16 Defect &Liability Period The contractor shall be responsible to make good and remedy at his
own expense any defect which may develop or may be noticed
before the period mentioned hereunder from the certified date of
completion, The within 15 days of receipt of the notice. In the case
of failure on the part of the contractor, the Engineer-in-charge may
rectify or remove or re-execute the work at the risk & cost of the
contractor. The Engineer-in-charge shall be entitled to appropriate
the whole or any part of the amount of security deposit towards the
expenses, if any, Incurred by him in rectification, removal or re-
execution. The Defects Liability period shall be as under(a) for all
works costing upto Rs. 50,000 ( amount put to tender), the period
shall be 3 months from the certified date of completion.
(b) for all works costing more than Rs. 50,000 and upto Rs. 1 crore
(amount put tender), the period shall be 6 months from the certified
date of completion or one monsoon, whichever is later.
(c) for major projects costing more than Rs. 1 crore, the period shall
be 12 months from the certified date of completion which should
include one monsoon.
(d) For building works, the period specified in (a), (b) or (c) above
OR elapse of monsoon period following the certified date of
completion, whichever is later. For the purpose of deciding the
monsoon period, the 30th September may be treated as the last

( A) INSTRUCTIONS TO BIDDERS (ITB)
1. Procedure for Submission of Tender
a). The Bidder should quote the price bid in tender form before schedule time Tender Document, tender fee & EMD
(Draft /DD) and all other enclosures as asked in tender.
b).The bidder shall submit the following Tender documents physically in hard copy in two separate envelope (marked
as “original” and other marked as “Duplicate”) in schedule time by RPAD/ Speed Post/ Hand Delivery in
duplicate.The Bid envelopes shall be marked as follows:-

2. Assessment of Submission
2.1 The Employer will open the technical bid ofphysically submitted document of all the bids received for the
package (except those received late) containing the sealed Tender volume and other enclosures then announce
the names of bidders in the presence of bidders or their representatives who choose to attend on the date and
time mentioned in the NIT In the event of specified date of bid opening being declared as a holiday for the
Employer, the Tender will be opened at the appointed time and location on the next working day.
2.2 In Physical submission, Bidders detailed and tender fee, E.M.D. shall be opened first. The Employer at the
opening will announce bidder’s names, , the presence/or absence of EMD, the amount and validity of EMD
furnished with each bid, is valid registration and such other details, as the Employer may consider appropriate.
2.3 The Employer will determine whether the bid is accompanied by the required EMD.
2.4 If the EMD furnished does not conform to the amount and validity period as specified in the Invitation for Bid
and has not been furnished in the form, the bid shall be rejected by the Employer as non-responsive and the
Tender volume will be returned to the bidder.
2.5 Subject to confirmation of the EMD by the issuing bank, the Tender volume accompanied with valid EMD will
be taken up for further evaluation. In case, the Bank does not confirm the EMD, the bid shall be rejected as non-
responsive and no further evaluation carried out.
2.6 The tender volume will further be examined to determine whether the bid has been properly signed, meets
the eligibility and qualification criteria, has the required available bid capacity, is accompanied by the requisite
certificates, undertaking and other relevant information specified in the bid documents and is substantially
responsive to the requirement of the bidding documents and provides any clarification for ascertaining the
correctness of the information/details.
2.7 If the Tender volume is not substantially responsive, it will be rejected by the Employer and will not subsequently
be made responsive by correction or modification or withdrawal of the nonconforming deviation or reservation.
3. Evaluation and Comparison of Tender volume
The Employer will evaluate and compare only those Tender volumes which are determined to be substantially
responsive in accordance with Clause 2and qualified for award of Contract in accordance with Clause 5(General
Terms and Condition).
4. Procedure for Tender Opening
Received copies of tender in physical form with in schedule time, will be open on schedule date and time. In the
event of specified date of bid opening being declared bidders who qualify the criteria then bidder bid will be
considered for opening of price bid.
5.1 The Employer will award the Contract to the bidder whose bid has been determined to be substantially
responsive to the bidding documents and who has offered the lowest Evaluated Bid Price, provided that such
bidder has been determined to be (i) eligible in accordance with the provisions of Clause 3(General Terms and
Condition); and (ii) qualified in accordance with the provisions of Clause 5(General Terms and Condition).
6. Notification of Award
6.1 Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will notify the
successful bidder by cable/fax and confirmed by registered letter that his bid has been accepted. This letter shall
name the sum which the Employer will pay the Contractor in consideration of the execution, completion and
maintenance of the Works by the Contractor as prescribed by the Contract.
6.2 The notification of award will constitute the formation of the Contract.
7.A successful Bidder has to deposit security deposit / Bank Guarantee as per Circular after receiving letter of Indent.
Time limit of work will commence from the date of issue of work order.
8. Clarification of Bids
8.1 To assist in the examination, evaluation and comparison of bids, the Employer may, at his discretion, ask any
bidder for authentication the correctness of the information/details furnished by him in his bid. Such request by
the Employer and the response by bidder shall be in writing or by cable/fax.
8.2 Subject to above clause, no bidders shall contact the Employer on any matter relating to his bid from the
time of bid opening to the time contract is awarded.
8.3 Any effort by the bidder to influence the Employer in the Employer’s bid evaluation, bid comparison or
contract award decisions may result in the rejection of his bid.
9.1 Information relating to the examination, clarification, evaluation and comparison of bids and recommendations
for the award of a contract shall not be disclosed to bidders or any other persons not officially concerned with
such process until the award to the successful bidder has been announced. Any effort by a bidder to influence
the Employer's processing of bids or award decisions may result in the rejection of his bid.
10.1 The bidder is advised to visit and examine the Site of Works and its surroundings and obtain for itself on its own
responsibility all information that may be necessary for preparing the bid and entering into a contract for
construction of the Works. The costs of visiting the Site shall be at the bidder’s own expense.
10.2 The bidder and any of its personnel or agents will be granted permission by the Employer to enter its premises
and lands for the purpose of such inspection, but only upon the express condition that the bidder, its personnel
and agents, will release and indemnify the Employer and its personnel and agents from and against all liability
in respect thereof and will be responsible for death or personal injury, loss of or damage to property and any
other loss, damage, costs and expenses incurred as a result of the inspection.

