Qualification Criteria: Existence of Bidding Entity: Registration Certificate : The Bidder must be a Private or Public Company or a Proprietorship, Partnership firm, LLP, or Society/ Trust. Based on the nature of entity the bidder to submit the requisite documents, as listed below: For Companies: Certificate of Incorporation under the Companies Act For Partnership Firms / Limited Liability Partnership (LLP): Partnership Deed or Certificate of registration under the Indian Partnership Act / LLP Act For Societies / Trust: Certificate of Registration with Registrar of Societies For Proprietorship Firms: (i) Attested certificate from Bank(s) clearly indicating the date on which the Bank account was opened in the name of the Proprietorship firm which establishes the existence of the firm for the required period. (ii) A copy of the notarized affidavit on Stamp Paper declaring that the concern is a proprietary concern, and he is the sole proprietor of the Concern Note: - In the case of Joint Venture / Consortium are not allowed in this Tender.

Qualification Criteria: Existence of Bidding Entity: GST Certificate : Bidder must have a current / valid GST Certificate. Bidder shall upload the GST certificate. Bidder shall upload GST certificate along with the bid. Note: - Joint Venture / Consortium are not allowed in this tender.

Qualification Criteria: Financial Turnover of Bidder : The Bidder's average annual turnover over the last three Financial Years (herein referred to as Eligible Period) preceding the Financial Year in which the tender has been published must be a minimum of Rs. 5.45 Crores. The bidder shall submit Certificate from a Chartered Accountant for Turnover of the Bidder for the stipulated financial years, based on audited balance sheets, as per Annexure 2: Financial Turnover of Bidder of Standard Bid Document Part-I. Note: i. If the balance sheet for the immediately preceding financial year has not yet been audited, the same shall be certified by the CA in the above certificate, and in such a case the Financial Turnover for the fourth preceding year shall be mentioned in the CA certificate, and the same shall be considered for the eligibility criteria. ii. Unless otherwise stipulated in Standard Bidding Document Part-II, if a bidder has been in existence for less than three years, the requirement of average annual turnover as per audited balance sheet shall be calculated by dividing the total turnover of the bidder during the eligible period by three. iii. For the purpose of Annual Turnover, only the revenue from operations shall be considered. Other incomes such as interest, dividend etc. are excluded from the annual turnover. iv. Credentials of affiliated companies like Parent / Holding Company, Strategic Business Unit, Group Company, Subsidiary / Associate Company, Sister Company etc. will not be taken into consideration.

Qualification Criteria: Relevant Project / Work Experience : The Bidder should have successfully completed / executed Similar Project / Work in last five Financial Years preceding the Financial Year in which the tender has been published, and current financial year (up to and including the date of publishing of this tender), hereinafter referred to as the specified period, having value as under- a) At least one project not less than Rs. 72.70 Lakhs Or b) At least two project each costing not less than Rs. 46.44 Lakhs Or c) At least three project each costing not less than Rs. 36.35 Lakhs Similar Work is defined as under: - IT Helpdesk or IT Manpower services for support of IT equipment and any other software Below sub conditions are part of this eligibility criteria:

CA certificate : The Bidder shall submit CA certificate as per annexure V: Past Performance Details of Bidder of of Bid Document Part-II, detailing projects that meet the relevant Project Experience criteria.

Contracts / Work Orders / Agreements Considerations : Only those Contracts / Work Orders / Agreements shall be considered towards Project / Work Experience which have been issued by a. Any entity (Department / Organization / Autonomous body / PSU/ Local Body/ Authority etc.) wholly or partially owned by State / Central Government or b. A Private sector organization which is listed in the National Stock Exchange (NSE) or Bombay Stock Exchange (BSE) in India has an average annual Turnover of INR 500 Crore (revenue from operations) & above during last three (03) financial years preceding the year of publishing of tender.

Contracts / Purchase Orders acceptance as Past experience : Only those Contracts / Purchase Orders shall be accepted as Past experience wherein the contracts / purchase orders have been placed on the bidder directly by an entity belonging to one of the above categories.

Composite Contract Consideration : In case the contract / purchase order / work order being presented is a composite contract (i.e. it contains items other than the ones defined in the qualification criteria as similar work), only such line items shall be considered which qualify as per the definition of similar work mentioned in the contract. In such cases the value of such line items shall be indicated by the bidder as a separate attachment to as per annexure V of Bid Document Part-II. If the value of contract / line items qualifying as per the definition of similar work is not mentioned separately in such composite contracts/ line tems, such contracts / line items shall not be considered towards fulfillment of project / work experience.

Completed/Ongoing works Considerations : a. In case a work is completed / executed during the specified period, whether started prior to the specified period or within the specified period, the value (original / amended) of the items falling within the definition of similar work criteria in contract shall be considered for fulfillment of credentials. b. Ongoing Works: In case where the PO / Contract is awarded within the specified period and still under execution (Ongoing), bidder shall submit the document/certificate issued by consignee/purchaser for the quantities supplied/activities/ stages completed/executed up to the end date of specified period. Value of successfully executed/commissioned work, up to the end date of specified period shall be considered as per payment terms stipulated in contract/tender for the item falling within the definition of similar work criteria. The bidder shall submit a CA Certificate (as per annexure V of Bid Document Part-II) for the detailed calculation of value as claimed by bidder, accordingly.

Contract / PO with NDA Condition : In case where the Bidder cites NDA for his inability to submit requisite documents, the same shall not be considered under relevant project experience.

Clarification related to relevant project/work experience certificates : If the purchaser (CRIS) seeks any clarification related to relevant project/work experience certificates submitted by the bidder, the bidder shall not be permitted to submit any new Contract/PO/Work order, whose details are not already provided in the original bid. Any such new Contract/PO/ Work order shall not be considered.

Qualification Criteria: Relevant Project / Work Experience: Copies of Purchase Orders / Contracts/ Work Orders : The Bidder shall submit Copies of Purchase Order (s) / Contract (s) / Work Order (s) (including all associated documents / Annexures) for all the projects/ works mentioned in the CA certificate.

Qualification Criteria: Relevant Project / Work Experience: Completion Certificates : The Bidder shall submit copies of Satisfactory Completion Certificate(s)/ Performance Certificate (s) issued by the Purchaser / Consignee for all the projects mentioned in the CA certificate submitted.

Qualification Criteria: Non- Blacklisting Declaration by Bidder : The Bidder shall submit a self- declaration of non-blacklisting as per Annexure 5: Declaration of Non-Blacklisting by Bidder of Standard Bid Document Part-I.

Qualification Criteria: Make in India : The Bidder shall submit a self- certification of compliance to Make in India Policy as per Annexure 6: Self Certification by Bidder for Make in India of Standard Bid Document Part-I.

Qualification Criteria: Bidder Self Information : The bidder shall submit Self Information as per Annexure 1 of CRIS Standard Bid Document Part-1 (SBD- 1)

Qualification Criteria: Bidder Self Information: Power of Attorney : The bidder shall submit the Power of Attorney / Board resolution issued by the bidding entity in the name of the person so authorized to submit the bid. The bid should be submitted online by such authorized person only.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Scope of Work : Scope of work will be as per clause Number 2 of bid document part-II

Signing of Non Disclosure Agreement for Information security : On Awarding of contract, Bidder has to sign NDA /Confidentiality Agreement as per Annexure 14 of CRIS Standard Bid Document Part-1 (SBD-1).

Other Conditions of Contract : Other Conditions of Contract will be As per CRIS Standard Bid Document Part-I (SBD-I).
