to Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress.N equal to Number of years prescribed for completion of the works for which tenders are invited.B equal to Value, at 2026-27 price level, of existing commitments and ongoing works to be completed during the next 18 months (period of completion of the works for which Tenders are invited) If a bidder participates in more than one bid and technically qualifies and subsequently becomes lowest in more number of bids than his/her bid capacity, then the tenderer can give his option to select the works based on his/her preference equivalent to his bid capacity. Further for the balance bids next lowest bidders will be eligible to accept at lowest bidders rates equivalent to their bid capacity provided if the competent authority accepts it.In case first lowest bidder doesnt come forward to conclude agreement and execute the work within the stipulated period the next lowest bidders will be offered to execute at the first lowest bidders rate if the competent authority desires it.Note The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

The intending bidder can submit bids as an Individual/ Joint Venture bidder along with Tie up of pump manufacturer. The Tie up is to be formed prior to the bidding. In case of Joint Venture bidding, the lead partner should have at least 51% partnership.Tenders from a Tie-up proposed in this bid, the bidder shall upload an agreement with only one pump manufacturer on Rs 200-00 stamp paper in the prescribed format which shall be concluded prior to bidding and enclosed to the bid document. For proof of the Tie up, in the technical bid, the prescribed format under section 2 instruction to tenderer (ITT) shall be followed (multiple tie up not allowed).
