SUBJECT: TENDER FOR FABRICATION OF ITT PIPELINE CONNECTING DYKE 1 WITH PUMP HOUSE

AT KOTA TOP - SCOPE OF WORK and SPECIAL TERMS & CONDITION

Note: Bidders must read these conditions carefully and comply strictly while submitting their bids.

Rates once quoted shall be firm and final, no revision of rates shall be permitted.

1. Fabrication of 12 inch MS line including painting of pipeline

2. Supply and fixing of 12 inch bends, tees and valves

3. Fixing of 12 inch flanges (BPCL free issued material)

Detailed Scope of work:

a. Fabrication of 12 inch MS pipeline including painting of pipeline

Fabrication, welding, testing & commissioning of above ground pipeline (API 5LGrade A/B supplied

by BPCL as free issue material) : Transporting of all piping items from owners storage point (within

plant premises) to work site ; fabrication including cutting, edge preparation, fitup, welding and

erection of above ground pipeline over existing pedestals; overheads on racks and at all elevations

;connecting with equipment nozzles; tapping for pressure gauges; sample connection etc. using

recommended make / size of welding electrode conforming to IS 814; This also includes alignment;

internal cleaning and flushing by water; hydrostatic testing at 10.5 Kg/cm2,rectification of any

leakage & re-testing of pipelines to the specified pressure ;draining; drying; completing all such

works in all respects as per the specification; drawings and instruction of Engineer in charge. Job

includes 100% DP of total butt joints for above ground, the other considerations against the above

item are also to be noted for quoting & execution purpose,

Payment under this item would be made in INCH METRE DIA of pipeline excluding the lengths of

bends/elbows/reducers/valves/TEE's.

Welding procedure should conform to ASME SEC IX/API 1104 as applicable.

Painting has to be painted as below specification. Scope of work includes painting of pipeline also.

No separate bill will be processed for painting of pipeline.

Surface preparation – manual scrubing

Primer coat - One coat of Inorganic Zinc Silcate at 65microns

Intermediate coat - One coat of tie epoxy coat 75 microns

Finish Coat - One coats of acrylic aliphatic polyurethane at 40 microns (Al shades can be selected)

b. Supply and fixing of 12 inch bends, tees and valves

Supplying, Fabrication, testing & commissioning of CS bends (as per mentioned specifications and

directed) suitable for 150 # API 5L Grade A/B Pipeline :Fabrication including cutting; edge

preparation; fitup; welding and erection of bends on the pipeline over existing pedestals; overheads

on racks and at all elevations. This also includes alignment; cleaning and flushing by water;

hydrostatic testing at 15.8 kg/cm2;draining; drying; completing all such works in all respects as per

the specification; drawings and instruction of Engineer in charge.

100 % DP testing of the welding shall be done in this item. Payment shall be made on INCH DIA of

the welding done on the bend. Bend shall be supplied by contractor.

Supplying & Fixing 150 # CS flanged gate valve with wheel complete of approved makes as per

enclosed specification including supplying and fixing of gasket (of Spiral wound SS 304 or higher

with Grafoil as per ASME B16.20 with centering ring and matching with the class of flanged joint);

bolts & nuts of recommended brands like UNBRAKO,TVS;TATA or equivalent make(after prior

approval from BPCL), double washers ; wherever required as per directions of Engineer-in-charge.

The valve to be Hydotested at 15.8 Kg/sqm (seat)as per technical specifications prior to installation

contractor shall submit Valid Test Certificates from the manufacturer of the valve. Rate to be quoted

per INCH DIA of the valve.