( B ) GENERAL TERMS & CONDITIONS
1. Scope of Bid
1.1 The Ahmedabad Municipal Corporation hereinafter called "the Employer" invites Tender document for the
construction of works (as defined in these documents, hereinafter referred to as "the Works") detailed in the table
given in the IFB.
1.2 The Works consist of: “as Above "

3. Eligible Bidders
3.1 This invitation for bids is open to bidders who has necessary bid capacity and who meet the following
A bidder shall not be under a declaration of ineligibility for corrupt or fraudulent practice.
The bidders shall have a registration with State PWD, and/or CPWD for "E1" class and or equivalent. If
contractor is not registered with AMC in the relevant class, on award of contract he shall be required to
register himself with AMC within 3 month's time.
Bidders shall provide such evidence of their continued eligibility satisfactory to the Employer, as the Employer shall
reasonably request.Subject to Submition of SuccsesfulSubmition as per Clause –II of R.&B.
4. Eligible Material, Equipment and Services
4.1 At the Employer's request, the bidder having offered the lowest evaluated financial bid may be required to
provide evidence of the origin of materials, equipment, and services to the satisfaction of the Employer.
4.2 For purposes of Sub Clause 4.1, "origin" means the place where the materials are mined, grown, produced or
manufactured; similarly for equipments and from where the services are provided.
5. Qualification of the Bidder
To be qualified for award of Contract, bidders shall:
a) Submit a written power of attorney authorizing the signatory of the bid to commit thebidder; and

GENERAL SPECIFICATION
The work shall be completed with 12 Months after the order to start the works.
The details of reinforcement of R.C.C. work shall be as per design and instructions of City Engineer/Addl.City
Engineer and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may be brought by him on
site. This account shall be regularly maintained and kept open for inspection by Municipal Staff. Watering of all the
items shall be as per instructions. Mixing of concrete shall be done by concrete mixer machine. Arrangements of
binding vibrator for R.C.C. works if required shall have to be made by the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any when such case occurs. The
contractor shall arrange formed ampersand in night and he shall be responsible for any damage of life and limb or
property if any happen, during the execution of work. In case of dispute for unseen or overlooked items the decision
of the city Engineer/Addl.City Engineer shall be final. The contractor shall have to give site clean of all rubbish on
completion of work and have over the building with final finishing of the work as directed. All the rejected materials
shall be removed from site within 24 hours by contractor at this risk and cost.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have to prepare
through of bigger size and mix the mortar in the required proportion. In oncase he shall be allowed to mix the
mortar either on floor or any finished surfaces.
The contractor shall have to make his own arrangement for water required for the work and shall pay the water
charges as per water meter.
If any extra item crops up during the progress of work the same shall be carried out by the contractor and he shall be
paid at the rate fixed by C.E . /Addl. City Engineer as per the rate analysis based on current market rates.
If in the interest of the Corporation it is necessary to change either any site or the design of the propose work the
contractor shall carry out the same at his quoted rates without charges any extra and the contractor will have to
carry out the works and he will be paid at the rate quoted by him and no claim for extra for subsequent changes may
be entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall have to prepare
the measures boxes according to this measure.
The R.C.C. or specified work shall not be done on Sunday and holiday excepting emergency or when technical
requirements are such that continuity of work should be maintained and that to will be with prior permission of the
competent authority.
Retention money at the rate of 2% shall be deducted from every running bill of the contractor and which will be paid
at the time of final bill.
Contractor will be fully responsible for compliance of the various prevision under contract Act. 1970 and the Rules
framed for to under.
The tender for the work shall remain open for a period (120) days from the date of opening of the tenders for this
work and the tenderer shall not be allowed to withdraw on modify the offer on his own during the period. If any
tenderer withdraw or makes any modifications (s) or addition (s) in the terms and conditions of his tender not
acceptable to the Municipal Corporation, the Municipal Corporation shall without prejudice to any right or remedy
be at liberty to forfeit in full the said earnest money absolutely.
As per Circular No. MCR 2176 (96) 2418 (ii) GHH dated 31-03-77 issued by Government of Gujarat contractors are
requested to produce their quarry materials for construction work through legal sources. i.e. only form the quarry
lease holders, permit holder or middle man who satisfies the contractor as to the legality of the source of purchase
by him on these materials.
If the work is not carried out within the specified time limit penalty will be charged applicable as per AMC Rules.
Contractor has to make his own arrangement for procurement of steel and cement.
i) Conditional tender will not be accepted.
ii) All tenders are to be submitted in duplicate without which the tenders are liable to be rejected.

