(13) Schedule ‘D gives the basis of interim payment for construction of civil works.

maintenance and final removal of all temporary works of whatsoever nature
required for construction including temporary bunds, diverting water,
pumping, de-watering etc. for the proper execution of works. The rates shall
also be deemed to include any works and setting out that may be required to
be carried out for laying out of all the works involved.
(15) Prices shall be filled online only.

access to Work site. The successful bidder shall have to make suitable access
to work sites at his own cost. These accesses will be used by the other
contractors working for GWSSB.

(21) The amount to be quoted for O & M / year shall be as per Volume-II, General
Conditions of Contract, Clause No. 1, and Security Deposit.
(22) 1% of the value of work will be deducted from the Running bill against labour

(23) Third Party Inspection / CSC agency will be deployed by GWSSB and charges of
the same will be borne by GWSSB.
(24) Any expenditure incurred by inspection/ CSC agency for the work misinformed
by the contractor and charges of inspection/ CSC agency without any work due
to misinformation shall be recovered from the contractor.
(25) The rates quoted shall be exclusive of GST, but inclusive of all other taxes,
duties which shall not be paid extra. While GST will be paid for admissible part
of actual work done at the approved tender rates and tender conditions of
price variations. GST shall be paid as per prevailing rates at the time of
payment. The TDS shall be deducted at source as per provision of IT rules and

basis of work done of individual items and rates quoted against those
particular items only.
(29) Royalties: The contractor shall be liable to pay the royalty of the quarried
materials/ minerals used in the construction of works at the rates specified in
the Narmada Water Resources, Water Supply & Kalpsar Dept. Resolution No.
GEN-2010-595- (6)- M.I.Cell ( K-1) Dt. 29-4-2011 ( Gujarati Version Copy
enclosed) and shall be recovered from the running bills of the work from time
to time and remaining amount if any shall be recovered from the final bill
before releasing the security deposit of the work. The contractor shall furnish
the statement showing the quantity of quarried materials / minerals from
whom purchased ( with full address of the seller) and copies of the bills for
purchase to the Executive Engineer of the in charge of the work. The
contractor shall also furnish such additional information as regards royalty
payment to the competent authority.
(30) Agency shall have to take Insurance policy and intimate to GWSSB along with
the evidence within time limit. In case of non compliance entire responsibility
shall be rest with the agency and required amount shall be recovered from any
due amount of the agency.
(31) GWSSB can recover penalty amount from the agency for not taking the
insurance. Though the penalty amount is recovered, responsibility of the
agency for taking insurance shall be continued and will not be escaped from
the responsibility.
(32) The contractor shall apply fair means of stock maintenance and shall adopt
accounting standard as may be prescribed under GST Act as applicable in the
state of Gujarat. For arriving at the difference in procurement prices due to
introduction of GST it will be open for the Board to ask for original invoices,
lorry receipt, weigh bridge slips, payment details and such other documents as
may be required for the purpose.
(33) The claim of contractor regarding GST shall have to be backed by
documentary evidence substantiating the actual payment of tax duly certified
by the competent tax authority. The final decision regarding the quantum of
claim amount to be recovered or reimbursed shall be of the competent
authority of the GWSSB and shall be binding on the contractor.

1. Having visited the site and examined the Bid Documents, Drawings, Conditions of Contract,
including Addenda/Amendments to the above, for the execution of the above Contract, we the
undersigned offer to design, Engineer, procure, construct, complete, commission, operate and
maintain the whole of the said works for 2 years from the date of commissioning including
defects liability period as given in Conditions of Contract and in conformity with the drawings,
Documents, including Addenda Nos.__________ (insert numbers) for Lump sum fixed price of
Construction including free trial run for three months or such other sum as may be ascertained
in accordance with the conditions.

a) if we fail to provide required facilities to the Employer’s representative or any other
person/Agency by the Employer to perform on his behalf for carrying out the inspection and

b) if we incorporate into the Works, materials before they are tested and approved by the

c) if we fail to deliver pure water of required quantity according to the conditions/stipulations
of the Contract, the Engineer will be at liberty to take any action including termination of
Contract and impose at his absolute discretion any penalties, and/or reject the work.

the Contract within 15 months, inclusive of monsoons, from the date or receipt of Letter of
Acceptance issued to us by you.

