INFORMATION & INSTRUCTIONS FOR APPLICANTS

1.1 SCOPE OF BID:

Surat Municipal Corporation intends to carry out the work of footpath & Paving

narrow streets in which top wearing layer of Paver Blocks of Standard quality are

to be utilized. To enhance the quality of Blocks, reputed and quality conscious

manufacturers panel (vender list) is required to be finalized. Hence the Tenders

(Online) from reputed & resourceful manufacturer are invited through this bid. The

contractors for above work will only be permitted to procure various types &

grades of paver blocks, C.C. Kerbs & other precast product etc. from approved

manufacture list which are empanelled by this procedure. The Manufacturer shall

have to supply mainly below listed variety under the scope of subjected work.

(a) Precast Paver blocks of Different Types, Concrete Grade, Thickness and

(b) Precast cement concrete Kerbs of different sizes and shape having M20 &

M25 grade of concrete.

(c) Precast C.C. collars for tree plantation.

(d) Water Drain channel.

1.2 Forms (A to H) for pre-qualification are given in Section-II.

1.3 All information submitted online should be furnished against the relevant columns

in the forms. If for any reason, information is furnished on a separate sheet, this

fact should be mentioned against the relevant column and submit it online. Even if

no information is to be provided in a column, a “nil” or “no such case” entry

should be made in that column. If any particulars/query is not applicable in case of

the applicant, it should be stated as “not applicable”. The applicants are cautioned

1.4 The Tender Supporting documents should be type-written. The applicant should

1.6 The applicant may furnish any additional information which he thinks is necessary

to establish his capabilities to successfully complete the envisaged work. He is,

however, advised not to furnish superfluous information. No Information shall be

entertained after submission of pre-qualification document unless it is called for by

shall be initiated and action shall be taken for abeyance of registration and

cancellation of E-tendering code for one year. Any documents in supporting of bid

shall be in electronic format only through online (by scanning) & hard copy will

not be accepted separately.

• All documents shall be coloured scanned to be seen as original.

• All the documents must be notarized with clearly displaying stamp, number and

name of notary.

1.11 No Physical Pre-bid meeting shall be held. Bidders shall have to send their queries

on email address: [email protected] on or before 13/03/2026 and Time:

up to 17:00hrs. (IST). Answers to the queries shall be circulated electronically.

2.0 Definitions:

In this document, the following works and expressions have the meaning hereby

assigned to them.

2.1 "Employer" Means the Municipal Commissioner, Surat Municipal Corporation

acting through the Executive Engineer concerned.

2.2 "Applicant/Bidder" Means the individual, proprietary firm, Partnership Firm,

limited liability partnership firm, Limited Company, Private or Public or

Corporation Manufacturing Paver Blocks.

2.3 "Year" means “Financial year” unless stated otherwise.

3.0 Method for Online Submission of Tender:

3.1 If the applicant is an individual, the application submitted online shall be signed

by him above his full typewritten name and current address & Contact Details.

3.2 If the applicant is a proprietary firm, the application submitted online shall be

signed by the Proprietor above his full typewritten the full name of his form with

its current address & Contact Details.

3.3 If the applicant is a Partnership Firm or limited liability partnership firm, the

application submitted online shall be signed by all the partners of the firm above

their full typewritten names and current addresses & Contact Details or

alternatively by a partner holding power of attorney for the firm. In the latter case

a certified copy of the power of attorney should accompany the Pre-qualification

Bid. in both cases certified copy of the partnership deed and current address &

Contact Details of all the partners of the firm should accompany the Pre-

qualification Bid.

3.4 If the applicant is a limited company or a corporation, the application submitted

online shall be signed by a duly authorized person holding power of attorney for

signing the application accompanied by a copy of the power of attorney. The

applicant should also submit a copy of the Memorandum of Articles of

Association duly attested by a Public Notary.

4.0 Final decision-making authority:

The employer reserves the right to accept or reject any pre-qualification tender and to

annul the pre-qualification process and reject all Tenders at any time, without assigning

any reason or incurring any liability to the applicants.

5.0 Particulars Provisional:

The particulars of the work given in Section-I are provisional. They are liable to change

and must be considered only as advance information to assist the applicant.