5.3 Disqualification
Even though the Bidders may meet the above criteria, they are subject to be disqualified for any of the following
a) Misleading or false representation in the forms, statements and attachments submitted and included in
b) Record of poor performance such as abandoning the work, rescinding of contract for which the reasons are
attributable to the non-performance of the contractor, consistent history of litigation awarded against the
applicant or financial failure due to bankruptcy.
c) Has been identified by the Employer as poor performer in implementation of ongoing AMC works.

5.4 Debarment/Black listing
Notwithstanding the above, the Employer may debar or blacklist any of the bidder(s) for their misleading or false
representations in the forms statements etc. for the period to be decided by the Employer.
6. One Bid per Bidder
6.1 Each bidder shall submit only one bid per contract package either by himself or as a partner in a joint venture. A
bidder who submits or participates in more than one bid for a contract package will be disqualified.
7. Bidding Documents
The bidder is expected to examine carefully the contents of all the above bid documents. Failures to comply with the
requirements of bid documents will be at the bidder's own risk. Pursuant to Clause 16, bids which are not
substantially responsive to the requirements of the bidding documents will be rejected.
8. Language of Bid
The bid, and all correspondence and documents related to the bid exchanged between the bidder and the Employer
shall be written in the English language. Supporting documents and printed literature furnished by the bidder may
be in another language provided they are accompanied by an accurate translation of the relevant passages in the
English language, in which case, for purposes of interpretation of the bid, the English translation shall prevail.
9.1. Unless stated otherwise in the bidding documents, the Contract shall be for the whole works as described in
bidding documents, based on the percentage rate amount in the Bill of Quantities submitted online by the

10. Bid Validity
10.1 Bids shall remain valid as per Instruction to Bidders (ITB) after that deadline date for bid submission specified in
Clause. The Employer as non-responsive shall reject a bid valid for a shorter period.
10.2 In exceptional circumstances, prior to expiry of the original bid validity period, the Employer may request the
bidders to extend the period of validity for a specified additional period. The request and the responses
thereto shall be made in writing or by fax. A bidder may refuse the request without forfeiting his bidder
agreeing to the request will not be required or permitted to modify his bid but will be required to extend the
validity of his Bid Security for the period of the extension, and in compliance with Clause 2 ( Financial Terms &

11. Format and Signing of Bid
11.1 The bidder shall prepare two copies of the documents comprising the bid as described in Instructions to

Corrupt or Fraudulent Practices
The Employer will reject a proposal for award if he determines that the Bidder recommended for award has
engaged in corrupt or fraudulent practices in competing for the contract in question. The Employer will declare
the firm ineligible, either indefinitely or for a stated period of time, to be awarded a contract by AHMEDABAD
MUNICIPAL CORPORATION if it at any time determines that the firm has engaged in corrupt or fraudulent
practices in competing for the contract, or during execution.
“corrupt practice” means behavior on the part of officials in the public or private sectors by which they
improperly and unlawfully enrich themselves and/or those close to them, or induce others to do so, by
misusing the position in which they are placed, and it includes the offering, giving, receiving, or soliciting of
anything of value to influence the action of any such official in the procurement process or in contract
“fraudulent practice” means a misrepresentation of facts in order to influence a Procurement process or the
execution of a contract to the detriment of the Borrower, and includes collusive practice among bidders
(prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to
deprive the Borrower of the benefits of free and open competition.
Municipal Commissioner reserves the rights to reduce/increase the scope of work and contract without
assigning any reason thereof.
If Ahmedabad Municipal Corporation is convinced that the Bidder has resorted to material misrepresentation or
provided fraudulent information / statement, the said Bidder will be liable for disqualification / rejection at any

19. Administrative Conditions:-
Safety and Signage
Contractor has to arrange for the complete safety of the persons working for project, users of the road i.e. public
and vehicles also. All the arrangements of traffic drums, metal / fiber cones, traffic blinkers, traffic signs as per
design, safety tapes etc. to be arranged at site. Necessary florescent marking on traffic signs to be provided so
that it should be visible at night. During night working hours safety in charge personnel shall be provided with
florescent jackets. This shall be Provided at no extra cost by the bidder under attaché with specified in the
tender documents under payable iteme.
Liaison with local authority for electrical connections for the AMC
The contractor is responsible for liaison with local authority for change in supply connection or new connection
on behalf of AMC. It includes filling the necessary application to power Supply Company, follow up and getting
the supply, filling the necessary test reports to the power supply company. All official fees including security
deposits and other expenses shall be of initially paid by the contractor. AMC may support to get the temporary
connection and may at its diseretien get the same converted to permanent connection at the same of AMC if
desired do,and contractor shall as no extra cost support the same. In this case AMC my be as the remaining
cost subject to approval.
20 :- CONTINGENT FEE:
The Contractor warrants that he has not employed any person to solicit or secure the contract upon any
agreement for a commission, percentage, brokerage or contingent fee. Breach of this warranty shall give the
Municipal Commissioner the right to cancel the contract or to take any other measure as the Municipal
Commissioner may deem fit. The warranty does not apply to commissions payable by the contractor to
establish commercial or selling agent for the purpose of securing business.
No officer, employer of the Municipal Corporation be admitted to any share or part of this contract or to any
benefit that may rise there from.
21:-OVERPAYMENT AND UNDERPAYMENT:
Whenever any claim fourths payment of a sum to the Municipal Corporation arises out of or under this
Contract against the contractor the same may be deducted by the Municipal Corporation from any sum then
due or which at any time thereafter may become due to the contractor under this contract and failing that
under any other contract with the Municipal Corporation or from any sum due to the contractor with the
Municipal Corporation (which may be available with Municipal Corporation), or from his retention money, or
he shall pay the claim on demand. The Municipal Corporation reserves the right to carry out post payment
audit and technical examination of the final bill including all supporting vouchers, abstracts, etc.
The Municipal Corporation further reserves the right to enforce recovery of any over payment when detected
not withstanding the fact that the amount of the final bill may be included by the Contractor.
If as a result of such audit and technical examination any over payment is discovered in respect of any work
done by the Contractor or alleged to have been done by him under the contract, it shall be recovered by the
Municipal Corporation from the contractor by way of all the means prescribed above or if any under payment
is discovered by the Municipal Corporation, any amount due to the contractor under this contract or under
payment may be adjusted against any amount then due or which may at any time thereafter become due
before payment is made to the contractor from him to the Municipal Corporation on any other contract
account whatsoever.
If, at any time, there should be evidence of any lien or claim for which owner might have become liable and
which is chargeable to the contractor, the owner shall have the right to retain out of any payment then due or
thereafter to become due an amount sufficient to completely indemnify the owner against such lien or claim
or if such lien or claim be valid the owner may be or become due and payable to the contractor. If any lien or
claims remaining, unsettled after all payments are made, the contractor shall refund or pay to the owner all
money that the latter may be compelled to pay in discharging such lien or claim including all cost and
reasonable expenses.
Contractor shall not sub-let the work without permission of the authority.
Joint venture and subcontracting shall not be allowed under this tender