1. As mentioned in the Conditions of contract, the Contract being a lump sum type
turnkey Contract on EPC basis, the provision of measurement will be applicable only
for the assessment of value of work done for inclusion in any interim certificate for
part payment to the Contractor.
2. The Schedule specifies the procedure for all such assessment of the items specified in
3. Each item of Schedule-B has been divided into broad components. The Employer's
Representative shall assess the value of each component as indicated in paragraph

Employer's Representative an initial bill of quantities to all major items, to be
reviewed and updated periodically with the Employer's Representative. This bill of
quantities will be used for assessment of percentage progress of the component at any

2.1 UPVC PIPE WITH ELASTOMARIC SEALING RING:
The UPVC Pipes and UPVC Couplers to be manufactured supplied and delivered under the
scope of this contract shall be manufactured in accordance and conforming to IS:4985-
2000 or its latest revision or amendments with ISI certification mark. Elastomeric sealing
ring shall be in accordance with one of the types as per IS 5382 & it shall be EPDM rubber
ring with ISI mark.
2.2 UPVC COUPLERS AND SOLVENT CEMENT SOLUTION:
UPVC Couplers shall be conforming to IS:4985-2000 OR its latest revision/amendment.
Solvent Cement Solution shall be of a laboratory grade.
3. TEMPERATURE VARIATIONS:
All the pipes and couplers to be manufactured, supplied and delivered shall be subjected
to weather conditions like sun, dust, rain, wind as available in State of Gujarat. They shall
be also subjected to carry and convey drinking water under variable temperature
conditions ranging from 4 C0 to 45 C0.
4. TENDER PRICE:

The tender price shall include all labour, material and machinery cost necessitated to be
a) Proper manufacturing of the Ring fit PVC Pipes/Couplers/Elastomeric sealing ring
manufacturing facility preferably certified with ISO: 9001:2000.
b) All tests required to be undertaken at manufacturers premises.
c) Transportation of the pipes/couplers either by Rail and/or Road services with all the
covers duly and appropriately insured.
d) Delivery of pipes/couplers with proper loading, unloading, stacking at GWSSB store as
indicated by Engineer-in-charge.
e) Further towards proper maintenance and discharged and all contractual obligations.
5. DELIVERY SCHEDULE:
The delivery schedule shall be as under,
Material shall be offered for inspection within 30 days from the date of R.P.A.D./ Fax /
Courier/Speed Post/ e-mail of order whichever is earlier. The total delivery time
shall be considered as 30 days + time for inspection (i. e. from the date of inspection
offered to the date of issue of inspection release note) by Third party inspection
agency (Normally within one week but maximum within two-week time) + 12 days
transportation time. Extension of time limit on account of materials rejected during the
inspection will not be permitted. In case of emergency the delivery period can be less with
mutual consent.
The methods of marking all the pipes to be delivered under scope of contract shall ensure
that all the information will remain legible even after transportation, storage in open space
etc. In general, the legible and indelible marking upon the goods shall indicate the

8. MATERIAL & WORKMANSHIP:

B TECHNICAL SPECIFICATION FOR UPVC PIPES
1. SUPPLY OF MATERIAL
The general requirement relating to supply of material and manufacture of UPVC Pipes
and shall be conforming to the relevant Indian Standard Specification No 4985-2000 or its
latest revision. The pipe shall be with ISI mark.
1.1 UPVC Pipes and couplers shall be conforming to and manufactured as per IS:4985-
2000 OR with its latest revision or amendments.
1.2 The dimensions, material compositions, tests etc. shall be as per IS:4985-2000 or with
its latest revision or amendments. Each pipe shall be marked with ISI certification mark.
1.3 The minimum & maximum wall thickness of the pipe shall be as specified IS:4985-

1.4 The colour of pipes & couplers to be supplied under the scope of this tender shall be
light grey as per Clause No. 10.1 i. e. Visual Appearance of IS 4985-2000.
1.5 PVC pipes with elastomeric sealing ring joint pipe it shall be as per IS specification

2. UPVC COUPLERS
2.1 The material composition for UPVC Coupler shall be as per the material composition of
UPVC Pipes as per IS:4985/2000.
2.2 The size, pressure & manufactures name shall be mark on couplers also to identify the
class of coupler either class and size should be marked on couplers too or colour bends
shall be as per the colour shown in IS:4985/2000 Clause No.10.1
3. SOLVENT CEMENT SOLUTION
The quality of solvent cement solution shall be of a good quality. For each size of pipes
offered for inspection sample coupler with two pieces from two pipes shall be coupled with
solvent cement offered for inspection (as these are supposed to be coupled in field) and
this coupled unit shall be kept for hydraulic test at requisite pressure for the stipulated
time and observed for confirmation to IS:4985-2000.
4. Elastomeric sealing ring
It shall be in accordance with one of the types (Type - 1 to Type – 6) as per ISS 5382. The
sealing ring shall be EPDM rubber ring. The sealing ring shall be with ISI mark. The
lubricant applied for jointing of elastomeric rubber ring shall be of good quality and
comply the following specifications.
a. Must have paste like consistency and be ready for use, preferably soap jelly.
b. Has to adhere wet and dry surfaces of UPVC pipes and rubber ring.
c. Must be non-toxic.
d. Must be water soluble
e. Must non affecting physio-chemical and organoleptic properties of drinking water
carried on the pipe.
f. Must not have an objectionable odour.
g. Must not harmful to the skin.