6.0 Site Visit:

SMC's representatives and / or SMC's appointed agency will visit the Site/Place of

factory/Manufacturing unit of applicant and examine it and its surroundings to himself

collect all information that he considers necessary & as mentioned in Cl.No.7.1 to

for proper assessment of the prospective assignment. All arrangement required for site

visit on manufacturing unit shall have to be arranged by applicant at his own cost & risk.

7.0 Minimum Criteria for eligibility for pre-qualification:

7.1 The manufacturer company should be certified under ISO 9001-2015 OR

established under equivalent quality management system by which quality of

production can be certified.

7.2 The applicant should have enough Plants/machinery to produce minimum

75,000.00 sq.mt. paver blocks per annum (Year).

7.3 The applicant should have following key & critical plants and machinery at

a) Automatic / Semi automatic paver blocks making machinery with hydraulic

pressure & vibrating table systems. The machine should be capable of

producing high quality Paver Blocks by obtaining high level of compaction

by application of hydraulic compaction pressure of 800 psi and also by high

intensity vibration to the moulds 3000 V.P.M.

b) Well equipped laboratory for testing mainly compressive strength, water

absorption and abrasion testing of paver blocks & C.C. kerbs.

c) The applicant should have enough facility & space available for curing.

Any Document / Photographs of Any one form of Curing like Steam

Curing, Humidity Curing, Auto Water Sprayer, Ponding method etc.

Making arrangement / space for curing by sprinkling method only, will not

be considered sufficient.

7.4 The applicant should have annual turnover of at least Rs. 150.0 lacs in any one

year in last 3 years (i.e. 1st April 2022 to 31st March 2025) and applicant shall

have to submit the certificate / balance sheet issued with sign & seal of chartered

accountant OR Income tax return documents for concerned year.

7.5 The applicant should have registered under GST Act. The copy of GST

registration certificate and Pan Card shall be produced along with application.

7.6 The applicant shall have to submit the license for production of paver blocks

issued by concerned Govt. authority.

7.7 The applicant can also provide the certificate of supplying the required quantity

to the contractor for utilization of paver block in Government Contracts such

certificates should be authenticated by the competent authority. Purchase Order

will not be considered.

a) The applicant should have Satisfactorily completed the work / works (which

should be in central Govt. / Central Autonomous body / central

PSU/SMC/other Govt./Semi Govt. organization/ Mega private sectors like

ONGC, L & T, BPCL, IOCL, HPCL, GAIL & Nigam etc. (Certificates issued

from private builders/society shall not be considered) of supplying at least

75,000.0 Sq.mt. paver blocks per annum in any one year in last 5 years (i.e.

year from 1st April 2020 to 31st March 2025).

b) Certificate issued by Government approved Contractor & other mega private

sectors (as mentioned above) for supplying Paver block/kerb stone etc. shall

be considered, but applicant must have to submit the supportive documents

like work order and work completion certificate (Form 3A). of concern

contractor must be attached with it.

7.8 The applicant shall have to submit certificate of satisfactorily completed the

similar nature work in which at least 7500.00 Sq. mt. paver blocks were

utilized/supplied at any one site among any one year during last 5 years. (i.e. year

from 1st April 2020 to 31st March 2025).

7.9 The applicant have to Submit the test results (as per mention below table) of

paver blocks & kerbs manufactured by him/them issued from any Govt./Semi

Govt. or NABL Approved laboratory.

7.10 The applicant has to submit proof of factory ownership or lease agreement or

rental agreement with photos and location map.

8.0 Evaluation criteria for pre-qualification:

8.1 Primary evaluation: - The initial criteria prescribed in Para 7.1 to 7.10 above

will first be scrutinized and the applicant's eligibility for pre-qualification for

Vender list will be determined. To pre-qualify for the work of supplying the

paver blocks for mentioned works the applicant should demonstrate all criteria

mentioned in para 7.1 to 7.10 hence the information as per prescribed forms (A to

H) shall be submitted by the applicant with due evidence.