( C ) FINACIAL CONDITION
1. Cost and Currencies of Bidding
The bidder shall bear all costs associated with the preparation and submission of his bid and the Employer will in
no case be responsible or liable for those costs.
Currencies of Bid and Payment
The rates and the prices shall be quoted by the bidder entirely in Indian Rupees
All payments including advances, if any, shall be made in Indian Rupees.
2.Earnest Money Deposit :-
2.1 Bank guarantees (and other instruments having fixed validity) issued as surety for the bid shall be valid for
days beyond the validity of the bid.
2.2 The EMD of the unsuccessful bidders, except for L1,L2 and L3 bidders, will be returned as promptly as Early as
possible as but not later than 28 days after the expiration of the period of bid validity.
2.3 The EMD of the successful bidder, along with second and third lowest tenders, will be returned when the bidder

shall be issued as per Memorendum of work.
(E) Retention :-
a). Retention @ 2% of the value of work done will be deducted from each RA bill. It will be released along with

General terms & conditions
1. Tenderer should be registered in PWD/ in Govt. R&B /CPWD / AMC or equivalent registration with any other
state Govt. or institutions. Copy of registration should be attached with tender document. Tenderer who
was not registred in AMC must be get registred in panel of approved AMC contractor.
2. A booklet of FORM B-1 of Gujarat State Roads & Building Department / Water Resources Department with
the correction slips made up to 15-08-1999 may be referred. (only English version) Clause No. -2 liquidated

5. In "Mode of measurement" in the specifications wherever a dispute arises in the absence of specific mention
for a particulars point / aspect, the same in the relevant Indian Standards shall be referred to.
6. All measurement and computations, unless otherwise specified shall be carried out nearest to the following

ii) Areas 0.01 Sq.mts.

In recording dimensions of work, the sequence of length, width and height (Depth) or thickness shall be followed.
7. Definite particulars covered in the items of work, though not mentioned or elucidate in its specifications
shall be deemed to be included therein.
8. Approval of the samples of various materials given by the Engineer in charge or AMC's Consultant shall not
absolve the contractor from the responsibility of replacing defective materials brought on site or materials
used in the work found defective at a later date. The contractor shall have no claim to any payment or
compensation whatsoever on account of any such materials being rejected by the Engineer in charge.
9. The contractor’s rate for the item of work shall be for the work completed in all respect.
10. All materials including those of electrical shall be got approved by the Engineer in charge/ Architect before
using them in the work.
11. Materials as and when rejected by the Engineer in charge or AMC's Consultant shall be removed from the
site of work within 24 hours.
12. All work shall be carried out in a manner as per standard engineering practice.
13. All tools, templates, machinery and equipment for correct execution of the work as well as for checking
lines, levels, alignment of the works & all precautionary measures during execution shall have to be kept in
sufficient numbers and in good working condition at the site of the work. All excavated trench shall be kept
covered with barricade and caution tap.
14. Special modes of the construction not adopted in general Engineering practice, if proposed to be adopted by
the contractor shall be considered only if the contractor provided satisfactory evidence that such special
mode of construction and completion of work to the required strength and quality. Acceptance of the same
by the Engineer in charge shall not however, absolve the contractor from the responsibility of any adverse
effect and concordance of adopting the same in the course of exaction or completion of the work.
15. The contractor shall be responsible for observing the rules and regulation imposed under the "Minor Mineral
Act", and such other laws and rules prescribed by the Government from time to time.
16. All necessary safety measures and precautions (incl. those laid down in the various relevant Indian Standard)
shall be taken to engrave the safety of men, materials and machinery on the work and also of the work itself.
17. Quantity measured in the tender is approximate. It may increase or decrease looking to the quantum of
actual work for which no any claim shall be entertained by A.M.C.
18. Contractor shall have to execute extra item if required or as per need of AMC.