5. The Tests as per ISS 4985-2000 will be carried out by Third Party Inspecting
agency fixed by GWSSB as follows.
5.1 Sampling: Sampling should be done as per Clause No. 12 of IS 4985-2000.
5.2 Visual Appearance: The visual appearance of pipes shall be as per Clause No. 10.1 of
5.3 Opacity: The opacity tests for pipes shall be carried out as per Clause No. 10.2 of IS
5.4 Reversion Test: The Reversion Test shall be carried out as per Clause No. 10.4 of IS
5.5 Vicat Softning Temperature Test: The Vicat Softning Temp. Test shall be carried out
as per Clause No. 10.5 of IS 4985-2000.
5.6 Density: This test shall be carried out as per Clause No. 10.6 of IS 4985-2000. The
value shall be between 1.40 & 1.46.
5.7 Sulphated Ash Content Test: This test shall be carried out as per Clause No. 10.7 of
IS 4985-2000. The Sulphated Ash Content in PVC Pipe shall not exceed 11%.
5.8 Resistence to External Blows at 00 C: This test shall be carried out as per Clause
6. LONG TERM TEST:
a) (1) Type test and internal hydrostatic pressure test (as per clause No.11.1 of IS- 4985-
2000) and (2) Test for effect on Water (as per clause No. 10.3 of IS- 4985/2000) shall be
carried out as prescribed in IS-4985-2000 or its latest revision or amendments at fixed
intervals as specified by BIS.
However, GWSSB or Third party inspection / CSC agency fixed by GWSSB can verify the
certificates for these tests and representative of GWSSB or TPI can also remain present
during the tests if required and agency shall not have any objection for the same.
(b) Deposit for type test:
As per the clause No. 10(b) 1% of the value of the order quantity (excluding S.T.) is to be
kept in the deposit for type test till agency produces certificate based on samples collected
& tested as per BIS standards read with "SCHEME OF TESTING AND INSPECTION -

The rates quoted shall be inclusive of insurance, freight / carting charges, loading,
unloading & stacking at store or site of works with excise duty exemption in 110 mm Dia.
6kg/Sq.cm PVC Pipe but exclusive of CST/GST (VAT). The CST/ GST (VAT) & entry tax if
any will be paid extra as actual on production of documentary proof of payment.
Inspection of materials at factory site shall be carried out jointly by the third party
Inspecting Agency as fixed by GWSSB & Concerned Executive Engineer of GWSSB when
pipe Length is more than 1000 Mtr.)
The supplier on receipt of supply order from GWSSB shall intimate the third party
inspection agency & concerned Executive Engineer to carry out inspection as soon as
material is ready.
The inspection calls for PVC Pipes, Couplers, Solvent Cement and elastomeric sealing ring
shall be given. If the sealing rings are not offered for inspection, the inspection note only
for pipes will not be issued by third party inspection agency. Inspection will be carried out
normally within one weeks time and on receipt of such intimation the inspecting agency
will inspect the materials as per the specification and on satisfying itself, will mark the
inspection marks on all pipes and issue inspection note to supplier and concerned
During third party inspection if the material offered for inspection is rejected by third
party Inspection agency in that case the third party inspection agency will mark the
rejection marking and will take other precautionary measures so that the rejected material
cannot be used in GWSSB in future.
Sample coupler and two pieces from two pipes shall be coupled with Solvent Cement
offered for inspection (as these are supposed to be coupled in field). This coupled unit
shall be kept for Hydraulic Test at requisite test pressure for the stipulated time and shall
be observed for conformation to IS:4985. Sample of pipes shall also be coupled with
elastomeric sealing ring and this test shall be carried out accordingly.
As regards post-delivery quality inspection of pipes, samples shall be collected by
Concerned officer/ Quality Control & Vigilance Unit of GWSSB & will be tested at
CIPET/GIRDA or any other agency as decided by GWSSB. Counter Reference Sample shall
also be collected at the time of joint Pre-delivery inspection in presence of the third party
inspection agency, the concerned Executive Engineer and the manufacturer with their
signatures on the sample and shall remain in custody of the concerned consignee and will
be tested at CIPET/GIRDA or any other agency as decided by GWSSB in case of doubt. For
inspection purpose the manufacture has to go in for line stencilling for identifying size and

