Supply, installation, testing & commissioning of single phase, 2 wire, AC static direct connected, smart prepaid energy meters, complying to BIS-16444, ISI marked in existing meter board / floor panels, current range 10-60 AMP, 240 V, accuracy class 1.0 UC1 category and above along with in-built load control switch, containing provision for tod & rtc, capable to define multiple tariff slabs. Meter should support the following data : (a) 15/30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, daily and monthly billing survey for cumulative energy and max demand. (b) meter should have connect / disconnect functionality operable for MDM/billing software and prepaid features would be operable for MDM / billing end as per IS 15959 part 2. (c) Meter should support communication protocol through RF/ 4G/NB IOT with the software all as required at site and directed. In case of RF communication, the cost of DCU and repeaters are deemed to be included in the rates quoted for meters. (d) The meter should support open communication protocol DLMS with the software. (e) Web based software with following modules:- (i) meter data management module. The meter data management module would be responsible for collecting the data from the concentrator / meter and make the data available to the billing system. the meter data management system would capture and provide the following data :- (aa) 30 min instantaneous data from all the meters for seven parameters – cumulative energy, cumulative apparent energy (as applicable), power, current, voltage, power factor and frequency.

(ab) Monthly billing survey data for cum energy and max demand. (ii) Postpaid /prepaid billing module. The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. the billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. it would allow postpaid and prepaid functionality as required. (iii) Occupation and vacation module. The system would support occupation / vacation and billing reports. The software would be collecting data from meter. The software would provide access to staff as well as the occupant for the data. (iv) Web Site. There would be a dedicated website for the ge/ age and bso team to view all the data and information. the designated users in mes would have the admin access to the application. the mes staff would also have the access of the key information on an android mobiles app (for admin use only).

(v) Customer Portal. The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and IOS mobile apps for the user to monitor its own data and balance on regular basis. (vi) Energy accounting module. The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication module. The system would provide communication of energy data and bills via print, email and SMS methods. (viii) Meter Master Data. The system would support meter master data repository. the system would support meter replacement process. (ix) Excel Export. The system would support export of metering and billing data in excel format. (x) Customer Care Module. The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module. The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication. The software support communication of the various activities such as occupation, vacation, meter change. Personal detail change etc. with the user as well as the department on email. The software should be demonstrated to work in both RF and GPRS-based systems for future compatibility.

(xiii) Cyber Security Of Software. The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. Make : As per the OEM of the meter developed in India. Note 1. (a) The software would be hosted either on NIC server or on MES server. All necessary action & charges for hosting on NIC server will rest upon the service provider of manufacturer/contractor. necessary documents required for above will be provided by department. In case the software is hosted on NIC server, it would be transferred to MES server whenever the MES is made available. (b) The charges for software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. Post completion of defect liability period, it will be measured and paid separately. (c) Payment gateway would be provided by the service provider to the bank account provided by GE. The payment gateway would be integrated with the software. (d) The software should be demonstrated to work with each RF and GPRS based systems for further compatibilility. The software would be scalable and expandable for meters and system of different make complying with is16444. The software would be able to consumer web services of the future projects if required per the OEM of the meter developed in India.

Note 2. (a) The meter should be capable to run in both prepaid and postpaid mode. (b) The meters would carry 5 year guarantee for free replacement, thereafter it will be the responsibility of the service provider of the OEM to ensure the serviceability of meters for a further period of five year without any extra cost to department. The cost of the same are deemed to be included in the rates quoted for the item. (c) In case of cellular communication such as 4G, NB IOT, 5G etc, the meter should be demonstrated working with more than one telecom service provider available in clement town area. (d) Meter should be integrable to third party software. Meter vender should provide all the necessary protocols and passwords including LLS key, Hls key, authentication passwords, encryption password. (e) Meter shall be supplied with repeater battery backup of RTC. (f) The new meter will be fixed inside the existing/ CRCA enclosure. (g) Other specification of meter shall be all as specified in PS. (h) The rates quoted for this items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper and smooth functioning of pre paid smart meter system.
