The bidder must submit valid ISO 9001 certificate along with the bid.

1) Bidders must have supplied at least 01 sets of the tendered item of same of higher capacity(higher specifications) during last 03 years from the date of closing of tender against any contract concluded by COFMOW, Any Zonal Rly or PUs. Firm must upload documentary evidence regarding the past successful supply performance like copies of Contract order along with Installation and commissioning report jointly signed with the actual user/consignee, PTC etc. , along with the offer, failing which the offer shall be summarily rejected. 2) Performance Certificate: The bidder shall submit performance certificate of at least 01 sets of the above supplied item that must have worked satisfactorily for at least one year from the date of commissioning. The performance certificate submitted by the bidder should not be more than one year old i.e. it should have been issued within 01 year from the date of tender closing.

Firm shall submit the compliance of all the parameters mentioned in the technical specifications document (annexure-A) attached below. If there is any deviation, the same shall be clearly indicated in the deviation statement.

(1) Procurement shall be done from manufacturers (OEM's) or authorized agent / dealer of OEM. (2) Either OEM should quote directly or OEM can give Tender Specific Authorization to its Agent / dealer to quote on their behalf. (3) The authorized dealer should submit valid tender specific authorization, along with the offer, failing which their offer will be summarily rejected

Earnest Money Deposit (EMD): (1) EMD shall be submitted by tenderer as specified in tender schedule, along with their online offer. There shall be no exemption from submission of EMD for any tender or by any tenderer except those exempted. (2)The bidder seeking EMD exemption must submit valid supporting document for the relevant category in the following cases : (a) Only Manufacturers having valid UDYAM certificate under Micro and Small category are eligible for exemption from EMD. (b) Other Railways and Government Departments. (c) Indian Ordnance Factories. (d) PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. (e) Vendors registered with Railways for the trade group of the item tendered. (f) Vendors appearing on the approved vendor lists of RDSO/PUs/CORE, subject to approval status being valid on the date of tender closing. (g) Vendors registered with Railways for supply of medicine, medical equipments and consumables for these items. (h) In tenders issued against PAC, OEM in whose favour PAC has been issued (i)KVIC and ACASH for items supplied by them.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

If there is any conflict in technical specification, or T&C, then the the conditions mentioned in the mentioned document shall prevails.

Unless otherwise stated, latest alterations/ revisions of specifications/ standards/ drawings shall be applicable. In respect of safety standards and environmental standards relevant to the machine, the machine manufacturers shall ensure compliance with international (CE/ISO/DIN/JIS) /National standards (IS) (wherever applicable).

Tenderers should offer and quote for all the specified concomitant accessories, as these are considered essential for commissioning and utilization of the machine. Even if bidder does not recommend the purchase of any of these accessories, the price should be quoted for comparison purposes and their recommendation/suggestion to be indicated in the offer. Tenderers should also quote for optional accessories, spares and consumable spares as asked in the specifications.

The purchaser may accept internationally accepted alternative specifications which ensure equal or higher quality than the specifications mentioned in the Technical Specification. However, the decision of the Purchaser in this regard shall be final. A copy of the alternative specifications offered should be sent along with the offer. The Tenderer should also furnish Statement of Deviations from tender specifications along with the offer.

1. All commissioning and installation & foundation work should be free of cost along with training. 2. The firm shall provide at least 2 copies of technical literature and operating manual & maintenance and schedule manual of the tendered item at the time of installation and commissioning.