class for proper separation. The stock of offered material shall be in manageable batches
with adequate space lie spreading the pieces etc. to permit proper inspection and
inspection authority to be present during stamping so as to ensure that only actually
cleared material is stencilled. The inspected material should not be loaded after sunset to
avoid inadvertent dispatch of wrong material.
The payment shall be made as per Rmt basis.
a) PRICE VARIATION FOR UPVC PIPES:(Applicable)
The price variation will be based on Prime Grade 67 GER 01 (Formerly known as A Grade 67 GER 092)
announced by RIL from time to time.
For purpose of variation, 900Kgs of PVC resin will be considered for one tonne of PVC pipes. In the event of
any variation, prices will be calculated as:
P Price Variation per tonne
A Current Price of PVC resin per tonne fixed by RIL (as published on GWSSB
Website) (Price without GST) as on dated which is offered for pipe inspection.
B Price of PVC resin per tonne as per as published on GWSSB Website (Price
without GST) on last date of online bid sub mission (i.e last date of online
submission as per the n- procure website log)
C Weight of pipe (In this case value of C= 1 Tonne)
Note: Price of PVC resin per tonne shall be considered after deducting regional subsidy if any
declared by the RIL.
Condition for variation in price of uPVC PIPES:
1. No Ceiling for Escalation for difference in the cost of uPVC Pipe will be applicable.
2. This Clause shall be operative from the date of Signing of Agreement and up to the expiry of original
time limit of Tender.
3. The contractor shall have to give undertaking at the time of claiming their bills for price
variation as under:
"We hereby certify that the uPVC resin of the uPVC Pipes for which the bill preferred is not purchased
through any Government or Semi Government undertaking at the concession rate"
4. Price Variation (payable/Recoverable) on Extra and Excess Items shall be allowed upto increase of 10%
(due to Excess + Extra) of overall total length of respective type of pipelines (PVC or DI or MS or HDPE)
mentioned in BOQ of the tender.
5. If the time limit is extended without penalty, then in such case price variation (positive/negative) on
the pipes shall be applicable restricted to the Bill of Quantities mentioned in tenders plus Excess and
Extra Subject to Clause 4 above. For that part of the extended time for completion, wherein delay is
attributable to contractor for the quantities procured during such time period, no positive price
variation (Extra payable to contractor) shall be admissible but negative price variation (Recovery
against quoted price) shall be admissible. For this purpose, days on which penalty is imposed shall be
counted backwards from the actual date of completion.
6. Price Variation shall be calculated by concern Division office and shall be verified by paying Authority
prior to making payment.

7. This formula shall be used only for uPVC Pipeline for calculating Price Variation.
8. This clause will be applied to the work irrespective of the cost of the work.
9. The final amount of variation payable / recoverable shall be calculated only on basis of final
publication of resin rate announced by IPCL.
10. In case of any discrepancy/dispute regarding application of price variation clause, decision of concerned
Chief Engineer shall be final and binding to the contractor.
Item No- 2 & 8 Providing, supplying, Lowering, Laying & Jointing in position
following ISI mark CI D/F Sluice Valves, Butterfly Valves & Reflux Valves of
following class and diameter including all taxes, insurance, transportation, freight
charges, octroi, inspection charges, loading, unloading, conveyance to departmental
stores, stacking, all labour, jointing material, including nut bolts and giving
satisfactory hydraulic testing etc. complete. Sluice valves with ISI mark only (A1)
PN-1 With hand wheel /cap operated (PD type short body)
( 1) 100 mm dia C.I.D.F. Sluice valve Class PN-1.
The work shall be carryout as per the description of the item and as per specification laid
down in PWD Hand book vol. I & II and instruction of Engineer in charge.
The sluice valve shall be of approved quality and as per ISS 780 OR latest revision with ISI
mark with hand wheel. Rate including necessary freight loading unloading, carting,
insurance & all taxes etc. complete.
Sluice valve and should be procured from the approved and ISI marked.
For sluice valve necessary jointing materials such as nuts bolts rubber packing shall have
to be supplied by the contractor without extra cost. It shall be fixed as per the instruction
of Engineer in charge.
No leakage shall be observed if observed shall be rectified by the contractor without any

Loading, Unloading, Stacking, Insurance and all taxes etc. complete
Specials as per site requirement shall be supplied by the contractor. The specials should

The specials should be perfectly in working condition and having necessary threads holes
etc. as per standard.

specials should be suitable for PVC pipes for which it is being used.

Item No- 4 Manufacture, supply and delivery of cast iron detachable joints(CID
Joint),complete with joint flange, dully drilled in synthetic rubber siling rings,
manufacture from styene butadine rubber (SBR) and other required accessories such
as nut bolts, etc. confirming to IS specification 8794/ 1988 or it;s latest revision, if
any suitable for use with A.C. pressure pipe, delivery of joints including it;s
accessories including loading, unloading, carting, stacking, insurance, all taxes,
octroi, etc. complete.
Joints as per site requirement shall be supplied by the contractor. The Joints should be
as per standard and shall be got approved by the Engineer in charge before being used.
The Joints should be perfectly in working condition and having necessary threads holes
etc. as per standard.
Joints should be as per IS standard specification and should be price make. All the
Joints should be suitable for PVC pipes for which it is being used.