Engineer -in-charge shall make such corrections and interpretations as necessary to fulfill the intent of the
plants and specifications.
24. The quantities of items in BOQ (Bill of Quantities) may vary in case of necessity arises.
25. All prevailing taxes/duties chargeable by State Govt./Central Govt. and the Municipal Corporation. will be
payable by the contractor.
26. No any kind of price rise / price escalation / price variation for cement, steel or labour shall be paid.
27. Contractor is requested to see the site physically before tendering. He is also requested to quote the rates
keeping in view of all the points mentioned in relevant pages of tender documents.
28. Water Supply: The contractor shall arrange at his own cost, a suitable supply of piped water for the
construction of the works and provide a satisfactory supply of potable water for drinking, washing,
sanitation and cleaning down. The contractor will be responsible for all the costs where applicable of
connection, meter installation, water consumed, water required for testing purposes, disconnection and the
laying, maintenances and ultimate removal of any distribution system around the site.
29. Electricity:Electric supply will be made available at the site by the Contractor and the contractor must make
his own arrangements with the Corporation and Electricity Supply Authorities and with other contractors to
connect and to take a supply from such services, paying all costs in connection therewith.
The Contractor shall be entitled to use supply Electricity as may be available on the site for purpose of the
work and shall pay such charges as is fixed by the appropriate supply Authorities.
In case there is any delay in supply of power site of any interruption or fault in the power during the work.
No compensation shall be paid for idle labor staff, machineries and for use of diesel operating sets etc. as
the case may be.
30. Tenders shall submit all the valid/certified documents in support of their initial/eligibility criteria mentioned

Time limit for the work shall be 12 monthsafter the order to start the works. Progress of work should be in
proportion to time limit. The details of reinforcement of R.C.C. work shall be as per design and instructions of Add.
City Engineer and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may be brought by
him on site. This account shall be regularly maintained and kept open for inspection by Municipal Staff. Watering of
all the items shall be as per instructions otherwise no payment shall be made to contractors. Mixing of concrete
shall be done by concrete mixer machine. Arrangements of binding vibrator for R.C.C. works if required shall have to
be made by the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The contractor shall
arrange for barricading at night and arrangement of Pagi at night to direct the traffic. He shall be responsible for any
damage to public. If any incident happen, during the execution of work. In case of dispute for unseen or overlooked
items the decision of the Dy. City Engineer shall be final. The contractor shall have to give site clean of all rubbish
during the work and at the time of completion of work and hand over the site with final finishing of the work as
directed. All the rejected materials shall be removed from site within 24 hours by contractor at this risk and cost.
Debris shall have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have to
prepare through of bigger size and mix the mortar in the required proportion. In oncase he shall be allowed
to mix the mortar either on floor or any finished surfaces. The contractor shall have to make his own
arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor and he shall
be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item is not available in SOR
than based on current market rates. In case of extra item decision of Add. City Engg. shall remain final regarding
If in the interest of the Corporation it is necessary to change either any site or the design of the propose work the
contractor shall carry out the same at his quoted rates without charges any extra and the contractor will have to
carry out the works and he will be paid at the rate quoted by him. No claim for extra rate for subsequent changes in

The steel sections as specified or required shall be cut, square and to correct lengths, as per drawings and design. The cut
ends exposed to view shall be finished smooth. No. two pieces shall be welded or other wise jointed to make up the
required length of member, except as indicated in the drawings or as directed. All straightening and shaping to form shall
be done by application of pressure and not by hammering. Any bending or cutting shall be carried out in such a meaner as
not to impair the strength of the metal. All operations shall be done in cold state unless otherwise directed/permitted.Steel
riveted or bolted in built up sections, frame work.
The steel structure as shown in the drawings or as per direction of the Engineerin-charge shall be laid out one level
platform to full scale and to full size or in parts. A steel tape shall be used for measurements to ensure maximum accuracy.

in advance of the actual fabrication and as approved. The drawings shall indicate the shop and field rivets and bolts. The
steel member shall be distinctly marked or stenciled with paint with the identification mark as given in the shop drawings.
The bars shall be thickened at the ends, so as to provide for screwed threads and gradually tapered off to meet their
normal section. Great accuracy shall be observed in fabrication of various member, so that these can be assembled
without being unduly packed, strained or forced into position and when built up, shall be true and free form twist, bniks,
buckles, or open joints. Before making holes individual members for fabrication, the steel work intended to be riveted or
bolted together shall be assembled or clamped properly and tightly so as to ensure close abutting or lapping of the different
members. All stiffeners shall bear tightly both at top and bottom without being drawn or caulked. The abutting joints shall
be cut or dressed true and straight and fitted close together. Web splice plates and filters under stiffeners shall be cut to fit
within 3 mm or flange angles, web plates of girders shall have not cover plates, shall have their ends flush with the top of

