Outsourcing of non-core activities at MEMU car shed, JHAJHA for a period of Two years.

TI- Financial Turnover: The bidder should have an aggregate financialturnover not less than 1.5 times the advertised Bid value during the lastthree previous financial years and in the current financial year up to thedate of opening of the tender. The audited balance sheet reflectingfinancial turnover certified by chartered accountant with her stamp,signature and membership number shall be considered. Note: The biddershall submit details of satisfying financial standing by them in theprescribed format i.e. Annexure-C along with bid.

T2-Liquidity: The bidder should have access to or has available liquidassets, lines of credit and other financial means to meet cash flow that isvalued at 5% of the estimated bid value net of applicant's commitmentsfor other contracts. The audited balance sheet and/or banking referencecertified by chartered accountant with her stamp, signature andmembership number shall be submitted by the bidder along with bid.Banking reference should contain in clear terms the amount that bankwill be in a position to lend for this work to the applicant. In case the NetCurrent Assets (as seen from the Balance Sheets) are negative, only theBanking references will be considered. Otherwise the aggregate of theNet Current Assets and submitted Banking references will be consideredfor working out the Liquidity. The banking reference should be from aScheduled Bank in India and it should not be more than 3 months old ason date of submission of bids. Note: Sample format of Bank ReferenceCertificate is available vide Annexure- D.

The balance sheet and all other financial documents attested/certified by the Chartered Accountant (CA) to substantiate fulfillment of Financial Eligibility Criteria should be with UDIN, failing which the offer shall be considered as incomplete and will be summarily rejected without any further reference" (CE/Works/HJP L.No.ECR-Hq0ENGG(CONT)/0009/2025 dt 18-11-2025")

1.1Work Experience: The bidder should have satisfactorily completed* in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract for a minimum of 35% of advertised value of the bid.* Completed service contract includes on-going service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid.Work experience certificate from private individual shall not be accepted. Certificate from public listed company/private company/Trusts having annual turnover of Rs.500 crore and above subject to the same being issued from their Head office by a person of the company duly enclosing his authorization by the Management for issuing such credentials.Notes: (i)The bidder should upload the work experience certificate in support of the special technical criteria.(ii)The bidder shall submit details of work executed by them in the prescribed format Annexure-B along with bid clearly indicating the nature/scope of contract, actual completion cost, penalty and actual date of completion for such contract. "Similar single service contract would mean the following:-"Any type of maintenance work of EMU/MEMU / METRO rake, Electric locomotives, Electrical work in AC or TL coaches over Indian Railway or any central / State Govt. / PSU organization.ORMaintenance / repair work / operation of electrical equipments of EMU/MEMU / METRO rake, Electric locomotives, AC or TL coaches, TSS / substation of 11 KV and above over Indian Railway or any central / State Govt. / PSU organization."(Authority: Approval of PCME/ECR vide letter no. - ECR/MEC/ELE/RS/MEMU/101 Dated 17.09.2020)"

Contractor having valid Electrical contractor license issued by central /State Govt. will only be considered.

Deployment of Manpower to be attached as per tender document SPECIAL CONDITIONS OF CONTRACT (Part-II) para -1, Sl. no. (i), otherwise offer of tender will be summarily rejected.

Tenderers should attach copy of PAN Card & Photo Identificationin Support of their identity. The documents attached to thetender document should be clear and legible for evaluation oftenders. Proper care to be taken in this regard.

Micro and Small Enterprises(MSEs) registered with DistrictIndustries Centres, Khadi and village Industries Commission,Khadi and village industries board, Coir Board, National SmallIndustries Corporation, Directorate of Handicraft and Handloom,Any other body specified by Ministry of MSME or Startups asrecognised by Department of Industrial Policy and Promotionshall be exempted for payment of cost of Tender document &Earnest Money deposit. Documentary evidence/certificates inthis regard should be uploaded for such exemption.

Tenderer shall submit copy of valid registration for the GST.

Please submit your bank details i.e. Name of Bank along withBank Branch Code, Accounts Number as appearing in thecheque book, IFSC Code and PAN Number, duly certified by theauthorised official of the bank, to facilitate payment throughECS/NEFT/RTGS. It shall be mandatorily incumbent upon the tenderer to identify,state and submit the supporting documents duly self attested bywhich they/he is qualifying the Qualifying Criteria mentioned inthe Tender Document

The tenderer shall visit the site of work and acquainthimself/themselves with the conditions of work viz. approachroads and accessibility, availability of materials, electric power,water for work and drinking purposes, site for labour camps,stores, godowns, extent of lead/lift in work, availability of skilledand unskilled labour etc. that may be encountered in the courseof execution of work. In short, he/they should familiarizehimself/themselves fully with the all the conditions of the worksite & all the financial implications due to the above conditions isdeemed to be understood and taken care of while bidding theoffer.

The tenderers are required to go through the IREPS website tofind out any corrigendum/correction slips issued subsequentupon uploading the tender. Railway reserves the right to makeany additions/alternations to the tender uploaded and issuecorrigendum to the same effect. In case the tenderer fails totake note of the above corrigendum, the additions andalterations entered/effected in the corrigendum shall be bindingupon the tenderer and no claim whatsoever will be entertained.

In case of any dispute/discrepancy between General conditionsof contract & Special conditions of contract, the later i.e. Specialconditions of contract shall prevail.
