Eligibility Criteria

Tenders from Joint ventures are not acceptable.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- and Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will not be accepted.

As per karnataka state government order LD/300/LET/2006 Bangalore dated 01-01-2007 and Govt letter No.PW/134/BMS /2007/dated 27-07-2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

Satutory taxes will be deducted as per prevailing Govt orders.

All the Formats prescribed in the bid documents shall be filled in complete manner. ( section 3 & 4 of the bid document ) and shall be uploaded properly, signed by Tenderer . Necessary Certificates shall be uploaded along with the formats wherever required. General documents Section can be used for this purpose.

Earnest Money Deposit will have to be in any one of the forms as per the instructions in the bid document and shall have to be valid for 45 days beyond the validity of the tender.

The bidder should Complete the work as TOR

Department will not supply any equipments or office space

The cost of the Tender form shall not be refundable.

The employer is not responsible for any delay in accessing E-Procurement Portal.

The Employer reserves the right to reject one or all tender without assigning any reasons.

Further particulars, if any, required by the Bidder can be had from the office of the Executive Engineer, PWD Division Hassan during office hours on all working days. It may be noted that if any of the dates mentioned above happens to be a holiday next working day will hold good in lieu of the dates mentioned.

The Bidder should employ only registered labours as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009. As per EPF & MP act 1952 inrespect of of the employees angaged by or through contractors, agencies and contractors shall have provident fund code no. & all the contract employees deployed by them are enrolled as members of provident fund.

Tender invited only for eligible Bidder/consultant should be registered with companies/empanelled in Karnataka PWD as Category-I consultant

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation.

The tenderer shall obtain the workdone certificate in the prescribed format from the competent Authority Not Below the Rank of Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate. Certificates shall be produced to the Executive Engineer.

The Rate quoted shall be include Remuneration for Key professional staff, Supporting Staff, Transportation, Duty Travel to Site, Office Rent, Office Supplies, Utilities and Communication, Office Furniture and Equipment, Reports and Document Printing, Surveys, all other taxes as applicable and other incidental items which are necessary for the successful completion of the work.

The Tenderer must submit uploaded documents duly attested by Gazzeted Officer not below the rank of Executive Engineer and also produce original documents to the Executive Engineer for confirmation.

The Project Completion Period is (45 days)

The tenderer should be a KPWD registered with companies/empanelled in Karnataka PWD as Category-I consultant

Unique Document Identification Number (UDIN) for Practicing Chartered Account is Preffered

APPEAL: As per Govt Ltr No: 572/CRM (2020) (E) Dtd: 03.10.2020 the Appeals received in E-Procurement as per KTPP Act / Rules within the stipulated time will only be considered. Any written appeal received shall not be considered.

The Final Structural Design should be proof checked from the not less than IIT/IISc as directed by Executive Engineer, PWD Division, Hassan. The cost of proof checking shall be borne by the successful bidder / Consultant only

Geo-investigation to be carried out as per IS Standard should be got done by the successful bidder / Consultant on his own cost

The Consultancy charges shall be applied on actual Cost of Civil works of proposed Construction of Bridge Work estimate excluding service/lump sum/miscellaneous provisions and Consultancy payment will be made as per prevailing Govt. orders.

The DPR cost is as per Enclosed

Tender premium shall not be paid more than 1% of Project Cost or 37.50 lakhs ( excluding GST) whichever is less.

Providing consultancy Services for Preparation of DPR and Construction Drawings for all Services including Structural Designs and Drawings along with all allied works of Preparing Detailed Project Report for Construction of a Bridge across the Yagachi River on the Road Joining Hassan Main Road to the Belur Town Road in Belur Taluk of Hassan District including all the components of Topographical Survey on Existing alignment, hydrological survey and investigation, Geotechnical investigation, Alignment of Bridge and approach road, Embankment, Pavement Design, Retaining wall, Protection works, GAD, Reinforcement details for foundations, sub structure, super structure and all drawing etc, It is also the responsibilities of consultant to get Design and drawings proof checked from IISc/IIT or any other Equivalent Institutions at his own cost, and also it is the responsibilities to consultants to prepare revised drawings and get the approval from competent authority if any changes occurred during Execution And also Prepare for finalization of the DTS. Including surveying &preparation of land acquisition proposal with all relevant records until to get approval from competent authority and insist the authorities relevant notifications with respect to land acquisition proposals, Renumeration for key Professional staff, supporting staff, Transportations, Duty travel to site, Office rent, Office supplies, Utilities and Communication, Office furnitures and Equipments, Reports and Document Printing and surveys etc. Complete as per Direction of Engineer In charge (Inclusive of Consultancy Service taxes, local taxes, duties, fees. Levies and other impositions imposed under the applicable law on consultants)

THE BIDDERS/CONSULTANTS ARE INSTRUCTED TO SUBMIT ONLY RELEVENT INFORMATION WITH RECORDS AS REQUIRED AND SPECIFIED IN QUALIFICATION CRITERIA.ANY JUNK, SUPERFLOUS AND UNNECESARY DOCUMENTS IF UPLOADED WILL TREATED AS MISLEADING AND SUCH TENDERS ARE LIABLE TO BE REJECTED

GST will be paid separately (The consultant shall quote his rates exclusive of GST).

Achieved in at least two financial years a minimum financial turnover of Rs. 37.50 lakhs from Consultancy Services which are Civil in Nature.

The Turn over certificate shall have UDIN generated through ICAI Portal. Turn over Certificate without UDIN shall not be considered and treated as Invalid.

Completed successfully for preparation of Detailed Project Reports (DPRs)/ feasibility report cost not less than 20 crores.

Shall have minimum 15 years of experience in consultancy services.

Shall have on their Payroll Highway & Structural Design Engineers and necessary staff for Preparation of DPR.

Shall have valid & Licensed MIDAS CIVIL NX Software, CIVIL 3D, Auto CAD latest version, Required Printers & Plotters and other office Equipments.

Shall not have been Blacklisted or Terminated in any of their Previous Projects.

Shall not have any Litigation History in any of their Previous Projects.

Shall have valid GST Registration and other Statutory Registrations.

The Consultant shall have an Own NABL accredited Full Fledged Laboratory with all the relevant equipments in Karnataka with minimum 40 parameters.

EMD Rs 75,000/- should be paid through e-payment.

The Proposed Bridge Construction is of Four Lane along with footpath, median and Road on either side
