Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; Where V=Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information asper Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

If valid electrical contractor license is not submitted along with tender document then offer will be summarily rejected. The OEM or his authorized dealer will be exempted from license. "(a)The tenderer must have successfully completed/substantiallycompleted any of the following during last 07 (seven) years, ending lastday of month previous to the one in which tender is invited: (i)Threesimilar works each costing not less than the amount equal to30% ofadvertised value of the tender, or (ii)Two similar works each costing notless than the amount equal to 40% of advertised value of the tender,or(iii) One similar work each costing not less than the amount equal to@10<37@of advertised value of the tender. (b) (i) Incase of compositeworks(e.g. works involving more than one distinct component, such asCivil Engineering works, S&T works, Electrical works, OHE works etc. andin the case of major bridges - substructure, super structured.), tenderermust have successfully completed/substantially completed any of thefollowing during last 07 (seven) years, ending last day of month previousto the one in which tender is invited: Three similar work search costingnot less than the amount equal to30% of advertised value of eachcomponent of tender, or Two similar works , each costing not less thanthe amount equal to 40% of advertised value of each component oftender, or a One similar work, each costing not less than the amountequal to 60% of advertised value of each component of tender. Note:Separate completed works of minimum required values for eachcomponent can also be considered for fulfillment of technical eligibilitycriteria. (b) (ii) In such cases, what constitutes a component in acomposite work shall be clearly pre-defined with estimated tender cost ofit, as part of the tender documents without any ambiguity. Any work orset of works shall be considered to be a separate component, only whencost of the component is more than Rs. 2crore each. The tenderer shallsubmit the completion certificate as per proforma given in annexure-IV-Aor IV-B or IV-C as applicable or in the format containing all information asrequired as per the Annex. IVA or IV-B or IV-C. Note :- Criteria for thecompleted work/Substantially completed has been given in the Generalinstructions in the tender document. "

Mandatory in case Bid Security amount is prescribed in clause no. 5.1.2 of General Instructions of Standard Tender Document (Version 11.4) for IREPS - The Bid Security shall be deposited in cash through e-payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents. The Bank Guarantee bond shall be as per Annexure-XXXII and shall be valid for a period of 90 days beyond the bid validity period.

In case the tenderer is (i) Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' - shall be exempted from payment of Bid Security deposit and shall submit certified copy of the registration/ Valid document issued by DIPP (mandatory if applicable).

In case the tenderer is (iii) Labour Cooperative Societies - shall deposit only 50% of the Earnest Money / Bid Security Deposit and shall submit certified copy of the registration/ Valid document issued by the relevant Ministry/ Labour commission (mandatory if applicable).

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

The Minimum Increment as mentioed in the Clause no. 26.1 (b), Annexure C, Para 2 of the "GENERAL INSTRUCTIONS" of Tender Document will be as per railway board guidelines or as approved by Tender accepting authority . (Applicable to the works and service tenders of value more than Rs.50 crore.)

I/We have read the various conditions to tender attached here to and agree to abide by the said conditions. I/We also agree to keep this tender open for acceptance for a period as mentioned in NIT header from the date fixed for opening the same and in default thereof, I/We will be liable for forfeiture of my/our "Bid security". I/We offer to do the work for North Western Railway, at the rates quoted in the attached schedule and hereby bind myself/ourselves to complete the work in all respects within time period as mentioned in the NIT Header from the date of issue of letter of acceptance of the tender.

I/We also hereby agree to abide by the General Conditions of Contract-2022 corrected up- to- date and to carry out the work according to the Special Conditions of Contract and Indian Railways Unified Standard Specifications (Materials and Works) 2021 as corrected up-to-date, Unified Standard Schedule of Rates of North-Western Railway - 2021 as corrected up-to-date & CPWD DSR-2021 and Specification 2019 (for the present contract)