ITEM NO. 5 Providing and supplying C.I. Air valves of approved make & quality of
following class and diameter including all taxes, insurance, transportation, freight
charges, octroi, inspection charges, loading, unloading, conveyance to departmental
stores, stacking etc. complete

ISI mark C.I. Air valve shall be supplied by contractor.
Necessary bolts, nuts, rubber packing tools and plant shall be supplied by the contractor
without any extra cost.
The valve shall be fixed to the entire satisfaction as directed by Engineer in charge

be done. If leakage found, the same will be rectify by agency.
After laying GI pipe The raised G.I. pipe protected with RCC in CC 1:2:4 column of
mtr dia. size & 2.40 mtr height with base footing of 0.60 X 0.60 X 0.60 mtr at bottom with
required additional excavation incl. bolts, rubber packing, form work etc. complete.
Payment shall be made on Number basis.
Item No.:-6 Excavation for pipe line trenches for water supply, sewerage line,
manhole etc. all with shoring and struting if required as per required gradient and
line including safety provisions using site rails and stacking excavated stuff
including up to all required lead cleaning the site etc. complete for lifts and strata
1.1 The excavation for trenches will generally, refer to open excavation for trenches in
wet / dry conditions for pipe laying work.
2.0 CLEARING OF SITES:
2.1 The site on which the pipelines are to be laid and shown on plan and the area
required for setting out and other operations shall be cleared and all obstruction loose
stones and materials, rubbish of all kinds, stumps, brushwood as trees shall be removed
as directed the roots shall be entirely grubbed up.
2.2 The products of the clearing to restocked in such a place and in such a manner, as
directed by the engineer in charge.
2.3 In jungle clearings, all trees not specially marked for preservation, bamboo’s jungle
wood and brushwood shall be cut down their roots grubbed up. All wood and materials
from the clearing shall be the property of the Board shall be arranged as directed by the
Board Engineer or his authorized agent, the material pronounced as useful by the
Engineer will be conveyed and properly stacked as directed within the specified limit.
Unless materials will be burnt or otherwise disposed of as directed.
2.4 All holes or hollows whether originally existing or produced by digging up roots,
shall be carefully filled up with earth, well earth, well rammed levelled off, as may be

The center lines of all pipe trenches etc. shall be given by the Engineer-in-charge and it
will be the responsibility of the contractor to install substantial reference marks, bench
marks, etc. and maintain then as long as required true to line, level curve and slopes. The
contractor shall assure full responsibility for alignment, and dimension of trench.
The labour materials etc. required for setting out and establishing benchmarks and other
reference marks shall be arranged by the contractor at his own cost.
4.0 EXCAVATION:
4.1 The excavation incl. Bailing out of water for the pipe trenches shall also incl.
Removal of all materials of whatever nature and whether wet or dry condition necessary
for laying of pipelines exactly in accordance with alignment, levels grades and curves
shown on the plans or as directed by the Engineer-in-charge. Trenches shall be excavated
to the exact width and depth according to the size of pipe and the sides shall be left
vertical as for as possible or according to the angle of repose various soils. Unless there is
a specific extra provision in the contract for shoring and strutting or for cutting side slopes
the contractor shall at his own cost do the necessary shoring and strutting or cutting of
slopes to a safe of repose or both approved by the Engineer-in-charge. The contractor shall
notify the Engineer before starting excavation to enable him to take cross sectional levels
for purpose of measurements before the ground is disturbed. The bottom of the trenches
shall be levelled both longitudinally and transversely or slopped as directed by the
Engineer. The contractor shall at his own cost to remove such portions of boulders or
rocks, as are rectified to make the bottom of the trench level. No filling shall be allowed to
bring the trench to level. If by contractor’s mistake excavation is made deeper than shown
on the plans and if ordered by the Engineer the extra depth shall have to be made with
selected excavated stuff only with watering, remedying etc. as directed, by the Engineer
and at the cost of the contractor. Other hard excavation shall be cleared of all sorts and
loose materials and cut to firm surface, either level, stepped as directed by the Engineer.
The Engineer may order such charges in the dimensions and alignment of pipe trench as
may be deemed necessary to secure satisfactory cover over pipeline. The contractor shall,
at his own expense, make provision for bailing out of draining water and the trenches
shall be kept free of water, during laying work.
After each excavation is completed, the contractor shall notify the Engineer to that effect
and no laying of pipeline will be allowed to laid until Engineer has approved the depth and
dimensions of trenches level and measurements.
5.0 SHORING AND STRUTTING:

