Charges for yearly maintenance of Electrical Installation work with outside compound lighting & inside building light, fan etc. at entire Academic campus 34 departments incl 200KVA substation in all working days including holiday or as per direction of EIC) The agency has to depute: 2 Electrical [part I(a), I(b),II, IV, V, 12 ] and 2 Assistant Wireman per shift [1 shifts (9 A.M to 5pm)
Charges for Transportation and pouring of Diesel oil for 12 nos Diesel Generating sets by companys own vehicle and fuel pump and labour as per direction of the authority)
1. Maintenance & up-keeping of the above electrical installation in safe and proper working condition.
2. The contractor has to depute 2 no. skilled electrician per day possessing valid proper workman permit having part-as par above and 2 nos. helper per day and having sufficient perience in the said job for carrying out the maintenance work smoothly with due regard to the safety.
3. The supervisor will supervise maintenance of the whole Electrical installation incl. maintaining proper Log book.
4. Separate Log book is to be maintained for L.T. installation & H.V. installation. The daily record of the Log book is to be signed by the head electrician of the contractor and verified & signed by concerned Junior Engineer, P.W.D (Electrical) & Assistant Engineer, P.W.D (Electrical) and the same should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills.
5. Recording of various electrical parameters of different L.T. panel board, BDBs, Main switches etc, recording of different parameters of 11KV H.T. Sub-station(2 nos.) equipments, testing of Insulation Resistance, Earth Resistance etc. are to be put-up in Log book in regular manner and the necessary working report in this respect to be submitted to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical) everyday. Infrared Thermometer should be used in measuring temperature of electrical equipments like Transformer, H.T. VCBs, BDBs, L.T. panel boards etc. regularly to find out any abnormalities and that measurements are to be recorded in Log book compulsorily in proper way everyday.
6. In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording & reporting to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical).
7. All type of maintenance & operation tasks incl. proper testing, checking etc. with necessary action of preventive & corrective/rectifying measure in case of any fault/abnormality for . 11KV/415V Sub-station are to be accomplished with proper care, safety & precaution measure and all these tasks are to be recorded in separate Log book which are to be signed by highly skilled Electrician deployed by the contractor with duly verification & signed by concerned Assistant Engineer(Electrical) & Junior Engineer(Electrical) in regular manner.
9. The agency will have to immediately replace any or all members of the electrical maintenance staff, who has been reported against.
10. The agency shall provide photo identity cards to all the maintenance staff employed, including substitutes.
11. All the fittings, fixture, panel board, PBDB, SPNDB Main-switches & other Electrical Installation inside all the block/floor/bldgs. as well as for compound lighting installation and sub-station must be kept in a tip top condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost.
12. The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc.
13. All the maintenance staff of the contractor should have proper & constant vigilance and check that- there is no sign of heating-up, burning smell, decolouration or sparking at any of BDBs, panel boards, rising main etc. due to overloading or loose termination. Care should be taken to check any highly imbalance loading at any point.
14. Any fault of electrical installation starting from HT Supply end (except the installation of WBSEDCL.) to light, fan, call bell, computer point, power plug etc. i.e. HT Switch Gear, Transformers, HT cable, LT cables & all sub-panels, distribution boards, related main switches, isolators, earthing attachments, compound lights etc. have to be detected, attended and restored by the agency by its own man power as circumstantial arrangement as per terms & conditions of this contract.
15. Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency with a view to cause uninterrupted power supply at different buildings in the contract. Any negligence in the part of the agency in complying with any of the above-descrided terms & conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot of thereafter (even after payment).
16. In case of any breakdown caused by cable fault etc. if situation demands the agency will have to restore the power supply either with the materials available with this department or arranging the same temporarily and safely till completion of original restoration work.
Maintenance materials viz. Incandescent lamps, Main switches, Power DB, SPN BDB, Main & Sub-main cables, fluorescent tubes, Chokes, Ignitors, Condensers etc. will be supplied by the Department. However auxiliary items like screws, nuts & bolts, washers, fuse wire, insulating tapes etc. will have to be arranged by the agency on its own expense
18. The agency will have to deposit all dismantled unserviceable materials such as fused lamps, condensers, starters, MCBs and other spare parts to the section office/ the concerned Junior Engineer against which fresh materials will be supplied by the department.
19. No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge.
20. The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in repair / replacement cause trouble in the system & hampering of the Hospital service thereof.
21. The agency will keep all the sub-station rooms, HT switch gear, Transformers, LT Panels, other LT Switches, distribution boards etc. in neat and clean condition.
22. The repairing of the different type of light fittings, ceiling fans, exhaust fans etc. have to be done by the agency incl. dismantling and re-fixing the same. (materials to be supplied by Department). Rewinding of different types of fan is not in the scope of contract.
23. In case of power failure or development of any unfavourable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to concerned WBSEDCL authority in restoration of power supply. Meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer.
24. The agency will also have to attend immediately emergency calls at the site with staff, tools etc. on demand.
25. Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action.
26. Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation for each building and also sub-station are to be carried out in the presence of concerned Assistant Engineer/ Junior Engineer once in a month and the result thereof is to be furnished to the Engineer –In-Charge through proper channel.
27. Space for accommodation of staff of the agency will be provided by the competent authority.
28. The agency is required to submit a copy of Challan for permission of the Junior Engineer before taking any materials out of the premises.
29. The agency must have their office & Telephone contact with Mobile no. in Burdwan and the same should be intimated to this Department in writing. The telephone call should be responded without delay.
30. The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately.
31. The agency shall maintain one attendance register at site, to be signed regularly by the staff on duty and the same should be authenticated/verified by the concerned Junior Engineer.
32. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor .
33. Bills should be submitted at the end of every three month with the certification of concerned Engineers on satisfactory completion.
34. The on-duty Maintenance Staff must wear specially designated fluorescent coated outfit denoting PWD( Elect) clearly provided by the agency.
35. The agency should must submit P.F and E.S.I 's challan and payment acknodledgement document of the respective labours during submission of bill.
36. The agency have to obey the labour department rules strictly.
37. Valid workman permits, electrical license, Identity proof etc. are to be furnished for each electrician/workman, helper engaged by the agency alongwith the name & contract mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer(Electrical), Assistant Engineer(Electrical) & Executive Engineer(Electrical)
Total Safty & Security of the Staffs' concerned liable to the agency.
38. The contract may be terminated with one month’s notice from either side.
39. The rates should be quoted both in words and figures inclusive of all taxes on monthly basis. No. quotation with price variation clause will be accepted. Rates offered should be stable for the entire period of maintenance.
Rates to be quoted will be inclusive of all the taxes incl. GST. No other additional charges will be applicable in addition to the quoted rates.