Recommended manufacturer list for valves: Bharat Heavy Electricals Ltd, KSB Pumps Ltd, Larsen &

Toubro Ltd, Neco Schubert & Salzer Ltd, Steel Strong (I) Pvt.Ltd, J.K. Industries Ltd, Oswal

Industries Ltd or equivalent (after prior approval from BPCL)

Supplying, Fabrication, testing & commissioning of CS Tee's) suitable for 150 # API 5L Grade A/B

Fabrication including cutting; edge preparation; fitup; welding and erection of above fittings on the

pipeline over existing pedestals; overheads on racks and at all elevations. This also includes

alignment; cleaning and flushing by water; hydrostatic testing at 15.8 kg/cm2; draining; drying;

completing all such works in all respects as per the specification; drawings and instruction of

Engineer in charge. 100 % DP testing of the welding shall be done in this item. Payment shall be

made on INCH DIA of the welding done on the Tee. Tee shall be supplied by contractor.

c. Fabrication of 12 inch Flanges (BPCL free issued material)

Fabrication, welding of the supplied SORF(free issue material by BPCL), 150# on the pipelines / fittings using

approved make / size of welding electrode confirming to IS 814; with three or more runs of weld on the outside

for sizes more than 150 NB and 2 runs for sizes less than 150 NB and one or more runs inside(depending on the

size of the flange) including cutting and beveling ends as necessary; cleaning of internal / external surfaces

where welding is to be done; grinding of welds; etc.; as directed.

Welding procedure should conform to ASME SEC IX /API

Payment shall be made on the INCH DIA of the flange to be welded.

SPECIAL TERMS & CONDITIONS

1. This special terms and conditions is also a part of General Conditions of the Tender.

2. The tenderer is advised to visit Kota TOP to assess the Work requirements before quoting to

get an idea about the work.

3. The tenderer should study the entire tender document carefully and understand the

conditions before quoting. If there are any doubts, he should obtain clarification but this shall

not be a justification for late submission or extension of opening date / time of the tenders.

4. The rates quoted by the tenderer should be inclusive of all taxes, levies, fees etc. BPCL will

not pay any amount towards other taxes, levies, fees and the successful tenderer will have to

adhere to all Govt. rules & regulations etc.

5. The Contractor and his workmen should follow rules and regulations of our Plant.

6. Corporation may terminate the agreement without assigning any reason at any time during

the period of agreement with one month’s prior notice.

7. The contractor should follow the safety norms, as applicable in the plant and as directed by

the Corporation from time to time.

8. The contractor has to ensure one supervisor’s presence during the job and will be responsible

to ensure safety of the labours working under him.

9. The Contractor will be required to collect all waste / scrap materials generated during the

work in the plant and deposit it at designated places on daily basis & disposed off the same at

designated place on regular basis as per advice of Engineering incharge.

10. You would be required to engage adequate number of manpower so as to carry out all the

work satisfactorily. The persons employed should be of suitable age for brisk working and

should have knowledge about the work, inside the plant. No person above the age of 60 years

or below 18 years shall be employed by you in the plant.

11. The Contractor shall provide all tools, tackles, and consumables etc. that are required to

complete the subject job. In no case, fire water is to be used for cleaning purpose.

12. The tenderer are requested to visit the work site during normal working hours before quoting

their final rates. The rates quoted in the tender should be firm & final.

13. Successful tenderer shall also be responsible for and pay the expenses for providing medical

treatment to any of their employees who may suffer bodily injury as a result of any accident.

14. All the taxies, duties, if any or any other extra cost will be borne by the successful tenderer.

15. The payment will be made to the party on basis of actual measurement, wherever applicable.

16. The quantities indicated are approximate and may vary at the time of execution. The

corporation will exercise absolute discretion for omitting all or some items of the schedule.

17. Custody of Materials/Machineries/tools and other spares to be used for the jobs (as per

tender scope of works) will be in the scope of the vendor. BPCL is not liable for any damage

or loss till completion of works.

18. Time being essence of contract and work to be executed in operating location. The job should

be completed within 6 weeks from the date of LOI. Liquidity damages for delayed work period

will be charged as 0.5 % of contract amount per week of delay of work completion in all

aspects including clearing of site.

19. The vendor shall after paying the requisite security deposit, commence work within 15 days

from the date of receipt of the intimation of intent from the BPCL informing that the contract

is being awarded. The date of intimation shall be the date/day for counting the starting

day/date and the ending day/date will be accordingly calculated. Penalty, if any, for the delay

in execution shall be calculated accordingly.
