Special Eligibility Criteria

   The Railway reserves the right to order entire or bulk quantity of tendered item from ICF approved sources UVAM ID- 2300087 , BOGIE MOUNTED BRAKE CYLINDER etc or their Authorized dealers must upload the tender specific authorization letter along with their offer failing which their offer will be summarily rejected without any back reference. Clause no. 16.3 General Tender Condition (Section-2) of Eastern Railway will be applicable. The status of the firm shall be reckoned as on the date of tender opening date and not there after unless a case of removal /suspension/banning/downgrading.

   In terms of Railway Board letter no. 2015/RS(G)/779/5(Vol.III) dated 22.06.2020 and in keeping with the Public Procurement (Preference to Make in India) Order 2017 as amended time to time, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore, public procurement of this tendered item is restricted to Class-I local suppliers only (Class-I local supplier means a supplier having local content equal to or more than 50 Percent).The vendors who do not qualify to be Class-I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I local supplier for the tendered item, participates in the tender, it does so at its own risk and cost and Railway shall not be liable for any loss or damage caused to the vendors.

   [1.1] The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender. [1.2] The bidder should go through the tender Documents consisting of instruction to Tenders, General Tender Conditions and Special conditions of Tender, and agree and confirm to abide by the instructions to Tenders, General Tender conditions, IRS Conditions of contract and the Special Conditions of Tender. [1.3] The bidder should submit/upload the performance statement supported by copies by Purchase Orders, Receipt Notes, and Inspection Certificates as the case may be. [1.4] The offer should be kept valid for 90 days. [1.5] The guarantee/warranty as per specification / DRG., and, in case specification / DRG. does not contain GC/WC, then do you agree GC/WC, then the same will be as per IRS conditions of contract. [1.6] In case of Authorized Dealer, please uploaded Authorization Certificate along with offer. [1.7] Please mention your approved factory address along with proof for the purpose of Inspection. [1.8] Have you attached signed Bid securing declaration for availing exemption from submission of EMD if applicable ?

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Commercial-Compliance

   Firm willing to avail benefits of micro and small enterprises, must submit documentary evidence of being micro or small enterprises for tendered item in the certificate issued by nodal agencies as per public procurement policy, failing which firm's status will be treated as Non-MSE firm.