Shoring & strutting and dewatering if required shall have to be carried out by the
contractor, for which any extra charge will not be paid
During excavation if water connections, sewage connections, telephone lines khalkuwa
(soak pits) etc. are damaged by the contractor, the same shall have to be restored by the
contractor without any extra payment.
6.1 The trenches shall be strongly fenced and red light signal shall be kept at night and
arrangement of watchman to prevent accidents should be done, sufficient care protective
measure shall be taken to see that the excavation shall not affect or damage the adjoining
structure. The contractor shall be entirely responsible for any injury to life and damage to
the properties etc. Necessary protection work such as guide ropes, crossing places,
barricades, caution boards etc. shall be provided by the contractor.
7.0 The excavation in all sorts of soil, hard murrum, soft rock or hard rock or any type
of soil shall have to be carried out up to the required depth by the agency
8.0 DISPOSAL OF EXCAVATED STUFF
8.1 No excavated stuff from trench are to be placed even temporarily nearer than
meter or greater distance up to 90 meter or as prescribed by the Engineer from the outer
edge of trench. All excavated material will be the property of the board. The rate of
excavated includes sorting out of useful materials and stacking then separately as directed
within specified lead. The excavated stuff suitable and useful for refilling or for other use
shall be stacked at convenient places. The materials not useful in any wet shall be
disposal off as directed by the Engineer from the outer edge of trench.
8.2 The site should be cleared off on completion of work.
9.0 ADDITIONAL REQUIREMENTS
At the joints of pipes, the trench shall be excavated to an additional depth of 15 cm. and
width of 30 cm. And length of 15 cm. beyond the edge of collar on both the sides or as
directed. The rate includes for such extra excavation made at the joints. The trenches
shall be excavated perfectly in straight line. The bottom of the trench shall be kept as per
invert level or as directed. To maintain the proper slope the usual method of site rails and
boning rods shall be adopted. The contractor shall have to provide and fix and maintain
sight rails and boning rod without any extra cost.
If the contractor fails or makes delay to give hydraulic test of the pipe line laid in any of
the section, without any genuine reason, he shall be responsible to get any part of the

length trenches refill in such case i.e. before tasting for safety of pedestrian and/or
vehicular traffic as found necessary by the engineer-in-charge without any extra cost. If
found necessary any directed by the Engineer-in-charge. The contractor shall have to
excavate the refilled trenches, during hydraulic test without any extra cost.
At all road crossings, trenches shall be excavated only for half width of the road and pipe
shall be laid. The other half shall be excavated only after back filling over the laid pipeline
is done so as to make it suitable for the traffic. The contractor shall provide direction when
the pipeline is to be laid along the road as required and shall maintain the diversion or
any part of it, without any extra cost. At all road crossings, the pipe shall be laid below the
9.2 The contractor shall break the road surface by excavation chiselling to the exact
width and length as shown on the drawing or as directed by the Engineer-in-charge.
The excavated stuff shall be deposited in uniform layers to avoid mixing with other kind of
materials at non-objectionable place or as directed by the Engineer-in-charge.
10.1 Excavation in excess of the sanctioned dimensions shall not be measured not paid
for and if an ordered by the Engineer the contractor shall have to fill up the excess depth
with excavated stuff with watering ramming etc. (Completed as specified) for trench
without any extra payment to the contractor.
10.2 The item of excavation shall include unless and otherwise mentioned.
(a) Clearing of site
(b) Setting out work including all materials and labour.
(c) Providing and subsequently removing, shoring and strutting outing
(d) Excavation and removal and staking of all excavated stuff as directed.
(e) Necessary protection including labour materials equipment etc. to ensure safety
and protection against risk or accident.
(f) Providing facilities for inspection and damage to property if caused during progress
(g) Compensation for injury to life and damage to property if caused during progress of

(h) Restoring of water supply connections, sewer connections, telephone
lines, khalkuwa soapiest etc. if damaged by contractor without extra
(i) Dewatering of excavated pit trench during the progress of work.
(j) Clearing the site on completion of works directed by the Engineer.
UNIT OF RATE: The unit of rate shall be per Cum.
Item No.:- 7 Lowering, laying and jointing PVC pipes and specials of following class
and diameter including cost of conveyance from stores to site of works including
cost of labour, material, except cement solvent, giving satisfactory hydraulic testing
as per ISI code.
Pipe and fittings shall be lifted from manufacturing site to site of work at his own cost.
During transportation any damage shall be occure to pipes for fittings the replacement of
pipes or fittings given by the contractor at-least own cost.
Before laying the pipes it shall be brushed throughout the length so that dust or soil can
be removed. The fittings should also be brushed. The pipes shall be laid in trenches in
The jointing material such as coupling & Solution etc. to be supplied by the contractor.
All the specials such as bends, tees, reducers etc. shall be fixed as per instruction of
engineer-in-charge in the pipeline. The pipe shall be hydraulically tested during the testing
no leakage shall be observed. If leakage observed, it shall be set right by the contractor at
its own cost as per the instruction of Engineer-in-charge.30% payment shall be made after
hydraulic testing of pipe line.
Payment shall be made on running metre basis.