8.2 Secondary evaluation:- After applicant's eligibility in primary evaluation, than

SMC and/or SMC'S Appointed agency will visit Site/Place of

factory/Manufacturing unit of applicant and inspect material & machinery to be

used in manufacturing paver block & kerbs. Curing system, Available space, &

laboratory to test paver block & kerb stone etc as per norms in IS-15658-2021 &

IRC: SP:63-2018

Note: - Application/Applicant may eligible in primary evaluation para 8.1 but fail in

Secondary evaluation Para 8.2 will be liable to rejection for empanelment.

9.0 Financial information:

Applicant should submit the following financial information: - Annual financial

statement for the last three years (in Form “A”)

10.0 Experience in works highlighting experience in similar works:

Applicant should submit the following: List of all works of similar nature successfully

completed during the last three years (in Form“B”) List of the projects under execution

or awarded (in Form “C”) Particulars of certificates of completed works and performance

of the applicant duly authenticated / certified by an officer not below the rank of

Executive Engineer or equivalent should be submitted separately for each work

completed or in progress (in Form “D”)

11.0 Organization information:

Applicant is required to submit the following information in respect of his organization

11.1 Name & Postal address; i.e. Telephone, Tele fax number & E-mail etc.

11.2 True copies of original documents defining the legal status, place of Registration

and principal places of business.

11.3 Names & Title of Directors and officers to be concerned with the work, with

designation of individuals authorized to act for the organization.

11.4 Information on any litigation in which the applicant was involved during the last

five years, including any current litigation. (in Form “G”)

11.5 Authorization for employer to seek detailed references.

12.0 Plant & Equipment:

Applicant should submit the list of construction plant and equipment to be used in

carrying out the work with photographs (in Form “F”). Details of any other plant &

equipment required for the work (not included in Form F and available with the applicant

may also be indicated.

13.0 BID SUBMISSION

EMD/Tender fee in electronic format (by scanning) through online while

uploading the bid along with scan copy of all other necessary documents as

mention in clause 7.1 to 7.10 with Addenda/Corrigendum (If any) & forms A to

After evaluation of pre-qualification Bid of Empanelment, a list of qualified agencies

will be prepared. Thereafter, the list of pre-qualified applicants hereafter called venders,

will be communicated to those contractors carrying out the work OR incorporated in

concern tenders of constructing foot-paths and streets with various types of paver blocks

within Surat Municipal Corporation.

The employer reserves the right, without being liable for any damages or obligation to

inform the applicant to:-

a) Amend the scope of the work to the applicant.

b) Reject any or all of the Tenders without assigning any reason.

Any effect on the part of the applicant or his agent to exercise influence or to pressurize

the employer would result in rejection of his Pre-qualification Bid canvassing of any kind

TECHNICAL SPECIFICATION OF PAVER BLOCKS, C.C. KERBS.

The Manufacturer shall have to supply mainly below listed variety under the scope of subjected

a) Precast Paver blocks of Different Types, Concrete Grade, and Thickness & Size.

b) Precast cement concrete Kerbs of different sizes and shape having M20 & M25 grade of

c) Precast C.C. collars for tree plantation.

d) Water Drain channel.

1. BLOCK THICKNESS:

For foot-paths & narrow streets where light traffic such as, Pedestrians, motor cars,

Cycles etc. are likely to be move, the thickness of blocks shall be 60mm & 80mm

respectively. All blocks should be of the same thickness, with a maximum allowable

tolerance limits of ± 2mm. Similarly variations in length and width of blocks should be

limited to ± 2 to 3mm.

2. MIX DESIGN ASPECTS

The commonly used processes for the manufacture of pre-cast cement concrete paving

units require dry, low-slump mixes. The desired characteristics of the mix are as under:

Quantity of cement in mix Generally not less than 380 kg/m3 depending on the equipment

being used for block making. Upper limit of cement shall not be

more than 450 kg/m3 . Flyash also can be used in the mix,

replacing Ordinary Portland Cement to an extent of 35 per cent by

weight of cementitious material. The above values are for general

guidance only. The actual mix design has to be made to suit each

individual requirement

Aggregate/cement ratio 3:1 to 6:1

Aggregate Aggregates should conform to IS:383. The proportion of coarse

aggregate in the mix is typically 40 per cent and the fine aggregate

(sand) 60 per cent. The size of coarse aggregate should lie between

6 mm and 12 mm and the gradation should be in the recommended

range for cement concrete mixes in general.

