Qualification of Tenderer shall be required to submit the enlisted documents in hard copy along with the

Bidder : Qualification Bid. If documents are insufficient or it does not match the required criteria

mentioned below, then the Price Bid of the tenderer shall not be opened.

Mainly tenderer shall fulfill following Technical & Financial pre-qualification criteria as a

main contractor. The tenderer shall fulfil the following all points A to M requirements /

experiences for qualification.

(A) The Bidder must have experience of successful completion of similarmaintanance

work on its own in India within last 5 years as on date of bid submission

(1) One Project of minimum value 80% of estimated cost of proposed work

(2) Two Projects of minimum value50% of estimated cost of proposed work OR

(3) Three Projects of minimum value 40% of estimated cost of proposed work

(B) The cost of material supplied by the Government/ Client shall not be taken into

account for experience purpose.

(C) An attested copy of registration with MES, various departments of State

Government, Municipal Corporations, CPWD etc. Registration required: “D”

(D) The experience of Joint Venture / Back to back work/ Nominated Sub-contractors

by agencies shall not beconsidered.

(E) The Bidder should submit Solvency Certificate minimum value of 20 Percentage

issued by schedule bank / Nationalized bank only and should be valid for at least

up to 1 Years from the date of submission.(Considering validity as 1 year from

date of issue of Solvency Certificate) ,annual avg.turnover of last 3(three) year is

30 percentage of estimated cost.

(F) The Bidder should submit the list of the works already completed during last

year in prescribed Performa and attested copies of certificates issued by head

of the office concerned for completedwork.

(G) The Bidder should submit the Anti blacklistaffidavit , and ongoing works

affidavit in 300 stamp.

(H) Joint Venture shall not beallowed.

(I) Even though the Bidder meets the above criteria, they are subject to be

disqualified if they have

i. Made misleading or false presentations in the forms, statements and

attachments submitted in proof of the qualification requirements;

ii. During verification if it is found from client that of poor performance

such as abandoning the works, for financial failure or abnormal delay

iii. The bidder or MOU partner shall not be under any Insolvency

Bankruptcy code (IBC) resolution process at National Company Law

Tribunal (NCLT) or undergone any Corporate Debt Restructuring

(CDR) mode in the past 10 years in India from the date of the

submission of thebid.

(J) The Bidder shall note that in case the Bidder / MOU partner is blacklisted /

stated as defaulter/ barred participating in tenders by any of government

agencies / semi government agencies / PSUs in India during last 10 years

then in that case, the Bidder will be disqualified though the bidder satisfies

all the pre-qualification conditions mentioned above, and the bidder will be

debarred for next 3 years from participating in tender process for BMC.

(K) Bidders should be selected based on quality work done by them and if

necessary tender committee will inspect bidders ongoing and completed

(L) The decision of the commissioner to quality the bidder will be the final.

(M) Conditional Tenders will be out rightlyrejected.

Remarks :- Only Offer of those shall be opened whose EMD & Tender Fee evidence is received

electronically along with the bids. However for the purpose of realization of Cheque/Demand

Draft, bidder shall send them in original through RPAD/Speed Post/Reg. A.D. so as they

reach to the office of Executive Engineers -Water Works Dept., Bhavnagar Municipal

Corporation, Bhavnagar during office hours between 08-08-2026 to 12-08-2026 .Penaltative

action shall be imposed for not submitting the supporting documents in original to E.E. by