The excavated earth shall be used after getting approval of the Engineer in charge proper
consolidation and watering shall be done.
The payment shall be made on Cum basis.
ITEM NO. 10 Construction of valves chambers in brick or bela stone masonry, locally
available in C. M. 1:6. Foundation concrete 150 mm thick in C. C. 1:4:8 of trap
metal size 25 mm to 40 mm thick, inside cement plaster in C. M. 1:3 and cement
pointing outside in C.
M. 1:3 and top cover of precast RCC slab 100 mm thick (with key hole in two parts,

Materials such as Cement, sand, coarse aggregate, bricks, reinforcement, water etc. to be
used for this work shall be confirming to specification laid down in material section.
Chamber shall be constructed at places approved by the Employer’s Representative.
Where valves are provided for maintenance of the pipeline.
Excavation / P.C.C.
Excavation, shoring, dewatering/ P.C.C. etc. for the pits of chambers, laying of pipes and
fittings/specials shall be done in accordance with Employer’s Requirements described
elsewhere in the document.
The bed concrete 150 mm thick for chamber shall be done in C.C. 1:4:8 as directed by the
Engineer-in-charge using trap metal of 25 mm to 40 mm.
Bricks used for construction of manholes shall conform to the relevant Indian Standards.
They shall be sound, hard, and homogeneous in texture, well burnt in kiln without being
vitrified, table moulded, deep red, cherry or copper coloured, of regular shape and size and
shall have sharp and square and parallel faces. The bricks shall be free from pores, chips,
flaws or humps of any kind. Bricks containing ungrounded particles, which absorb water
more than 1/6th of their weight when soaked in water for twenty-four hours, shall be
rejected. Over burnt or under burnt bricks shall be liable to rejection. The bricks shall give
a clear ringing sound when struck and shall have a minimum crushing strength of
kg/sq.cm. The class and quality requirements of bricks shall be as laid down in IS:
The size of the brick shall be 23.0 x 11.5 x 7.5 cm. unless otherwise specified; but
tolerance up to 3 mm in each direction shall be permitted. Only full-size brick shall be
used for masonry work. Brick bats shall be used only with the permission of Employer’s
Representative to make up required wall length or for bonding. Sample bricks shall be
submitted to the Employer’s Representative for approval and bricks supplied shall
conform to approved samples. If required by the Employer’s Representative, brick sample
shall be tested as per IS: 3495 by Contractor. Bricks rejected by the Employer’s
Representative shall be removed from the Site within 24 hours.

Mortar for masonry shall be as per IS: 2250. Chambers shall be constructed in brick
masonry with cement mortar (1:6) unless otherwise specified. Gauge boxes for sand shall
be of such dimensions that one bag containing 50 kg. of cement forms one unit. The sand
shall be free from clay, shale, loam, alkali and organic matter and shall be of sound, hard,
clean and durable particles. Sand shall be as approved by the Employer’s Representative.
If required by the Employer’s Representative sand shall be thoroughly washed till it is free
of any contamination.
For preparing cement mortar, the ingredients shall first be mixed thoroughly in dry
conditions. Water shall then be added and mixing continued to give a uniform mix of
required consistency. Cement mortar shall be used within 25 minutes of mixing. Mortar
left unused in the specified period shall be rejected.
The Contractor shall arrange for tests on mortar samples if so required by Employer’s
Representative. Re-tempering of mortar shall not be permitted.
All bricks shall be thoroughly soaked in clean water for at least one hour immediately
before being laid. The cement mortar for brick masonry work of Chambers shall be in the
proportion specified in drawing. Brick work 230 mm thick and over shall be laid in
English Bond unless otherwise specified. 115 mm thick brick work shall be laid with
stretchers. For laying bricks, a layer of mortar shall be spread over the full width of
suitable length of the lower course. Each brick shall be pressed into the mortar and
shoved into final position so as to embed the brick fully in mortar. Bricks shall be laid
with frogs uppermost.
All brickwork shall be in plumb and square/ circular unless otherwise shown on drawing
and true to dimensions shown. Vertical joints in alternate courses shall come directly one
over the other and be in line. Horizontal courses shall be levelled. The thickness of brick
courses shall be kept uniform. For walls of thickness greater than 230 mm both faces
shall be kept in vertical planes unless otherwise specified. All interconnected brickwork
shall be carried out at nearly one level so that there is uniform distribution of pressure on
the supporting structure and no portion of the work shall be left more than one course
lower than the adjacent work. Where this is not possible, the work shall be raked back
according to bond (and not saw toothed) at an angle not exceeding 45 degrees. But in no
case the level difference between adjoining walls shall exceed