mm. The erection, clearance for cleared ends of members connecting steel to steel shall preferably be not greater than
mm. The erection clearance at the ends of beams without web cleats shall to be more that 3 mm at each end but where for
a practical reason greater clearance is necessary, suitably designed seating shall be provided. Pins and rollers shall be
accurately turned to gauge. These shall be straight and smooth and free from flows. The roller bearing shall be provided
with adequate arrangement for holding the girders or truss resting on it. In columns caps and bases, the ends of shafts
together with the attached gussets angles, channels etc., after riveting together shall be accurately mechanized so that the
parts connected butt against each other over the entire surfaces of contract connecting angles or channels shall be
fabricated and placed in position with greater accuracy so that they are not unduly reduced in thickness by machining. The
ends of bearing stiffeners shall be machanised or ground to fit tightly both at the top and bottom. All holes shall generally
be drilled to the required size and at the required size and at required position. Sub punching shall be permitted, provided it
is done 3 mm or less in diameter and remade thereafter to the required size. The holes for rivets and bolts shall be larger
by 0.4 to 6 mm than the nominal diameter of rivets or black bolts depending up on the diameter of rivets.Holes shall have
their axis perpendicular to the surface bored through. The drilling or reamering shall be free form butts, and the holes
should be clean and accurate. Holes for counter shunk bolts shall be made in such a manner that their heads fit flush with
the surface after fixing. The fabrication work shall be completed in workshop as far as it is practicable to do so. Site joints
shall be done with rivets and fitted bolts or black bolts, as shown in the drawings or as directed.
Generally the following principles shall govern the use of rivets turned and fitted bolts, and black bolts.
(i) Rivets and turned and fitted bolts shall be used where the connection is such that slip
under load has to be avoided.
(ii) Black bolts may be used very sparingly where a force is carried through a connection without impact, vibration or
reversal of stresses.
Riveting: The parts assembled for riveting shall be in close contact with each other and the bearing stiffeners shall bear
tightly both at top and bottom without being drawn or caulked.Members to be riveted shall be properly pinned or bolted and
rigidly held together while riveting.Drifting of holes shall not be permitted except to draw the parts together and the drifting
tools so used shall have maximum diameter not exceeding the nominal diameter of rivets or bolts. Drifting done during
assembling shall not distort the metal or enlarge the holes.The shanks of rivets shall project beyond the plate surface
sufficiently so as to fill the hole thoroughly and from the required head after riveting.
The riveting shall be done by hydraulic or pneumatic process. However where such facilities are not available, hand
riveting may be permitted. The rivet shall be heated red -hot, care being taken
to control the temperature of heating so as not to burn the steel. Riveting of diameter less than
mm may be fitted cold. Rivets shall be of heat finish with heads full and of equal size. All loose, burnt or badly formed rivets
with concentric or deficient heads shall be cut out and replaced. The heads of rivets shall be central to shanks and shall
grip the assembled members firmly. In cutting out rivets, care shall be taken so as not be injure the assembled, members,
caulking or recouping
shall not be permitted.For testing rivets, hammer weighing approximately 0.25 kg. shall be used of the rivets shall be
tapped, slack rivets will give a hollow sound and a jar. All rivet heads shall be painted with red lead paint within a week of
their fixing. Bolting all bolt heads and nuts shall be hexagonal and of equal size unless specified otherwise. The screwed
heads shall conform to I.S. : 1363:1960 and the threaded surface shall not be tapered. The bolts shall be of such length so
as to project two clear threads the nuts, when fixed in position and these shall fit in the holes without any shakes. The nut
shall be fit in the threaded ends of bolts properly. Where turned and fitted bolts are required to be used in place of rivets
they shall be provided with washers not less that 6 mm thick so that the nut when tightened shall not bear on the
unthreaded body of the bolt. Tapered washers shall be provided for all heads and nuts bearing on leveled surfaces. The
threaded portion of the bolts shall not be within the thickness of the parts bolted together. The faces of the bolt and nuts
abutting against steel members shall be machine finished. Where there is a risk of the nut being removed or becoming
loose due to vibrations or reversal of stresses, these shall be secured from slackening by the use of locknuts, spring
washers,cross cutting or hammering down of threads as directed.Bolts, nuts and washers shall be thoroughly cleaned and
dipped in double boiled linseed oil before use. The whole steelwork shall be painted with a coat of priming coat of red lead,
as per relevant specifications of painting.
Mode of measurement and payment:
The steelwork shall be measured in general as under.
(a) All work shall be measured on the basis of finished dimensions as fixed at site and
measured net unless specified otherwise.
(b) The weight of steel sections, steel strips in finished work shall be calculatedfrom standard weight on the same basis on
which steel is supplied to thecontractor by department or those given in relevant I. S. if steel is arranged bythe contractor.
(c) The weight of steel plates and strips shall be taken from relevant I. S. based on 7.85 kg/sq. meter for every millimeter
sheet thickness if steel is supplied by the contractor, otherwise the eight shall be calculated on the basis on which steel is
supplied to the contractor by department.
(d) Unless otherwise specified weight of clearest, brackets, packing pieces, bolts, nuts, washers, distance pieces,
separators, diaphragm gusset (taking over all square dimensions) fish plates etc. shall be added to the weight of respective

2.4 The water cement ratios shall not more than those specified in the above table. The cement content of the mix
specified in the Table shall be increased if the quantity of water in a mix has to be increased to overcome the
difficulties of placement and compaction so that the water cement ratio specified in the Table is not exceeded.
2.5 Work ability of the concrete shall be controlled by maintaining a water cement ratio that is bound to give a concrete
mix which is just sufficiently wet to be placed and compacted without difficulty with the means available.

