Eligibility Criteria

Tendering by the joint venture will not be allowed.

The intending bidders are advised to visit the site of work before submission of the tenders.

The additional performance security furnished in the former case/with held amount in the later case will be released only after the entire work contracted is fully completed and so certified by the Executive Engineer

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Corrigendum will be published in web site for all modifications/corrections if any.

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading bid document.

The successful bidder/firm/company should produce an additional performance bank guarantee for the difference amount below 10% if the quoted Rates or below 10% of the estimated rates (updated for the current CSR rates), before executing agreement with KNNL. In case of contractors quoting percentage above 110% of the amount put to tender the amount over and above 110% of the amount put to tender will be withheld during the progress of work.

If the percentage quoted by contractor for the work is below Ninety percent (90%) of the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of bank guarantee for an amount equivalent to the difference between the cost as per quoted percentage and Ninety percent (90%) of the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and ten percent (125%) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and Ten percent (125%) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work.

The Technical bid will be opened first. After approval of Technical bid, the financial bid will be opened subjected to the conditions that Electronic EMD payment is confirmed in the E-tender portal

The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non availability of land would be entertained.

The contractor should mention their recent correct postal address and e-mail address in the declaration form.

Incomplete tender documents will be rejected.

All materials like steel, cement etc., required for the above work should be procured by the contractor only at his own cost. And these materials will have to be got tested by the competent authority before put to use.

The contractors shall send the authorization letter for their representatives duly attesting their signature.

Maintenance period or the defect liability period for this work is 24 months from the date of completion of work.

As per the Karnataka building and other construction workers welfare cess act 1996, 1% of the bill amount will be deducted from the bills.

The payment of bills of this work will be made as and when the letter of credit is received under the same head of account from KNNL/Government of Karnataka.

Typo-graphical errors if any will not be the ground for any claims by the Contractor.

The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.

Sub leasing of work in any form is prohibited

The tenderer has to make own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution.

No quarries are approved by KNNL for materials. The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, ascertain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard.

The validity period of EMD shall be for a minimum period of 180 plus 45 days from the date of opening of the tenders.

On account of restrictions on sand mining and scarcity of availability of sand, as an alternative the use of manufactured sand (M-sand) may be allowed during the remodeling work at no cost/ implication with the written approval from the competent authority.

The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons.

The rates include all leads and lifts and work shall be carried out as per the instruction of Engineer-in-charge. All specifications are as per relevant IS codes in vogue. The rates for the specification in the Schedule-B includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts.

EMD of the unsuccessful bidders will be refunded only after the acceptance of tenders by the competent authority (Clause 21 of the Formal Tender Notice).

EMD amount and Amount put to tender will be as mentioned in the e-portal of respective work.

In case first lowest bidder does not come forward to conclude agreement and execute the work within the stipulated period and action will be taken as per Govt. of Karnataka Order No: FD/263/Exp-12/2022 Dated: 11.05.2022 and GO No: FD/732/Exp-12/2023 Dated: 27.11.2023.
