Design, manufacture, supply, and installation commissioning and proving out of Hydraulically operated Double Column Guillotine Shearing machine on turnkey basis as per Specification attached COFMOW/DCGSM/16x3100/2021/Rev00. Total value of the offer will be calculated based on (i) The cost of the basic machine.(ii) Cost of the concomitant accessories according to tender specifications.(iii) Cost of any other accessory which in the opinion of supplier is essentially required for making the machine fully functional. iv) Cost of Turnkey Charges viz. foundation, installation & commissioning etc. (v) Cost of Preventive Maintenance during 1st & 2nd year of Warranty Period. (vi) Duties and taxes as quoted by the bidder, insurance and freigh [ Warranty Period: 30 Months after the date of delivery ]

The tenderer shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer and has adequate plant and manufacturing capacity and a "Quality Assurance Program". Information as per Annexure-2 under bid document Part-I may please be furnished. (Please fill enclosed document i.e. Annexure-2 under of Bid Document Part-I & submit the same with offer )

The manufacturer shall have valid ISO- 9001 certificate on the original date of closing of tender and a copy of same should be submitted along with the bid.

1. (i) The bidder / manufacturer may qualify either on the basis of past supplies made against COFMOW tenders (Para 2.4 & 2.5) or on the basis of supplies made to other purchasers (Para 2.6 & 2.7). For this purpose, the Hydraulically operated Double Column Guillotine Shearing machine Categories for eligibility of bidder and Performa for submission of statements along with Bid are as follows: (a) hydraulically operated Double Column Guillotine Shearing machine Categories for Eligibility of bidder: PAST SUPPLY OF Hydraulically operated Double Column Guillotine Shearing machine. (b) Performa for submission of Statements along with Bid Statement of past supplies along with (i) Purchaser's name (ii) Purchaser's Address (iii)Purchaser's Email address (iv) Phone / fax no. of purchaser (v) Purchase order (PO) no. or Supply Order no. (vi) PO date (vii) along with Copies of PO or Supply Order (viii) Quantity supplied (with proof of supply) (ix) Date of supply and (x) their commissioning date shall be submitted with the offer. Copies of POs / Commissioning /Performance Certificate submitted shall also indicate the parameters /specification of subject Hydraulically operated Double Column Guillotine Shearing machine to prove same / similarity aspect of the Hydraulically operated Double Column Guillotine Shearing machine as mentioned in Para 2.8 below. Technical specifications of the machine from the related document of the PO may be attached to supplement the PO in regard to the respective parameters of similarity aspect of the machine. Specifications attached shall, have linkage to the PO.

SUPPLIES MADE AGAINST COFMOW PURCHASE ORDERS: Bids for Hydraulically operated Double Column Guillotine Shearing machine shall be acceptable only from those bidders / manufacture who have supplied Hydraulically operated Double Column Guillotine Shearing machine of similar or higher category (as per Para 2.3 a) as follows . a) Qualifying Quantity: The bidder / manufacturer should have supplied at least 01 (One) Hydraulically operated Double Column Guillotine Shearing machine during the last 5 (five) years (reckoned from the original closing date of the tender) in the contracts concluded by COFMOW or Zonal railways.

PERFORMANCE CRITERIA: Performance certificate of at least 01 No. of such similar Hydraulically operated Double Column Guillotine Shearing machine working satisfactorily for at least one years since commissioning shall be enclosed with clear signature and address of the end user where the machine is installed and commissioned. The performance certificates shall not be older than Five year from the original date of closing of tender.

SUPPLIES MADE INCLUSIVE OTHER ORGANIZATIONS FIRMS: Bids for Hydraulically operated Double Column Guillotine Shearing machine shall be acceptable only from those bidders/manufacturers who have supplied Hydraulically operated Double Column Guillotine Shearing machine of similar or higher category (as per Para 2.3(a) as follows: a) Qualifying Quantity: Bidder/manufacturer, who do not meet the criteria as mentioned in Para 2.4 above, may also be considered if they have, in last 5 (five) years, supplied at least 01 (One) Hydraulically operated Double Column Guillotine Shearing machine of similar or higher category (as per Para 2.3 (a) to Central/State Government Departments or Public Sector Undertaking or other Public Private Companies / Firms or to Zonal Railways directly/ through COFMOW.

PERFORMANCE CRITERIA: Performance certificate of at least 01 No. of such similar Hydraulically operated Double Column Guillotine Shearing machine working satisfactorily for at least one years since commissioning shall be enclosed with clear signature and address of the end user where the machine is installed and commissioned. The performance certificates shall not be older than one year from the original date of closing of tender.

For the purpose of similarity, similar Hydraulically operated Double Column Guillotine Shearing machine required under Para 2.3 means Hydraulically operated Double Column Guillotine Shearing machine of similar or higher category as per Para 2.3 (a).

All related erection material required for inspection and commissioning of machine and connecting up to electrical equipments with cable laying and fixing accessories shall be included in the cost of basic Hydraulically operated Double Column Guillotine Shearing machine.

The performance certificate provided with the offer shall not he older than five years from the original date of closing of tender. The performance certificate issued after original date of closing of tender (in cases where tender closing date has been extended) are also acceptable however the machine must have completed one year of satisfactory working after date of commissioning as on original date of closing of tender. The performance certificate submitted by the tenderer shall have been issued by the actual end user organization of the crane, with their clear signature and address therein, in whose premises the machine is installed and commissioned. Performance certificates should be as per Annexure A-1 (Certificate of Performance) attached.

Cost of Comprehensive AMC for 05 years on yearly basis giving the rates of each year i.e 1st year, 2nd year and so on which will be inclusive of all spares, material and labour cost after the warranty as per the clause 17 of section-V of attached Bid document Part-II shall be uploaded along with offer. This will not be part of commercial evaluation ( Refer clause 6 of section-V of attached Bid document Part-II)

Cost of preventive maintenance during 1st and 2nd year of warranty period shall be uploaded along with offer. This will not be part of commercial evaluation.

Break up of individual items as per schedule-IV and additional spares and items viz slings/lifting tackles as specified in schedule-I of attached document leading parameters. This will not be part of commercial evaluation.

PLASTIC WASTE MANAGEMENT RULE 2016 :- "It is certified that for execution of this contract, the plastic packaging material or commodities which are made out of Compostable Plastic or Biodegradable Plastic shall be purchased from firms having certification by CPCB for manufacture or sale of plastic packaging or commodities made from Compostable Plastic or Biodegradable Plastic as per rule 4 (4) of Plastic Waste Management rule 2016. It is also certified that we shall also not use any other category of plastic, such as Bio Compostable or Oxo- degradable or Oxo-bio-degradable or the like, which are not recognized under Plastic Waste Management Rule 2016 with all amendments." Jurisdiction of Court :- As per Para 2703 of IRS Condition of Contract the Courts of the place from where the acceptance of tender has been issued shall alone have jurisdiction to decide any dispute arising out of or in respect of the contract.