1.25 M. Workmanship shall conform to IS:
Brick shall be so laid that all joints are well filled with mortar. The thickness of joints shall
not be less than 6 mm and not more than 10 mm. The face joints shall be raked to a
minimum depth of 12 mm by raking tools daily during the progress of work when the
mortar is still green, so as to provide a proper key for the plastering to be done. When
plastering is not required to be done, the joints shall be uniform in thickness and be
struck flush and finished at the time of lying. The face of brickwork shall be cleaned daily
and all mortar droppings removed. The surface of each course shall be thoroughly cleaned
of all dirt before another course is laid on top. If mortar in the lower courses has begun to
set, the joints shall be raked out to a depth of 12 mm before another course is laid.
All joints in masonry shall be raked to a depth of 12 mm with hooked tool made for the
purpose when the mortar is still green and in any case within 48 hours of its laying. The
surface to be rendered shall be washed with fresh clean water free from all dirt, loose
material, grease etc. and thoroughly wetted for 6 hours before plastering work is
commenced. Concrete surfaces to be rendered will however be kept dry. The wall should
not be too wet but only damp at the time of plastering. The damping shall be uniform to
get uniform bond between the plaster and the wall.
The proportion of the cement mortar shall be as approved on relevant drawings. Cement
shall be mixed thoroughly in dry condition and then just enough water added to obtain a
workable consistency. The quality of water, sand and cement shall be as per relevant I.S.
The mortar thus mixed shall be used immediately and in no case shall the mortar be
allowed to remain for more than 25 minutes after mixing with water.
Curing of plaster shall be started as soon as the applied plaster has hardened enough so
as not to be damaged. Curing shall be done by continuously applying water in a fine spray
and shall be carried out for at least 7 days.
Plastering shall be done on inner face of brick masonry in cement mortar (1:3) and 15 mm
thick unless otherwise specified.
Cement pointing in C: M (1:3) shall be done on outside the chamber including racking out
joints, curing etc. complete as directed by the engineer-in-charge.
Cement Concrete Block
The C.C. blocks for the chamber shall be constructed in cement concrete of M15 grade to
take care of weight of valves.

Pipe Entering or Leaving Chamber
Whenever a pipe enters or leaves a chamber, bricks on edge must be cut to a proper form
and laid around the upper end of the pipe so as to form an arch. All around the pipes,
there shall be a joint of cement mortar (1:2) 13 mm thick between it and the bricks.
Precast Reinforced Cement Concrete Slab with key holes
Precast Reinforced cement concrete top slab shall be casted in pieces for covering the
chamber. Necessary keyholes shall be provided at appropriate place for operation of
spindle of valve. The minimum thickness of slab shall be 100mm and same shall be casted
in C.C. of M20 grade. The required reinforcement shall be provided. The top & bottom
surface of precast slab shall be finished with cement mortar 1:3.
Measurement and Payment
Measurement shall be paid on number basis as per payment schedule.
Extra depth of valve chamber. beyond 1.00 mt. depth.
The work shall be measured and paid for additional meter depth of chamber beyond 1.0 m
depth. The work in general shall be carried out as per instructions & approval of engineer
ITEM NO. 11 Providing and laying ordinary cement concrete 1:2:4 (1- Cement 2-
coarse sand : 4- graded stone aggregates 20 mm nominal size) and curing complete
excluding the cost of formwork in (A) Foundation and plinth (more than 10 ton

2. The proportion of the concrete shall be one part of an approved quality Portland cement
four parts of sand and eight parts of coarse aggregate by volume.
3.The sand shall be course angular sharp free from any impurities such as foreign
materials dirt, dust etc.

4. Coarse aggregates shall be of black trap stone. It shall be hard angular. It shall be free
from any impurities, such as dirt, dust or any foreign materials. The size of the coarse
aggregates shall be of 6mm to 20mm size.
5. The cement shall be of approved quality ISI mark Portland cement for RCC work. The
make shall be as approved by E.I.C.
6. The ingredient shall be mixed on water tight platform in dry condition and potable
shall be added & water cement ratio is to be maintained as per I.S 450-1980 / it
revise Addition in required quantity to achieve desired workability of mix. The mixing shall
be done the by machine mixer.
7. The necessary centering and form work shall have to be provided by the contractor
without any extra cost. It must be leak proof T & P articles required for the job shall
have to be brought by the contractor without any extra cost.
8. The work shall be carried out in such a way as to get the smooth surface without
requirement of plaster. During concreting, consolidation shall be done by the using the
needle vibrator.
The payment shall be made on Cumt. basis.
ITEM NO. 12 Lowering, laying & jointing in position C.I/ D.F Sluice valves and air
valves including cost of all labour, jointing material, including nut bolts and giving
satisfactory hydraulic testing etc. comp.
1.The work shall be carryout as per the description of the item and as per specification
laid down in PWD Hand book vol. I & II and instruction of Engineer in charge.
2.The Air valve shall be of approved quality and as per ISS 780 OR latest revision with ISI
mark with hand wheel. Rate including necessary freight loading unloading, carting,
insurance & all taxes etc. complete.
3.Air valve and should be procured from the approved and ISI marked.

4.For air valve necessary jointing materials such as nuts bolts rubber packing shall have
to be supplied by the contractor without extra cost. It shall be fixed as per the instruction
of Engineer in charge.
5.No leakage shall be observed if observed shall be rectified by the contractor without any