3.0 Workmanship:
3.1 Proportioning: Proportioning shall be done by volume, except cement which shall be measured in terms of bags
of 50 Kg. weight. The volume of one such bag being taken as 0.0342 Cu. Meter. Boxes of suitable sizes shall be
used for measuring sand aggregate. The size of the boxes (internal) shall be 35 cms x 25 cms. and 40 cms deep.
White measuring the aggregate and sand, the box shall be filled without shaking ramming or hammering. The
proportioning of sand shall be on the basis of its dry volume and in case of damp sand, allowances for bulkage
3.2.1 For all work, concrete shall be mixed in a mechanical mixer which along with other accessories shall be kept in first
class working condition and so maintained throughout the construction. Measured quantity of aggregate, sand,
cement required for each batch shall be poured into the drum of the mechanical mixer while it is continuously
running. After about half a minute of dry mixing, measured quantity of water required for each batch of concrete
mix shall be added gradually and mixing continued for another one and half a minute. Mixing shall be continued till
materials are uniformly distributed and uniform color of the entire mass is obtained and each individual particle of
the coarse aggregate shows complete coating of mortar containing its proportionate amount of cement. In no case
shall the mixing be done for less than 2 minutes after all ingredients have been put into the mixer.
3.2.2 When hand mixing is permitted by the Engineer-in-charge for small jobs or for certain other reasons, it shall be
done on the smooth watertight platform large enough to allow efficient turning over the ingredients of concrete
before and after adding water. Mixing platform shall be so arranged that no foreign material gets mixed with
concrete nor does the mixing water flow out. Cement in required number of bags shall be placed in a uniform layer
on top of the measured quantity of fine and coarse aggregate, which shall also be spread in a layer of uniform
thickness on the mixing platform. Dry coarse and fine aggregate and cement shall then be mixed thoroughly by
turning over to get a mixture to uniform color. Specified quantity of water shall then be added gradually through a
rose-can and the mass turned over till a mix of required consistency is obtained. In hand mixing quantity of cement
shall be increased by 10 percent above that specified.
3.2.3 Mixers which have been out of use for more than 30 minutes shall be thoroughly cleaned before putting in a new
batch. Unless otherwise agreed to by the Engineer-in-charge the first batch of concrete from the mixture shall
contain only two thirds of normal quantity of coarse aggregate. Mixing plant shall be thoroughly cleaned before
changing from one type of cement to another.
3.3 Consistency :
3.3.1 The degree of consistency which shall depend upon the nature of the work and methods of vibration of concrete,
shall be determined by regular slump tests in accordance with I.S. 1199-1959. The slump of 10mm to 25mm. shall
be adopted when vibrators are used and 80mm when vibrators are not used.
3.4 Inspection:
3.4.1 Contractor shall give the Engineer-in-charge due notice before placing any concrete in the forms to permit him to
inspect and accept the false work and forms as to their strength, alignment, and general fitness but such
inspection shall not relieve the contractor of his responsibility for the safety of men, machinery, materials and for
results obtained. Immediately before concreting, all forms shall be thoroughly cleaned.
3.4.2 Centering design and its erection shall be got approved from the Engineer-in-charge. One carpenter with helper
shall invariably be kept present throughout the period of concreting. Movement of labour and other persons shall
be totally prohibited for reinforcement laid in position. for access to different parts, suitable mobile platforms shall
be provided so that steel reinforcement in position is not disturbed. For ensuring proper cover, mortar blocks of
suitable size shall be provided so that steel reinforcement in position is not disturbed. For ensuring proper cover,
mortar blocks of suitable size shall be cast and tied to the reinforcement. Timber kapachi or metal pieces shall not
be used for this purpose.
3.5 Transporting and laying:
3.5.1 The method of transporting and placing concrete shall be as approved. Concrete shall be so transported and
placed that no contemination, segregation or loss of its constituent material takes place.