Strength In general terms, the paving block must have adequate strength to

withstand handling, construction stresses and effects of traffic. It is

suggested that the minimum compressive strength of a single block

should be above 30 MPa and blocks of compressive strength of

MPa for commercial traffic of less than 20 msa and 50 MPa for

commercial traffic more than 20 msa.

Abrasion Resistance Abrasion Resistance test shall be performed with rolling disc

machine as per ASTM C779 procure-A. The depth of wear after

minute should not be more than 1.5 mm in case of M-30 Grade

blocks,1.25 mm in case of M-40 Grade blocks and 1 mm in case of

M-50 Grade of blocks.

Addition of Pigments To provide the desired colour to paving blocks, appropriate type

and amount of pigments are added during mixing, in the form of

powder or slurry. Although organic pigments render brighter

colours than inorganic pigments, the former are adversely affected

by the alkaline environment of concrete and do deteriorate with

time. Inorganic pigments, mostly metal oxides, are more durable

and hence preferred for consistency and purity. Saturation of colour

takes place with a pigment volume of around 5 to 9 per cent of

cement content. Pigments should be finer than cement (fineness

value between 2 and 15 m2 /gm). For the same slump, addition of

pigments requires increase in mixing water, which in some cases

may lead to lowering of flexural and compressive strength of

concrete; therefore, suitable adjustments in mix proportions may

become necessary.

Other Additives Under special circumstances, super-plasticizers at around 0.4 per

cent of cement by weight, may be added for better workability.

Water repellent admixtures of calcium stearate are sometimes used

to reduce water absorption. Air entraining agents, when added to

the mix, cause some reduction in the needed amount of cement.

Further reduction is achieved by substituting part of the cement

with blast-furnace slag (50%) or pozzolanas like flyash (35%);

besides reducing cost, these also control “efflorescence” (surface

deposition of salts as a result of water movement upwards).

3. MANUFACTURE OF PAVING BLOCKS

The method of manufacture of paving blocks has an important bearing on the quality,

durability and level of finish - dimensional tolerance, etc. all of which reflect on the

ultimate performance of the block pavement during service. At the very outset, therefore,

it is to be emphasized that hand-casted concrete blocks are unacceptable for use and that

an appropriate plant with high frequency hydraulic press machine should be used. It

would make it possible to apply high pressure together with controlled vibration.

Adaptation of production facilities designed for high quality hollow masonry blocks,

though feasible, is not as economical and as efficient as the use of purpose designed

machinery for paving block manufacture. Essentially, the manufacturing process

involves compacting concrete, in a steel mould clamped to a vibrating table, by hydraulic

Concrete is fed into the mould from a hopper by a drawer - if a second hopper is added, a

block can be made of two kinds of concrete having “backing” and “facing” surfaces. In

the “facing” of the block, the top 5 mm has greater amounts of cement and sand to make

it more durable and skid resistant, and extra pigment is added for the coloured face vis-a-

vis the rest of the block. In the first stage of compaction, pre-vibration is effected by

running the vibrators attached to the vibratory table, the frequency generally being in the

range of 50 to 100 Hz. In the second stage of compaction, compression pressure is

applied to the tamper heads, also fitted with vibrators for a high level of surface finish.

Blocks are extruded from mould by forcing down the tamper heads, after the vibrating

table is disengaged from the mould. The blocks thus prepared are stacked either in a

single layer or multiple layers for curing.

4. DIMENSIONAL & OTHER REQUIREMENTS OF PAVING BLOCKS

For normal paving work, the length of a paving block should ordinarily be not greater

than twice the mean width; the thickness is a minimum of 60 mm; the maximum length

generally not exceeding 280 mm; the width generally is in the range 75 to 140 mm with a

chamfer in the range 3-5 mm. The sides of the block should be perpendicular.

To the top and bottom faces except that the top edge may be chamfered. The blocks

should have the following dimensional tolerances:

Thickness ± 2 mm

To ensure durability, the average water absorption in a block should not exceed 5 per

cent; and for cold regions in a standard freeze-thaw durability test, the weight loss should

not exceed 1 per cent.