3.5.2 Concreting shall proceed continuously over the area between construction joints. Fresh concrete shall not be
placed against concrete which has been in position for more than 30 minutes unless a proper construction joint is
formed. Concrete shall compacted in its final position within 30 minutes of its discharge from the mixer. Except
where otherwise agreed to by the Engineer-in-charge concrete shall be deposited n horizontal layers to a
compacted depth of not more than 0.45 meter when internal vibrators are used and not exceeding 0.30 meter in all
3.5.3 Unless otherwise agreed to by the Engineer-in-charge, concrete shall not be dropped into place from a height
exceeding 2 meters. When trunking or chutes are used they shall be kept close and used in such a way as to
avoid segregation. When concreting has to be resumed on a surface which has hardened, it shall be roughened,
swept clean, thoroughly wetted and covered with a 13 mm thick layer of mortar composed of cement and sand in
the same ratio as in the concrete mix itself. This 13 mm layer of mortar shall be freshly mixed and placed
immediately before placing of new concrete. Where concrete has not fully hardened, all laitance shall be removed
by scrubbing the wet surface with wire or bristle brushes, care being taken to avoid dislodgment of any particles of
coarse aggregate. The surface shall then be thoroughly wetted, all free water removed and then coated with neat
cement grout. The first layer of concrete to be placed on this surface shall not exceed 150 mm in thickness and
shall be well rammed against old work particular attention being given to corners and close spots.
3.5.4 All concrete shall be compacted to produce a dense homogeneous mass with the assistance of vibrators, unless,
otherwise permitted by the Engineer-in-charge for exceptional cases, such as concreting under water, where
vibrators cannot be used. Sufficient vibrators in serviceable condition shall be kept at site so that spare equipment
is always available in the event of breakdowns.
Concrete shall be judged to be compacted when the mortar fills the spaces between the coarse aggregate and
begins to cream up to form an even surface. Compaction shall be completed before the initial setting starts i.e.
within 30 minutes of addition of water to dry mixture. During compaction, it shall be observed that needle vibrators
are not applied on reinforcement which is likely to destroy the bond between concrete and reinforcement.
3.6 Curing: Immediately after compaction, concrete shall be protected from weather including rain, running water,
shocks, vibration, traffic, rapid temperature changes, frost and drying out process. It shall be covered with wet
sacking, hassain or other similar absorbant material approved, soon after the initial set and shall be kept
continuously wet for a period of not less than 14 days from the date of placement. Masonary work over foundation
concrete may be started after 48 hours of its laying but curing of concrete shall be continued for a minimum period
3.6.1 The average strength of the group of cubes cast for each day shall not be less than the specified cube strength of
150 Kg/Cm at 28 days. 20% of the cubes cast for each day may have value less than the specified strength
provided the lowest value is not less than 85% of the specified strength. If the concrete made in accordance with
the proportions given for a particular grade, does not yield the specified strength; such concrete shall be classified
as belonging to the appropriate lower grade. Concrete made in accordance with the proportions given for a
particular grade shall not, however, be placed in a higher grade on the ground that the test strength are higher
than the minimum specified.
3.7.1 The Engineer-in-charge shall be informed in advance by the contractor of his intention to strike the form work.
While fixing the time for removal of form work, due consideration shall be given to local conditions, character for
the structure, the weather and other condition that influence the setting of concrete and of the materials used in the
mix. In normal circumstances (generally where temperatures are above 20 C) and where ordinary concrete is
used, forms may be struck after expiry of periods specified in item No 9.1(A) for respective item of form work.
3.7.2 All form work shall be removed without causing any shock or vibration as would damage the concrete. Before the
soffit and struts are removed, the concrete surface shall be exposed, where necessary in order to ascertain that
the concrete has sufficiently hardened. Centering shall be gradually and uniformly lowered in such manner as to
permit the concrete to take stresses due to its own weight uniformly and gradually. Where internal metal ties are
permitted, the or their removable parts shall be extracted without causing any damage to the concrete and
remaining holes filled with mortar. No permanently embedded metal part shall have less than 25 mm cover to the
finished concrete surface. Where it is intended to re-use the form work, it shall be cleaned and made good to the
satisfaction of the Engineer-in-charge. After removal of form work and shuttering, the Executive Engineer shall
inspect the work and satisfy by random checks that concrete produced is of good quality.
3.7.3 Immediately after the removal of forms, all exposed bolts etc., passing through the cement concrete member and
used for shuttering or any other purpose shall be cut inside the cement concrete member to a depth of at least
mm below the surface of the concrete and the resulting holes be filled by cement mortar. All fine caused by form
joints, all cavities produced by the removal of form ties and all other holes and depressions honeycomb spots,
broken edges or corners and other defects shall be thoroughly cleaned, saturated with water and carefully pointed
and rendered true with mortar of cement and fine aggregate mixed in the proportions used in the grade of concrete
that is being finished and of as dry consistency as is possible to use. Considerable pressure shall be applied in
filling and pointing to ensure thorough filling in all voids. Surfaces which are pointed shall be kept most for a period

the strength of the structure materially or to endanger the life of the steel reinforcement, he may declare the
concrete defective and require the removal and replacement of the portion of the structure affected.
4.0 Mode of measurement and payment:
4.1 The consolidated cubical contents of concrete work as specified in item shall be measured. The concrete laid in
excess of section shown on drawings or as directed shall not be measured. No deduction shall be made for –
(a) Ends of dis-similar materials such as joints, beams, posts, girders, rafters, purline trusses, corbels and steps etc.
up to 500 Sq. Cm. in section.
(b) Opening up to 0.1 Sq. M.
4.2 The rate includes cost of all materials, labour, tools and plant required for mixing, placing in position, vibrating and
compacting, finishing, as directed, curing and all other incidental expenses for producing concrete of specified
strength. The rate excludes the cost of form work.
4.3 The rate shall be for a unit of one cubic meter.
5.4.1 Providing and laying cement concrete 1:2:4 (1 cement : 2 coarse sand : 4 graded stone aggregate 20 mm nominal
size) and curing complete excluding cost of form work and reinforcement for reinforced concrete work in :
(A) Foundation footing, base of columns and mass (B) Slabs, landings, shelves, balconies, internals beams girders
and cantilever up to floor two level (C) Columns, pillars, posts and struts up to floor two level (D) Staircase up to
floor two level (E) Vertical and horizontal fins up to floor two level.
1.0 Materials & Workmanship
1.1 The relevant specification of item No. 5.3.13 shall be followed except that the work shall be carried out for
reinforced concrete work for work as specified in item 1.2. In addition, the following stipulations shall be followed
(a) The bars shall be kept in position by the following methods:
(i) In case of beam and slab construction, sufficient number of precast cover blocks in cement mortar 1:2 (1 cement :
2 coarse sand) about 4 cms x 4 cms section and of thickness equal to the specified cover shall be placed between
the bars and shuttering as to secure and maintain the requisite cover of concrete over the reinforcement.
In case of cantilevered or doubly reinforce beams of slabs, the main reinforcing bars shall be held in position by
introducing chain spacers or supports bars at 1.0 to 1.2 meters centers.
(ii) In case of columns walls, the vertical bars shall be kept in position by means of timber temphtes with slotes
accurately out in them. The temphtes shall be removed after concreting has been done below it. The bars may
also be suitably tied by means of annealed steel wires to the shuttering to maintain their position during concreting.
1.2 All bars projecting from pillars, columns beams, slabs etc., to which other bars and concrete are to be attached or
bounced to later on, shall be protected with a coat of thin neat cement grout, if the bars are not likely to be
incorporated with succeeding mass of concrete within the following 10 days. This coat of thin neat cement shall be
removed before concreting.
2.0 Mode of measurement and payment:
2.1 Relevant specifications of item No. 5.3.13 shall be followed.
